Facts & Figures Introduction – Rolla/Phelps County Strategically positioned on the edge of the Ozarks region and located midway between St Louis
and Springfield, Missouri, on Interstate 44 and U.S. Highway 63, Rolla/Phelps County offers
many competitive advantages for business, including the following facts and figures:
1. Rolla is home to the Missouri University of Science & Technology (MS&T), ranked by the
“U.S. News and World Report” as one of the leading technology development and engineering
schools in the United States. In 2005 Rolla was ranked by the ePodunk College Town Index as
the 9th best town when compared to all other small college towns across the nation. Towns were
defined as places with populations no greater than 19,999. This index used 15 indicators that
combined factors measuring availability of the arts/cultural events, intellectual growth, and the
maintenance of a strong local economy. MS&T has established a 50 acre Innovation Park for
technology development and application.
2. Rolla/Phelps County was the U.S. Census year 2000 Demographic Center of the United
States adding new meaning to the community slogan “The Middle of Everywhere.”
3. Rolla has continually been recognized as an excellent place to work and live. Rolla was selected
to join an elite group of cities as one of The 100 Best Towns in America based on the quality
of our natural environment, population diversity, education levels, spending on public
education, quality health care, low crime rates, etc. Additional recognition has come more
recently from the author of Boom Town, USA which identified Rolla as one of the winning
Agurbs in Missouri (ranking within the top 2.5% of all non-metro towns in the nation). The
publishers of Bizjounals placed Rolla number 13 out of a total of 577 micro-politan areas
nationwide based on 12 factors. The City was rated # 2 in the Midwest. The factors ranged from
population growth, income growth, affordability of housing, educational attainment, low
taxation, and business growth rates.

4. Rolla is the headquarters of the Missouri Enterprise Business Assistance Center that provides
statewide support programs for advanced manufacturing technology, technical innovations,
environmental sciences, and value added agriculture. The center operates the Missouri
Enterprise Business Incubator in Rolla providing affordable space and support services for
technology-based start-up businesses. The community also hosts several federal agencies that
add to the economic vitality of the area, including the United States Geological Survey and the
National Forest Service.
5. Rolla offers superb access to major transportation corridors being located at the convergence of
Interstate 44, U.S. 63 Highway, and Missouri Highway 72. Burlington Northern-Santa Fe’s
main rail line passes through Rolla.
6. Rolla is surrounded by more than 100,000 acres of state and national wildlife parks, offering
a diverse selection of year-round outdoor recreational activities. Phelps County, for which Rolla
is the county seat, has more miles of trout streams than any other Missouri county! Rolla was
listed in 2008 as one of the top 200 towns in America for hunting and fishing according to
Outdoor Life magazine. The Rolla area, which is blessed with an abundance of natural
resources, including thousands of acres of parkland, reserves, conservation areas, and pristine

Transportation – Rolla/Phelps County
A variety of transport services are available to businesses located in Rolla/Phelps County. These
services include motor freight and parcel carriers, rail service, and air travel.
Trucking:
The trucking capability of Rolla exceeds all other shipping modes. Rolla/Phelps County is home
to many independent truckers and is strategically located to command the truck resources of
multiple contract and common carriers. Outbound freight costs are particularly competitive. The
full range of trucking services, from leasing, repair, and purchasing of truck-related equipment
is available in the Rolla area. Rolla boasts three heavy hauling trucking companies and three
motor freight carriers with local terminals. Most overnight services are available in Rolla,
including UPS, Fed Ex Ground, USA Express, Airborne Express and others.
Air: The Rolla National Airport is located just 12 miles /19 km north of the City on U.S. Highway
63. The airport’s longest runway (5,500 ft./1,676 meters) can accommodate most corporate
aircraft. Runways are constructed of concrete with asphalt overlay and have a single wheel
bearing capacity of 98,000 pounds. Navigation aids include runway and taxiway lights with
ODALS and VASI systems activated remotely for 24-hour all-weather use. The airport has
VOR, an ASOS system, and a DTN weather radar system. General aviation support includes
private aircraft storage, maintenance, and fueling services providing 100 LL and jet fuel.
Airfreight service delivery is also available to the Rolla National Airport.

Transportation – Rolla/Phelps County
Commercial Air Transportation: Lambert-St. Louis International Airport
Lambert-St. Louis International Airport is located 2 hours east of Rolla/Phelps County to the
northeast. The airport serves all major cities. Lambert is the 33rd busiest North American airport
with more than 522 arriving and departing flights daily. In total 9 major passenger and over 15
commuter airlines provide non-stop service to 69 cities. There are also four cargo companies
and two major charter companies.
Springfield-Branson Regional Airport
The Springfield-Branson Regional Airport is approximately 1 ½ hours driving time from Rolla
on Interstate 44 and provides an alternative opportunity for air travel. The airport offers access
to six airlines, with more than 50 daily departures. Direct flights to 12 destinations include
Atlanta, St. Louis, Chicago, Dallas/Fort Worth, Denver, Las Vegas, Memphis, Tampa,
Minneapolis, Orlando, Phoenix, and Los Angeles. Allegiant Air, American Airlines, Delta
Connection, and United Airlines provide service to the region.
Rail:
The main line of the Burlington Northern-Santa Fe Railway passes through Rolla/Phelps
County with two stops per day. Rail spurs are available and there are ample tracks to manage
over 50 cars in storage. Piggyback ramps are located 70 miles /113 km from Rolla. The two
largest shippers in the area receive over 300 loads inbound and ship over 250 outbound loads
annually.
Bus:
Greyhound Bus Lines provides service to Rolla/Phelps County with five stops per day.
Two buses going east and three go west on Interstate 44.

