The proposal for Construction of '8-lane of Bangalore-Chennai Expressway Phase-III from km 156.000 near 190 Village Ramapuram, Mandai Gudipal, District Chittoor (Andhra Pradesh) and ends at km 262.569 near Village Irungattukottai, Taluk Sriperambudur, District Kanchipuram (Tamil Nadu) (Length of 106.569 km)' M/s National Highways Authority of India, was considered by the Expert Appraisal Committee (EAC) for Industrial Estate/Area, SEZ and Highways projects in its 18i h meeting held on 1ih April, 2018 in the Ministry of Environment, Forest and Climate Change, New Delhi. 3. During the above meetings, the project proponent along with EIA Consultant M/s EGIS-India Consulting Engineers Private Limited, made a presentation and provided following information to the Committee: (i) A new Bangalore-Chennai Expressway have been proposed to construct for providing new connectivity between Bangalore to Chennai passing through Karnataka, Andhra Pradesh and Tamil Nadu. (i) A new Bangalore-Chennai Expressway have been proposed to construct forproviding new connectivity between Bangalore to Chennai passing throughKarnataka Andhra Pradesh and Tamil Nadu The Bangalore-ChennaiExpressway has been divided into 3 phases via Phase-I Phase-II amp Phase-III

(ii) The proposed project is a new 8-Lane Expressway connecting Bangalore toChennai The proposed Phase-III of 8 lane Bangalore Chennai Expresswaystarts from Km 156000 near 190Ramapuram Village GudipalamandalChittoor District in Andhra Pradesh and ends at Km 262569 nearIrungattukottai village Sriperambudur Taluk Kanchipuram District in TamilNadu The total length of Phase-III of the proposed Bangalore ChennaiExpressway is 106569 Km The project stretch falls in the states of AndhraPradesh and Tamil Nadu

(iii) Around 1118105 hectares of land is required for construction of Bangalore-Chennai expressway

(iv) The stretch of the proposed alignment in the state of Tamil Nadu passesthrough Mahimandalam Reserved Forest from 171250 Km to 171935 (685mon Right Hand Side) and from Km 171270 to Km 171837 (567m on Left HandSide)The total forest land proposed to be diverted in the state of Tamilnadu is542 ha under Arcot RangeVeliore Forest Division

(v) The project implementation involves construction of Bangalore ChennaiExpressway of 8-lane configuration with uniform ROW of 90 m and carriagewaywidth of 3750 m

(vi) The Proposed road will have 34 nos of Major bridges 22 nos of Minor bridges125 nos of Culverts 3 nos of ROBs 13 nos of Vehicular Underpasses 35nos Light Vehicular Underpasses 01 no Vehicular Overpasses 1 no of tollplaza 5 nos of interchange with toll plaza In addition there is provision of 2nos Truck lay byes 4 nos of Rest areas High mast lights along the projectExpressway locations like Interchange locations

(vii) The land use pattern on 10 Km either side of the project road is predominantlyagriculture followed by habitation area and forests The major settlements alongthe alignment are Banavaram Sriperumbudu

(viii) ESZThe project does not fall within Eco-sensitive area

(ix) There is no court case pending against the project

(x) Diversion of forest land Total 542 ha of forest land involved in the projectApplication for forest clearance is under process (Stage-I)

(xi) Tree cutting About 10450 trees fall within the proposed ROW The affectedmajor species are mango palm neem and babool The girth size mainly rangebetween 30 cm- 90 cm Efforts will be made to minimize the trees loss byrestricting tree cutting within formation width Avenue plantation shall be carriedout as per IRC SP 21 2009 on available ROW apart from statutoryrequirements The enumerations (tree inventories) of total trees and trees to befelled will be prepared during detailed EIA study Required tree cutting will bedone after having requisite permission from competent authority The loss oftree cover due to cutting of trees will be compensated through tree plantationThe Plantation program would rigorously be done using indigenous species

(xii) Rehabilitation involved if anyA total number of 368 structures will beaffected due to proposed road The THAI shall compensate the affected titleholder as per the THAI act 1956 All the temporary sites used for constructionactivities will be rehabilitated properly before handing over back to the landowner The solid waste generated due to construction and allied activities willbe reused for rehabilitation of borrow area I quarries sites campsite and intemporary diversions and slopes

(xiii) InvestmentCost of Rs 577443 crores

(xiv) Employment PotentialThis Road project will improve the economic and socialwelfare of those using the road or served by it Ultimately it will create jobs byincreasing access to markets education and health services etc

(xv) Benefits of the projectThis Road project will improve the economic and socialwelfare of those using the road or served by it Increased road capacity andimproved pavements can reduce travel times and lower the costs of vehicle useBenefits include increased access to markets jobs education and healthservices and reduced transport costs for both freight and passengers reducefuel consumption and exhaust emissions from the vehicle plying on the roadFurther expressway construction will lead to economic development of theregion that might propel change in land use as ribbon development in theneighbouring area in future

4 Based on the deliberations in the meeting and information provided by theproponent in support of the project the EAC recommended for grant of TOR As perthe recommendation of the EAC the Ministry of Environment Forest and ClimateChange hereby accords TOR for Construction of 8-lane of Bangalore-ChennaiExpressway Phase-III from km 156000 near 190 Village Ramapuram MandaiGudipal District Chittoor (Andhra Pradesh) and ends at km 262569 near VillageIrungattukottai Taluk Sriperambudur District Kanchipuram (Tamil Nadu)(Length of106569 km) by MIs National Highways Authority of India (NHAI) and forpreparation of EIAIEMP report with public consultations subject to compliance of allconditions as notified in the standard ToR applicable for highways and specificconditions as mentioned below

A Project Specific Conditions EAC recommended the following additionalToR to this project in addition to standard ToR

(i) Quantity and Source of water utilization and its permission

(ii) NoC from Archaeological survey of India if any structures falling withindistance from 300 m from proposed alignment

(iii) Traffic density study to be carried out

(iv) Cumulative impact assessment study to be carried out along proposedalignment including other packages in the alignment

(v) Detailed Impact assessment study to be carried out with mitigation measuresfor protection of reservoirs water bodies and rivers if any

B General Conditions

(i) A brief description of the project project name nature size its importance tothe regionstate and the country shall be submitted

(ii) In case the project involves diversion of forests land guidelines under OMdated 20032013 shall be followed and necessary action be takenaccordingly

(iii) Details of any litigation(s) pending against the project andor any directions ororders passed by any court of lawany statutory authority against the projectto be detailed out

(iv) Detailed alignment plan with details such as nature of terrain (plain rollinghilly) land use pattern habitation cropping pattern forest areaenvironmentally sensitive areas mangroves notified industrial areas sanddunes sea rivers lakes details of villages teshils districts and stateslatitude and longitude for important locations falling on the alignment byemploying remote sensing techniques followed by ground truthing and alsothrough secondary data sources shall be submitted

(v) Describe various alternatives considered procedures and criteria adopted forselection of the final alternative with reasons

(vi) Land use map of the study area to a scale of 1 25000 based on recentsatellite imagery delineating the crop lands (both single and double crop)agricultural plantations fallow lands waste lands water bodies built-upareas forest area and other surface features such as railway tracks portsairports roads and major industries etc alongwith detailed ground surveymap on 12000 scale showing the existing features falling within the right ofway namely trees structures including archaeological amp religious monumentsetc if any shall be submitted

(vii) If the proposed route is passing through any hilly area the measures forensuring stability of slopes and proposed measures to control soil erosionfrom embankment shall be examined and submitted

(viii) If the proposed route involves tunneling the details of the tunnel and locationsof tunneling with geological structural fraction should be provided In case theroad passes through a flood plain of a river the details of micro-drainageflood passages and information on flood periodicity at least of the last 50years in the area shall be examined and submitted

