EynshamParishCouncilandEPIC*havebothmaderepresentations about defects in the planwhere it isbadforEynshamand,moreimportantly,whereitwon’tactuallydeliverthehousesitneeds.DeliveringhousesiswhattheInspectorwillwanttosee;if theplanwon’tdothathewillprobablyaskWODCtothinkagain.

The first three days of hearings were about theprocedures usedbyWODC in preparing their plan,e.g. if they have been objective in making sounddecisions. Itwasnoted that somepolicies arebasedondecisionsmadebehindcloseddoorsandthereforenotopentoscrutiny,soWODChavebeenaskedtoexplain further. WODC are also under pressure toshow they can deliver enough homes for five yearsahead;thepressuretobuildmorehomessoonermaywellaffectEynsham.

As it is, a lot of clever planning lawyerswill betryingtoforceWODCtochangetheirLocalPlanagain.ThiswouldbebadfromtheDistrictpointof view,asdevelopershavemorefreedomtobuildwherevertheylike until the plan is completed. InEynsham’s case,WODCislettingdevelopersbuildalmosteverywhere,anyway,soitmakeslittledifference.

Parking in EynshamEynsham retailers group says ‘Let’s get it right!’

Local business owners recently expressed concernabouttheamountof parkinginthevillagecentreanditseffectontrade.Itseemsamajorcauseof congestioniscommutersfromoutsidethevillage,whoparknearthebusstopsandinthecarparktothencatchtheS1bus.Thesecommutersseldomusethelocalbusinessesandmakeitdifficultfortherestof ustopark.It’salsothought that the proposed Park-and-Ridewillmakethingsworseasitwillnotbeafreeservice(whereasparkingonourstreetsisfreeandunrestricted).

Help us to think about and plan for the future.We’d like to hear your feedback on the followingideasfromourbrainstormingsession–andanyotheroptionsyousuggest.

• Parking zones outside retail areas: Timerestrictionsinfrontof localshopsandbusinesses,perhaps tobe self-policed (withpolitenotes)byresidentsandbusinessowners.

• Permit system: Here, a larger area would beinvolved, with residents and business ownerspermittedtoparkonpaymentof anannualfee,but‘outsiders’wouldbesubjecttotimerestrictions.

• Another car parking area and bus stop:promoting Oxford Road playing fields car parkwithanewbusstop.

WODC has continually dismissed our ownNeighbourhoodPlan (NP),because it hadnotbeenexamined.Nowithashada ‘HealthCheck’–a trialexaminationconductedbyareal Inspector,whohasadvised us on the changes needed to get our NPthroughtherealexaminationthatwillhappenafteraprocessof formalconsultation.

Legally,WODCshouldworkwithEynshamnowwe have ‘brought forward’ our NP while they arestillworking on their Local Plan.Currently, there isno working relationship when it comes to planningEynsham’sfuture.Evenwhenwehavespokeninthepast,WODChaveneverconsideredourposition–theyjustcarryondoingwhatsuitsthem,whetherwelikeitornot!Interestingly,wehavehadmoreconstructivediscussionswithdevelopersthanwithWODC.

Wearestillgoingthroughtheprocessof gettingour NP formally adopted. WODC are making usprepare yet anotherdocumentwhich,only last year,theyadviseduswedidn’tneed.AWODCversionof this samedocument,which shouldcoverus, alreadyexists.However,WODChavenowpaid consultantstotellusthattheirversiondoesn’tcountyetbecausethey arestillbeingexamined!Andsoitdragson–butatleastwearetalkingwiththem,inthiscase.

Ihope thatwriting thiswillbeeasier thanfindingahalf-decentphotofromourfamilyphotos.Manyareof me eating food, drinking wine, posing with myfamilypullingsillyfaceswhileItrytotakea‘sensible’picture.Inothers,I’matapotter’swheel(youcanseeonlyhalf of myface)orincyclinggear(youwouldn’treallyknowitwasme).Sohereisafreshonefrommyhomeofficedesk inMinsterLovell–theviewfrommy window is directly east (with St Mary’s ChurchspireinWitneyandWythamWoodsinthedistance).

Thevariousunsuitablephotosdo,however,paintapictureof me.MyhusbandandIhavetwochildren–Jackagednearly13andJessicaaged10.Ienjoybaking,cycling in our beautiful countryside and gardeninginmy spare time. I’vebeenworking for 12 years asa qualified Clerk to Minster Lovell Parish Council,whichIwillbeleavingtoworkforyourParishCouncilandbeapartof yourcommunity.Iamamemberof Minster Lovell Playing Field Trust, who own andmanage a play area behind theVillageHall.We arecurrently organising the installation of replacementplayequipmentforyoungchildrenandhavenearlyallof the£27,000needed.Weanticipatethattheprojectwillbecompletedthissummer.

