The original population of Venice consisted of refugees from Roman cities near Venice and from the undefended countryside, who were fleeing successive waves of Germanic and Hun invasions.

From the 9th to the 12th century, Venice developed into a city state, rising from a lagoon at the head of the Adriatic. Venice always traded extensively with the Byzantine Empire and the Muslim world and hence, by the late 13th century, Venice had become the most prosperous city in all of Europe.

Venice is built on an archipelago of 118 islands formed by 177 canals, connected by 409 bridges. In the old centre, the canals serve the function of roads, and transportation within the city remains (as it was in centuries past) entirely on water or on foot. Venice is Europe’s largest urban car-free area. In fact, the sound of Venice is the absence of the sound of cars!

The San Marco Basin—where a flotilla of speedboats, gondolas, and water-buses ply the waterways daily—and beyond to the Piazza San Marco, is the epicenter of Venetian tourism. The city is like a huge theater and the annual Carnival of Venice only serves to heighten the drama.

Tourists usually flock to the largest square in the city and the only one given the designation of “piazza”, St. Mark’s Square. The centerpiece of the piazza is the magnificent St. Mark’s Basilica, built

in Venetian-Byzantine style, a mixture of western and eastern styles. Nicknamed the “Church of Gold” because of its opulence, it has been the seat of the Patriarch of Venice since 1807.

The other dominant building around St. Mark’s Square is the Doge’s Palace. A beautiful gothic structure, it faces the Venetian lagoon and was completed in the early 15th century, though portions of it were rebuilt after a fire in 1574.

The majority of the city’s traffic cruises up and down the Grand Canal, an ancient waterway lined with buildings - about 170 in all - that were mostly built from the 13th to the 18th centuries. Most were constructed by wealthy Venetian families. Foot traffic gathers around three famous bridges that cross the canal: the Rialto Bridge, the Ponte Degli Scalzi, and the Ponte dell’Accademia.

The famous Bridge of Sighs was intended to connect the Old Prison and interrogation rooms in the Doge’s Palace to the New Prison, which was situated directly across the river. There are a few theories as to how the bridge got its name. The first one involves the prisoners who would “sigh” as they crossed the bridge, probably catching their last glimpse of the outside world. Another story says that if a couple kisses under the bridge while drifting below on a gondola at sunset, they will enjoy eternal love. Thus, the “sighs” are said to come from lovers who are overwhelmed by the romance of the whole scene.

This romantic view was created by the Poet Lord Byron with his writings: “I stood in Venice on the Bridge of Sighs, a palace and prison on each hand”.

However, a visit to Venice would not be complete without having your photograph taken at the most photographed bridge in Venice, the Rialto Bridge, opened in 1591. For nearly three hundred years, it was the only way to cross the Grand Canal on foot.

La Serenissima (“the most serene one”), as Venice is known, is anything but. Celebrated for its art and architecture, the city’s economy is largely based on tourism with an

average of 60,000 tourists a day that overwhelms the local populace. Thomas Mann had called it “half fairy tale and half tourist trap.”

Sepang has hosted the F1 community since 1999, and now in its 15th year, it is still touted as one of the best of the modern circuits. The iconic two-tiered main grandstand offers sweeping views of the track. In the upper sections of the main grandstand, you can see about 70% of the track, making watching in Sepang a truly memorable and worthwhile experience for all petrolheads. Add to that the unpredictable Malaysia weather, and you can see why the Malaysian race, billed as the hottest, is a big hit for F1 fans. Front runners and fan favorites are not guaranteed Top Three placements here as there is always uncertainty as to who will be the eventual winner of the grueling 56 lap race.

For 2014, Formula 1 has mandated that a V6 turbo engine power all the cars in the grid, in lieu of the V8s of 2013. Purists have expressed their concern about how the new engine may perform and sound, as they prefer the high pitched whine of the previous years’ engines. The Sepang leg of the race could prove to be the engine proving ground for the rest of the season. The winner here might just be a contender for the championship for the rest of the year.