(ix) If the project is passing throughlocated within the notified ecologicallysensitive zone (ESZ) around a notified National ParkJWildlife Sanctuary or in

the absence of notified ESZ within 10 km from the boundary of notifiedNational ParklWildlife Sanctuary the project proponent may simultaneouslyapply for the clearance for the standing committee of NBWL The EC for suchproject would be subject to obtaining the clearance from the standingcommittee of NBWL

(x) Study regarding the animal bypassesunderpasses etc across the habitationareas shall be carried out Adequate cattle passes for the movement ofagriculture material shall be provided at the stretches passing throughhabitation areas Underpasses shall be provided for the movement of Wildanimals

(xi) Study regarding in line with the recent guidelines prepared by Wildlife Instituteof India for linear infrastructure with strong emphasis on animal movementand identifying crossing areas and mitigation measures to avoid wildlifemortality

(xii) The information shall be provided about the details of the trees to be cutincluding their species and whether it also involves any protected orendangered species Measures taken to reduce the number of the trees to beremoved should be explained in detail The details of compensatory plantationshall be submitted The possibilities of relocating the existing trees shall beexplored

(xiii) Necessary green belt shall be provided on both sides of the highway withproper central verge and cost provision should be made for regularmaintenance

(xiv) If the proposed route is passing through a city or town with houses andhuman habitation on either side of the road the necessity for provision ofbypassesdiversionsunder passes shall be examined and submitted Theproposal should also indicate the location of wayside amenities which shouldinclude petrol stationsservice centres rest areas including publicconveyance etc

(xv) Details about measures taken for the pedestrian safety and construction ofunderpasses and foot-over bridges along with flyovers and interchanges shallbe submitted

(xvi) The possibility that the proposed project will adversely affect road traffic in thesurrounding areas (eg by causing increases in traffic congestion and trafficaccidents) shall be addressed

(xvii) The details of use of fly ash in the road construction if the project road islocated within the 100 km from the Thermal Power Plant shall be examinedand submitted

(xviii) The possibilities of utilizing debriswaste materials available in and around theproject area shall be explored

(xix) The details on compliance with respect to Research Track Notification ofMinistry of Road Transport and Highways shall be submitted

(xx) The details of sand quarry and borrow area as per OM NO2-302012-IA-IIIdated 18122012 on Rationalization of procedure for EnvironmentalClearance for Highway Projects involving borrow areas for soil and earth asmodified vide OM of even No dated March 19 2013 shall be examined andsubmitted

(xxi) Climate and meteorology (max and min temperature relative humidityrainfall frequency of tropical cyclones and snow fail) the nearest IMDmeteorological station from which climatological data have been obtained tobe indicated

(xxii) The air quality monitoring shall be carried out as per the notification issued on16th November 2009 Input data used for Noise and Air quality modelling shallbe clearly delineated

(xxiii) The project activities during construction and operation phases which willaffect the noise levels and the potential for increased noise resulting from thisproject shall be identified Discuss the effect of noise levels on nearbyhabitations during the construction and operational phases of the proposedhighway Identify noise reduction measures and traffic management strategiesto be deployed for reducing the negative impact if any Prediction of noiselevels shall be done by using mathematical modelling at differentrepresentative locations

(xxiv) The impact during construction activities due to generation of fugitive dustfrom crusher units air emissions from hot mix plants and vehicles used fortransportation of materials and prediction of impact on ambient air qualityusing appropriate mathematical model description of model inputrequirement and reference of derivation distribution of major pollutants andpresentation in tabular form for easy interpretation shall be examined andcarried out

(xxv) The details about the protection to existing habitations from dust noise odouretc during construction stage shall be examined and submitted

(xxvi) If the proposed route involves cutting of earth the details of area to be cutdepth of cut locations soil type volume and quantity of earth and othermaterials to be removed with location of disposal dump sites along withnecessary permission

(xxvii) If the proposed route is passing through low lying areas details of fillingmaterials and initial and final levels after filling above MSL shall be examinedand submitted

(xxviii) The water bodies including the seasonal ones within the corridor of impactsalong with their status volumetric capacity quality and likely impacts on them

due to the project along with the mitigation measures shall be examined andsubmitted

(xxix) The details of water quantity required and source of water including waterrequirement during the construction stage with supporting data and alsoclassification of ground water based on the CGWA classification shall beexamined and submitted

(xxx) The details of measures taken during constructions of bridges across riverscanalsmajor or minor drains keeping in view the flooding of the rivers and thelife span of the existing bridges shall be examined and submitted Provisionof speed breakers safety signals service lanes and foot paths shall beexamined at appropriate locations throughout the proposed road to avoidaccidents

(xxxi) If there will be any change in the drainage pattern after the proposed activitydetails of changes shall be examined and submitted

(xxxii) Rain water harvesting pit shall be at least 3 - 5 m above the highest groundwater table Provisions shall be made for oil and grease removal from surfacerunoff

(xxxiii) If there is a possibility that the constructionwidening of road may cause animpact such as destruction of forest poaching or reduction in wetland areasexamine the impact and submit details

(xxxiv) The details of road safety signage service roads vehicular under passesaccident prone zones and the mitigation measures shall be submitted

(xxxv) IRC guidelines shall be followed for widening amp upgradation of roads

(xxxvi) The details of social impact assessment due to the proposed construction ofthe road shall be submitted

(xxxvii) Examine the road design standards safety equipment specifications andManagement System training to ensure that design details take account ofsafety concerns and submit the traffic management plan

(xxxviii) Accident data and geographic distribution shall be reviewed and analyzed topredict and identify trends - in case of expansion of the existing highway andprovide Post accident emergency assistance and medical care to accidentvictims

(xxxix) If the proposed project involves any land reclamation details shall beprovided of the activity for which land is to be reclaimed and the area of landto be reclaimed

(xl) Details of the properties houses business activities etc likely to be effectedby land acquisition and an estimation of their financial losses shall besubmitted

(xli) Detailed RampR plan with data on the existing socio-economic status of thepopulation in the study area and broad plan for resettlement of the displacedpopulation site for the resettlement colony alternative livelihoodconcernsemployment and rehabilitation of the displaced people civil andhousing amenities being offered etc and the schedule of the implementationof the specific project shall be submitted

(xlii) The environment management and monitoring plan for construction andoperation phases of the project shall be submitted A copy of your corporatepolicy on environment management and sustainable development shall alsobe submitted

(xliii) Estimated cost of the project including that of environment management plan(both capital and recurring) and source of funding Also the mode ofexecution of the project viz EPC BOT etc shall be submitted

(xliv) Fund allocation for Corporate Environment Responsibility (CER) shall bemade as per Ministrys aM No 22-652017-IA1I1 dated 1st May 2018 forvarious activities therein The details of fund allocation and activities for CERshall be incorporated in EIAIEMP report

(xlv) Details of blasting if any methodologytechnique adopted applicableregulationspermissions timing of blasting mitigation measures proposedkeeping in view mating season of wildlife

(xlvi) In case of river creek crossing details of the proposed bridgesconnecting on either banks the design and traffic circulation at this junctionwith simulation studies

(xlvii) Details to ensure free flow of water in case the alignment passes throughwater bodiesriverstreams etc

(xlviii) In case of bye passes the details of access control from the nearbyhabitationhabitation which may come up after the establishment of road

(xlix) Bridge design in eco sensitive area mountains be examined keeping in viewthe rock classification hydrology etc

(I) Details of litigation pending against the project if any with directionorderpassed by any Court of Law against the Project should be given

(Ii) The cost of the Project (capital cost and recurring cost) as well as the costtowards implementation of EMP should be clearly spelt out

(Iii) In case of alignment passing through coastal zones

a HTLIL TL map prepared by authorized agencies superimposed withalignment and recommendation of Coastal Zone Management Authority

b Details of CRZ-I (I) areas mangroves required to be removed for theproject along with the compensatory afforestation area and location withbudget

c Details of road on stilt in CRZ-I areas design details to ensure free tidalflow

d Details of Labour camps machinery location

(Iiii) Any further clarification on carrying out the above studies including anticipatedimpacts due to the project and mitigative measure project proponent canrefer to the model ToR available on Ministry websitehttpmoefnicinManualHighways

