Background• The only country in Asia and among the three remaining

countries in the world that uses a 10-year basic education cycle. According to the South East Asian Ministers of Education Organization (SEAMEO-INNOTECH) the Philippines allots 10 years while other countries have either 11 or 12 years in their basic education cycle.

• The National Achievement Test (NAT) results for grade 6 in SY 2009-2010 showed only a 69.21% passing rate while the NAT results for high school is at a low 46.38%.

• International tests results in 2003 Trends in International Mathematics and Science study (TIMSS) show that the Philippines ranked 34th out of 38 countries in HS Math and 43rd out of 46 countries in HS II Science.

• The Philippines ranked the lowest in 2008 even with only the science high schools joining the Advanced Mathematics category.

K-12 Basic Education Program Rationale

• the K-12 Basic Education program “seeks to provide a quality 12-year basic education program that each Filipino is entitled to”

• the purpose is not simply to add 2 years of education “but more importantly, to enhance the basic education curriculum”

PHILIPPINE TVET QUALIFICATION AND CERTIFICATON SYSTEM

• The Philippine TVET Qualification and Certification System (PTQCS) is a quality-assured system in recognition of the attainment of competencies (knowledge, skills, attitudes and values) as referred to the competency standards set for middle-level occupation. It is the process of determining the qualification level of a person and a tool in identifying the training needs of a person with competency gaps.

• Social Objective - To improve the quality of life of the Filipino workers by way of increasing their level of competence and enhancing their area of expertise.

• Development Objective - to serve as the basis for human resource development.

• Management Objective - to serve as a basis for wage administration, incentives, and promotion. General Objective - to promote the general welfare of the consumer through the provision of quality goods and services.

• If the specialization is Electrical Engineering, he or she must be qualified to take the Board Examination for Master Electrician

• If the specialization is Electronics Engineering, he or she must be qualified to

-take the Board Examination for Electronics Technician

-be a computer Technician

• If the specialization is Computer Engineering, the student should be qualified as

-a computer programmer

-a computer technician

Skills and Certifications

• For students in Mechanical Engineering, they should be

– qualified to take the Certified Plant Mechanic Board Examination

– qualified to work as an automotive or refrigeration technician

– qualified to work as draftsmen (e.g., Autocad specialists)

• Students of Civil Engineering should be – qualified as Master plumbers

– qualified as Sanitary Engineering Assistants

– qualified to work as draftsmen (e.g., Autocad specialists)