2014 also brings changes to the driver line-up. The ever stoic Finn and 2007 World Drivers Champion (WDC), Kimi Raikkonen now joins his old team at Ferrari with two time WDC Fernando Alonso. Mercedes AMG Petronas F1 team boasts the pair of Hamilton and Rosberg, but, smart money will still be on four time champion Sebastian Vettel in his Red Bull taking the top step at Malaysia. The excitement surrounding the event will begin with a street demonstration in downtown KL by no less than Hamilton and Rosberg who will careen down the streets of the city and do signature “acrobatic” turns for the crowd’s delight.

Also on the cards for the free Twin Towers @ 2014 Live Concert is a stellar line up of musical superstars. Headlining the event will be UK R&B superstar Craig David, alongside Korean pop music sensation Rain. Organised by Live@Work Sdn Bhd and presented by partner brands Petronas Primax and Petronas Syntium, Twin Towers @live 2014 will be held from March 28 and 29 in KLCC.

The concert will run from 5pm until 2am on both days and admission is free for all members of the public. After the race in Sepang, fans should stay back as the circuit is set to come alive with the music of world renowned DJ Calvin Harris, known for his electronic dance music “Feel so Close”, “ I need your love” and many more. Harris will perform on Sunday at the SIC helipad area. Tickets to the race and the concert start for as low RM80 and RM160 respectively.

Seperti manusia yang perlukan makanan, tonik dan ubat bagi memelihara kesihatan berpanjangan, lebuh raya juga begitu. Tonik bagi lebuh raya adalah penyelenggaraan berterusan dan biaya untuk kegiatan itu diperolehnya daripada dana kutipan tol.

Mengendalikan lebuh raya bukan hanya berkenaan dengan pelaburan membina prasarana, kutip tol dan mengaut untung besar hingga tamat konsesi. Akan tetapi, ramai yang tidak sedar ialah mengenai kos penyelenggaraan terhadap aset bagi setiap pemegang konsesi.

Syarikat konsesi lebuh raya perlu mengagihkan hasil tol yang dikutip untuk menyelenggara, membaik pulih, membuat penambahbaikan kemudahan, membayar kos operasi dan pengurusan serta membayar hutang sebelum mengagih dana yang selebihnya sebagai dividen atau pulangan bagi pihak yang telah melabur dan mengambil risiko melabur dana yang banyak dalam konsesi lebuh raya, yang mana adalah lazim dalam apa-apa perniagaan pun.

PLUS perlu mengadakan lebih 10,000 pemeriksaan untuk penyelenggaran setiap tahun terhadap semua asetnya. Untuk itu, syarikat ini membelanjakan lebih RM1.2 bilion setahun untuk kos penyelenggaraan berkala dan rutin, menaik taraf kemudahan dan pengurusan. Ini tidak termasuk kos menaik taraf lain seper tipenambahan lorong keempat dan lorong mendaki dan pembinaan persimpangan bertingkat baru yang dibiayai sepenuhnya oleh syarikat ini.

Mungkin ramai pengguna yang tidak menyedari pelbagai aset yang perlu diselenggara di keseluruhan 986 kilometer lebuh raya di bawah pengurusan syarikat ini. Ia termasuklah 4,674 kilometer lorong lebuh raya; 6,716 cerun di sepanjang lebuh raya, 456 jambatan, 4,881 kolong, dua terowong, 24 hentian rehat dan rawat (R&R), 91 plaza tol, 45 hentian sebelah dan 106 persimpangan bertingkat. Pelbagai pemeriksaan dilaksanakan bagi memastikan semua aset PLUS dijaga dan terjaga, di samping penyelenggaraan rutin yang di buat lebih kerap.

