CICB Discusses OSHA Final Standard

OSHA issued a final standard on requirements for cranes and derricksin construction work on Aug. 9 requiring crane operators in constructionto meet one of four qualification/certification options by Nov. 10. AfterOSHA issued the standard, a number of parties raised concerns about therequirements, and OSHA held several stakeholder meetings. AlthoughOSHA has proposed to extend the deadline for three more years, it hasnot affirmed that the date will definitely be extended, said CraneInspection & Certification Bureau (CICB). Effective November 2010, OSHA required that the employer must

ensure that operators of cranes covered by the standard are competent tosafely operate the equipment, and when an employee assigned to oper-ate machinery does not have the required knowledge or ability to oper-ate the equipment safely, the employer must train that employee prior tooperating the equipment and ensure that each operator is evaluated toconfirm that he/she understands the information provided in the training. “Along with the requirements that went into effect in 2010, crane

operators also need to be certified by a nationally accredited certifyingagency by November 10, 2014” said Billy Cook, sales and marketingmanager of CICB. “The NCCCO Crane Operator Certification by theNational Commission for the Certification of Crane Operators is recog-nized as the best in the industry, which is proven to be the gold standardfor its criteria for written and practical examinations.”Given that there are hundreds of unique construction applications,

OSHA has been swamped with requests for clarification of the rules andthe answers are leaving people asking more questions.

“Don’t let the politics get in the way of safety”, said CamilleSingletary of CICB. “Crane operator certification gives operators a cre-dential and offers employers important information about a crane oper-ator’s knowledge, skill and ability.” Since 1969, years before the publishing of the current OSHA regula-

tion, CICB has been a leader in providing a valuable service to the indus-try — training and testing the knowledge, skill and ability of crane oper-ators. Since the inception of the NCCCO in 1996, CICB has been pro-viding NCCCO crane operator preparatory training along with theNCCCO exams to operators from all 50 states, ensuring that employeesworking with cranes are skilled and knowledgeable.With the demand for quality crane operator certification, CICB has

expanded its programs to include monthly preparatory training programsfor crane operators along with NCCCO crane operator testing. Rigger,signal person, and crane inspector programs also are available.Since 1969, CICB, headquartered in Orlando Fla., with a second

training facility in Houston, Texas, offers scheduled training programs atits facilities and at various locations across the United States or cus-tomized onsite training at company’s facilities. CICB instructors havebeen awarded the prestigious Top Trainer Award in 2013, 2012, 2011and 2009.For more information about the crane operator certification, visit

Zachry-Odebrecht Form Partnershipfor $1B Grand Parkway in HoustonConstruction is under way for the Texas Department of

Transportation’s 184-mi. (296.1 km) Grand Parkway; a third beltwayloop for the greater Houston, Texas, area in Harris and MontgomeryCounties. In the fall of 2012, a joint partnership was formed between Zachry

Construction Corporation of San Antonio, Texas, and OdebrechtOrganization of Salvador, Bahia, Brazil. The new company, Zachry-Odebrecht Parkway Builders (Zachry-Odebrecht) was awarded a $1.043billion contract to complete a 38-mi. (61.1 km) section of the GrandParkway in an aggressive 30-month build schedule. To keep up with demand of the project, Zachry-Odebrecht purchased

20 Link-Belt cranes that include six RTC-8065 Series II 65-ton (60 t)rough-terrain cranes, eight RTC-8080 Series II 80-ton (80 t) rough-ter-rain cranes and six TCC-750 75-ton (70 t) telescopic crawler cranes.Whether at storage yards for assembly, loading and unloading substruc-ture bridge forms or operating at the various interchanges and overpass-es, the cranes are kept busy, at times 24/7, for substructure construction.These machines mobility and maneuverability, along with their ease oftransport were another reason for selection; all told, more than 120bridges will be built in the 38-mi. (61 km) section. “The bridges can be up to 4,000 feet in length because of a wide river

or low water crossing and also for planning of future multi-road place-ments,” said Travis Mross, construction manager of Zachry-Odebrecht.“When conditions for access are not favorable, mobility for the TCC-

750 is excellent. So far the production crews and general superintendentshave been very happy with those machines. They fit our needs very wellin the conditions they work in,” said Teddie Forman, project equipmentmanager of Zachry-Odebrecht. Many of the picks performed by the Link-Belt machines are placing

15,000 lb. (6,803.8 kg) flare cap forms from 35 ft. (10.6 m) radius up to50 ft. (15.24 m). Falsework forms measuring 40 ft. (12.1 m) long for a pier or bridge

cap weigh 26,800 lbs. (12,156.3 kg) and are moved and placed on con-crete columns with an RTC-8080 Series II using four-part line. During the peak of operation, 1,500 employees work for Zachry-

Odebrecht Parkway Builders on the construction project to maintaintheir aggressive schedule. Elliott Equipment Company BoomTrucks Used to Rebuild Substation

Elliott Equipment dealer Scott Powerline & Utility Equipment recent-ly provided two Elliott boom trucks to a regional utility company for therebuilding of a 500KV substation that was completely destroyed by a F4tornado that hit near Little Rock, Ark.

