I sincerely hope that this does not derail our planned and ongoing procurement programs, which may then seriously affect the operational capability and morale of our armed forces. The Union Budget was presented in the Parliament on 28 February. Whether the Defense Budget grew by 5% or 14% is an argument that has not been settled yet. There is also uncertainty over the increase in the Defense Budget, especially when the exchange rate of the US dollar last year is compared to the one at present. We provide a high-level analysis of this year’s Defense Budget, and hope to help answer this query. India’s artillery modernization program has not made any ground level progress in the past two decades. In our article, we try to provide a holistic picture of the same. Thus, we have not limited ourselves to only large-caliber weapon systems. The range, accuracy and availability of missile systems are a potent force multiplier for any defense force. In our article we have attempted to present the entire gamut of currently ongoing missile programs (purchase, indigenous, co- develop) in India. We may, of course, have overlooked a few, and look forward to hearing from our readers for updates. Among the regular sections, we have industrial license applicants, new projects and investments, joint ventures and alliances, country-level deals and the latest buzz in the industry. I hope you find the first issue of this year useful. It has been our constant endeavor to make this publication increasingly relevant to you and we will greatly appreciate your comments and suggestions in this regard. K. India’sartillerymodernizationprogramhasnotmadeanygroundlevelprogressinthepasttwodecades.Inourarticle,wetrytoprovideaholisticpictureofthesame.Thus,wehavenotlimitedourselvestoonlylarge-caliberweaponsystems.

Therange,accuracyandavailabilityofmissilesystemsareapotentforcemultiplierforanydefenseforce.Inourarticlewehaveattemptedtopresenttheentiregamutofcurrentlyongoingmissileprograms(purchase,indigenous,co-develop)inIndia.Wemay,ofcourse,haveoverlookedafew,andlookforwardtohearingfromourreadersforupdates.

Amongtheregularsections,wehaveindustriallicenseapplicants,newprojectsandinvestments,jointventuresandalliances,country-leveldealsandthelatestbuzzintheindustry.

AspartoftheUnionBudgetpresentedintheParliamentofIndiaforfiscalyear2013–14,theallocationforcapitalexpenditure(mostlyusedforfreshprocurementprogramsofmilitaryhardwareandplatforms)wasfixedatUS$16.06billion.Thisisanincreaseof9percentagepoints,ascomparedtotheoriginalplannedcapitalexpenditureofUS$14.74billionforthelastfiscalyear,2012–13.

Overall,thebudgetaryallocationforIndia’sdefenseforceshasbeenraisedtoUS$37.72billioncurrently,ascomparedtothelastfiscalyear’sfigureofUS$35.82billion—anincreaseof5.31percentagepoints.MostofIndia’sprocurementsareinUSdollars(imports).Ifwecomparethecurrentexchangeratetothatprevailinginthesametimelastyear,weseethattheUSdollarhasappreciatedbyapproximately10%and,thus,thebudgethasactuallynotseenanyincrease.

CapitalbudgetforlastyearwasreducedbyINR100billioninJanuary.TheNavyandtheArmyweretheonesaffectedmostbythisreduction.TheAirForce,ontheotherhand,havingalreadyspentmostofitsallocation,hadremainedlargelyuntouchedbythereduction.

Inthecurrentyear,theAirForcehasbeenallocatedapproximately29%ofcapitaltoprocureaircraftandaeroengines.Withseveralpastcommitments(C-17;P8I;C-130Jfirsttranche;BasicTrainer,LCA,SU-30MKI)andotherlargeprogramsundernegotiation(Apache;Chinook;A330MRTT),theAirForceneedstoevaluatewhetherithasadequatefundstosigntheMMRCAcontractinthisfinancialyearastheMinistryofDefence(MoD)willhavetomakeadown-paymentofupto15%ofthecontractvaluetoDessaultAviation.

Thisyear,theArmyhasalsoallocatedonlyINR10milliontowardthe”Make”programs.Thishasmadeitalmostimpossibletoexpectanymajorprogressinthetacticalcommunicationsystem(TCS),futureinfantrycombatvehicle(FICV)andbattlefieldmanagementsystem(BMS)programsinthecurrentfinancialyear.

