SUMMARY The Kilburn Community Centre is owned and operated by the City of Port Adelaide Enfield. We have

a large room at the Centre which has recently been vacated and is now available. We are seeking

expressions of interest from not-for-profit/ for-purpose organisations or other groups who can bring

engaging, unique and creative ideas and/or programs to the community and the Centre.

Preference will be given to proposals that maximise community participation and include engagement

• work pathways/experience, purposeful activities or other opportunities for community

members; and

• can help to maintain the atmosphere of the Centre being a place for people to drop in or stay

after their group activity. BACKGROUND For the past 2.5 years the Experience Communities project has been operating a café with work

experience at the Centre. They have now decided to close the operation. This provides a wonderful

opportunity for another group to use the space.

THE PROPERTY The Centre is between Churchill and Prospect Roads near the Churchill Shopping Centre and

accessible to bus stops. The Centre has approximately 60 groups using it across weekdays,

weekends and evenings and is staffed by a Community Development Officer and volunteers.

Building overview The Community Centre includes the following:

• a stadium (used for roller skating, basketball and a range of sports & other activities)

• a large hall

• a commercial kitchen

• six meeting rooms (including one used for a crèche)

• a computer room with 7 computers

• free public Wi-Fi

• toilets

• storerooms

• two car parks – one either side of the Centre

A playground, seating and small park are adjacent to the centre.

Description of available space

• Large ground floor room 63.7m2

• High ceilings, skylights and tiled floor

• Internal plumbing with sink and separate hand washing basin

• Access to the adjacent commercial kitchen and any other rooms by

negotiation

• Accessible entry is though the main doors.

USES OF THE SPACE THAT WILL NOT BE CONSIDERED Community Centre’s are for the benefit of the PAE community, and should be safe spaces that foster

social connection, learning, helping each other (through sharing time, skills and effort), and positive

wellbeing. The Centre is therefore looking for groups/ organisations and activities which seek to foster

these same outcomes. The space is being offered at low cost for this reason. Proposals will therefore

not be considered from groups/ organisations. Those:

• Seeking predominantly office space

• Seeking an exclusive space for their group and/or its activities

• Seeking to generate a financial return which is not reinvested in the community or activities

offered by the group/ organisation

• Would use the space only for a small portion of the week and render it not able to be used at

other times/ for other purposes

• Would adversely impact on the use of other parts of the community centre

• Undertaking activities which are not respectful or inclusive of Kilburn’s multicultural and

diverse community

• Activities which could adversely affect the reputation of Council

COSTS ASSOCIATED WITH THE OPPORTUNITY Costs that are the responsibility of the group

• Fit out, furniture & establishment costs

• Public Liability Insurance

• Cleaning of the space

Costs included in the lease/use

• Low rent inclusive of outgoings (Electricity, Water, Gas)

• Maintenance of air-conditioning units and infrastructure

INSPECTION Organisations/groups are encouraged to inspect the space by negotiating a time with Christine

Loveday.

Council reserves the right to negotiate with any group or organization, or to accept none of the

proposals offered.

Expressions of Interest should include details of:

• Your group, who you are, your experience (if any)

• Key personnel, including role and contact details

• Organisation type (ie if you are registered charity, not-for-profit or for-purpose organisation)

• How you will use the space (eg the activities, programs, opportunities to be offered)

• How/ if you will integrate with existing Centre activities

• The benefit to individuals and/ or the community

• If you need extra resources from the Centre/City of PAE

• How will you manage the partnership with KCC

• An estimate of costs to establish the use of the space and how this will be financed

• Your anticipated overhead costs and how income will be derived to meet these costs

• Names of two referees

Attach:

• Annual Report if you have one

• Any documentation of charity status
