    Just twenty-ive years rom now, Wisconsin couldlook so dierent that we wouldnt recognize theplace we call home. That is, i we dont changeour current patterns.

    In order to reduce development pressures onlakes, streams, wetlands, armland, and naturalareas, we will have to develop new housingon smaller lots. Cities will have to grow up not out. That means new development wil

    have to be created at a higher density, which issomething that is diicult or many to accept.

    Newly developed areas in suburbs and ruralareas will need to incorporate greater densityas well. As residents o new developments likeGrandview Commons on Madisons east sideknow new housing that is developed at a highdensity can be attractive and desirable. It canalso help to create great neighborhoods whereneighbors work together and are able to walk orbike to destinations like schools, shopping andeven workplaces.

    1000 Friends will be working with communitiesand developers over the next several years toencourage the development o new residentialhousing that creates great neighborhoods.

    Wisconsin is a abulous place to live.

    Thats why the state is projected to grow by onemillion new residents in the next twenty-iveyears. People living in other parts o the countryare discovering that Wisconsin is beautiul. Wehave over 15,000 lakes, we have hundreds othousands o acres o public recreational lands, we have healthy cities and we have a pastoralcountryside that is unmatched anywhere.

    So the issue is not whether we will grow buthowwe will grow.

    We can accommodate this growth and protectour natural resources and our cultural heritage but not i we continue our current growthpatterns.

    Currently, Wisconsin is ar behind the rest othe nation in sustainable growth patterns ornew housing starts. Nationally, the typical newresidential lot is about a quarter o an acre. In

    the 40 astest growing counties in Wisconsin, theaverage new residential housing lot is about oneand a hal acres or 6 times the typical lot sizeound in the rest o the country.

    I we dont change our growth pattern, we willdevelop nearly one thousand square miles oour countryside just or new housing over thenext twenty-ive years. That is an area twicethe size o Waukesha County. To get the wholepicture, you have to add the space needed orroads, schools, shopping areas, job centers andpublic buildings, such as hospitals and l ibraries.

Imagine being able to oer community residents developmentswith green eatures that capture and reuse energy, contribute less stormwater and wastewater to the municipal water utility, and provide healthyenvironments. Imagine strengthening economic development by makingtourism, local utilities and other industries a model o green operationsand management that people rom around the world come to visit.

    Right now eco-municipalities in Sweden, Canada and other countriesarent imagining thistheyre actually doing it! And residents andlocal government leaders around Wisconsin are looking to these eco-municipalities to learn how protect their environment, create jobs andoster vibrant communities by operating according to sustainabilityprinciples that look at the community as a whole, interconnected system.This past June, I joined a 27-person delegation on the 2006 SustainableSweden Eco-Municipality Tour to see irst-hand how local and regionalgovernments and businesses in Sweden have successully changed to moresustainable practices in a short period o time. (See story on page 6 orinormation on the Sustainable Sweden Eco-Municipality Study Tour.)

    Communities everywhere are recognizing the need to become moresustainable in their planning and development. Sustainable may meandierent things to dierent people and one o the challenges is to indcommon ground when it comes to selecting objectives and actions thatwill help achieve greater sustainability. The basic premise o sustainabilityis that we must endeavor to meet the needs o current generations withoutcompromising the ability o uture generations to meet their needs.

    The eco-municipalities I visited on this summers study tour providean exciting model or how local communities here can use a commonramework o guiding principles to take bold, creative and eective stepstoward a more sustainable uture.

    What Is an Eco-Municipality?An eco-municipality aspires to develop an ecologically, economically andsocially healthy community or the long-term by adopting a common set osustainability principles, such as The Natural Step sustainability ramework,to guide municipal policies and actions. This model originated in 1983 invertorne, Sweden, a rural town o 5,000 people near the Arctic Circle.vertorne set the example or what has become a network o more than70 ormally recognized eco-municipalities across Sweden ranging in sizerom rural villages o 300 residents to the capital city o Stockholm, whichhas a population o over 700,000.