Iamveryfortunatetohaveajobthatoffersgreatvariety. I enjoyworking in the areaof planning andI know that Eynsham has challenges ahead in thisarea. Community projects such as Wharf StreamWay,whichRachelhas takenpart in,areparticularlyrewardingand I look forward tobecoming involvedin futureprojects.Thank you to all thosewhohavealreadymademefeelwelcomeandIlookforwardtoseeingyouaroundEynshamsoon.

FISHPONDS: Everything is burgeoning at theFishponds. All the hard work by those marvellousvolunteers back on that grim winter day at thebeginning of the year is really paying dividends.Shirley’s Spinney isflourishing, although at the timeof writingwecouldreallydowithsomerainforthenew plants (I hope I don’t regret committing thosewords to paper!). The freshly laid hoggin has reallyimprovedthepathsthroughoutthesiteandthegrassin thepicnic areanear the carparkhasgrownbackwithavengeance,whichisagreatresult.

Two horse chestnut saplings have been plantedand aredoingwell.Thehope is that theywill growintomagnificent trees to help offset the felling thatwasdone.Iamawarethatthereisalotof duckweedonthesurfaceof theponditself,soIwillbeseekingadvice as to whether itmay cause any harm to thewildlifeinthepondand,if so,howitshouldbetreated.

It’s always great to see people out and aboutenjoyingtheFishponds;pleaseremembertoputyourlitter and dog poo in the respective bins provided.Thankyou!

FOOTPATHS: The groundwork improvementsto FP 206/5, at the Thames Water Entrance andalongsidetheallotments,arenowcomplete.Thepathhasbeenlevelled,widenedandresurfaced;andmanynewshrubshavebeenplanted,includinganewhedgewhichwilleventuallydisguisetheuglyfencingaroundthesubstation.Manyof thesewillproduceediblefruit,includinggooseberriesandblackberriesso,alongwiththeapplesandpearsfromthetreesalreadyplantedbyGreenTEA,therewillbesomegoodforagingtobehad in thefuture! I thinkthework is top-notchandreallydoesjusticetotheWharf StreamWayarttrail.

Further to EricWhite’s piece on page 2 of thelastEynsham News (issue 24), I’d like to draw yourattention to the circular walk which runs fromEynsham to Freeland and Church Hanborough,muchof whichmay eventuallybebuilt upon if theproposed Garden Village goes ahead. Please seetinyurl.com/eynsham-cwnorth for a map anddirections. I’m hoping to addmore pictures of thiswalktotheEynshamPhotoMapsoon;andI’durgeyou to walk this route, if possible, because, in myopinion,itisoneof themostbeautifulwalksyoucantakefromthevillage.AsEricsays,‘Cherishandenjoythispieceof countrysidewhileyoucan.’

‘What does the Parish Council do, exactly?’ I amasked. ‘It holdsmeetings’, I say. That usually gets aknowingnodandendstheconversation.ExceptwhenI throw in something else like, ‘Do you know howmuchpropertytheParishCouncilowns?’

The Parish Council leases both the north andsouth(QueenElizabethII)playingfieldsonOxfordRoadfromFieldsinTrust(previouslycalledthemoremeaningful National Playing Fields Association). ItalsobuiltthePavilion,andextendedit.This26acresof green open space includes theFishponds,whichsome people refer to as a park but is a scheduledancientmonument associatedwithEynshamAbbeyandmaintainedbytheParishCouncil.

DogWalkers: remember, no dogs on the northplayingfield.Dogsonleadsonthesouthplayingfield(butnotonthepitches)andFishponds.Cleanupafteryourdogandputitinoneof themanydogwastebinsprovidedbytheParishCouncil.

TheVillageHallwasbuiltby theParishCouncilonBackLanefollowingacomplicatedpropertyswapin the late 1990s involving the Scouts and the oldCounty Library. It is run for the Parish Council bythe Village Hall Management Committee. Both theVillageHall and thePavilionnowhave solarpanels,savingratepayersmoneyonelectricity.

ParentsandgrandparentswillknowaboutthethreeplayareasbuiltandmaintainedbytheParishCouncilonOldWitneyRoad,nexttotheprimaryschoolandatOxfordRoadonthenorthplayingfield.

