Facility Description:

The Laurel Street Building is a 2-story vacant building located at 1730 Laurel Street in Shreveport, Louisiana. There have been additions in 1924, 1927, and 1937, and a renovation in 1961. This report contains condition and adequacy data collected during the 2009/2010 Facility Condition Assessment (FCA). The detailed condition and deficiency statements are contained in this report for each building.

Energy conservation opportunities for this building include: 1) Replace the window units and unit ventilators with a modern central heating, ventilating, and air conditioning system; 2) Addition of a building automation system would allow programs to improve operation and reduce energy use; 3) Exterior windows are steel frame, operable clear glass design. Installation of fixed, double pane, low e, thermal windows with thermal breaks would improve energy use and improve comfort; 4) New low flow plumbing fixtures would reduce water use; and 5) A review of billing rate may justify addition of power factor correction capacitors.

ADA vertical access needs for this building include installation of an elevator to access the second floor classrooms.

FUTURE FACILITY AND SITE ASSESSMENT

School LAUREL STREET SCHOOL 1730 Laurel Street Shreveport, LA 71103

Site Description 3 acre site in the old central part of Shreveport just a few blocks north and west of I-20 and I-49 interchange. The site is surrounded by an aging and changing residential neighborhood and by a multi-block redevelopment project by the adjacent church which includes apartments and a baseball stadium. The site sits high above the streets and slopes east to west and to the edges which are framed by low, but failing, concrete retaining walls. The school facility consists of the original 2-story 1905 building and three additions from the 1920’s and 30’s. The simple but graceful buildings are red brick with flat roofs, large double-hung windows, with open covered walkways between. New roofs and HVAC systems were recently installed for an interim use. The buildings are currently unoccupied and the District reports no immediate plans for reusing them. Site features include several large trees and a small gravel parking lot.