Artillery modernization program — the Indian ArmyKeepinginmindthedismalstateofartillery,theArmyinitiatedanArtilleryModernizationProgramorFieldArtilleryRationalizationPlan(FARP)in1999.Keyacquisitionsincluded:

Multi-barrelrocketlaunchers,missiles,surveillanceandcounterbombardmentequipment,ammunitionandcommunicationequipmentwerealsoacquired.

IndianArmy’sartillerymodernizationplanhasbeenanon-starteroverthelasttwodecadesforvariousreasons.EachoftheArmy’s180artilleryregimentshas18guns,andtheyhavenotreceivedanynewequipmentsincethelastmajoracquisitionof410piecesof39-calibre155mmFH-77BhowitzersfromABBoforsin1987.Furthermore,between2000and2011,IndiaspentonlyaroundUS$277milliontoprocureartilleryitems,mainlypropellingchargesandotheritems.Tenyearsisalmostone-thirdofthelifeofthemainequipment.Schedulereplacementshouldhaveensuredtheinductionofalmostone-thirdoftheplannedequipmentsbynow.

TheGovernmentneedstoacquirebetween2,700and3,600gunsoverthenext15to20years.TheArmyhasissuedseveraltendersforprocuringtypesofHowitzers,buthasfailedtofollowupwithselectionandcontractsduetovariousreasons.ProcuringtowedHowitzersfor79regimentsisthekeyrequirementatthemoment.Afterfourfailedattempts,theArmycameoutwithafreshglobalrequestforproposal(RFP)forthesegunsatthebeginningof2011.Theevaluationprocessiscurrentlyexpectedtobeunderway.Furthermore,,Indiaisprocuring145M-777UltraLightHowitzers(ULHs)fromaUS-basedcompany,BAESystem,throughtheForeignMilitarySales(FMS)route.Thesehowitzersareexpectedtoequipsevenmedium-artilleryregiments.TheMinisterofDefensehasalsoinitiatedtheprocurementofWheeledSelf-Propelled155mmgunsandhasre-floatedafreshglobalrequestforinformation(RFI).Thisisthefourth

attemptbytheMODtoprocuretheseguns,whichareexpectedtoequipnineregiments.Anotherprocurementof100155mmself-propelledtrackedguns,neededtoarmfiveregiments,iscurrentlyunderway.Forthis,afreshRFPwasissuedin2009aftertheindigenousDRDOBHIMprogram(DenelG-6gunonArjuntankchassis)wasscrappedin2006.Atpresent,thetendersofthecontendersarebeingformulatedontechnicalparameters.TheArmyalsoneeds814155mmmountedgunstoarmits40regiments(RFPexpectedtobeissuedsoon).ThesearerequiredforupgradingthefirepoweroftheArmy’smountain-basedartilleryregiments.Overandabovetheseprocurements,thereisarequirementof1,50,000roundsof155mmammunition(ofalltypes).

Indigenous artillery systemsTheMODhasissuedaletterofintentfortheOrdnanceFactoryBoard(OFB)tomanufactureapproximately114155mm52caliberHowitzersutilizingthedrawingsearliertransferredbyBofors.TheprojectisworthINR12.6billion(US$352million).OFBisalreadyengagedinlocallyproducingmostofthegun’scomponents,includingthebarrel,breachmechanism,muzzlebreak,loadingtrough,recoilsystem,elevationandtraversingcylinders.

InadditiontothemanufactureofFH77B02155mm/52caliberHowitzers,theDRDOandtheIndianArmyareexpectedtodevelopafullyindigenous155mm/52calibergun.ARDE,aPune-basedDRDOlaboratory,hasbeenspearheadingtheproject.Recently,itheldaninteractionwithvariousIndianprivatesectorindustriestoexplorethefeasibilityofinvolvingprivatefirmsinthedevelopmentofAdvancedTowedArtilleryGunSystem(ATAGS).

