Norris Dam was the first project built by theTennessee Valley Authority (TVA). Constructionwas started in October 1933, completed in March 1936 and filled by 1937. Total cost of constructionincluding landa c q u i s i t i o n was close to $36 million. The damproject relocatedalmost 2900 fam-ilies and causedthe removal andrelocation of over5,000 gravesites.

Norris Lake was named for George W. Norris, aU.S. Senator from Nebraska who was the authorof the legislation that created the TVA. NorrisDam is a concrete gravity-type dam, 1860 feetlong, 265 feet high, and 208 feet thick at thebase. The dam is equipped with two 50,000-kilowatt generators. Norris Dam provides flood

The town of Norris was built to house the damworkers. It was a planned community thatbecame a model for others throughout thenation. The houses were some of the first all-electric homes in Tennessee.

Norris Lake hasover 850 miles ofshoreline includingdozens of islandswith over 50 milesof shoreline. With asurface area ofmore than 34,000acres and depthsover 200 feet, Norris Lake dam holds back about830 billion gallons of water. The two turbinehydroelectric generators can produce up to100,800 kilowatts of electric. The spill watersoffer great trout fishing, and flow throughAlabama and eventually into the Ohio River.

Norris Dam State Park surrounds the dam withmany facilities and activities including hikingtrails, playgrounds, tennis courts, swimmingpools, a lodge and recreational programs.Campgrounds, picnic areas and cabin rentals arealso available. There is a visitors center on thetop east side of the dam and an overlook withparking on the west side that provides a greatvista for photos. A picnic area is at the base ofthe dam next to the spill waters, which is whereyou will find some great trout fishing.

Nestled in the foothills of the CumberlandMountains, just off I-75 about 20 miles north ofKnoxville, lies Norris Lake. Well known for itsfishing, skiing and boating on its deep cleanwaters, the lake consists of two major rivers andnumerous creeks. It extends 56 miles up thePowell River and 73 miles into the Clinch River.

Since the lake is not fed by anymajor dam, thewater is muchcleaner than mostother lakes. Oncethe sun begins towarm the waterin spring, it tendsto maintain anice and steadywarm tempera-ture until fall.

exceeds that of any other TVA tributary lake. At normal summer pool, with the lake level at1020 (sea level), there are over 34,000 acres ofsurface water. Endless fun-filled activities awaityou and your family including boating, watersports, fishing, swimming, scuba divingand relaxing. Norris Lake has over 56 species offish and is well known for its striper fishing.

An abundance of wildlife can alsobe seen around the lake includingdeer, turkey, great blue herons andeagles, along with cows and horsesgrazing around the shoreline insome places.

Along the 809 miles of shoreline, many activities can be enjoyed like golfing, hiking,horseback riding, rock climbing, cliff jumpingand camping. The shoreline includes over 50more shoreline miles of islands along withnumerous picnic areas, caves, cliffs, beachesand gradual slopingshoreline. Norris Lakealso has hundreds ofsecluded coves, 3 stateparks, 2 wildlife man-agement areas and 59public access sites.

The Norris Lake marinas offer houses, condosand hotels for rent on the lake, lake front andlake view. They also offer boat rentals, a greatselection of food at their restaurants, groceries,snacks and boating supplies to make your vacation complete. Some marinas have livebands, karaoke and theme parties along withparty rooms available for reunions, weddingsand business functions. Don’t miss all the marinas’ events like the firework shows, theCrownline and Malibu boat gatherings, holiday parties and many boat tie-up get-togethers."Fire on the Water" at Sequoyah Marina aroundJuly 4th is a show you do not want to miss.

In 2011 Sequoyah Marina hosted the first“Wake the World Tennessee” on Norris Lake.This event allowed abused and under privileged

The Powell River is one of the two rivers thatmakes up Norris Lake. It meets the Clinch Riverabout 10 miles northeast of the dam aroundAnderson County Park at day marker #9. It extends 56 miles northeastward eventuallyflowing under 25E just south of CumberlandGap. The Powell River offers beautiful scenicviews of the Cumberland Mountains to the

northwest and theChuck Swan Wild-life ManagementArea to the south.