    Together, these eco-municipalities orm the membership o SEkom theNational Association o Swedish Eco-Municipalities to learn rom oneanother, exchange technical resources and inluence other communitiesand the country. As members o SEkom, the eco-municipalities adopt alocal strategic plan or achieving sustainability that is in line with the NaturalStep sustainability principles, as well as report annually on sustainabilityindicators to chart their progress toward their local objectives.

    What is Different About this Model?Many communities initiate and carry out individual sustainable developmentprojects such as green building programs, climate change initiatives, and

    aordable housing plans. But oten these initiatives occur in a piecemealashion that is unconnected or even working against what is happening inother areas o the local government and community.

    The eco-municipality model is dierent because it takes a systemsapproach to achieving sustainability across all sectors o municipalgovernment and the wider community. By using a common languageo sustainability principles to address the ull range o their issues andresponsibilities, these communities minimize conlicts among actions byensuring that diverse decision makers and agencies are using the samesustainability playing rules.

    Umes Green Zone:What are the best ideas in the

    The Green Zone is an eco-business park that

    was built with a holistic approach ollowing theNatural Step principles. It is located in the cityo Ume, Swedens capital city o the north, auniversity community and an eco-municipalitywith a population o over 100,000.

    Conceived in 1997 and operational in 2000,it houses ordinary businesses - a Fordautomobile dealership and service center, aStatoil service station and car wash and aMcDonalds restaurant - that are extraordinaryon this particular site because o their useo sustainability principles in their design,

    management and operations.

    One o the key eatures o the Green Zonedevelopment is that it is a closed loop system,which means that almost everything is used andreused. For instance, 100% o the surace waterruno is captured and re-used or re-iniltratedon the site. Hal o the rainwater that alls on thesite is retained by green roos on all the buildings.The other hal o the surace water runo goesto a retaining pond or iniltration, evaporationand iltering. The collected rainwater is usedor lushing toilets, as well or the car wash, which cleans cars with just 4 gallons o wateras opposed to the average o 79 gallons used byconventional car washes.

    The Green Zone businesses also share what would normally be their waste products. Inaddition to rainwater, the Statoil car wash alsoutilizes the pre-used gray water rom theadjacent McDonalds restaurant. To reduceenergy consumption, the McDonalds is the onlyone in the world that sells the energy rom itsryers to supplement the solar energy collectedat the Ford dealership to make heat or the

    No one-size-fits-allapproach to becoming an

    eco-municipality

    As with comprehensive planning, actual

    on-the-ground application o sustainabilityprinciples can be done in many dierentways. Each eco-municipality chooses its ownstrategy based on its unique political, iscal,economic and social situation. However,all eco-municipalities share some commonelements:

    A holistic, systems approach - Theyrecognize the communitys dependence on thesurrounding world and the interconnectionsbetween diverse community unctions andservices, and environmental, economic andsocial well being.

    A global perspective - They see theircommunity in a global context (their eect onglobal climate change, quality o lie or thelarger community, etc.)

    A locally driven, participatory approach- They engage and motivate individuals at alllevels o the local government and communityin the process and avoid top-down decreesand mandates. Usually, eco-municipalitieshave started because a ew local individualshave begun discussion about these issues withothers in the community.

    View waste as a reusable resource- Where they cant reduce it, they creativelyreuse it.

    Value political consensus - They workhard to assure the broadest possible politicalsupport or long-term sustainable developmentgoals.

    An across-the-board approach - Theyeducate and collaborate across departmentsand agencies and invest time and money intraining employees and the community in thesustainability ramework they use.

    Lead by example - They share their

    experiences with others inside and outsidemunicipal boundaries. The municipality leadsby example or businesses and individualhouseholds to ollow.

    Build networks - They build networksamong internal branches o local government,with businesses and across jurisdictions.

    The sustainable approach that the Green Zonehas taken has been good or business, and hasspurred some unintended economic beneits inthe orm o eco-tourism: Over hal a millionpeople visit the business park every year tosee the cutting edge practices being used.The Green Zone is just one example o howeco-municipalities and businesses are workingtogether to make more sustainable choicesand achieve success or the environment, theeconomy and the community as a whole.