Untilrecently,themanufacturingofweaponsystemswasthesolepreserveofthegovernmentsector,whichhadtherequisitetechnologicalinfrastructureandthefacilities.However,inrecentyears,theIndianprivatesector,withitssuperiortechnicalandmanufacturingskills,hastakenonthechallenge.Asacaseinpoint,TataPowerSEDhasdevelopedaprototype155mm,52calibertruck-mountedgun-Howitzer.Mountedonan8x8truck,thegunis50%indigenousandhasbeensetupfordynamicfiringtrials,followedbyroadtrials.Theweaponsystemhastacticalandroad-strategicmobility.Ithasarangeof600kmwithoutrefueling,andcantravelataspeedofupto85km/hour.Itcanfireallkindsof155mmNATOstandardrounds,standardHEammunition,

extendedrange(basebleed)ammunitionandrocket-assistedammunitionatthedesiredrange.Theplatformhasammunition-carryingcapacityof26projectilesand26chargesonboard.Themainweapon,alongwithitssubassemblies,isexpectedtobemanufacturedinIndiaontransferoftechnology(ToT).

Withtheprocurementsnotmakingmuchheadway,owingtorepeatedcancellationsofRFPorblacklistingoffirms,theMODhasbeenconsideringchangingthecategorizationofitsartilleryprogramfrom“BuyandMake(Global)”tosimply“BuyandMake”.Thisislikelytohelpincludedomesticdefensecompaniesintheinternationalbiddingprocess.

Force multipliersBesidetheguns,anumberofforcemultipliersarecrucialforthemodernizationofartilleryinthearmy.Theseincludethefollowing:

Lessthan1%ofIndianmunitionisprecision-guided.Thepresentstockinglevelsareratherlow.Previously,Indiahadimported3,000Krasnapolterminallyguidedmunitions(TGMs)and81laserdesignatorsfromRussiaforINR5.22billion.Thesehavefailedtoperformadequately.Further,lastyear,adealworthUS$100millionwassignedwithIsrael’sRafaelfor500NGPGMs.

TheIndianArmyhasahugerequirementofabout50,000155mmPGMs.SomeglobalprocurementhasalsobeeninitiatedinthisregardbywayofissuanceofRFIsbytheDefenceMinistry,asindicatedbelow.

Bi-modular charge systems (BMCS)BMCSsarethepropellantsrequiredtofireammunitionofhigh-caliberHowitzersandartilleryguns.BMCSproductioninIndiahasbeenmarredwithcontroversies.InFebruary2002,theprojectinNalandawasslatedtobeundertakenbytheSouthAfricanfirmDenelandaninitialUS$60millionwasspent.Atthesametime,asecondcontractwassignedwithM/sDenelforthesupplyof300,000high-zone

modulesand100,000low-zonemodules.InJune2005,abanwasimposedonDenel,andthecontractwithDenelwascancelled.Bythen,Denelhadsupplied178,000high-zonemodules,ofwhichonly87,750wereaccepted.Theremaining90,500wererejectedinjoint-receiptinspection.Thus,ofthetotal300,000high-zonemodules,only87,750werereceived/accepted.AnothercontractwassignedinMarch2009betweenOFBandIMIofIsraeltosetupanordnancecomplexoffiveplantsinNalanda,Bihar.Thecollaborationwastoutedasbeingabletomanufacture155mmbi-modularchargesystemsandotherpropellantchargesforheavy-caliberartillery

ammunitionataprojectcostofUS$260million.AnadvanceamountofUS$120millionwaspaidtoIMI.However,duetothecontroversyregardingIMIdeals,thiscontractwascancelled.

Thus,plaguedbydelaysinprocurementowingtoaseriesoffailedattemptsatproducingcriticalcomponentsforartilleryshells,OFBhasdecidedtotakeontheresponsibilitytoproduceBMCSindigenously.OFBhasnowtiedupwiththeDRDOtolocallyproducebi-modularchargesthathavealreadyundergonetrials.TheMoDhasnotsetatimelinefortheproject.OFBhopestomaketheplantsfullyfunctionalbyearly2013,andreadythefinalproductssoonthereafter.

Significantly,theArmyissuedanRFIforBMCSfor155mmHowitzersin2011.Recently,OFBhasissuedanExpressionofInterestforthedesign,fabrication,supply,erectionandcommissioningofthefollowingplants:

• Single-basepropellantplant

• NC-NGpasteplant

• Triplebasepropellant

• Combustiblecomponentsmanufacturingplant

TheseplantsarerequiredforestablishingmanufacturingfacilitiesforBMCSfor155mmgunammunition.