The Powell Riveroffers many fullservice marinasoffering whateveryou need fromlodging, boatrentals and boatrepairs to greatfood and events attheir restaurants.

Shanghai Resort is located at day marker #10,not far from where Cedar Creek meets thePowell River. Between day markers #10 and 11is Deerfield Resort, Deerfield Cove Marina andThe Tiki Club where you can enjoy a drink and abite to eat. Just around the next point is Springs Dock Resort. Flat HollowMarina Resort and Blue SpringsDock are both a little further down on the Powell River aroundday marker #14. The Powell Rivercontinues over 25 more milespast a car ferry and through a lotof undisturbed areas, great forskiing and boating.

There are two major creeks that feed into thePowell River, Cedar Creek and Davis Creek.Sugar Hollow Marina is the only dock on CedarCreek and is close to the Cedar Creek Bridge.Davis Creek enters the Powell River around day marker #12behind an Islandwhere it is easyto miss. PowellValley Resort islocated on DavisCreek at daymarker #13 whereDoakes Creeksplits off. Don’tmiss the view ofthe CumberlandMountains from Davis Creek, it is awesome.

There are many secluded coves in the ChuckSwan Wildlife Management Area that borders alot of The Powell River. For an exciting day, hikeinto the Chuck Swan Wildlife ManagementArea and discover the lookout tower (GPS36.37210,-83.89310) or Panther Cave. It’s agood idea to take a gps so you don’t get lost.

The Powell River has a lot of wildlife if youkeep your eyes open. Along the shores watchout for deer, great blue heron, bald eagles and

turkeys. You maycatch an eagleswooping down tocatch a fish, a few deer swimmingacross the lake orthe fish jumpingwhich is a lot morecommon to see.

Spotted bassSmall white spinners, plastic grubs on leadheadjigs, doll flies, and crawfish crankbaits are allexcellent.

Largemouth bass Use Crankbaits, top water lures, Flukes, BassAssassins, spinners, and Carolina-rigged lizardsduring April, May, and early June.

Smallmouth bassGood lures for Norris smallmouth are SilverBuddies, 1/4 oz (or smaller) doll flies, doll flies tipped with minnows, float-and-fly rigs, andlarge shiners. On windy days in late winter, castsmall crankbaits to wind-swept, rocky banks. Inearly spring smallmouth spawn on gravel pointswhich reach out into the main channels. Spinnersor pig’n jigs fished at night on steep, boulder-strewn banks catch good smallmouthyear-‘round.

CrappieQuality angling is best in the back of majorembayments such as Big Sycamore Creek, DavisCreek and Big Creek. Upper river sections abovePoint 15 (Powell) and Point 31 (Clinch) are alsogood. Fish close to the brush piles or downedtrees in the winter, early spring or late fallmonths. Small minnows, plastic grubs, fliestipped with minnows, and small crankbaits workbest.

WalleyeDuring river runs, troll or jig with minnow-tippeddoll flies, Sparkle Tails, AC Shiners, Rapalas, orShad Raps. In late spring, night anglers castcrankbaits into flooded weeds. Trolling with JetLures tipped with night crawlers, spinner-and-night crawler rigs, or with deep running Long-Billed Rebels and Model 911 RedFins is popularby the end of May on the lower end. Night fishing with jigging spoons, alewife or shadaccounts for good catches in the summer.

The deep clear waters of Norris Lake create a perfect habitat for rockfish, walleye, catfishlargemouth, smallmouth, bluegill and crappie.Also famous for its trophy-size stripers, walleyeand catches of black crappie, Norris Lake hasbecome a favorite destination and tournamentvenue for anglers across the country.

License InformationA Tennessee fishing license is required if you

take fish or attempt to take fish (including crayfish) by any method or if you assist someone else to do so. Non-residents have achoice of annual, 10-day or 3-day fishinglicense, for either all fish or no trout. If you are under 13, you do not need a license.