Within a few days of the storm, the utility contacted Scott Powerlineto start discussing equipment rentals for the repair project. After review-ing the job requirements and customer preferences, Scott Powerline rec-ommended a 30-ton (27.2 t) Elliott 30105 and a 36-ton (32.7 t) Elliott36127 with 105 and 127 ft. (32 and 38.7 m) main booms and 26 to 45ft. (7.9 to 13.7 m) two-stage jibs with work platforms and wirelessremote controls. They arranged for a short-term rental-purchase pro-gram to help the utility company get up and running quickly.

Scott Powerline said that, “75 percent of operators in this industry areusing the cranes for aerial access applications only, which is why ScottPowerline maintains a big selection of Elliott boom trucks with work

Manitowoc Reaches Big Milestone;Delivers 400th 2250 Crawler Crane

Manitowoc Cranes has reached another major milestone. The 400thManitowoc 2250 crawler crane built at its factory in Manitowoc, Wis.,has just been delivered to Fincantieri Marine Group’s Bay Shipbuildingdivision, located in nearby Sturgeon Bay, Wis.Matt Borchardt, a regional business manager of Manitowoc, said the

handover of the 400th Manitowoc 2250 is a momentous occasion for thecompany. The fact that Bay Shipbuilding was formerly a unit of theManitowoc Company adds another level of meaning.“This is a very special milestone that reflects the long-term commit-

ment and faith our customers have in Manitowoc Cranes,” Borchardtsaid. “And it’s very fitting that the 400th Manitowoc 2250 is going to ourformer sister company, right in our own backyard.”Thomas Martin, director of purchasing and facilities of Bay

Shipbuilding, said the company will primarily use the 2250 for the ship-repair portion of its business. In all, Bay Shipbuilding has fiveManitowoc crawlers in its fleet, one of which it will retire at the end ofthis year after more than 30 years in service.“This is really exciting for us. It doesn’t matter if we’re taking deliv-

ery of the 40th or 400th Manitowoc 2250, we are extremely pleased toadd a quality-built asset like this crane to our business,” Martin said. “Weare big fans of Manitowoc cranes and the service that backs them. Even

better is that we’re purchasing the crane from our neighbors inWisconsin.”One of the company’s most popular crawler crane models, the

Manitowoc 2250 has seen success in industries across the board, due toits mid-range capacity and 300 ft. (91.4 m) boom. The crane also hasbeen used on multiple continents. A surge in energy projects in NorthAmerica, for example, has driven Cleveland, Ohio, based ALL Erectionto employ a large fleet of 2250s on several projects.The Manitowoc 2250 offers a 300-ton (272.1 t) capacity as standard,

which can be increased to 500 tons (453 t) with the MAX-ER attach-ment, or increased all the way up to 1,433 tons (1,299 t) with a Ringerattachment. The crane’s reach can be extended to more than 400 ft. (122m) with a luffing jib attachment, and FACT connectors and EPIC con-trols make for easy assembly and operation on the job site.Bay Shipbuilding purchased the crane from Milwaukee, Wisc.-based

American State Equipment, which also happens to be Grove’s oldestdistributor. It began selling Grove cranes in 1961 and added Manitowoccrawlers to its lineup in 2005.

Potain Features New MCT 85 Tower

Crane at 2014 Concrete ShowManitowoc and Locabens Equipment showcased the new 5.5-ton (5

t) capacity Potain MCT 85 tower crane at the 2014 Concrete ShowSouth America in São Paulo, Brazil. The event took place August 27 to29 at the Imigrantes Exhibit & Convention Center, and is the largest ofits kind in the region.

The MCT 85 is the successor to the MCi 85, which held the world-wide title of Potain’s best-selling tower crane for more than a decade.

Didier Bigay, Manitowoc’s tower crane regional sales manager ofSouth America, said the MCT 85 offers a number of enhancements indesign and functionality that make it the most advanced topless towercrane available to Brazil.

“The Potain MCT 85 offers maximum performance for a variety ofprojects, due to its high working speed and operational versatility,”Bigay said. “Its special features include low-noise emission, simplifiedassembly, broad load curves and low power consumption.”

The MCT 85 has a maximum jib length of 171 ft. (52 m) and a tipload of 1.2 tons (1.1 t). It also can be purchased through Finame, a low-interest financing option made available by BNDES, Brazil’s develop-ment bank.

“Potain is known for its reliability and functionality, a reputationshared with other Manitowoc-brand cranes,” said Paulo Carvalho,

Locabens sales director. “Potain customers are not only purchasing aproduct from Locabens, they’re buying a solution as well.”