Electronic fuses Indiacontinuestousemechanicalfusesoverelectronicfuses,astheformeroffergreaterprecision.Currently,thereisadeficiencyofmorethan1millionelectronicfusesforartillerygunsalone.Owingtolimitedsourceofsupply,thetimelineformeetingtheimmediaterequirementof1millionfusesisanticipatedtobefivetosixyears.However,atthisstage,itwillbedifficulttopredictthetimelineforthecompletetransformationoffuseinventorytoitselectronicmode.Therateofacquisitionisexpectedtobeincrementedbyapproximately15%–20%eachyear.TheabsenceofindigenouscapabilityintheelectronicfusestechnologyanditsvariantsoffersmarketopportunitytoestablishaJVtofillthevoid.TakingtheaveragepriceofanelectronicfusetobeUS$300(INR15,000),theexistingmarketcanbepeggedatapproximatelyUS$30million(INR1500million).Therequirementisboundtoincreasewhenconversionformortarstakesplace.Sinceelectronictimefuseswillhaveapplicationsforairdefense,navalandairplatforms,theannualmarketsizeforelectronicfusesmaybeclosertoUS$2billion(INR100billion).

Automated fire control systemsAnautomatedartilleryfire-controlsystem(FCS)linksfiredirectioncenters,gunpositionsandforwardobservers.FCScomprisesalltheequipmentneeded,includingdigitalcommunicationanddifferentialGPS,toaccomplishartillerytasksrangingfromtheobserver’sinstrumentsandfiredirectioncentertofirepositions.Itenablesfastreactiontimeofartillery,firingaccuracyandoptimalefficiencywithminimaluseofammunition.Itisalsosoldier-friendly.Modernfire-controlsystemsarealsoabletoaimandfiretheweapon(s).

FCSisusednotonlyforartillerygunsbutalsoinnavalships,tanks,aircraftandhelicopters.DRDOhasdesignedanddevelopedelectro-opticalfirecontrolsystemfortheNavy.TheFCSfortheT-90tankwasdevelopedwiththehelpofElbit,Israel.Apartfromthis,FCShasbeendevelopedin-housebyTataPowerSEDforits155mm,52caliberartillerygun.

NoRFIhasbeenfloatedforautomatedFCS.

Unmanned aerial vehicles (UAVS)Insimpleterms,UAVscanbedescribedasaerialvehiclesthatoperatewithoutahumanpilot.UAVs,inadditiontotheirmainroleofintelligence,surveillance,andreconnaissancemissions,haveenteredthedomainsofelectronicattack,strikemissions,suppressionanddestructionofenemyairdefense,communicationrelays,combatsearchandrescue,andderivationsofthesethemes.UAVsordronesareincreasinglybecomingapartoftheIndianarmedforces.Furthermore,theforceshavebeenoperatingUAVsforoveradecade.ThecountrypresentlyoperatesIsraeliSearcherTacticalUAVs,HeronMediumAltitudeLongEndurance(MALE)UAVsandHarpy2UAVs.Overandabovetheseforeignprocurements,allthedefenseserviceshaveindigenouslydevelopedUAVs—NishantandLakshya—intheirinventory,withmoresuchinthepipeline.ItcannotbedeniedthatIndiahasmadesomeprogressinthisfield.However,ithasalongwaytogo,astheIndianarmedforces,includingtheparamilitaryforces,stillrequirealargenumberofUAVsinordertomeettheirmilitaryandcivilneeds.

MALE and HALE UAVs TheIndianArmy’scurrentUAVfleetincludesIsraelAerospaceIndustries’Searcher-I,Searcher-IIandHeronUAVs.ThetimehascomefortheArmytourgentlyconsidertheinductionofunmannedcombatairvehicles(UCAVs)armedwithair-to-surfacemissilesintoserviceforair-to-groundprecisionattacks.MALEUAVfliesatanaltitudeofupto30,000feetforextendeddurationsoftime,typicallyfor24to48hours,andhasarangeofupto500km.Ontheotherhand,HALEUAVsflytypicallyatanaltitudeof60,000–65,000feet,atanairspeedofmorethan300knots(560km/hour).