Annual fishing licenses go on sale February 18,the start of prime fishing and are valid until thelast day of February the following year. Licensesare available by phone, on the web, by mail orfrom the county court clerks, some sportinggoods stores, hardware stores and marinas. Topurchase a license or for more information, call888-814-8972 or visit w w w.tnwildl ife.org.If purchased by phone, an authorization numberwill allow you to fish immediately. Call the marinas, search web sites or watch local papersfor information on local fishing tournaments,area guides and other tips.

in combination. Largemouth Bass: 14 inch minimumlength limit.Smallmouth Bass: 2 per day, 17-22 inchProtected Length Range (PLR). Only one fish may be over 22 inches.

Spotted Bass: no creel or length limit.

Crappie (all species): 10 per day in combina-tion, 10 inch minimum length limit.

Catfish (all species): No harvest limit for catfish under 34 inches in length, only one catfish over 34 inches in length may be harvested per day.

Striped Bass:April - October: 2 per day, 15 inchminimum length limit.November - March: 1 per day, 36 inch minimum length limit.

White Bass: 15 per day, no length limit.

Walleye and Sauger: 5 per day in combina-tion, 15 inch minimum length limit.

Rock Bass: 20 per day, no length limit.

Redear Sunfish: 20 per day, no length limit.

Muskellunge: 1 per day, 36 inch minimumlength limit.

Norris Lake Fish Habitat EnhancementThe TWRA and volunteers from the public sector, have worked to improve fish habitat in Norris

Lake for many years. More than 21,000 structures have been placed in the lake since 1992.A wide variety of fish attractors have been used in an attempt to concentrate fish for anglers. These include brush piles which are used by many game fish, and stake beds which are primarily forconcentrating crappie. These attractors work well, but must continually be refurbished. Bald cypressand black willow trees have been planted in drawdown areas to create additional, long lasting habitat.Shoreline seeding of grasses during the winter drawdown has the potential of creating spawning habitat and cover for young fish. Inconsistent water levels, however, have rendered any shoreline seeding projects impractical. Spawning benches have been constructed to provide habitat for smallmouth bass reproduction.

Norris Lake has become a favorite amongwaterskiers, wake boarders, kneeboarders andjet skiers. Thanks to an abundance of coves andcorners to break the wind, the lake provides mileafter mile of smooth water. Some of the best skiwater anywhere, referred to as glass, can befound on the lake along with ski courses for

those looking fora challenge.

If you or yourkids like to bepulled behind aboat on a tube orother inflatable,you can alwaysfind an open partof the lake tohave fun. Mostmarinas rent skiboats, pontoonboats, personal

water crafts, skis, wakeboards, SUPs and towable tubes for that great day on the lake.

On Norris Lake you will see people on waterskis, wakeboards, kneeboards, surfboards, trickskis, wakeskates, SUPs, air chairs, inflatabletoys/tubes and even on their barefeet skiing. On YouTube you can see avideo of 12 skiers beingpulled behind one boat onNorris Lake. Lately you seea lot of people on StandUp Paddleboards (SUPs),the newest trend in water-sports. It’s easy and fun foreveryone, so try it out!

One of the best thrills as a boater is to getsomeone up on waterskis or on a wakeboard forthe first time. To see the expression on a kidsface, or even an adults who just learned to ski oranyone on a tube is a site to see. If you do notknow how to ski, ask someone at the dock.Boaters are some of the nicest people and youcan almostalways findsomeone to take thetime to helpyou or yourkids learn toski, wake-board orsurf.

Another great way to see the lake is on a personal water craft (PWC). These watercraftsare called Jet Ski’s, Waverunners or Seadoos bytheir brand. Many of the marinas have PWCs forrent by the hour or for a full day. This is a greatway to explore the lake. Most PWC’s are powerfulenough to pull a skier or tuber. With a very littlewake to cross behind a PWC, it can be easy anda lot of fun on a ski to go back and forth. If youhave never ridden one, make sure you get

proper driving and safetyinstructions before youleave the dock. They canbe a lot of fun, but if youdo not know how to oper-ate them properly, theycan be dangerous. So besafe, be smart and have agreat time!

As a boat owner or operator, YOU are responsible for your safety, the safety of yourpassengers, and the safety of other boaters. Always be aware and alert when driving. Never give your boat or PWC to an inexperienced operator – be responsible.

• Know and obey the laws of the state and the rules of the lake.Visit www.state.tn.us/twra for complete boating laws and information.