5 Following general guidelines shall be strictly adhered

(i) The EIA document shall be printed on both sides as for as possible

(ii) All documents should be properly indexed page numbered

(iii) Perioddate of data collection should be clearly indicated

(iv) Authenticated English translation of all material provided in Regionallanguages

(v) The letterapplication for EC should quote the MoEFampCC File No and alsoattach a copy of the letter prescribing the TOR

(vi) The copy of the letter received from the Ministry on the TOR prescribed forthe project should be attached as an annexure to the final EIA-EMP Report

(vii) The final EIA-EMP report submitted to the Ministry must incorporate theissues in TOR and that raised in Public Hearing The index of the final EIA-EMP report must indicate the specific chapter and page no of the EIA-EMPReport where the specific TOR prescribed by Ministry and the issue raised inthe PH have been incorporated Questionnaire related to the project (postedon MoEFampCC website) with all sections duly filled in shall also be submitted atthe time of applying for EC

(viii) Grant of TOR does not mean grant of EC

(ix) Grant of TOREC to the present project does not mean grant of approvals inother regulations such as the Forest (Conservation) Act 1980 or the Wildlife(Protection) Act 1972

(x) Grant of EC is also subject to Circulars and Office Memorandum issued underthe EIA Notification 2006 and subsequent amendments which are availableon the MoEFampCC website wwwenvfornicin

(xi) The status of accreditation of the EIA consultant with NABETQCI shall bespecifically mentioned The consultant shall certify that his accreditation is forthe sector for which this EIA is prepared

(xii) On the front page of EIAIEMP reports the name of the consultantconsultancyfirm along with their complete details including their accreditation if any shallbe indicated The consultant while submitting the EIAIEMP report shall givean undertaking to the effect that the prescribed TOR (TOR proposed by the

project proponent and additional TOR given by the MoEF) have beencomplied with and the data submitted is factually correct (Refer MoEF officememorandum dated 4thAugust 2009)

(xiii) While submitting the EIAIEMP reports the name of the experts associatedwithinvolved in the preparation of these reports and the laboratories throughwhich the samples have been got analysed should be stated in the report Itshall clearly be indicated whether these laboratories are approved under theEnvironment (Protection) Act 1986 and the rules made there under (Pleaserefer MoEF office memorandum dated 4th August 2009) The projectCoordinator of the EIA study shall also be mentioned

(xiv) All the TOR points as presented before EAC shall be covered

6 A detailed draft EIAIEMP report shall be prepared in terms of the aboveadditional TOR and should be submitted to the State Pollution Control Board forPublic Hearing Public Hearing to be conducted for the project in accordance withthe provisions of Environmental Impact Assessment Notification 2006 and theissues raised by the public should be addressed in the Environmental ManagementPlan The Public Hearing shall be conducted based on the TOR letter issued by theMinistry and not on the basis of Minutes of the Meeting available on the website

7 The project proponent shall submit the detailed final EIAIEMP report preparedas per TOR including issues raised during Public Hearing to the Ministry forconsidering the proposal for environmental clearance within 3 years as per theMoEFampCC OM No J-11 013412006-IA-II(I) (Part) dated 29th August 2017

8 The consultants involved in preparation of EIAIEMP report after accreditationwith Quality Council of IndiaNational Accreditation Board of Education and Training(QCINABET) would need to include a certificate in this regard in the EIAIEMPreports prepared by them and data provided by other Organization(s)Laboratoriesincluding their status of approvals etc vide notification of the MoEF dated 19th July2013

(iii) Around 1118105 hectares of land is required for construction of Bangalore-Chennai expressway

(iv) The stretch of the proposed alignment in the state of Tamil Nadu passesthrough Mahimandalam Reserved Forest from 171250 Km to 171935 (685mon Right Hand Side) and from Km 171270 to Km 171837 (567m on Left HandSide)The total forest land proposed to be diverted in the state of Tamilnadu is542 ha under Arcot RangeVeliore Forest Division

(v) The project implementation involves construction of Bangalore ChennaiExpressway of 8-lane configuration with uniform ROW of 90 m and carriagewaywidth of 3750 m

(vi) The Proposed road will have 34 nos of Major bridges 22 nos of Minor bridges125 nos of Culverts 3 nos of ROBs 13 nos of Vehicular Underpasses 35nos Light Vehicular Underpasses 01 no Vehicular Overpasses 1 no of tollplaza 5 nos of interchange with toll plaza In addition there is provision of 2nos Truck lay byes 4 nos of Rest areas High mast lights along the projectExpressway locations like Interchange locations

(vii) The land use pattern on 10 Km either side of the project road is predominantlyagriculture followed by habitation area and forests The major settlements alongthe alignment are Banavaram Sriperumbudu

(viii) ESZThe project does not fall within Eco-sensitive area

(ix) There is no court case pending against the project

(x) Diversion of forest land Total 542 ha of forest land involved in the projectApplication for forest clearance is under process (Stage-I)

(xi) Tree cutting About 10450 trees fall within the proposed ROW The affectedmajor species are mango palm neem and babool The girth size mainly rangebetween 30 cm- 90 cm Efforts will be made to minimize the trees loss byrestricting tree cutting within formation width Avenue plantation shall be carriedout as per IRC SP 21 2009 on available ROW apart from statutoryrequirements The enumerations (tree inventories) of total trees and trees to befelled will be prepared during detailed EIA study Required tree cutting will bedone after having requisite permission from competent authority The loss oftree cover due to cutting of trees will be compensated through tree plantationThe Plantation program would rigorously be done using indigenous species

(xii) Rehabilitation involved if anyA total number of 368 structures will beaffected due to proposed road The THAI shall compensate the affected titleholder as per the THAI act 1956 All the temporary sites used for constructionactivities will be rehabilitated properly before handing over back to the landowner The solid waste generated due to construction and allied activities willbe reused for rehabilitation of borrow area I quarries sites campsite and intemporary diversions and slopes

(xiii) InvestmentCost of Rs 577443 crores

(xiv) Employment PotentialThis Road project will improve the economic and socialwelfare of those using the road or served by it Ultimately it will create jobs byincreasing access to markets education and health services etc

(xv) Benefits of the projectThis Road project will improve the economic and socialwelfare of those using the road or served by it Increased road capacity andimproved pavements can reduce travel times and lower the costs of vehicle useBenefits include increased access to markets jobs education and healthservices and reduced transport costs for both freight and passengers reducefuel consumption and exhaust emissions from the vehicle plying on the roadFurther expressway construction will lead to economic development of theregion that might propel change in land use as ribbon development in theneighbouring area in future

4 Based on the deliberations in the meeting and information provided by theproponent in support of the project the EAC recommended for grant of TOR As perthe recommendation of the EAC the Ministry of Environment Forest and ClimateChange hereby accords TOR for Construction of 8-lane of Bangalore-ChennaiExpressway Phase-III from km 156000 near 190 Village Ramapuram MandaiGudipal District Chittoor (Andhra Pradesh) and ends at km 262569 near VillageIrungattukottai Taluk Sriperambudur District Kanchipuram (Tamil Nadu)(Length of106569 km) by MIs National Highways Authority of India (NHAI) and forpreparation of EIAIEMP report with public consultations subject to compliance of allconditions as notified in the standard ToR applicable for highways and specificconditions as mentioned below

A Project Specific Conditions EAC recommended the following additionalToR to this project in addition to standard ToR

(i) Quantity and Source of water utilization and its permission

(ii) NoC from Archaeological survey of India if any structures falling withindistance from 300 m from proposed alignment

(iii) Traffic density study to be carried out

(iv) Cumulative impact assessment study to be carried out along proposedalignment including other packages in the alignment