Forward observer equipmentPrimarytasksoftheforwardobserver(FO)aretargetacquisitionandfirecontrol.Forthis,hemustbeadequatelyequipped.NotonlymusttheFObeabletodetecttargetsinallweathersandduringthedayornight,hemustalsobeabletoreportthepositionofthesetargetstoartilleryunits,othertroopsoraircraft.Earlier,theFOusedtobeequippedwitharadioandabinocularforthistask.Todaycommunications(radioorotherwise)andmodemswithdatainputtingcapabilityformanintegralandimportantrequirementofanFO.OtherequipmentfortheFOmayincludebinoculars,laserrangefinder(typicallyforarangeof5km),pointer,aglobalpositioningsystem(GPS),digitalmagneticcompass,digitalcameraandahand-heldthermalimager(HHTI)forsurveillanceandreconnaissanceapplicationsduringnight.Laserrange-finderbinoculars,whichcan

It is imperative that we think rationally and keep logistics in mind while considering the above procurements. Each armament/weapon procured increases the existing inventory. This leads to a variety of calibers, and the associated accessories, such as charges and fuses, each particular to a gun, makes the matrix complicated for a normal soldier to handle.

Missile projects of India

Amissileoffersanumberoffeatures,suchasrange,accuracy,easeofusageanddeployment,lowreadinesstime,highflightspeedsandaccuracy.Theseaddtoitselementofsurpriseandmakeitapotentweaponofchoiceamongmilitaryplanners.Indiahasamaturemissiledevelopmentprogramwhich,incontrasttodevelopmentandprocurementprogramsofotherplatforms,hasbeenproceedinglargelyonschedule,despiteinevitabledelaysincertainsystems.Mostmissileprogramshavemovedfromthedevelopmenttotheproductionphaseinrecentyearsandhaveprovidedsystemsandproductsthatcoveralargeportionofthespectrumofland,airandsea-basedplatforms.Thejointproductionandforeignprocurementeffortalsoseemstobeproceedingsmoothly.

Historically,India’squestformissiletechnologyhasnotbeensmooth.AfterIndiatest-firedthefirstPrithvimissilein1988andthefirstAgnimissilein1989,theMissileTechnologyControlRegime(MTCR)ledbyCanada,France,Germany,Italy,Japan,theUKandtheUSrestrictedIndia’saccesstoanytechnologythatmayhelpthecountryinitsmissiledevelopmentprogram.AllthesignatorynationsoftheMTCRwerebarredfromprovidingcriticalmissiletechnologiestoIndia.Giventhesetechnologydenialregimesandwesternmonopolyoncriticalmissiletechnologies,itbecameimperativeforIndiatodevelopindigenoussourceofmissilesandbecomeself-sufficient.

Aslewofpublicsectorfirmswithindependentresearchlaboratoriesweresetupthroughoutcountrytodeveloptechnologies,subsystems,materials,testingfacilitiesandsystemintegratingagencies,ledbyDefenceResearchDevelopmentOrganization(DRDO)asthedevelopmentagencyandBharatDynamicsLimited(BDL)

astheproductionagency.DRDOwasalsopermittedsignificantpoliticaldiscretiontoselectandbuildnewmissileprojects.

TobuildthemissileportfolioofIndia,TheindigenousIntegratedGuidedMissileDevelopmentProgram(IGMDP)wassanctionedinJuly1983.Theprogramhascomealongwaysincethen,andhasmanyachievementstoitscredit.TheprograminitiallycomprisedthestrategicAgniballisticmissile,thetacticalPrithviballisticmissile,theAkashandTrishulsurface-to-airmissilesandtheNaganti-tankguidedmissile.Later,ProjectK-15wasalsoaddedtotheprogram.VariousmissilesthatarestillintheirdevelopmentphaseundertheIGMDPincludetheSuryaICBM,theDhanushSLBM,theSagarikaSLCM,theTrishulSAM,andtheAstraBeyondVisualRangeAir-to-Airmissile(BVRAAM).BesidesTRISHUL,allothermissileshavebeeninductedintothearmedforces.On7May2008,DRDOclosedtheIGMDPanddeclareditasuccess.Thiswascomplementedbyjointprojects,suchasBRAHMOSandBarak,whichweredevelopedthroughcollaborationwithothernationshavingbettertechnologicaladvancementandglobalprocurementprogramsinareas,suchasairdefense,air-to-airmissilesandtorpedoes.