Daripada purata RM3 bilion setahun kutipan tol, RM260 juta dibelanjakan untuk penyelenggaraan rutin; RM360 juta untuk penyelenggaraan berkala, RM220 juta untuk kerja naik taraf dan RM350 juta belanja pengurusan. Selain itu, PLUS membayar RM1.5 bilion setahun faedah pinjaman, sebelum pembayaran balik pokok pinjaman bernilai RM30.6 bilion secara berperingkat bermula pada tahun 2017.

Pendapat yang mengatakan pengendali lebuh raya mengaut untung besar tanpa berbuat apa-apa sekali gus mewajarkan penghapusan kutipan atau kenaikan tol, adalah kenyataan yang tidak tepat.

Pecahan perbelanjaan PLUS dalam mengendali lebuh raya umpamanya boleh memberi gambaran yang jelas bahawa sebenarnya kos tinggi perlu ditanggung pengendali lebuh raya, dan saban tahun kos ini meningkat pada kadar yang lebih tinggi daripada kadar inflasi.

Dalam aspek kutipan tol dan perbelanjaan, PLUS yang mempunyai beban hutang sebanyak RM30.6 bilion, pelunasan pinjaman dan faedahnya merangkumi sebahagian besar kos yang ditanggung PLUS Malaysia.

Selepas semua perkiraan berkenaan, baki untuk PLUS Malaysia dikembalikan dalam bentuk dividen kepada pemegang sahamnya, iaitu Kumpulan Wang Simpanan Pekerja (KWSP) dan Khazanah Nasional Bhd (melalui UEM Group Berhad) hanyalah RM330 juta. Dalam erti kata lain, sebenarnya dana lebihan PLUS dikembali kepada rakyat menerusi dividen KWSP dan pendapatan kerajaan.

Dalam pada itu, mungkin ada yang buat congakan matematik dan bertanya kenapa perlu kutip tol lagi jikalau perolehan daripada kutipan tol sudah cukup untuk menampung kos menyelenggara, membaik pulih, menaik taraf dan mengurus pembangunan berkenaan? Pinjaman bank datang dengan kadar faedah; selain pembayaran balik pokok pinjaman, faedah juga perlu dibayar, yang pada akhirnya jumlahnya jauh lebih tinggi daripada jumlah pinjaman asal.

Seperti juga pinjaman individu untuk membeli rumah, selepas tamat pelunasan 30 tahun, adakah pembeli hanya membayar jumlah pokok?

Begitu juga yang ditanggung pemegang konsesi lebuh raya termasuk PLUS. Dengan jumlah pinjaman pokok untuk pelaburan awal yang begitu besar, kadar faedah lima peratus akan diterjemahkan dengan jumlah hutang sebegitu besar, lebih RM30.6 bilion menjadikan jumlah terkumpul yang akan dibayar kepada pihak peminjam ialah RM62 bilion. Selain daripada itu syarat-syarat lain seperti “debt service cover ratio, financial service cover ratio” dan sebagainya yang perlu dipatuhi sepanjang tempoh pinjaman

bagi memastikan keupayaan peminjam membayar balik pinjaman pokok serta faedah.

Jumlah hutang syarikat ini meningkat ketika PLUS dinyah senarai daripada Bursa Malaysia pada 2011 dan membuat penyusunan korporat oleh kerana PLUS ingin membantu mengurangkan beban orang ramai dan mengkaji semula kadar kenaikan tol lebuh raya di bawah kendaliannya.

Untuk memudahkan penentuan hala tuju syarikat, PLUS Expressways Berhad ketika itu perlu membeli balik saham-saham sedia ada, termasuk 12 peratus dalam pegangan asing.

Syarikat ini mengambil langkah proaktif menyahut saranan kerajaan untuk membuat penyusunan korporat yang menjadikan PLUS syarikat persendirian yang hanya dimiliki oleh 2 pemegang saham, iaitu Khazanah (melalui UEM-51 peratus) dan KWSP (49 peratus). Tujuannya, kita mahu membekukan kenaikan kadar tol untuk beberapa tahun dan menerima kenaikan yang jauh lebih rendah berbanding kadar yang dipersetujui sebelum ini, kerana ramai yang tidak bersetuju dengan kenaikan kadar tol.