B General Conditions

(i) A brief description of the project project name nature size its importance tothe regionstate and the country shall be submitted

(ii) In case the project involves diversion of forests land guidelines under OMdated 20032013 shall be followed and necessary action be takenaccordingly

(iii) Details of any litigation(s) pending against the project andor any directions ororders passed by any court of lawany statutory authority against the projectto be detailed out

(iv) Detailed alignment plan with details such as nature of terrain (plain rollinghilly) land use pattern habitation cropping pattern forest areaenvironmentally sensitive areas mangroves notified industrial areas sanddunes sea rivers lakes details of villages teshils districts and stateslatitude and longitude for important locations falling on the alignment byemploying remote sensing techniques followed by ground truthing and alsothrough secondary data sources shall be submitted

(v) Describe various alternatives considered procedures and criteria adopted forselection of the final alternative with reasons

(vi) Land use map of the study area to a scale of 1 25000 based on recentsatellite imagery delineating the crop lands (both single and double crop)agricultural plantations fallow lands waste lands water bodies built-upareas forest area and other surface features such as railway tracks portsairports roads and major industries etc alongwith detailed ground surveymap on 12000 scale showing the existing features falling within the right ofway namely trees structures including archaeological amp religious monumentsetc if any shall be submitted

(vii) If the proposed route is passing through any hilly area the measures forensuring stability of slopes and proposed measures to control soil erosionfrom embankment shall be examined and submitted

(viii) If the proposed route involves tunneling the details of the tunnel and locationsof tunneling with geological structural fraction should be provided In case theroad passes through a flood plain of a river the details of micro-drainageflood passages and information on flood periodicity at least of the last 50years in the area shall be examined and submitted

(ix) If the project is passing throughlocated within the notified ecologicallysensitive zone (ESZ) around a notified National ParkJWildlife Sanctuary or in

the absence of notified ESZ within 10 km from the boundary of notifiedNational ParklWildlife Sanctuary the project proponent may simultaneouslyapply for the clearance for the standing committee of NBWL The EC for suchproject would be subject to obtaining the clearance from the standingcommittee of NBWL

(x) Study regarding the animal bypassesunderpasses etc across the habitationareas shall be carried out Adequate cattle passes for the movement ofagriculture material shall be provided at the stretches passing throughhabitation areas Underpasses shall be provided for the movement of Wildanimals

(xi) Study regarding in line with the recent guidelines prepared by Wildlife Instituteof India for linear infrastructure with strong emphasis on animal movementand identifying crossing areas and mitigation measures to avoid wildlifemortality

(xii) The information shall be provided about the details of the trees to be cutincluding their species and whether it also involves any protected orendangered species Measures taken to reduce the number of the trees to beremoved should be explained in detail The details of compensatory plantationshall be submitted The possibilities of relocating the existing trees shall beexplored

(xiii) Necessary green belt shall be provided on both sides of the highway withproper central verge and cost provision should be made for regularmaintenance

(xiv) If the proposed route is passing through a city or town with houses andhuman habitation on either side of the road the necessity for provision ofbypassesdiversionsunder passes shall be examined and submitted Theproposal should also indicate the location of wayside amenities which shouldinclude petrol stationsservice centres rest areas including publicconveyance etc

(xv) Details about measures taken for the pedestrian safety and construction ofunderpasses and foot-over bridges along with flyovers and interchanges shallbe submitted

(xvi) The possibility that the proposed project will adversely affect road traffic in thesurrounding areas (eg by causing increases in traffic congestion and trafficaccidents) shall be addressed

(xvii) The details of use of fly ash in the road construction if the project road islocated within the 100 km from the Thermal Power Plant shall be examinedand submitted

(xviii) The possibilities of utilizing debriswaste materials available in and around theproject area shall be explored

(xix) The details on compliance with respect to Research Track Notification ofMinistry of Road Transport and Highways shall be submitted

(xx) The details of sand quarry and borrow area as per OM NO2-302012-IA-IIIdated 18122012 on Rationalization of procedure for EnvironmentalClearance for Highway Projects involving borrow areas for soil and earth asmodified vide OM of even No dated March 19 2013 shall be examined andsubmitted

(xxi) Climate and meteorology (max and min temperature relative humidityrainfall frequency of tropical cyclones and snow fail) the nearest IMDmeteorological station from which climatological data have been obtained tobe indicated

(xxii) The air quality monitoring shall be carried out as per the notification issued on16th November 2009 Input data used for Noise and Air quality modelling shallbe clearly delineated

(xxiii) The project activities during construction and operation phases which willaffect the noise levels and the potential for increased noise resulting from thisproject shall be identified Discuss the effect of noise levels on nearbyhabitations during the construction and operational phases of the proposedhighway Identify noise reduction measures and traffic management strategiesto be deployed for reducing the negative impact if any Prediction of noiselevels shall be done by using mathematical modelling at differentrepresentative locations

(xxiv) The impact during construction activities due to generation of fugitive dustfrom crusher units air emissions from hot mix plants and vehicles used fortransportation of materials and prediction of impact on ambient air qualityusing appropriate mathematical model description of model inputrequirement and reference of derivation distribution of major pollutants andpresentation in tabular form for easy interpretation shall be examined andcarried out

(xxv) The details about the protection to existing habitations from dust noise odouretc during construction stage shall be examined and submitted

(xxvi) If the proposed route involves cutting of earth the details of area to be cutdepth of cut locations soil type volume and quantity of earth and othermaterials to be removed with location of disposal dump sites along withnecessary permission

(xxvii) If the proposed route is passing through low lying areas details of fillingmaterials and initial and final levels after filling above MSL shall be examinedand submitted

(xxviii) The water bodies including the seasonal ones within the corridor of impactsalong with their status volumetric capacity quality and likely impacts on them

due to the project along with the mitigation measures shall be examined andsubmitted

(xxix) The details of water quantity required and source of water including waterrequirement during the construction stage with supporting data and alsoclassification of ground water based on the CGWA classification shall beexamined and submitted

(xxx) The details of measures taken during constructions of bridges across riverscanalsmajor or minor drains keeping in view the flooding of the rivers and thelife span of the existing bridges shall be examined and submitted Provisionof speed breakers safety signals service lanes and foot paths shall beexamined at appropriate locations throughout the proposed road to avoidaccidents

(xxxi) If there will be any change in the drainage pattern after the proposed activitydetails of changes shall be examined and submitted

(xxxii) Rain water harvesting pit shall be at least 3 - 5 m above the highest groundwater table Provisions shall be made for oil and grease removal from surfacerunoff

(xxxiii) If there is a possibility that the constructionwidening of road may cause animpact such as destruction of forest poaching or reduction in wetland areasexamine the impact and submit details

(xxxiv) The details of road safety signage service roads vehicular under passesaccident prone zones and the mitigation measures shall be submitted

(xxxv) IRC guidelines shall be followed for widening amp upgradation of roads

(xxxvi) The details of social impact assessment due to the proposed construction ofthe road shall be submitted

(xxxvii) Examine the road design standards safety equipment specifications andManagement System training to ensure that design details take account ofsafety concerns and submit the traffic management plan

(xxxviii) Accident data and geographic distribution shall be reviewed and analyzed topredict and identify trends - in case of expansion of the existing highway andprovide Post accident emergency assistance and medical care to accidentvictims

(xxxix) If the proposed project involves any land reclamation details shall beprovided of the activity for which land is to be reclaimed and the area of landto be reclaimed

(xl) Details of the properties houses business activities etc likely to be effectedby land acquisition and an estimation of their financial losses shall besubmitted

(xli) Detailed RampR plan with data on the existing socio-economic status of thepopulation in the study area and broad plan for resettlement of the displacedpopulation site for the resettlement colony alternative livelihoodconcernsemployment and rehabilitation of the displaced people civil andhousing amenities being offered etc and the schedule of the implementationof the specific project shall be submitted