    Lule Eco-Municipality: Diverse

    Initiatives for a Diverse Community

    This community o 70,000 sits on the BalticSea just south o the Arctic Circle. It has built140 miles o bicycle paths, operates an eicientand modern new bus system and runs severalsuccessul programs or youth, unemployedpeople and immigrants that combine economicdevelopment opportunities with sustainabilityprinciples.

    The citys bicycle paths meander through woods,city parks and along the citys many Balticinlets to connect its neighborhoods to the citycenter. The paths run parallel to city streets andhighways with underpasses located to encouragesae and convenient bicycling to work, schooland other destinations.

    One o the ways Lule seeks to create greater social sustainability isthrough its Spiran Center. Housed in a ormer army base, the center oerstroubled youth, unemployed residents and recent immigrants a structuredprogram to learn new skills, such as gardening, sewing, cooking andrestaurant management and carpentry. The center supports itsel partiallythrough its on-site restaurant operated by its program participants, by

    providing conerence space and through the sales o the many productscreated as part o the skills training program. The restaurant is combined with a git shop selling items produced by the centers trainees in itsgardens, greenhouses, restaurant and workshops.

    Part o the center is thoughtully located near one o the citys recyclingdrop-o stations so that sta at that acility - translated as the ReusedThings Market- can train an average o 60 people in the use o recycled

    materials, rehabbing appliances, repairing urniture, and landscaping.This acility decreases the materials that go into the landill and providesuseul products that city residents can purchase or their use. Themunicipality spends the equivalent o $68,000 annually on this butbecause so many people in the community use this shop to get gooddeals on household and other items, the center makes a proit o about$135,000 annually.

    Stockholm:Incentives for Cleaner Vehicles and a Cleaner City

    Swedens Capital city and eco-municipality has implemented a number otransportation and uel-reduction policies. It has set goals or the utureto conserve ossil uels, improve air quality and decrease congestion.Currently, in addition to its many public transportation options, the cityhas created incentives or environmentally riendly vehicles such as reenight parking. Right now, 60% o Stockholms leet cars are clean carsand 80% o those clean cars are run on biouels. An estimated 4,000 to5,000 non-leet cars in Stockholm are ueled by biogas produced by thelocal sewer plant. The citys goals or the uture are to run all city buseson biogas uel by 2008 and to have a city leet o buses, garbage trucks,and other vehicles that is 100% ossil uel ree by 2020.

    Helsingborg:Turning Solid Waste into Clean Transportation

    Situated on the southwest coast o Sweden across rom Copenhagen,Denmark, Helsingborg is a major port city with a population o about122,000 people. Helsingborg became an eco-municipality about ten

    years ago and has a number o well-developed sustainability initiativesthat aect many areas o its municipal operations and management.

    One o Helsingborgs many objectives as an eco-municipality is to reducegreenhouse gas emissions by 20% rom 1990 levels by 2010. As a parto the eco-municipalitys Climate Investment Program it uses methanebio-gas generated rom its landill waste and sewage treatment processesas a transportation uel.

    The municipality jointly operates its 500-acre NSR regional landill withnearby suburbs. The landill was started in the 1950s and was projectedto close in 2000. But today the lie expectancy o the landill has beenextended by at least 50 years because instead o burying everything, the

    landill separates materials into 23 separate ractions and recycles 22 othem. The biodegradable waste brought to the landill produces methanegas that is used to power the citys 63 buses, as well as private vehicles.The municipality has experienced an increase in ridership related to thisproject because riders have said the buses are quieter and more pleasantto ride than conventional diesel buses.

    Swedish Eco-Municipalities, Transportation and Fuels

    Sweden has set a target to be ossil uel independent by 2020. Its a lotygoal and one is struck by the act that regardless o whether they actuallyachieve the goal, they are showing tremendous leadership and creativityin the steps they are taking to try to get there.