Dan sejajar dengan program penyusunan semula PLUS Malaysia, Perdana Menteri Datuk Seri Najib Razak pada Oktober 2010 sudah mengumumkan kadar tol bagi semua lebuh raya kendalian PLUS tidak naik dalam tempoh lima tahun hingga 2015, walaupun kali terakhir kadar tol PLUS dinaikkan adalah pada tahun 2005.

Kenaikan tol lebuh raya kendalian PLUS menurut perjanjian konsesi yang baru adalah sebanyak 5 peratus setiap tiga tahun (atau 1.67% setahun) berbanding 10 peratus sebelumnya. Kenaikan itu sebenarnya lebih rendah daripada kadar inflasi semasa.

The comfort and safety of road users are our highest priority at PLUS. Towards this end, we carry out regular pavement maintenance works along the North-South Expressway (NSE) as required by the Malaysian Highway Authority (MHA) and in line with international best practice.

The majority of the pavements along the NSE are now more than 20 years old. Pavements do deteriorate over time due to environmental effects and the condition may worsen due to the long term impact of over loading.

Pavement surfaces are subjected to ageing and hardening in hot weather, which in turn causes surface cracks. In addition, the overloading of vehicles plays a critical role in accelerating the deterioration of pavements, thus resulting in surface defects such as rutting. The overloading of vehicles, particularly multi-ton commercial vehicles travelling on these pavements, has been confirmed through axle load measurements taken along the NSE.

In our effort to provide the required level of service expected by our customers and other stakeholders, PLUS has developed both long-term and short-term programmes for pavement maintenance that are based on the Pavement Condition Assessment (PCA) carried out every year to monitor surface and structural condition, as provided for in the Standard Guidelines for Expressway Pavement Condition issued by the MHA. Results obtained from the annual PCA are investigated further and supported by regular site inspections. Maintenance works are then planned and implemented for various stretches

along the expressways to address pavement defects while taking into account the need to minimize interruptions to traffic, especially during peak travel periods.

Despite increasing costs, PLUS has consistently fulfilled its maintenance obligations to meet stringent Key Performance Indicators set by the MHA with respect to pavement surface condition and riding quality. We will continue to take all possible measures to ensure that road users enjoy smoother, safer and more convenient travel on our expressways.

PLUS akan memasang kamera CCTV di laluan motorsikal Plaza Tol Sungai Besi dalam masa yang terdekat ini sebagai salah satu daripada langkah tambahan bagi membendung kegiatan menabur paku di laluan tersebut oleh pihak yang tidak bertanggungjawab.

Di samping itu, PLUS juga akan melipat gandakan pengawasan dan pemantauan di laluan tersebut terutama pada waktu-waktu puncak selain daripada memperhebatkan kerjasama di antara syarikat ini dengan pihak Polis dan agensi berkuasa lain yang berkaitan.

Syarikat ini tidak akan berkompromi terhadap perbuatan yang boleh menjejaskan keselamatan pengguna lebuh rayanya, termasuklah penunggang-penunggang motorsikal.

Pada masa yang sama, PLUS menasihatkan semua pengguna lebuh raya supaya menghubungi talian bebas tol PLUSLine 1800 88 0000 sekiranya mereka terlihat sebarang objek atau halangan yang boleh menyebabkan kemalangan di lebuh raya agar tindakan segera dapat diambil.