DRDOhasstartedworkonthedevelopmentofAkashMk-IIversion,anditisexpectedtobereadyforitsfirstflightin24months.TheAkashMk-IIislikelytobealonger-range,fasterandmoreaccurateSAM.Themissileisexpectedtohaveaninterceptrangeof30–35kmandincreasetheaccuracyofthemissile’sguidanceandfirecontrolsystem.

7. Program: Medium Range Surface-to-Air Missile System (MRSAM; 70–80 km)

FollowingthesuccessofBarak1systemwiththeNavy,aJVwasannouncedinFebruary2006betweentheIsraelifirms,IsraeliAerospaceIndustries(IAI),RAFAELandtheDRDOtoco-developthemedium-rangeairdefensesystemwitharangeof70kmfortheNavy.ThecostofthisprogramisestimatedtobeapproximatelyUS$2billion.Simultaneously,inJuly2006,workcommencedonthelandvariant,MRSAM.Thesurface-to-airvariantisexpectedtobeaderivationoftheproposednavalvariantandmayreplacetheageingPechorasystemsoftheIAF.

ThemissileisfromRafael/BMC4IissuppliedbyMBTDivisionofIAIMissileSystemsandSpaceGroup.TheEltasuppliestheradar.Indianfirmsareexpectedtocontributethedual-pulserocketmotor,associatedmotorarming/safingmechanismsandthepneumaticactuationsystem.

Thehalf-tonCBU-105issupposedtobelaunchedfromtheSU-30MKIandJaguar.TheCBU-105canbeusedtoattackformationsoftanksorarmoredvehiclesthroughlaserandcomputerequippedsubmunitions.

7. Missiles on offer: There are various missile systems on offer to the Indian defense forces:

1. Program: Indigenous Heavy Weight Torpedoes

Background:TheNavalScienceandTechnologicalLaboratory(NSTL)ofDRDOinVisakhapatnamdevelopstorpedoesfortheIndianNavy.Currently,itisworkingonthreeheavy-weighttorpedo(HWT)projects,namedThakshak,VarunastraandShakti.

Thakshakhastwoversions,asubmarine-launchedvariantwithwireguidanceandaship-launchedonewithautonomousguidance.IthasalreadyenteredservicewiththeIndianNavy.

Varunastraisastate-of-the-art,ship-launched,heavy-weight,wire-guided,anti-submarineelectrictorpedo,.equippedwiththelatestadvancesincontrol,homingandrecoveryaspects,andadvancedindigenouslydevelopedpropulsion.ItunderwentusertrialslastyearandisexpectedtosoonenterservicewiththeIndianNavy.

TheShakti,withitsthermalpropulsion,cangenerate500kilowattsofpowerandrevuptheenginewithinasecond.

2. Program: Heavy Weight Torpedoes

InDecember2010,theUSDSCAannouncedIndia’sformalrequestforupto21AGM-84LHarpoonBlockIIMissiles,5ATM-84LBlockIITrainingMissiles,CaptiveAirTrainingMissiles,containers,spareandrepairparts,supportandtestequipment,publicationsandtechnicaldocumentation,personneltrainingandtrainingequipment,andrelatedsupportoftheUSGovernmentandthecontractor.TheestimatedcostisapproximatelyUS$200million.

CurrentPosition:ThefirstP8Iwasdelivered(fortesting)inearlyMarchthisyear,alongwiththeMk-54torpedoesandHarpoonmissiles.

c. K4:Thisisanintermediate-range(3500km),nuclear-capable,submarine-launchedballisticmissileunderdevelopmentbyDRDOtoarmtheArihantclasssubmarineandtocomplementK-15Sagarika.

6. Program: Naval Jaguar Upgrade

7. Program: Barak Long Range Surface-to-Air Missile System

Background:IndiastartedcooperatingwithIsraelontheBarakprogramforshortrangeSAMsfortheNavyandboughtUS$300-millionworthofmissilesoftheBarakIvariety(short-rangeofupto10km).