TheAllotmentAssociationhasthebenefitof eightandahalf acresownedbytheParishCouncil.ThisisalongtherecentlyopenedWharf StreamWay,ajointprojectinvolvingtheParishCouncil.

In 1981 the Parish Council bought the listedBartholomewRoomandSquareforthevillage.Thisalso includestheEynshamCross.TheBartholomewRoom was renovated for use as the Parish Councilmeetingchamber.It isalso, liketheVillageHallandPavilion,availableforpublichire.

A power for goodThanks to Paul Stammers for another update from Bartholomew School governors

School funding isprovingachallenge.Although themoney is supposedly ring-fenced, headteachers arefacing a range of extra costs. These include highercontributions to National Insurance and teachers’pensions,theeffectof theNationalLivingWage,payrisesandtheApprenticeshipLevy.Ontopof this,per-pupilfundingisnotrisinginlinewithinflation.Suchisthelevelof concern,WestOxfordshireheadteachershavesentalettertoallparentsinthedistrict,toraiseawarenessof thesituation.

Therefore, Bartholomew’s governors and seniorleadershipteamarehopingthatwhoeverisinpowerafter June8willundertake fundingreforms,addressshortfallsandprovidecapital sobuildingsarefit forpurpose.However,theschool’sfinancesareinbettershapethanmost,thankstoprudentbudgeting.

On a happier note, Bartholomew has won anEducational Outcomes award again this year, inrecognitionof students’highattainmentinthe2016KeyStage4exams.Students’creativetalenthasalsobeen showcased – the spring concertwas a rousingsuccess. Meanwhile, Bartholomew students wereamong the winners in a county anti-bullying weekposterandfilmcompetition–seesamplebelow.

Home frontLorna Reeves reports an exciting venture at Eynsham Youth Centre, with welcome support from Rotary

Cooking at Youth Club has always been a popularactivity in both the senior and junior session – sopopular that the young people decided they wouldliketoproducetheirownYouthy Cook Book,triedandtestedbyyoungpeopleforyoungpeople.Thecookerwehadwasold,however,anddidnotcookevenly,andasallyoubakersoutthereknowthisdoesnotmakeforaverygoodcake!

Sotheyouthworkersputtheirheadstogethertothinkof waystofundthisprojectandcontactedtheRotaryClubof Eynshaminthehopetheycouldhelp.Aftermeetingwithacommitteememberandsharingtheirplans,theRotaryClubverykindlyofferedtobuytheCentreacooker;andmadea£50donationtobuymuch-needednewcookingequipmentandutensils.

Thanks to the Friends of Eynsham Swifts – SueChapman, Sarah Couch and Hywel Edwards – ourfeathered friends will have 13 new possible nestingsitestosussoutthissummerandhopefullymaketheirhomes.

ThirteenEynshamresidentshaveinvestedin£30RSPB nesting boxes and arranged for them to betucked under the eaves of their houses in key sitesaround thevillage, anoperationkindlyunderwrittenbytheEynshamSociety.EynshamhandymanKennyBowermanclimbedtheladdertofixthem.Theboxesreplace traditional nesting sites around the village,whichhavebeenlostasaresultof roofingrepairs.

If youlookupintherightplaceinJuneandJuly,whentheswiftsareinfullscreamaboveEynsham,youmaybeluckyenoughtoseethemdeliveringcropsfullof insectscaughtonthewingtotheirhungrynestlings.

HavingbeenlivingwithourfamilyintheMiddleEast,thetimecametoplanmyhusband’ssabbatical.Afellowacademic,whohaddonehisdoctorateinOxfordandlived‘inaquaintvillagecalledEynsham’,pointedusinthisdirection.And,intriguingly,‘Eynsham’,translatedinto my husband’s language, means ‘not there’. Wewerehooked!

I arrived in the village first, with my learningdisabled and autistic child of eight. Where we hadlived, I always felt that I had to remindpeople thatI had a child with a disability. They seemed to feelawkwardaboutevenmentioningmydisabledchild.

OnourseconddayinEynsham,theEmporium-basedfloristpointedmeinthedirectionof someoneelse with children with special needs in the village.Thislovelypersonintroducedmetoawholegroupof amazingfamilieswhoalsohappenedtohavechildrenwithspecialneeds.Ifeltasif Ihad‘comehome’.