PLUS Malaysia Berhad (PLUS) recently introduced ‘PLUS Mobile Apps’, a smart application which enables the highway operator to disseminate latest highway traffic information directly to highway users with smartphones or tablets. According to PLUS Managing Director, Dato’ Noorizah Hj Abd Hamid, “The smart application enables us to distribute real-time traffic information on all our highways directly to highway users’ smartphones or tablets. This is part of our initiatives to ensure highway users receive the latest traffic information faster, easier and accurately.” The ‘PLUS Mobile Apps’ can be downloaded for free by highway users through their smartphones or tablets. The application enables highway users to receive latest traffic updates directly through their smartphones and tablets, and at the same time, help them to plan their journey on the highways. “The application can be downloaded through the ‘App Store’ for iPhone/iPad users or ‘Google Play Store’ for users with Android gadgets,” Dato’ Noorizah added. The new application is an addition to the existing PLUS traffic communication channels which include electronic boards, the PLUSTrafik Twitter service, the 1800 88 0000 PLUSLine and radio stations. In short, the ‘PLUS Mobile Apps’ is a one-stop application which notifies highway users of the latest traffic updates such as accidents, traffic congestions, road maintenance works and others directly to their mobile gadgets. It also offers highway users a toll fare calculator, current traffic images at selected highway stretches and rest areas, facilities, locations of service stations, ATMs and interactive highway maps. The application also enables PLUSMiles cardholders to register their cards through the PLUSMiles portal and check for toll rebates and reward points. “The PLUS Mobile application gives an added value to the PLUS highway service,” said Dato’ Noorizah.

Tips mencegah kecurian kereta.1. Pastikan kereta dipasang dengan alat penggera keselamatan yang baik.Jangan pasang alat penggera keselamatan yang murah kerana kebiasaanya boleh ditiru dan boleh dibuka seperti kenderaan sendiri oleh pencuri kereta.

2. Letakkan kereta anda di tempat yang mudah dilihat dan pada waktu malam. Letak di tempat yang terang berlampu. Ini bagi memudahkan orang lain melihat sekiranya berlaku sesuatu.

3. Memasang kunci tambahan untuk stering, gear, roda dan klac.Kunci tambahan pada stering, gear, roda dan klac mungkin dianggap remeh.Tetapi sebenarnya akan melengahkan masa pencuri.Pastikan juga kereta sentiasa dikunci.

4. Jangan serahkan kunci kepada ‘Jockey’ kereta sekiranya

anda berasa was-was. Ukir nombor pendaftaran di cermin kereta bagi memudahkan pihak Polis mengesan kenderaan anda. (sandblasting).

5. Sekiranya anda mempunyai duit yang lebih, seelok-eloknya pasanglah sistem keselamatan GPS. Sistem ini mungkin agak mahal tetapi ternyata amat berkesan dalam mencari kereta yang hilang. Pastikan anda memasangnya ditempat-tempat pemasangan yang bertauliah.

6. Anda juga harus berhati-hati supaya kunci kereta tidak ditiru semasa menghantar kenderaan anda untuk diservis.Sebaik-baiknya jangan tinggalkan kereta anda semasa diservis. Kebanyakan pemandu gemar meninggalkan kenderaan mereka semasa diservis.

Tips mencegah kecurian motosikal1. Letak motosikal ditempat yang dikhaskan untuk motosikal. Jangan letakkan di tempat-tempat yang tidak sepatutnya.

2. Pasangkan alat penggera kecurian motosikal dan ukirkan nombor pendaftaran motosikal pada bahagian-bahagian yang jelas dilihat.

3. Jika ingin pergi di tempat yang berdekatan sila pastikan motosikal berkunci dengan sempurna. Anda hendaklah kunci di bahagian yang susah dibuka oleh pencuri dan jangan sekadar hanya kunci di bahagian leher motosikal walaupun sekejap.

4. Letakkan di tempat yang mudah dilihat dan pada waktu malam letak di tempat yang terang dan berlampu.Ini bagi memudahkan orang lain melihat sekiranya berlaku sesuatu.

5. Pastikan anda memasang rantai dan kunci tambahan bagi mengelakkan motosikal dari dicuri.