FollowingthesuccessofBarak1systemwiththeNavy,aJVwasannouncedinFebruary2006betweentheIsraelifirmsIsraeliAerospaceIndustries(IAI)andRAFAEL,andIndia’sDRDOtoco-developtheBarak-NGmedium-shipborneairdefensemissilesystemwitharangeof70–120kmfortheNavy.ThecostofthisprogramwasexpectedtobeUS$2billion.This,alongwiththedevelopmentofMRSAMlandvariantoftheairdefensesystems,waschristenedBarak8.

In2009,IAIwonadealfromtheNavyworthUS$1.1billiontosupplytheBarak8MissileSystem.

Themissilesystemisexpectedtobedeliveredby2017.TheLR-SAMmissilesarescheduledtoequipthethreeKolkata-classguidedmissile,destroyers,whichwereexpectedtobedeliveredbyMazagonDocksby2012,therebyleadingtotheinstallationoftheBarak-8systemsby2013.FouradditionalKolkata-classdestroyersareexpectedtobeequippedwithanextendedrangeversionofthemissile(ER-SAM)capableofinterceptingtargets100kmaway.ThesedestroyersarebeingbuiltinIndiaundertheProject15A,15Band17AoftheIndianNavy.

Currentposition:ControlandNavigationTests(CNT)forLRSAMwereconductedsuccessfullyon16July2012and18July2012.Themissileisexpectedtoenterserviceinearly2014.

1. Program: Anti Tank Guided Missile (ATGM)

Background:TheArmy’sinitialrequirementisapproximately2,000launchersand24,000missilestoarmits356infantryunits.AccordingtotheArmy,thisprocurementisexpectedtobecompletedin2017,bytheendoftheTwelfthPlan.ThenewmissilesarelikelytoreplacetheFrenchMilan(2km)andRussianKonkur(4km)missiles.

Currentposition:Tofulfillthisrequirement,theCCSclearedtheorderfor10,000KonkurMATGMmissilesinOctober2012.Aproposaltobuy25,000InvarmissilesfortheT-90tankswasalsoclearedbytheCCSinOctober2012.10,000missilesareexpectedtobeboughtfromtheRussians.15,000missilesarelikelytobeproducedunderTransferofTechnologybyBDL.

Acompetitionfor300launchersand8000missilesisalsocurrentlyunderway.ThetwoparticipatingnationsinthisprojectaretheUSwithFGM148“Javelin”producedbyaJVofLockheedandRaytheon,Israel,with“Spike”producedbyRafael.

2. Program: Nag Anti Tank Guided Missile (ATGM)

Background:Itisathird-generation“Fire-and-forget”anti-tankmissiledevelopedinIndia.ItwasdevelopedundertheIntegratedGuidedMissileDevelopmentProgram(IGMDP).NaghasbothgroundaswellasahelicopterversionmountedontheALHDhruv.Italsohasamanportableversion.

TwodifferentversionsofthecarrierforNAGmissilebythenameofNAMICAhasbeenmanufacturedbyBELandL&T.TheproductionagencyforNagisBDL.

Currentposition:TheNaghasachievedonlypartial

successinthelatestusertrials.Thoughitisyettobeinducted,theArmyhasdecidedtobuy13Nagcarriersand443NagmissilesintheircurrentstateforINR3.35billion.Theabove-mentionedprogramsareexpectedtofillinthegaptillNagisreadyforinduction.

TheDRDLplanstoextendtherangeoftheHELINA(helicopter-mountedNag)anti-armourmissiletomorethan20kmforcombataircraftandhelicopters.TheDRDLisbuildinga“miniaturizedinertialnavigationpackage”toenhancetheexistingweaponwithoutincreasingweightorcost.AfeasibilitystudyisofficiallyunderwaytointegratetheHELINAwiththeRustom-HMALEUAV.

• AgniIVisanuclear-capable,two-stage,solid-propelledintermediaterangeballisticmissilewitharangeof4000kmandanuclearpayloadof1000kg.Itwassuccessfullytestfiredin2011,andsubsequentlyinSeptember2012,andwillbeinductedsoon.

• AgniVisthefirstthree-stage,intercontinentalballisticmissilewitharangeofmorethan5000kmandcapabilitytocarry1000kgofnuclearwarhead.