(xlii) The environment management and monitoring plan for construction andoperation phases of the project shall be submitted A copy of your corporatepolicy on environment management and sustainable development shall alsobe submitted

(xliii) Estimated cost of the project including that of environment management plan(both capital and recurring) and source of funding Also the mode ofexecution of the project viz EPC BOT etc shall be submitted

(xliv) Fund allocation for Corporate Environment Responsibility (CER) shall bemade as per Ministrys aM No 22-652017-IA1I1 dated 1st May 2018 forvarious activities therein The details of fund allocation and activities for CERshall be incorporated in EIAIEMP report

(xlv) Details of blasting if any methodologytechnique adopted applicableregulationspermissions timing of blasting mitigation measures proposedkeeping in view mating season of wildlife

(xlvi) In case of river creek crossing details of the proposed bridgesconnecting on either banks the design and traffic circulation at this junctionwith simulation studies

(xlvii) Details to ensure free flow of water in case the alignment passes throughwater bodiesriverstreams etc

(xlviii) In case of bye passes the details of access control from the nearbyhabitationhabitation which may come up after the establishment of road

(xlix) Bridge design in eco sensitive area mountains be examined keeping in viewthe rock classification hydrology etc

(I) Details of litigation pending against the project if any with directionorderpassed by any Court of Law against the Project should be given

(Ii) The cost of the Project (capital cost and recurring cost) as well as the costtowards implementation of EMP should be clearly spelt out

(Iii) In case of alignment passing through coastal zones

a HTLIL TL map prepared by authorized agencies superimposed withalignment and recommendation of Coastal Zone Management Authority

b Details of CRZ-I (I) areas mangroves required to be removed for theproject along with the compensatory afforestation area and location withbudget

(Iiii) Any further clarification on carrying out the above studies including anticipatedimpacts due to the project and mitigative measure project proponent canrefer to the model ToR available on Ministry websitehttpmoefnicinManualHighways

5 Following general guidelines shall be strictly adhered

(i) The EIA document shall be printed on both sides as for as possible

(ii) All documents should be properly indexed page numbered

(iii) Perioddate of data collection should be clearly indicated

(iv) Authenticated English translation of all material provided in Regionallanguages

(v) The letterapplication for EC should quote the MoEFampCC File No and alsoattach a copy of the letter prescribing the TOR

(vi) The copy of the letter received from the Ministry on the TOR prescribed forthe project should be attached as an annexure to the final EIA-EMP Report

(vii) The final EIA-EMP report submitted to the Ministry must incorporate theissues in TOR and that raised in Public Hearing The index of the final EIA-EMP report must indicate the specific chapter and page no of the EIA-EMPReport where the specific TOR prescribed by Ministry and the issue raised inthe PH have been incorporated Questionnaire related to the project (postedon MoEFampCC website) with all sections duly filled in shall also be submitted atthe time of applying for EC

(viii) Grant of TOR does not mean grant of EC

(ix) Grant of TOREC to the present project does not mean grant of approvals inother regulations such as the Forest (Conservation) Act 1980 or the Wildlife(Protection) Act 1972

(x) Grant of EC is also subject to Circulars and Office Memorandum issued underthe EIA Notification 2006 and subsequent amendments which are availableon the MoEFampCC website wwwenvfornicin

(xi) The status of accreditation of the EIA consultant with NABETQCI shall bespecifically mentioned The consultant shall certify that his accreditation is forthe sector for which this EIA is prepared

(xii) On the front page of EIAIEMP reports the name of the consultantconsultancyfirm along with their complete details including their accreditation if any shallbe indicated The consultant while submitting the EIAIEMP report shall givean undertaking to the effect that the prescribed TOR (TOR proposed by the

project proponent and additional TOR given by the MoEF) have beencomplied with and the data submitted is factually correct (Refer MoEF officememorandum dated 4thAugust 2009)

(xiii) While submitting the EIAIEMP reports the name of the experts associatedwithinvolved in the preparation of these reports and the laboratories throughwhich the samples have been got analysed should be stated in the report Itshall clearly be indicated whether these laboratories are approved under theEnvironment (Protection) Act 1986 and the rules made there under (Pleaserefer MoEF office memorandum dated 4th August 2009) The projectCoordinator of the EIA study shall also be mentioned

(xiv) All the TOR points as presented before EAC shall be covered

6 A detailed draft EIAIEMP report shall be prepared in terms of the aboveadditional TOR and should be submitted to the State Pollution Control Board forPublic Hearing Public Hearing to be conducted for the project in accordance withthe provisions of Environmental Impact Assessment Notification 2006 and theissues raised by the public should be addressed in the Environmental ManagementPlan The Public Hearing shall be conducted based on the TOR letter issued by theMinistry and not on the basis of Minutes of the Meeting available on the website

7 The project proponent shall submit the detailed final EIAIEMP report preparedas per TOR including issues raised during Public Hearing to the Ministry forconsidering the proposal for environmental clearance within 3 years as per theMoEFampCC OM No J-11 013412006-IA-II(I) (Part) dated 29th August 2017

8 The consultants involved in preparation of EIAIEMP report after accreditationwith Quality Council of IndiaNational Accreditation Board of Education and Training(QCINABET) would need to include a certificate in this regard in the EIAIEMPreports prepared by them and data provided by other Organization(s)Laboratoriesincluding their status of approvals etc vide notification of the MoEF dated 19th July2013

(xxiii) The project activities during construction and operation phases which willaffect the noise levels and the potential for increased noise resulting from thisproject shall be identified Discuss the effect of noise levels on nearbyhabitations during the construction and operational phases of the proposedhighway Identify noise reduction measures and traffic management strategiesto be deployed for reducing the negative impact if any Prediction of noiselevels shall be done by using mathematical modelling at differentrepresentative locations

(xxiv) The impact during construction activities due to generation of fugitive dustfrom crusher units air emissions from hot mix plants and vehicles used fortransportation of materials and prediction of impact on ambient air qualityusing appropriate mathematical model description of model inputrequirement and reference of derivation distribution of major pollutants andpresentation in tabular form for easy interpretation shall be examined andcarried out

(xxv) The details about the protection to existing habitations from dust noise odouretc during construction stage shall be examined and submitted

(xxvi) If the proposed route involves cutting of earth the details of area to be cutdepth of cut locations soil type volume and quantity of earth and othermaterials to be removed with location of disposal dump sites along withnecessary permission

(xxvii) If the proposed route is passing through low lying areas details of fillingmaterials and initial and final levels after filling above MSL shall be examinedand submitted

(xxviii) The water bodies including the seasonal ones within the corridor of impactsalong with their status volumetric capacity quality and likely impacts on them

due to the project along with the mitigation measures shall be examined andsubmitted

(xxx) The details of measures taken during constructions of bridges across riverscanalsmajor or minor drains keeping in view the flooding of the rivers and thelife span of the existing bridges shall be examined and submitted Provisionof speed breakers safety signals service lanes and foot paths shall beexamined at appropriate locations throughout the proposed road to avoidaccidents

(xxxi) If there will be any change in the drainage pattern after the proposed activitydetails of changes shall be examined and submitted

(xxxii) Rain water harvesting pit shall be at least 3 - 5 m above the highest groundwater table Provisions shall be made for oil and grease removal from surfacerunoff

(xxxiii) If there is a possibility that the constructionwidening of road may cause animpact such as destruction of forest poaching or reduction in wetland areasexamine the impact and submit details

(xxxiv) The details of road safety signage service roads vehicular under passesaccident prone zones and the mitigation measures shall be submitted

(xxxv) IRC guidelines shall be followed for widening amp upgradation of roads

(xxxvi) The details of social impact assessment due to the proposed construction ofthe road shall be submitted

(xxxvii) Examine the road design standards safety equipment specifications andManagement System training to ensure that design details take account ofsafety concerns and submit the traffic management plan

