Health and Learning Context• Growth failure, or failure to thrive (FTT), is a descriptive term to describe inadequate growth in early childhood.
• Authorities agree that only by comparing height and weight on a growth chart over time can FTT be accurately assessed. In learning, these charts can be developed as well – Growth Models
• Many types but in general X years of standardized test information is needed for a learner to determine their “growth”

So What Is SIF?• Systems Interoperability Framework Association a non profit, membership driven community with over 2200 members in 6 countries and three formal communities in the US, UK and AU.
• Developing the “technical blueprint” for data transmission for information and learning systems – the “gauge” of the railroad tracks.
• Ideal for the marketplace is that we are able to develop a technology enabled “individual education plan” for all learners – a growth chart!

– Trend towards 1:1 access driven by DER stimulus/low cost devices
– Developments in ICT for business/personal use are creating new opportunities for learning and setting community expectations
• Need for an integrated suite of information systems to seamlessly support high quality contemporary experience for every Australian.
• Jurisdictions either purchase large highly featured solutions or establishing interoperability between disparate information systems used across the sector to administer schools and facilitate learning.

AU Focus: Tooling up for the “Digital Education Revolution”
• SIF Association AU Team has focused on Enhanced Systems Interoperability in AU Schools. Key “stream” components are:
– Development of the structure and business case including drivers, options and cost benefit analysis
– Development of a recommended approach for operating SIF in Australia including needs analysis and US/UK comparison
– Collection and analysis of data from jurisdictions and from the SIF Association AU Pilot Program to inform options analysis
• A draft Business Case has been developed presenting the rationale on the challenge providing of an integrated digital learning environment for all Australian school students for the next decade
