Francisco (Frank) A. Figueroa is President and Owner of The Figueroa Group LLC, which provides general, scientific and technical consulting services to corporations. Primary areas of focus are strategic forecasting, risk and opportunity management, future state visualization, and business assessments. He is also President and Owner of Francisco A. Figueroa CPA CFP LLC, which provides financial and business services to individual and corporate clients. Specific competency areas are strategic risk evaluation, financial assessments, turnaround analysis and implementation of cost efficiencies. Previously, he served as the first President and General Manager for the Mission Support Alliance, a joint venture comprised of Lockheed Martin, Jacobs Engineering, and Wackenhut Services, Inc. The Mission Support Alliance is performing the Hanford Mission Support Contract, a corporate focus program providing mission support services for the Department of Energy in Richland, Washington. Beginning in March 2007, Figueroa was the senior capture executive responsible for delivering the winning bid for the highly competitive Mission Support contract and then proceeded to execute a seamless transition from the incumbent contractor and to establish a solid foundation for program operations. Significant accomplishments included promulgation of a services culture by way of a compelling vision, articulation of desired results and alignment of all employees toward the accomplishment of those measurable results. In addition, life cycle service costs were reduced by 15% and an on-line service catalog was established. He also served as the Vice President for the Integrated Enabling Services Strategic Management Unit and Chief Financial Officer at Sandia National Laboratories in Albuquerque, New Mexico. He was responsible for all of Sandia’s infrastructure programs, including facilities planning, construction, technical services, environment, safety and health, finance, procurement, property and logistics, business systems, business services, pension and savings fund management, contract administration, and risk assessment. Significant accomplishments included improved safety performance across the Laboratories, decreased life cycle service costs and establishment of a capital investment fund to modernize critical infrastructure systems. He also held the position of Vice President and Chief Financial Officer for Lockheed Martin Energy Systems in Oak Ridge, Tennessee. Figueroa began his industrial career with Martin Marietta in Denver, Colorado. The company ultimately merged with Lockheed to become Lockheed Martin Corporation. He held a number of program management and business management positions while in Denver. Significant accomplishments included winning a key Army software development program and establishment of customer satisfaction systems to provide continuous feedback for service providers.

Prior to joining Martin Marietta, Figueroa completed a 20-year career with the United States Air Force Space program, serving in a number of positions of increasing responsibility, including Test Engineer, Launch Controller, Satellite Controller, Launch Operations Director, Program Controller, Air Staff Officer, Director of Management and Director of Operations. These positions were in a variety of locations such as Vandenberg Air Force Base, California, Los Angeles Air Force Base, California, The Pentagon, Virginia, and Buckley Air Force Base, Colorado. Significant accomplishments included the successful launch of two new satellites into highly elliptical orbits within 60 days, establishment of innovative training and certification programs, and implementation of transparent financial metrics.

Figueroa is a Certified Project Management Professional, a Certified Public Accountant, a Chartered Global Management Accountant, and a Certified Financial Planner. He is a member of the American Institute of Certified Public Accountants and the New Mexico Society of Certified Public Accountants. He is licensed to practice in New Mexico, California, Colorado and Tennessee. He is also a member of the Project Management Institute, the Financial Planning Association, the Risk Management Association, the University Risk Management and Insurance Association, and RIMS the risk management society.

Figueroa was a member of the 1997–98 class of Leadership New Mexico, and was Chairman of the National Hispanic Cultural Foundation Board of Trustees. He served on the Wells Fargo Bank Leadership Council, is Past Chair of the Department of Energy Facilities Contractor Operating Group, and served on the University of Colorado Engineering Advisory Council and the Graduate School Advisory Council.

Figueroa also served on the Boards of Directors of the Benton Franklin County United Way, the Hanford Reach Interpretive Center and the Mid-Columbia Reading Foundation. Additionally, he was a member of the Executive Committee of United Way, and chaired its Resource Development Committee.

Figueroa is a member of the Board of Directors of the Presbyterian Healthcare System of New Mexico, and serves on the Finance and Compliance and Audit Committees. He is an emeritus member of the Texas Tech Engineering College Dean’s Council, working to expand engineering educational opportunities for first in the family college students. He has endowed student scholarship and mentoring programs at Texas Tech University and the University of Colorado. In addition, Figueroa teaches Junior Achievement classes at the elementary, middle school and high school levels, with a focus on improving aptitude and interest in the sciences, along with exposing students to meaningful career paths with a noble purpose in mind. He was selected as the East Tennessee Junior Achievement volunteer of the year in 2014.

Figueroa’s professional recognitions include being inducted into the Texas Tech University Electrical Engineering Academy in 2004, and being selected as a Texas Tech University Distinguished Engineer in 2005. He has been named as one of the Top Fifty Hispanics from 2003 through 2007 by Hispanic Engineering Magazine. Frank was also selected as a finalist in the Finance Professional Development category of CFO Magazine’s Excellence Awards in 2001; and received the Hispanic Engineer National Achievement Award in 2000 in the category of Executive Excellence.

Figueroa’s publications include “Privatization Contracting Out—A Final Report for the Department of Energy,” Energy Facilities Contractors Operating Group (1999); “Top Ten Issues Facing New Mexico Leaders,” co-author, Leadership New Mexico (1998); “Customer Satisfaction, A Direct Approach,” TQM in Business Symposium (1990); “A Data Management and Retrieval System for the Office of Corporate and Foundation Relations,” University of Denver (November 1985); and “Investigation of the Effects of Nitrogen and Helium on the Excitation Mechanisms of Pulsed Carbon Dioxide Lasers,” Applied Physics Letters (1969).

He received a Master of Science in Systems Management from the University of Southern California, a Master of Science in Astronautics (Orbital Mechanics), Air Force Institute of Technology, and a Bachelor of Science in Electrical Engineering from Texas Tech University. While an undergraduate student at Texas Tech, Figueroa was the Wing Commander of all cadets in the Air Force Reserve Officer Training Corps and was elected to Tau Beta Pi Engineering Honorary Fraternity, Eta Kappa Nu Electrical Engineering Honorary Fraternity and the Arnold Air Society. He is currently a Ph.D student in Systems Engineering Management at Texas Tech University with a dissertation focus on risk management in institutions of higher learning, and has been selected as a member of Phi Kapa Phi Honor Society and the Golden Key International Honor Society.

Figueroa has been married for 47 years to Sharon and they have two sons and four grandchildren. Their youngest son Adam is deceased. Their oldest son Derek is Chief Operating Officer at Seattle Fish Company in Denver, Colorado. Derek and his wife Haley have four children, Brandon, Katherine, Audrey and Charlotte.