    Reduction o the need or uel is their irst priority and eco-municipalitieso all sizes and characteristics do this by providing eective transportationchoices:

    Inter-city buses run requently, even in the ar northSome communities dont charge or municipal busesPeople bike and walk to work and other destinations year-roundCommuter trains to employment centers run requentlyHigh speed rail between major cities is reliable and convenientCompact land use is connected to transportation options

    2006 Sustainable SwedenEco-Municipality Tour

    This intensive two-week study tour highlightedsustainable development projects and models

    in local governments, organizations andbusinesses throughout Sweden. 1000 FriendsPolicy Director, Lisa MacKinnon, served asthe U.S. coordinator and promoter o thetour, which was organized and led by theSustainable Sweden Association.

    The tour brought together 27 participants romthe United States (Wisconsin, Illinois, Missouriand New Hampshire) and Ireland representinglocal, county and tribal governments,businesses, tourism, planners, public utilities,educators and non-proit organizations. Over

    the course o two weeks, the tour participantstraveled across Sweden to learn irst-handabout how local governments are creatingsustainable eco-municipalities.

    The group participated in study visits,seminars, cultural events and discussionorums on sustainable development with abroad network o dedicated communitiesthat are working toward the transition to asustainable society. They met civil employees,community and municipal leaders, business

    people and residents who organized specialevents, meetings and presentations in orderto share current examples o sustainabledevelopment projects and best practices intheir municipalities, as well as to discuss theirchallenges, strategies, and tools or workingtoward greater sustainability.

    Each o the 27 participants came away romthis tour with dierent impressions, ideas andinterests, but the one thing we all came awaywith was the belie that we can move orwardtoward a more sustainable uture and that we

    can do it now.

    The tour participants are using their experiencesand knowledge gained on the 2006 SustainableSweden Tour to build greater capacity topromote and support the development osustainable communities in the United States,Europe and beyond.

    Eco-Municipalitiesand Sustainable Energy

    Energy conservation is just one o the many areasthat the Swedish-eco-municipalities have ocused

    on in working toward a more sustainable uture.Eco-municipalities around the world are applyingthis ramework system wide in their decisionsabout water, waste, transportation, ood systems,housing, and public acilities such as schools.However, the eco-municipalities approach toenergy conservation has been impressive.

    vertorne, Swedens very irst eco-municipality, was mentioned earlier in this article. In thelast 22 years, this small rural community hasaccomplished a number o its goals or greatersustainability: it has designed and constructed aneco-village, a solar heated community swimmingpool and a number o green school buildings. Italso has implemented programs or municipalgreen purchasing, ree public transit and a local,organic municipal ood program. But one o itsmost impressive achievements is that in 2001it achieved one o its key goals as an eco-municipality: It became 100% ree o ossil uelsor all o its municipal operations.

    The community, which uses a district heatingsystem, transormed all ive o its heating plants

    rom oil to biomass (generally wood pellets and wood chips rom the local orest products andurniture making industries). As a result, allmunicipal buildings, schools, and other publicacilities are heated with renewable biomassenergy. The municipality also produces about halo its electricity rom seven wind turbines. Tocomplete the picture, the municipality convertedits truck, bus and car leet to biouels, such asnon-corn ethanol and bio-diesel.

    The Natural StepFramework and

    Sustainability Principles

    The Natural Step is a broad and exiblesustainability ramework and approach basedon physics, biology, and other undamentalsciences. It was developed in the 1980s by agroup o international scientists in Sweden, ledby pediatric cancer researcher Dr. Karl-HenrikRobrt.These principles are used by communities andbusinesses around the world as a guide orhow to design, develop, operate and managethemselves in a more sustainable way. In 2000,the American Planning Association adopted its

    Objectives or Planning or Sustainability, whichare based upon The Natural Step ramework.

    Wisconsin is on the vanguard in creating the frst generation o eco-municipalities in the U.S.! Here is a brie snapshot o what Wisconsincommunities are doing.