Population/Economy – Rolla/Phelps County
The Rolla area has continued to experience moderate, stable growth over the past decade as
measured by population increases, employment/labor force expansion, income growth and retail
sales. Rolla’s growth rate between 2000 and 2009 was 12.12 percent. This level of growth has
enabled local government, utilities, and other service providers to adequately plan and manage
growth. Stable growth rates also help produce a business climate that supports sound
investments while discouraging unproductive speculation.

The Rolla/Phelps County Area Labor Market is a seven county region consisting of Phelps
County and the six contiguous counties (Crawford, Dent, Gasconade, Maries, Pulaski, and
Texas Counties). The region had a 2009 population of 174,825 persons according to the U.S.
Census with a 2009 civilian labor force of 82,746, based on data from the Missouri Department
of Economic Development. The 2009 unemployment rate was 8.3 percent for the labor market
region compared to the state average of 9.6 percent.
The average hourly wage in the seven county region was $ 12.90. The Rolla/Phelps County
Labor Market can be characterized as providing employers with an abundant, productive, and
affordable labor force.

Workforce Characteristics
I. Available Workers:
The available workforce consists of those individuals aged 16+ who were employed or
unemployed, working as civilians or as military personnel in the region (66,103 persons or
64.58 percent of those aged 16+). In 2009, an estimated total of 55,461 civilian workers were
located within a 30 mile radius of the center of Rolla. Of this number, there were 3,452
unemployed persons or 3.37 percent of the workforce. In the Rolla region, the military played a
prominent role as an employer. In 2009 the military (all branches) employed 10,642 persons or
10.40 percent of those aged 16+ working in the region. Rolla’s unemployment rate, by
comparison, was an average of 4.93 percent in 2009. The Rolla area offers employers an
abundant supply of available labor at affordable rates.
Almost 69% (88,702 persons) working within a thirty mile radius of the center of Rolla were
over the age of 18 years in 2009 - with a median age of 33.38 years. This statistic suggests that
employers will find a very stable, experienced, and mature pool of prospective workers. There
were 17,913 individuals between the ages of 25 and 34. The average age for the entire
workforce was 36.45 years within the 30 mile radius. Males slightly out- numbered females
with a representation of 51.7% (66,701) as compared to 62,283 (48.9%).

IV. Educational Attainment:
The education attainment level of the “available workforce” in the Rolla/Phelps County Area
Labor Market is high. The survey found that 64.2% of the available workers had at least some
college credits. An amazing total of 96.8% had at least a high school diploma.
V. Commuting Distances:
Employers in the Rolla/Phelps County Area Labor Market can count on attracting workers from
around the south central Missouri region, thereby significantly expanding their pool of
prospective employees. The survey found that 51,136 (80% of all available workers) would
commute more than 15 minutes/miles, one way, for work. Further, 45.3% of the area’s available
workforce or 28,776 persons will travel more than 30 minutes/miles and 5,590 (8.8%) will
commute over 60 minutes/miles in order to find work. Commuting pattern information taken
from the Claritas Market Place report for 2009 found that 31,464 workers residing within a
thirty mile radius around Rolla drove in excess of 15 minutes to work. The average travel time
was 23.15 minutes.

Employer Satisfaction Ratings
Employers in the Rolla/Phelps County Area Labor Market were surveyed in 2001 to determine
their satisfaction with the local labor force in terms of nine key categories. Results from the
same survey format, conducted across rural Missouri that excluded the major metropolitan

Features: The Rolla National Airport is located approximately 12 miles from Rolla north on Highway 63
at the intersection of Highway 28. There are 1,200 acres available for development owned by
the City of Rolla. The airport is located in the Gasconade Valley Enhanced Enterprise Zone that

Public Education Facts:
Rolla is blessed with a diverse and highly rated educational and training system. Rolla’s Public
School District (rated AAA) serves over 4,000 students with three elementary (K-4), a middle
school (5-7), one junior high (8-9), and one high school (10-12). Both Rolla Middle School and
Rolla High School have been named Blue Ribbon Schools of Excellence by the U.S.
Department of Education and Gold Star Schools. These awards are the highest offered by both
the state and at the national level. The community supports its public school system as
evidenced by a vote to increase the property tax to improve teacher pay. A foundation
established to raise money for enriching Rolla’s educational environment, Champions of Rolla
Education (CORE), operates the state license fee office. Vocational training is available at Rolla
Technical Institute/Rolla Technical Center, rated as one of the best Vo-tech schools in the

