SUBJECT: APPROVE THE RESPONSE TO GRAND JURY REPORT
IMPLEMENTATION UPDATE REGARDING “THE 911 FIRST
RESPONDER REFERRAL PROGRAM: MORE THAN A BAND-AID®
FOR SENIORS”
REQUEST
Consider approving a response to a letter dated January 18, 2017 following up on the
implementation of “Recommendation R3: Marin County Policy Chiefs and Sheriff should have
their patrol officers/deputies attend the 911 First Responder Referral Program training” and
authorize the Mayor to send a response.
DISCUSSION
The City Council reviewed at their July 26, 2016 meeting the formal response to the Marin County
Grand Jury Report on Recommendation R3. The response from then Acting Chief of Police Matt
McCaffrey was that the training would be completed “in the next three months and once every two
years after that”. Current Police Chief Adam McGill has issued the following statement:
“The Novato Police Department completed the training and will continue to do the training
annually to mandate all new hires and those who were unable to attend training when it was
presented to complete it as soon as practical.”
RECOMMENDATION
Authorize the Mayor to send a response letter.

The following response is from our Police Chief Adam McGill: The Novato Police Department completed the training and will continue to do the training annually to mandate all new hires and those who were unable to attend training when it was presented to complete it as soon as practical. The Grand Jury received your July 27, 2016 response to the above-titled report at which time we wereinformed of the intent to implement during the fall of 2016 the following recommendation:
Recommendation R3: Mann County Police Chiefs and Sheriff should have their patrolofficers/deputies attend the 911 First Responder Referral Program training.
Please let me know by February 1,2017 the current status of implementation of these recommendations.