    Chequamegon Bay region

    City o Washburn: frst city in the United States to pass a resolutionin July 2005 declaring it an eco-municipality based on the Swedishmodel using the Natural Step ramework.City o Ashland: second city to pass a resolution in September 2005declaring it an eco-municipality.Town o Bayfeld: unanimously passed a resolution in October 2006 toollow the Natural Step rameworkThe regions Alliance or Sustainability has drated a SustainableChequamegon Initiative Strategic Plan or 2006-2011 incorporatingthe Natural Step Framework.8 community members joined 2006 Sustainable Sweden Study tour.Advocates have raised money to open a staed ofce or the SustainableChequamegon Initiative and hope to hire a ull-time director.

    City of MarshfieldMarshield: City Council ormed a committee to explore the eco-municipality concept.

    Jefferson CountyVillage o Johnson Creek: in August 2006, adopted the Natural Stepramework to guide its decisions, operations and management.

    So Whats Happening Here in Wisconsin?City of Madison

    In December 2005, Madison passed a resolution to use The NaturalStep ramework to guide its decisions, operations and managementand to und a multi-day training in the ramework.Madison is training 25 city employees in The Natural Step ramework

    to help institutionalize the sustainability principles in operations,management and policies across city departments.6 Madison/Dane County oicials and community members participatedin the June 2006 Sustainable Sweden Study tour.Over 130 people in the Madison area have participated in The NaturalStep study circles developed and acilitated by Sustain Dane.

    A New Network

    1000 Friends o Wisconsin is an active partner in the recently ormedNorth-American Eco-Municipality Network. As part o this network, weare promoting sustainable communities throughout Wisconsin. We areworking to provide educational materials, presentations and trainings, as

    well as orging networks between existing and new eco-municipalities.

    Streetcar Study

    In March, the City o Madison Streetcar Feasibility Study Committee began its

    work. Its irst two actions were to identiy the purpose and need statementthat will guide the study and to identiy study corridors. The purpose o thestudy is to support Madisons comprehensive plan through the use o transitinvestment. Three corridors, each extending roughly three miles rom ahub in downtown Madison to the east, west and south, were deined.

    In late June, the Study sought public input through two events. Theirst meeting, attended by 100 to 125 members o the public, consistedo presentations by experts rom three cities currently beneiting romstreetcar lines, Little Rock, Arkansas, Tacoma, Washington, and Portland,Oregon, as well as opportunities or public comment. The second meeting,over lunch the ollowing day, included inormal comments by each o thethree experts and discussion among key stakeholders such as neighborhood

    leaders, developers, tourism industry oicials, education oicials and othercommunity leaders.

    In September, The Madison Streetcar Campaign, a partnership o 1000Friends o Wisconsin, Downtown Trolley, and the Dane Alliance or RailTransit, held our public outreach meetings. One meeting was held ineach o the three corridors, with the ourth meeting held downtown. Themeetings included a presentation designed to explain the regional contextor the ongoing commuter rail and streetcar studies and how and whystreetcars, in particular, can help create great urban spaces, promote gooddevelopment and improve the quality o lie in Madison. The MadisonStreetcar Campaign will build on these meetings and continue to work withthe Streetcar Study Committee to engage and educate the public about theeort to bring streetcars to Madison.

    In mid-December, the next Study Committee public meeting will be held.That meeting will outline speciic routes within each o the three corridorsand seek public comments on those routes.     Transport 2020

    In April, the Transport 2020 commuter rail study process held a publihearing that attracted roughly 80 people. The hearing outlined a rango routes under consideration and rail technologies that could be used toprovide commuter/regional rail service across greater Madison rom th

    east to west through downtown.

    Since the hearing, the routes under consideration have been narrowedto three, each o which runs across Madison rom east to west. Onalternative runs rom West Towne Mall to just beyond East Towne Maland I-94 on the east side. Another runs rom Middleton to the same poinon the east side. The inal route runs rom Middleton to the Dane Countregional airport. The study consultants are currently in the process ousing models to determine potential ridership and development impacton these routes.

    Transport 2020s implementation task orce and its subcommittees havalso been meeting to address key issues beore submitting an application

    or ederal unding late in 2007. Included in these discussions are eortto address issues such as governance, inancing, and integration with othemodes o transportation. To learn more about the Transport 2020 studprocess, visit www.transport2020.net.