Rolla’s colleges and universities also enhance the academic atmosphere, making postsecondary,
graduate-level, and continuing education resources readily available. The Missouri University
of Science & Technology is one of the leading engineering and research universities in the
U.S. offering more engineering degrees than many other nationally ranked institutions, such as
Purdue, Georgia Tech, and the University of Illinois. MS&T is located on a 284-acre campus in
central Rolla and has an enrollment of 6,495 students, 22% of which are pursuing post-graduate
degrees. The student/faculty ratio is low, only 14:1, with an average class size of just 27
students. The low student/faculty ratio and class size promotes close interaction between the
students and the approximately 400 faculty members, 99% of whom have PhDs or the highest
degree awarded in their field. MS&T provides business with an impressive amount of
technology-oriented workers with engineering degrees in the fields of aerospace, architectural,
environmental, materials, chemical, civil, computer, electrical, engineering management,
geology, mechanical, nuclear, petroleum, as well as math, science, business & computer science
degrees. Several local companies have direct ties to MS&T and the research conducted here,

Industrial Revenue Bond financing available for qualifying projects, including Chapter 100
and/or Chapter 349 Industrial Development Corporation bonds. Revenue bonds provide for
significant reductions in interest rates than conventional financing and may eliminate ad
valorum real and personal property taxes.
Community Development Block Grant (CDBG) Program through the Missouri Department of
Economic Development offers Action Fund loans, public infrastructure grants to assist local

of market value. Residential real estate (includes single-family and duplex development) pays at
a rate of 19% of market value.
SALES TAX:
Combined state and local retail sales tax rate is 7.600 in Rolla. State exemptions include: 1)
machinery and equipment used in manufacturing; 2) machinery that abates air or water
pollution; 3) materials and supplies used to install the above; and 4) electricity consumed in the
manufacturing process.
UNEMPLOYMENT INSURANCE:
General business employers are required to contribute to the unemployment insurance program
they have a total payroll of $1,500 or more in a calendar quarter during the current or preceding
year, or if they employed a worker for 20 different weeks in the current or preceding year.
Missouri has the 35th lowest unemployment insurance tax burden per worker in the nation. The
2000 rate for a new manufacturer was 2.511% of the first $7,500 of each employee’s annual
salary. After two years, employer’s rates are set based on experience.
WORKMEN’S COMPENSATION:
Missouri has the 26th lowest worker compensation tax burden in the nation.
For all businesses with five or more employees, excluding agricultural and domestic labor,
worker’s compensation insurance is required.
Coverage can be provided by private carriers or companies may become self-insurers.

FRANCHISE TAX:

Rolla Construction Trends Fiscal Year 2009
Rolla experienced a downturn in single family construction in FY 09, much like the rest of the
United States. In FY 2009, a total investment of $15,543,156 was spent for new construction
projects that required building permits in Rolla. Governmental construction projects, such as at
the PCRMC Missouri S&T were not included. Overall, 51 new housing units were added to
Rolla’s housing stock reflecting an investment of over $ 4.3 million in new residential
construction. Commercial and industrial development did not exceed past development levels.
In FY 2009 the total commercial and industrial construction was valued over $ 10 million. The
leaders in this category were commercial additions, stores, and hotels.

Community Information-Rolla/Phelps County Health Care Services and Facilities:
The Phelps County Regional Medical Center (PCRMC) located in Rolla is one of Missouri’s
leading regional healthcare centers, having earned the Gold Seal of Approval from the Joint
Commission on Accreditation of Healthcare Organizations. The hospital serves over 150,000
residents in South Central Missouri (6 counties), with more than 1,300 full/part-time employees
in a licensed 242-bed facility. The medical staff includes 100 physicians and dentists. The
hospital has acute care as well as a transitional skilled nursing department and impatient
rehabilitation unit. The facility offers a wide range of diagnostic and treatment services
including a state of the art radiation oncology department; cardiac catheterization lab; full
service radiology; surgical services; medical laboratory; Level III trauma emergency center;
high risk maternity center and Level II nursing for sick babies; outpatient services; home health
and hospice services; comprehensive breast center; inpatient and outpatient mental health
programs and educational service programs. PCRMC has just opened a new state of the art
intensive care unit and telemetry unit. PCRMC recently completed a $ 20 million 6 story

free-standing ambulatory surgery center. The St John’s clinic/medical office building and

Public Safety:
Police Department – 32 sworn officers and 15 tele-communicators provide 24/7 service,
including drug awareness, Merchant Warning System, Neighborhood Watch, Phone
Notification System for seniors, etc.
Fire Department – The City has a fire insurance (ISO) rating of Class 3, resulting in lower fire
insurance rates for property. The Department employs 34 paid personnel, two 75-foot
pumper/aerial ladders, one 90-foot aerial ladder platform, one 50-foot Tele-squirt Pumper and
one 1500 GPM Pumper. They also have one Command/Communications Unit operating out of
two stations in Rolla, housing an array of Weapons of Mass Destruction Response Equipment.