(xxxviii) Accident data and geographic distribution shall be reviewed and analyzed topredict and identify trends - in case of expansion of the existing highway andprovide Post accident emergency assistance and medical care to accidentvictims

(xxxix) If the proposed project involves any land reclamation details shall beprovided of the activity for which land is to be reclaimed and the area of landto be reclaimed

(xl) Details of the properties houses business activities etc likely to be effectedby land acquisition and an estimation of their financial losses shall besubmitted

(xli) Detailed RampR plan with data on the existing socio-economic status of thepopulation in the study area and broad plan for resettlement of the displacedpopulation site for the resettlement colony alternative livelihoodconcernsemployment and rehabilitation of the displaced people civil andhousing amenities being offered etc and the schedule of the implementationof the specific project shall be submitted

(xlii) The environment management and monitoring plan for construction andoperation phases of the project shall be submitted A copy of your corporatepolicy on environment management and sustainable development shall alsobe submitted

(xliii) Estimated cost of the project including that of environment management plan(both capital and recurring) and source of funding Also the mode ofexecution of the project viz EPC BOT etc shall be submitted

(xliv) Fund allocation for Corporate Environment Responsibility (CER) shall bemade as per Ministrys aM No 22-652017-IA1I1 dated 1st May 2018 forvarious activities therein The details of fund allocation and activities for CERshall be incorporated in EIAIEMP report

(xlv) Details of blasting if any methodologytechnique adopted applicableregulationspermissions timing of blasting mitigation measures proposedkeeping in view mating season of wildlife

(xlvi) In case of river creek crossing details of the proposed bridgesconnecting on either banks the design and traffic circulation at this junctionwith simulation studies

(xlvii) Details to ensure free flow of water in case the alignment passes throughwater bodiesriverstreams etc

(xlviii) In case of bye passes the details of access control from the nearbyhabitationhabitation which may come up after the establishment of road

(xlix) Bridge design in eco sensitive area mountains be examined keeping in viewthe rock classification hydrology etc

(I) Details of litigation pending against the project if any with directionorderpassed by any Court of Law against the Project should be given

(Ii) The cost of the Project (capital cost and recurring cost) as well as the costtowards implementation of EMP should be clearly spelt out

5 Following general guidelines shall be strictly adhered

(i) The EIA document shall be printed on both sides as for as possible

(ii) All documents should be properly indexed page numbered

(iii) Perioddate of data collection should be clearly indicated

(iv) Authenticated English translation of all material provided in Regionallanguages

(v) The letterapplication for EC should quote the MoEFampCC File No and alsoattach a copy of the letter prescribing the TOR

(vi) The copy of the letter received from the Ministry on the TOR prescribed forthe project should be attached as an annexure to the final EIA-EMP Report

(vii) The final EIA-EMP report submitted to the Ministry must incorporate theissues in TOR and that raised in Public Hearing The index of the final EIA-EMP report must indicate the specific chapter and page no of the EIA-EMPReport where the specific TOR prescribed by Ministry and the issue raised inthe PH have been incorporated Questionnaire related to the project (postedon MoEFampCC website) with all sections duly filled in shall also be submitted atthe time of applying for EC

(viii) Grant of TOR does not mean grant of EC

(ix) Grant of TOREC to the present project does not mean grant of approvals inother regulations such as the Forest (Conservation) Act 1980 or the Wildlife(Protection) Act 1972

(x) Grant of EC is also subject to Circulars and Office Memorandum issued underthe EIA Notification 2006 and subsequent amendments which are availableon the MoEFampCC website wwwenvfornicin

(xi) The status of accreditation of the EIA consultant with NABETQCI shall bespecifically mentioned The consultant shall certify that his accreditation is forthe sector for which this EIA is prepared

(xii) On the front page of EIAIEMP reports the name of the consultantconsultancyfirm along with their complete details including their accreditation if any shallbe indicated The consultant while submitting the EIAIEMP report shall givean undertaking to the effect that the prescribed TOR (TOR proposed by the

project proponent and additional TOR given by the MoEF) have beencomplied with and the data submitted is factually correct (Refer MoEF officememorandum dated 4thAugust 2009)

(xiii) While submitting the EIAIEMP reports the name of the experts associatedwithinvolved in the preparation of these reports and the laboratories throughwhich the samples have been got analysed should be stated in the report Itshall clearly be indicated whether these laboratories are approved under theEnvironment (Protection) Act 1986 and the rules made there under (Pleaserefer MoEF office memorandum dated 4th August 2009) The projectCoordinator of the EIA study shall also be mentioned

(xiv) All the TOR points as presented before EAC shall be covered

6 A detailed draft EIAIEMP report shall be prepared in terms of the aboveadditional TOR and should be submitted to the State Pollution Control Board forPublic Hearing Public Hearing to be conducted for the project in accordance withthe provisions of Environmental Impact Assessment Notification 2006 and theissues raised by the public should be addressed in the Environmental ManagementPlan The Public Hearing shall be conducted based on the TOR letter issued by theMinistry and not on the basis of Minutes of the Meeting available on the website

7 The project proponent shall submit the detailed final EIAIEMP report preparedas per TOR including issues raised during Public Hearing to the Ministry forconsidering the proposal for environmental clearance within 3 years as per theMoEFampCC OM No J-11 013412006-IA-II(I) (Part) dated 29th August 2017

8 The consultants involved in preparation of EIAIEMP report after accreditationwith Quality Council of IndiaNational Accreditation Board of Education and Training(QCINABET) would need to include a certificate in this regard in the EIAIEMPreports prepared by them and data provided by other Organization(s)Laboratoriesincluding their status of approvals etc vide notification of the MoEF dated 19th July2013

(iv) Detailed alignment plan with details such as nature of terrain (plain rollinghilly) land use pattern habitation cropping pattern forest areaenvironmentally sensitive areas mangroves notified industrial areas sanddunes sea rivers lakes details of villages teshils districts and stateslatitude and longitude for important locations falling on the alignment byemploying remote sensing techniques followed by ground truthing and alsothrough secondary data sources shall be submitted

(v) Describe various alternatives considered procedures and criteria adopted forselection of the final alternative with reasons

(vi) Land use map of the study area to a scale of 1 25000 based on recentsatellite imagery delineating the crop lands (both single and double crop)agricultural plantations fallow lands waste lands water bodies built-upareas forest area and other surface features such as railway tracks portsairports roads and major industries etc alongwith detailed ground surveymap on 12000 scale showing the existing features falling within the right ofway namely trees structures including archaeological amp religious monumentsetc if any shall be submitted

(vii) If the proposed route is passing through any hilly area the measures forensuring stability of slopes and proposed measures to control soil erosionfrom embankment shall be examined and submitted

(viii) If the proposed route involves tunneling the details of the tunnel and locationsof tunneling with geological structural fraction should be provided In case theroad passes through a flood plain of a river the details of micro-drainageflood passages and information on flood periodicity at least of the last 50years in the area shall be examined and submitted

(ix) If the project is passing throughlocated within the notified ecologicallysensitive zone (ESZ) around a notified National ParkJWildlife Sanctuary or in

the absence of notified ESZ within 10 km from the boundary of notifiedNational ParklWildlife Sanctuary the project proponent may simultaneouslyapply for the clearance for the standing committee of NBWL The EC for suchproject would be subject to obtaining the clearance from the standingcommittee of NBWL

(x) Study regarding the animal bypassesunderpasses etc across the habitationareas shall be carried out Adequate cattle passes for the movement ofagriculture material shall be provided at the stretches passing throughhabitation areas Underpasses shall be provided for the movement of Wildanimals

(xi) Study regarding in line with the recent guidelines prepared by Wildlife Instituteof India for linear infrastructure with strong emphasis on animal movementand identifying crossing areas and mitigation measures to avoid wildlifemortality

(xii) The information shall be provided about the details of the trees to be cutincluding their species and whether it also involves any protected orendangered species Measures taken to reduce the number of the trees to beremoved should be explained in detail The details of compensatory plantationshall be submitted The possibilities of relocating the existing trees shall beexplored