    KRM Commuter Rail

    Earlier this year, the KRM Commuter Rail study process held a series oscoping meetings, engaging the public in a number o issues. In a stronshow o support or modern transit in southeastern Wisconsin, over 80% othe people that submitted comments supported the commuter rail alternativover no investment (no-build), limited investment (Transportation System

    Management) alternatives, and bus-only improvements (Bus Rapid Transitwith less than 5% opposing commuter rail.

    In April, the study Steering Committee eectively removed Bus Rapid Transrom the alternatives to study urther because there is insuicient right oway and because Bus Rapid Transit has yet to be proven as eective as raalternatives in catalyzing redevelopment.

    The study process also held nearly a dozen public meetings ocused ontransit-oriented development. Transit-Oriented-Development (TOD) itypically considered to be new development or redevelopment around transit stop that has a mixture o commercial and residential uses andhigher densities than auto-oriented development. TOD is thought o a

    a winner or communities because o increased transportation accesor residents, improvements to quality o lie, and higher property tarevenues. The TOD workshops were held in each o the communitie where commuter rail stops are planned. For each station area, policieand plans or land uses and economic impacts will be developed. Locasupport or these plans will be critical to the project.

    Transit NOW, the lead supportgroup or KRM Commuter Rail,was recognized at 1000 Friends10th Anniversary event as theModern Transit Leader or their

    ongoing eorts. Transit NOWsta will be leading a mobilesession at Railvolution, aninternational conerence onmodern transit. Their sessionwill highlight Transit OrientedDevelopment already underwayin Kenosha.

    Milwaukee Connector

    In early May the Milwaukee City Council voted to approve the MilwaukeeConnector plan. The approved plan included guided buses connectingdowntown with UW-Milwaukee, Miller Park and the north side.

    However, Mayor Barrett vetoed the council resolution the ollowing day.Barrett has not closed the door to the project. But in his veto message, hewrote that to move ahead with a $300 million alternative, without detailson inancing, would be iscally irresponsible. For an alternative to moveorward, we all deserve to have those issues addressed.

    It remains unclear i and how the study will progress rom this pointorward. A key issue at hand is how $91.5 million in ederal money, undsthat were set aside in the 1990s or light rail in Milwaukee, will be used. Alderman Bauman has argued that the city should explore light rail or

    streetcar technology along similar routes, rather than guided buses.

    Others have suggested that the money be redirected to the Kenosha-Racine-Milwaukee Commuter Rail project currently under study. This proposalincludes possible extensions o the service through the Menomonee Valleyand up the 30th Street Corridor, rather than stopping the line rom thesouth at the Amtrak Station downtown.

    No clear timeline or resolution o how to proceed with the MilwaukeeConnector Study is apparent at this time.

    2006 Legislative Session

    As campaigns ramped up in advance of this falls legislative andgubernatorial races, legislative activity in the Capitol ebbed.

    Road to the Future Committee:Driving Wisconsin off a Cliff?

    In response to growing concerns aboutmaintaining and expanding Wisconsins roads, theRoad to the Future Committee has been ormedto review long and short term transportationneeds. Thus began a February 8th, 2006, pressrelease rom Senator Dale Schultz and SpeakerJohn Gard that set o alarm bells or those o usconcerned about wasteul spending on overbuilthighway projects.

    In late 2005, the legislature repealed theautomatic indexing o gas taxes, limiting the

    pipeline o unding that has led to more than $1.7billion in expected cost overruns on highwayexpansion projects.

    On the heels o the decision, however, legislativeleaders created a new Road to the Futurecommittee to investigate transportation needsand unding. Why such a committee is needed when both the Assembly and Senate havetransportation committees and there is a JointFinance Committee is not clear. Quickly, theRoad to the Future Committee announced that itwould conduct a three-phase study process.

    Phase 1 would gather inormation abouttransportation challenges aced by the statethrough a series o spring public meetings.Phase 2 would explore the potential o greaterefciencies in transportation projects. Phase 3,the most important phase, would explore how topay or increased spending.