With more than 55 years in the construction equipment business,Locabens has been Potain’s specialist in Brazil for 15 years. The rentalcompany provides a large array of rental and support services to cus-tomers in the area. Customers there can rely on first-rate technical sup-port, available in any part of the country or region, said Carvalho.

Potain MCT 85 tower cranes are assembled at Manitowoc’s facilityin Passo Fundo, Brazil, bringing the product closer to its customer basein Latin America. The region has seen sustained growth in constructionover the past decade, in part due to the construction of arenas for sport-ing events in Brazil such as the 2014 FIFA World Cup, energy projectsin Mexico and Colombia, plus other investments in infrastructure aroundthe region, such as new airports and bridges.

“Countries like Brazil, Chile and Peru have ambitious timetables forconstruction over the next five years,” Bigay said. “Therefore customerswho can ensure projects progress more efficiently will have a consider-able advantage.”

Swiss Contractor Performs Speedy LiftThree hours. That was all the time available to the Swiss crane serv-

ice provider, Toggenburger, to lift a 196.9 ft. (60 m) long steel districtheating pipe onto a support frame on behalf of Basel-based Caliqua AG.The busy rail line and the road close to the construction site on thegrounds of a paper mill in the Swiss town of Perlen could not be closedto traffic for any longer, which explains why cranes that could be set upin no time were needed for this job. Toggenburger therefore selected theTerex Challenger 3180 and the Terex AC 100/4L all-terrain cranes.

“It was all down to speed and precision on this job to avoid blockingthe rail traffic, as well as the 40 trucks a day supplying the paper mill, foran unnecessarily long period of time. Our two Terex cranes delivered onboth counts,” said André Huber, project manager.

The pair of Terex cranes could be driven to site within an hour.Then everything went quickly and according to plan on site. The two

crane operators set up their cranes and were ready for operation within30 minutes.

“The cranes only needed their basic counterweight for this load, withthe result that we did not have to deploy any additional transport vehi-cles, saving valuable time," said Huber.

With main booms set to a length of 114.8 ft. (35 m) and standard out-rigger configurations, the two Terex cranes were quickly in a position tolift the 196.9 ft. long, 26 ton (24 t) steel pipe within a working radius of49.2 ft. (15 m) to the required height of 49.2 ft.

The challenge with this lift was that both cranes had to work with theutmost precision and in perfect sync with each other as the steel pipe,supported at four points, was not allowed to bend too much during thelift. The crane operators relied on the Terex IC-1 crane controls and aradio operator to achieve this. The pipe was therefore placed safely inposition in the alloted time, despite the time pressure, due to the routineinteraction of humans and technology.

“We needed just three hours and three team members to set up anddismantle the cranes and complete the lift itself. This job could not havebeen done more economically — it went perfectly,” said Huber.

Grove GMK5275Works on FederalBuilding in GuamOn the small Pacific island of Guam, a Grove all-terrain crane recent-

ly helped construct a federal GSA building, which will house federalemployees working in that U.S. territory. Yigo-based company Smithbridge chose the Grove GMK5275 to

handle the important work. The company unloaded precast wall panelsonto the job site before placing them around the perimeter of the build-ing.Rick Schmidtke, crane and heavy equipment superintendent of

Smithbridge, said the GMK5275 was an ideal tool for the job.“We chose the GMK5275 for this project because of its reach and

capacity,” Schmidtke said. “It was equipped with 56 tons of counter-weight, and we relied on the 21-ton heavy jib to erect precast panels intovertical position.”The wall panels ranged from 17 tons (15 t) to 20 tons (18 t) in weight,

which were easily lifted by the 275-ton (220 t) capacity crane. The pan-els were 40 ft. (12 m) by 10 ft. (3 m) in size, and were lifted just a fewfeet off of the ground to be placed. Precast stairs also were lifted and placed into position for the build-

ing — this required lifting the stairs over the top of the building’s struc-ture. The GMK5275’s seven-section, 223 ft. (68 m) MEGAFORMboom with TWIN-LOCK boom pinning provided ample reach for thelifts.The crane’s MEGATRAK independent suspension and fully-auto-

matic Allison transmission were key benefits on the job site, as thebuilding was being constructed on fresh ground. Outrigger pads thatmeasured 7 ft. (2 m) by 7 ft. were utilized to stabilize the crane beforelifting. Precast erection of Guam’s new GSA building lasted just over aweek. “We find the Grove all-terrain cranes to be efficient and reliable

mobile cranes, especially for their price range,” Schmidtke said. “Also,the service support from Grove is extremely good.”Fontana, Calif. based Western Pacific Crane & Equipment is provid-

ing product support for the GMK5275. The company is an affiliate ofthe Lanco Group of Companies, and sells and supports cranes from theManitowoc, Grove and National Crane product ranges.“Western Pacific provides us excellent service and support,”