(xiii) Necessary green belt shall be provided on both sides of the highway withproper central verge and cost provision should be made for regularmaintenance

(xiv) If the proposed route is passing through a city or town with houses andhuman habitation on either side of the road the necessity for provision ofbypassesdiversionsunder passes shall be examined and submitted Theproposal should also indicate the location of wayside amenities which shouldinclude petrol stationsservice centres rest areas including publicconveyance etc

(xv) Details about measures taken for the pedestrian safety and construction ofunderpasses and foot-over bridges along with flyovers and interchanges shallbe submitted

(xvi) The possibility that the proposed project will adversely affect road traffic in thesurrounding areas (eg by causing increases in traffic congestion and trafficaccidents) shall be addressed

(xvii) The details of use of fly ash in the road construction if the project road islocated within the 100 km from the Thermal Power Plant shall be examinedand submitted

(xviii) The possibilities of utilizing debriswaste materials available in and around theproject area shall be explored

(x) Study regarding the animal bypassesunderpasses etc across the habitationareas shall be carried out Adequate cattle passes for the movement ofagriculture material shall be provided at the stretches passing throughhabitation areas Underpasses shall be provided for the movement of Wildanimals

(xi) Study regarding in line with the recent guidelines prepared by Wildlife Instituteof India for linear infrastructure with strong emphasis on animal movementand identifying crossing areas and mitigation measures to avoid wildlifemortality

(xii) The information shall be provided about the details of the trees to be cutincluding their species and whether it also involves any protected orendangered species Measures taken to reduce the number of the trees to beremoved should be explained in detail The details of compensatory plantationshall be submitted The possibilities of relocating the existing trees shall beexplored

(xiii) Necessary green belt shall be provided on both sides of the highway withproper central verge and cost provision should be made for regularmaintenance

(xiv) If the proposed route is passing through a city or town with houses andhuman habitation on either side of the road the necessity for provision ofbypassesdiversionsunder passes shall be examined and submitted Theproposal should also indicate the location of wayside amenities which shouldinclude petrol stationsservice centres rest areas including publicconveyance etc

(xv) Details about measures taken for the pedestrian safety and construction ofunderpasses and foot-over bridges along with flyovers and interchanges shallbe submitted

(xvi) The possibility that the proposed project will adversely affect road traffic in thesurrounding areas (eg by causing increases in traffic congestion and trafficaccidents) shall be addressed

(xvii) The details of use of fly ash in the road construction if the project road islocated within the 100 km from the Thermal Power Plant shall be examinedand submitted

(xviii) The possibilities of utilizing debriswaste materials available in and around theproject area shall be explored

(xix) The details on compliance with respect to Research Track Notification ofMinistry of Road Transport and Highways shall be submitted

(xx) The details of sand quarry and borrow area as per OM NO2-302012-IA-IIIdated 18122012 on Rationalization of procedure for EnvironmentalClearance for Highway Projects involving borrow areas for soil and earth asmodified vide OM of even No dated March 19 2013 shall be examined andsubmitted

(xxi) Climate and meteorology (max and min temperature relative humidityrainfall frequency of tropical cyclones and snow fail) the nearest IMDmeteorological station from which climatological data have been obtained tobe indicated

(xxii) The air quality monitoring shall be carried out as per the notification issued on16th November 2009 Input data used for Noise and Air quality modelling shallbe clearly delineated

(xxiii) The project activities during construction and operation phases which willaffect the noise levels and the potential for increased noise resulting from thisproject shall be identified Discuss the effect of noise levels on nearbyhabitations during the construction and operational phases of the proposedhighway Identify noise reduction measures and traffic management strategiesto be deployed for reducing the negative impact if any Prediction of noiselevels shall be done by using mathematical modelling at differentrepresentative locations

(xxiv) The impact during construction activities due to generation of fugitive dustfrom crusher units air emissions from hot mix plants and vehicles used fortransportation of materials and prediction of impact on ambient air qualityusing appropriate mathematical model description of model inputrequirement and reference of derivation distribution of major pollutants andpresentation in tabular form for easy interpretation shall be examined andcarried out

(xxv) The details about the protection to existing habitations from dust noise odouretc during construction stage shall be examined and submitted

(xxvi) If the proposed route involves cutting of earth the details of area to be cutdepth of cut locations soil type volume and quantity of earth and othermaterials to be removed with location of disposal dump sites along withnecessary permission

(xxvii) If the proposed route is passing through low lying areas details of fillingmaterials and initial and final levels after filling above MSL shall be examinedand submitted

(xxviii) The water bodies including the seasonal ones within the corridor of impactsalong with their status volumetric capacity quality and likely impacts on them

due to the project along with the mitigation measures shall be examined andsubmitted

(xxix) The details of water quantity required and source of water including waterrequirement during the construction stage with supporting data and alsoclassification of ground water based on the CGWA classification shall beexamined and submitted

(xxx) The details of measures taken during constructions of bridges across riverscanalsmajor or minor drains keeping in view the flooding of the rivers and thelife span of the existing bridges shall be examined and submitted Provisionof speed breakers safety signals service lanes and foot paths shall beexamined at appropriate locations throughout the proposed road to avoidaccidents

(xxxi) If there will be any change in the drainage pattern after the proposed activitydetails of changes shall be examined and submitted

(xxxii) Rain water harvesting pit shall be at least 3 - 5 m above the highest groundwater table Provisions shall be made for oil and grease removal from surfacerunoff

(xxxiii) If there is a possibility that the constructionwidening of road may cause animpact such as destruction of forest poaching or reduction in wetland areasexamine the impact and submit details

(xxxiv) The details of road safety signage service roads vehicular under passesaccident prone zones and the mitigation measures shall be submitted

(xxxv) IRC guidelines shall be followed for widening amp upgradation of roads

(xxxvi) The details of social impact assessment due to the proposed construction ofthe road shall be submitted

(xxxvii) Examine the road design standards safety equipment specifications andManagement System training to ensure that design details take account ofsafety concerns and submit the traffic management plan

(xxxviii) Accident data and geographic distribution shall be reviewed and analyzed topredict and identify trends - in case of expansion of the existing highway andprovide Post accident emergency assistance and medical care to accidentvictims

(xxxix) If the proposed project involves any land reclamation details shall beprovided of the activity for which land is to be reclaimed and the area of landto be reclaimed

(xl) Details of the properties houses business activities etc likely to be effectedby land acquisition and an estimation of their financial losses shall besubmitted

(xli) Detailed RampR plan with data on the existing socio-economic status of thepopulation in the study area and broad plan for resettlement of the displacedpopulation site for the resettlement colony alternative livelihoodconcernsemployment and rehabilitation of the displaced people civil andhousing amenities being offered etc and the schedule of the implementationof the specific project shall be submitted

(xlii) The environment management and monitoring plan for construction andoperation phases of the project shall be submitted A copy of your corporatepolicy on environment management and sustainable development shall alsobe submitted

(xliii) Estimated cost of the project including that of environment management plan(both capital and recurring) and source of funding Also the mode ofexecution of the project viz EPC BOT etc shall be submitted

(xliv) Fund allocation for Corporate Environment Responsibility (CER) shall bemade as per Ministrys aM No 22-652017-IA1I1 dated 1st May 2018 forvarious activities therein The details of fund allocation and activities for CERshall be incorporated in EIAIEMP report

(xlv) Details of blasting if any methodologytechnique adopted applicableregulationspermissions timing of blasting mitigation measures proposedkeeping in view mating season of wildlife

(xlvi) In case of river creek crossing details of the proposed bridgesconnecting on either banks the design and traffic circulation at this junctionwith simulation studies

(xlvii) Details to ensure free flow of water in case the alignment passes throughwater bodiesriverstreams etc

(xlviii) In case of bye passes the details of access control from the nearbyhabitationhabitation which may come up after the establishment of road