• Anyone born after 1-1-89 who operates a boat or PWC without an adult must have taken and passed a Coast Guard approved boating education course and have their certificate with them.

• Distribute your load evenly and never overload your boat.• Provide everyone with an appropriate size PFD before leaving the dock and

have them readily available.• Children 12 and under must wear a Personal Flotation Device while underway.

Be sure children’s PFDs fit properly.• Never follow directly behind other boats or PWCs. (Boats do not have brake lights)• Always be aware of other boats around you. Always look in all directions before

starting out, turning or changing course.• Slow down before approaching docks, boats, swimmers, shore, bridges, busy areas

or any object. Always maintain a safe speed depending on your surroundings.• PWCs cannot be operated between sunset and sunrise.• No Wake means Idle Speed - you are responsible for all damages from your wake.

The Clinch River is the larger of the 2 riversthat make up Norris Lake. The Norris Dam is onthe Clinch River where the Norris Dam Marinaoverlooks the lake. Cove Creek meets the ClinchRiver at the dam. The Norris Dam State Park andthe Cove Creek Wildlife area border Cove Creekwhere the creek meets the Clinch River.

Cove Creek flows from Cove Lake State Park tothe dam. Along Cove Creek there are twomarinas, Twin Cove and Mountain Lake Marina.Across the lake from Mountain Lake Marina andup the creek a little, there is a cave that you canalmost drive your boat into. (see map)

The Norris Dam State Park also runs along theshores of the Clinch River before you get toSequoyah Marina, just across from where BigCreek joins the Clinch River. Big Creek flowsfrom outside of downtown LaFollette before theCampbell County Park to the Clinch River. IndianRiver Marina and Whitman Hollow Marina areboth located on Big Creek.

Farther up the Clinch River is the AndersonCounty Park located where the Clinch andPowell Rivers merge at day marker #9. StardustMarina is just around the corner up a little fromday marker #9 on the Clinch River.

The Clinch River twists and winds past LoystonPoint (day marker 19) where the lake opens upto the widest part. On the big open lake up MillCreek to the southwest you will find the recentlyrenovated Waterside Marina. Along the northwestern shore the Chuck Swan WildlifeManagement Area borders the lake. In this widepart of the lake, there are over a dozen islands tobe found. Be careful, there is also a lot of shallowareas especially up Lost Creek past the Sunset Baycommunity.

Big Ridge State Park is almost completelysurrounded by Norris Lake between day markers#21 and 22 along with many secluded coves.The Big Ridge Dam overflows the park’s lake intoNorris Lake.

Going up the Clinch River just past the bigopen lake through a smaller passage and close toeven more islands, Hickory Star Marina sits onthe southern shore. Lakeview Marina and BeachIsland Marina are further up about 10 milesaround day marker #27 and the 33 bridge. Againwatch your water depth through these areas toavoid hitting ground.

Past the 33 bridge is Cedar Grove Marina byday marker #28. Straight Creek Dock is justaround the corner before you get to LoneMountain Shores development. Lone MountainBoat Dock is between day marker #30 and 31close to Big Sycamore Creek. Woodlake golfcourse is also close to Lone Mountain Boat Dock.

Norris Lake continues to wind back and forthup the Clinch River for over 15 more undisturbedmiles till it flows under 25E where it becomes tooshallow to navigate. On some shores you maysee deers, cows and horses grazing the fields andwadding in the lake.

Lone Mountain Marina offers camping,

boating, skiing, and fishing. Pontoon

boat rentals, boat slip rentals,

houseboat buoys and campsites are

also available. There is a full store, which

offers groceries, gas, fishing supplies,

bait, beer, and licenses. Services include

boat cleaning and boat repair. Our

certified mechanic is on call, and there is

a concrete launch ramp for boats.

Lone Mountain Marina was established

over 60 years ago and has been under

the same management for 28 years.

The marina is four miles east of

Tazewell, 35 miles north of Knoxville,

and 60 miles northwest of Pigeon Forge

and Gatlinburg, Tennessee. Lone

Mountain Marina is adjacent to the beau-

tiful Woodlake Golf Club, an 18-hole

championship course with full pro shop.