    Coincidentally, it was announced that theresults of Phase 3 would not be available until

    December 2006, one month after legislativeelections.

    On July 25th, we learned the real signifcanceo this act. A Legislative Fiscal Bureau reportrequested by the Road to the Future Committeeshowed that in order to pay or the aggressive,$20+ billion State Highway Plan 2020, as muchas $544 million in additional unding each yearover the current $1.3 billion spent annually onhighways will be needed. Based on analysisby the Milwaukee Journal Sentinel, gas taxeswill have to be increased another 16.5 cents a

    gallon to pay or this road building spree. Nowonder the committee wants to wait until aterthe election to announce how it is going to pay!

    Throughout this process, 1000 Friends hasmade our voice heard by submitting testimonyand letters to the committee, as well as gainingmedia coverage o our opinions.

    We have raised concerns that public transit, localroads, elderly and disabled transportation, andbicycle and pedestrian projects are chronicallyunderunded, highlighting the importance otransportation choices as gas prices skyrocket.Pointing out that when the State Highway Plan2020 was approved gas prices were around$1.50, we have called on the Road to the FutureCommittee to require DOT to redo its modelingto ensure that Wisconsin residents are not payinghundreds extra each year or highways thatpeople will use less as gas prices rise.

    One o the most vexing challenges commonly aced by those who support the work o 1000 Friendsis succinctly explaining who/what 1000 Friends o Wisconsin is and does! These days, our namecould be construed to suggest an organization ailiated with Match.com or Facebook, or somesuch social network. Not so with other organizations whose name clearly embraces the objects opeoples passions rivers, wetlands, trout, bicycling, Friends o Our Park, etc the name identiiesthe primary concern and even tugs at our heartstrings. The same holds true or organizationsincorporating words like realtors, builders, armers, counties, etc, in their names, wherethe ocus and shared-interest is evident.

    1000 Friends has a ar broader and more complex mission, about which our name says relativelylittle. How does one encapsulate in a name an organization concerned about:

    healthy and well-designed communities;viable working rural landscapes;

    natural resources protection;orward-looking transportation systems and responsible energy use;and transparent and open public decision-making processes with regard to planning theuture or our state and communities?

    And o course, these issues are not only complicated, but closely inter-related. Our missionstatement is on target, but a sound-bite characterizing 1000 Friends o Wisconsin were stillworking on it.

    But no statewide organization has a more important core mission, or one with greater implicationsor tomorrows Wisconsin, than ours. We need a strong organization to inluence how we use andprotect our land and landscapes. Weve taken major steps over the past ew years to strengthen andocus our programs, to improve communications with members and external audiences, to movetoward a sustainable budget, and to streamline our organizational governance. Weve got a lean,talented and dedicated sta carrying out our work. On our tenth birthday, were well above the1000-member goal envisioned by our organizations ounders.

    My ellow Board member, Emily Earley (a ounding member with decades o environmentalstewardship under her belt), has already proclaimed her position on membership goals or thenext ten years 10,000 Friends o Wisconsin. But moving orward, it will take YOU our membersand riends. You have a crucial role to play in sustaining and growing your organization so thatwe are positioned to successully tackle the land use, environmental, community development andtransportation issues that emerge in the uture.

    Please step up. Help recruit new members by explaining our goals, work and successes to your

    neighbors and riends. And consider upgrading your membership whenever possible to provide therequisite inancial support or our work. Think about sustaining these eorts over time by includingus in your planned giving. 1000 Friends may not lend itsel to capsule characterizations, but ourmission and our work are all about our common uture here in the Badger State.

    Lisa was invited by the Wisconsin Rural Leadership Program (WRLP),to tour local orest sites and talk to program participants about orestragmentation and parcelization and their eects on the economy, ecologyand culture o Wisconsin.     Mary Rehwald Wins Lake SuperiorBinational Program Award

    Several Northland groups and individuals recently won environmentalawards rom the Lake Superior Binational Program. In its third annualEnvironmental Stewardship Awards Program, the program honoredlong-time Ashland resident, city councilor and 1000 Friends o Wisconsinmember Mary Rehwald. She won the U.S. adult individual category orhelping promote a system o sustainability practices and principles in theChequamegon Bay area.