(xlix) Bridge design in eco sensitive area mountains be examined keeping in viewthe rock classification hydrology etc

(I) Details of litigation pending against the project if any with directionorderpassed by any Court of Law against the Project should be given

(Ii) The cost of the Project (capital cost and recurring cost) as well as the costtowards implementation of EMP should be clearly spelt out

(Iii) In case of alignment passing through coastal zones

a HTLIL TL map prepared by authorized agencies superimposed withalignment and recommendation of Coastal Zone Management Authority

b Details of CRZ-I (I) areas mangroves required to be removed for theproject along with the compensatory afforestation area and location withbudget

5 Following general guidelines shall be strictly adhered

(i) The EIA document shall be printed on both sides as for as possible

(ii) All documents should be properly indexed page numbered

(iii) Perioddate of data collection should be clearly indicated

(iv) Authenticated English translation of all material provided in Regionallanguages

(v) The letterapplication for EC should quote the MoEFampCC File No and alsoattach a copy of the letter prescribing the TOR

(vi) The copy of the letter received from the Ministry on the TOR prescribed forthe project should be attached as an annexure to the final EIA-EMP Report

(vii) The final EIA-EMP report submitted to the Ministry must incorporate theissues in TOR and that raised in Public Hearing The index of the final EIA-EMP report must indicate the specific chapter and page no of the EIA-EMPReport where the specific TOR prescribed by Ministry and the issue raised inthe PH have been incorporated Questionnaire related to the project (postedon MoEFampCC website) with all sections duly filled in shall also be submitted atthe time of applying for EC

(viii) Grant of TOR does not mean grant of EC

(ix) Grant of TOREC to the present project does not mean grant of approvals inother regulations such as the Forest (Conservation) Act 1980 or the Wildlife(Protection) Act 1972

(x) Grant of EC is also subject to Circulars and Office Memorandum issued underthe EIA Notification 2006 and subsequent amendments which are availableon the MoEFampCC website wwwenvfornicin

(xi) The status of accreditation of the EIA consultant with NABETQCI shall bespecifically mentioned The consultant shall certify that his accreditation is forthe sector for which this EIA is prepared

(xii) On the front page of EIAIEMP reports the name of the consultantconsultancyfirm along with their complete details including their accreditation if any shallbe indicated The consultant while submitting the EIAIEMP report shall givean undertaking to the effect that the prescribed TOR (TOR proposed by the

project proponent and additional TOR given by the MoEF) have beencomplied with and the data submitted is factually correct (Refer MoEF officememorandum dated 4thAugust 2009)

(xiii) While submitting the EIAIEMP reports the name of the experts associatedwithinvolved in the preparation of these reports and the laboratories throughwhich the samples have been got analysed should be stated in the report Itshall clearly be indicated whether these laboratories are approved under theEnvironment (Protection) Act 1986 and the rules made there under (Pleaserefer MoEF office memorandum dated 4th August 2009) The projectCoordinator of the EIA study shall also be mentioned

(xiv) All the TOR points as presented before EAC shall be covered

6 A detailed draft EIAIEMP report shall be prepared in terms of the aboveadditional TOR and should be submitted to the State Pollution Control Board forPublic Hearing Public Hearing to be conducted for the project in accordance withthe provisions of Environmental Impact Assessment Notification 2006 and theissues raised by the public should be addressed in the Environmental ManagementPlan The Public Hearing shall be conducted based on the TOR letter issued by theMinistry and not on the basis of Minutes of the Meeting available on the website

7 The project proponent shall submit the detailed final EIAIEMP report preparedas per TOR including issues raised during Public Hearing to the Ministry forconsidering the proposal for environmental clearance within 3 years as per theMoEFampCC OM No J-11 013412006-IA-II(I) (Part) dated 29th August 2017

8 The consultants involved in preparation of EIAIEMP report after accreditationwith Quality Council of IndiaNational Accreditation Board of Education and Training(QCINABET) would need to include a certificate in this regard in the EIAIEMPreports prepared by them and data provided by other Organization(s)Laboratoriesincluding their status of approvals etc vide notification of the MoEF dated 19th July2013

(xxxii) Rain water harvesting pit shall be at least 3 - 5 m above the highest groundwater table Provisions shall be made for oil and grease removal from surfacerunoff

(xxxiii) If there is a possibility that the constructionwidening of road may cause animpact such as destruction of forest poaching or reduction in wetland areasexamine the impact and submit details

(xxxiv) The details of road safety signage service roads vehicular under passesaccident prone zones and the mitigation measures shall be submitted

(xxxv) IRC guidelines shall be followed for widening amp upgradation of roads

(xxxvi) The details of social impact assessment due to the proposed construction ofthe road shall be submitted

(xxxvii) Examine the road design standards safety equipment specifications andManagement System training to ensure that design details take account ofsafety concerns and submit the traffic management plan

(xxxviii) Accident data and geographic distribution shall be reviewed and analyzed topredict and identify trends - in case of expansion of the existing highway andprovide Post accident emergency assistance and medical care to accidentvictims

(xxxix) If the proposed project involves any land reclamation details shall beprovided of the activity for which land is to be reclaimed and the area of landto be reclaimed

(xl) Details of the properties houses business activities etc likely to be effectedby land acquisition and an estimation of their financial losses shall besubmitted

(xli) Detailed RampR plan with data on the existing socio-economic status of thepopulation in the study area and broad plan for resettlement of the displacedpopulation site for the resettlement colony alternative livelihoodconcernsemployment and rehabilitation of the displaced people civil andhousing amenities being offered etc and the schedule of the implementationof the specific project shall be submitted

(xlii) The environment management and monitoring plan for construction andoperation phases of the project shall be submitted A copy of your corporatepolicy on environment management and sustainable development shall alsobe submitted

(xliii) Estimated cost of the project including that of environment management plan(both capital and recurring) and source of funding Also the mode ofexecution of the project viz EPC BOT etc shall be submitted

(xliv) Fund allocation for Corporate Environment Responsibility (CER) shall bemade as per Ministrys aM No 22-652017-IA1I1 dated 1st May 2018 forvarious activities therein The details of fund allocation and activities for CERshall be incorporated in EIAIEMP report

(xlv) Details of blasting if any methodologytechnique adopted applicableregulationspermissions timing of blasting mitigation measures proposedkeeping in view mating season of wildlife

(xlvi) In case of river creek crossing details of the proposed bridgesconnecting on either banks the design and traffic circulation at this junctionwith simulation studies

(xlvii) Details to ensure free flow of water in case the alignment passes throughwater bodiesriverstreams etc

(xlviii) In case of bye passes the details of access control from the nearbyhabitationhabitation which may come up after the establishment of road

(xlix) Bridge design in eco sensitive area mountains be examined keeping in viewthe rock classification hydrology etc

(vii) The final EIA-EMP report submitted to the Ministry must incorporate theissues in TOR and that raised in Public Hearing The index of the final EIA-EMP report must indicate the specific chapter and page no of the EIA-EMPReport where the specific TOR prescribed by Ministry and the issue raised inthe PH have been incorporated Questionnaire related to the project (postedon MoEFampCC website) with all sections duly filled in shall also be submitted atthe time of applying for EC

(viii) Grant of TOR does not mean grant of EC

(ix) Grant of TOREC to the present project does not mean grant of approvals inother regulations such as the Forest (Conservation) Act 1980 or the Wildlife(Protection) Act 1972

6 A detailed draft EIAIEMP report shall be prepared in terms of the aboveadditional TOR and should be submitted to the State Pollution Control Board forPublic Hearing Public Hearing to be conducted for the project in accordance withthe provisions of Environmental Impact Assessment Notification 2006 and theissues raised by the public should be addressed in the Environmental ManagementPlan The Public Hearing shall be conducted based on the TOR letter issued by theMinistry and not on the basis of Minutes of the Meeting available on the website