Isoonrealizedhowtolerantandinclusiveweareasasocietyhere.Inolongerhadto‘explain’mychild;other people just ‘got it’. My child, who attendedEynshamPrimarySchoolforjustfiveweeks,tenyearsago, is still remembered and asked after. I am evergratefulforthiscommunity.Over the years, further progress has been made tohelp peoplewith special needs.A friend and fellowparentof achildwithadisabilityhasbeenachampionof ‘SafePlaces’inthelocalarea.Vulnerablepeopleof all agescarryacardwitha familymember’scontactnumberonit.If theyfeelatallworriedwhilsttheyareoutalone,theycangotoaSafePlace,identifiedbyanationallyrecognizedlogo.Someonetherewillcallthefamilymemberforhelp.

TheschemeissuccessfullyupandrunninginWitney.Myhopeisthatashoporbusiness inEynshamwillbecomeaSafePlaceforvulnerablepeoplehere.Itisaperfectnext step foracommunity thatwealreadyknowtobekindandcaring.

We’renotcompletelynewtothearea,havinglivedinOxfordwhilstIattendedtheologicalcollege,sowerealisethisopportunitytosettleinOxfordshireforalongerperiodisaprivilege.We’realllookingforwardto becoming part of the community here and havebeen bowled over by the warm welcome from thechurchfamiliesaswellasthefriendlinessof thoseinthecommunitywehavealreadymet.Iamdiscoveringtherewillbemanyopportunitiestogettoknowyouallinthisactivevillage:perhapsatacricketmatch,amusicconcertoroverapint.PerhapsImayevenseesomeof youatchurch!Youwillallbeverywelcome.

In 2008, Wasties Motors closed; and Jack and Sueembarked on a new venture. Sue’s research showedthat people in the villagewanted a shop thatwouldsupply car accessories and pet supplies. So theyopened Crackerjax on Mill Street – Jack said ‘Wemust be crackers to be starting up again!’ and Sueresponded, ‘That’s it…Crackerjax!’.Theyweresoonsellingawholerangeof items,fromcoalandwood,toplantsandcompost,toeggsandpotatoes!Infact,if acustomereverneededsomethingthattheycouldn’tfindthemselves,SueandJackwouldhappilygetitforthem.

Nothing has ever been too much trouble forthecouple.Theirwholephilosophyhasalwaysbeenabouthelpingothers,inwhateverwaytheycan.And,typically, as the time has finally arrived for them toembraceretirement,itisothersthatSueandJackarethinkingabout.Theywishtothankeveryonefortheirsupport and friendship over the years. ‘We’ve reallyappreciatedit,’saysSue,‘We’renotjustcustomersandshopkeeper.We’refriends.’

A fond farewellAs Jack and Sue Wastie reach retirement, we recognise their contribution to village life.

The Wasties are one of the two oldest families inEynsham. Jack and Sue, however,met inAbingdonwhenJackstoppedSuetoaskfordirections.Withintwo weeks, Sue had met Jack’s parents, David andKathleen. She had also been to the family garage,WastiesMotors,off theA40byEynsham.Sueknewstraightawaythatitwas‘justright’.Itwasmeanttobe.Twoyears later, JackandSueweremarriedand, lastyear, they celebrated their 40thwedding anniversarywiththeirthreechildrenandfourgrandchildren.

JackandSueeventuallytookoverWastiesMotors,withJackmainlyworkingontheshopfloorandSuerunning theoffice.Bothput theirhands,of course,to whatever was needed, including vehicle recovery.Theyworkedquietlyandseamlesslytogether,eachoneknowingwhattheotherwasthinkinganddoing.Thehourswereverylongandtheworkwasall-consuming,butitwasahappyplaceandthewholeteamwerelikeabigfamily.Friday-nightcardgamesatthegaragewerearegularfeature!

Afteraverydrywinter,whenwe lostvery fewdaysduetoweather,weopenedthesummerseasoninmidApril. The summer courts have remained dry withnoneof thewinterfloodingseeninpreviousyearsandareinexcellentcondition.Havingbeenwellpreparedbyclubmembersinautumn,theyarerunningtrueandfastbutnottoofast.

Our first golf croquet friendly match againstHarwell was very closely fought, with both teamsequaluntilthelastmatchwhichHarwellwononthe13thhoop.Despitetheresult, itwasagoodstart totheseason.Ourfixtureseasonisnowfillingupwithleague and friendlymatches alongwith our internalcompetitions.AverysuccessfulOpenDaywasheldon13Maywhichattractedmanynewpotentialplayers.