    Washburn Elementary School#8 of the Top 10 Green Schools

    The second Wisconsin school to make the top 10 this year (ConserveSchool was the other one), Washburn is currently completing certiication with the states Green and Healthy Schools program. To help with

    certiication, parents, community members and school sta have ormeda committee to lessen the schools environmental impact. In the schoolsvegetable garden, children plant seeds in the spring to harvest when theyreturn to school. At each grade level, there is a project-based learningactivity that ocuses on water. To save energy, the school ventilatesproperly, but not excessively, and turns down the heat when the schoolisnt occupied. All o these steps are part o a larger program the town oWashburn has undertaken to model itsel ater aspects o three successulgreen communities in Sweden.

    Madison HostsProWalk/ProBike Conference

    As one o only seven cities in the country with a Gold rating* or bicyclingMadison was a natural ft to host the 2006 International ProWalk/ProBikeConerence at Monona Terrace in early September.

    This great conerence provided a valuable opportunity or nearly 650proessionals and citizen activists rom around the country working onpedestrian and bicycle issues to learn about best practices, share their ideasand network with each other. Thanks to a scholarship rom the WisconsinDepartment o Transportation, 1000 Friends Transportation Policy DirectorWard Lyles, attended nearly a dozen interesting and inormative sessions

    showcasing best practices rom across the nation and the world.

    Thursday evening, 1000 Friends o Wisconsin will celebrate its 10th anniversarywith a celebration at the Overture Center. On theguest list is Mayor Dave Cieslewicz, who servedas the groups irst executive director beoreleaving or the top job at City Hall.

    So has much progress been made in the past10 years? Absolutely, says Steve Hiniker, whotook over as executive director o 1000 Friendsin 2003.

    Hiniker said the biggest tangible achievementis the growing economic viability o traditionalneighborhoods and downtown condominiums.

    Union Corners, Weston Place, 100 Wisconsin Avenue, Grandview Commons - allo these places have density that is many timesmore dense than the typical bad developmentso common on our countryside over the past 40years, he said.

    Grandview Commons, a 500-unit mixed-residential New Urbanism project on Madisonsar east side o Interstate 90 at Cottage GroveRoad is especially important, Hiniker said.Thats because one o the states largest homebuilders took a chance on an untested model

    and ound it to be a huge success.Grandview Commons could change the whole approach o the housing industry, hesaid. And Hiniker notes it wasnt a governmentmandate, land use plan or even a zoningrestriction that birthed Grandview Commons.

    It was just the plain old proit motiveactually coming up with something good, hesaid.

And while it might be a stretch tocall the redevelopment plans or the stateowned Hill Farms State Oice Buildings acollaboration, were mighty encouraged thatthe state is seriously considering the mixeduse plan suggested by one o the states mostimportant environmental organizations. 1000Friends Executive Director Steve Hiniker saidhis group recommended the state seek cityrezoning to allow or a project that would allowor condominiums or apartments and perhapssmall retail in addition to a new TransportationBuilding at the Sheboygan Avenue site.

    The state has oered to incorporate greenbuilding practices like rain permeable sidewalksand parking areas and rootop gardens. This is agreat example o government making use o thebest thinking the state oers, business or non-proit, or the beneit o citizens and communitiesand neighborhoods.     Anthony Francis Tony Karls, died quietlyat his home in Poynette overlooking theSeptember splendor o the marsh lowers oRowan Creek on Saturday, September 9.

    Tony is survived by his partner and wie Meagan Yost (1000 Friends board

    member) and a large loving amily. Tonyis well-remembered by amily, riends andneighbors as well as the many people hemet during his 22 years as chaplain at StMarys and Madison General. During those years and beyond, he used his generousspirit, his great sense o humor, and his loveo people to help heal many hearts.
