2.0 Background:

The Govt of Assam has desired to construct an Iconic “Twin Tower Trade Centre” on land

parcel admeasuring about 10.56 acres at Basistha Chariali on the NH-37 in Guwahati,

Assam. Accordingly, Govt. of Assam (Industries & Commerce Department) & NBCC have

signed an MOU in Feb 2018 to develop the Twin Tower Trade Centre project. This is

proposed with a vision to project Assam as a world class business location to provide an

opportunity to firm up business linkages and promote / facilitate International Trade and

Investment in India’s North East.

3.0 About Assam: Assam is a state in Northeast India, situated south of the eastern

Himalayas along the Brahmaputra and Barak River valleys. The state has very rich

culture and diverse wildlife, hence rightly called crown of northeast India.

4.0 Development in Assam

Assam is the largest economy of the North East India and is rapidly making strides

towards employment generation and inclusive growth by a balanced pattern of industrial

investment. The sectoral contribution to the NSDP (Net State Domestic Product) reveals

that in Assam more than 30% of the contribution is from agriculture and allied activities.

This is much higher than the sector’s contribution to India’s GDP.

5.0 Guwahati is one of the fastest growing cities in India and largest city of Assam

and also the largest urban area in Northeast Indi a. Guwahati serves as the major

gateway to the whole region. Guwahati is one among 98 Indian cities which will be

upgraded to Smart Cities under a project embarked on by Ministry of Housing & Urban

Affairs, Government of India.

6.0 Connectivity

Air Connectivity

Guwahati is served by the Lokpriya Gopinath Bordoloi International Airport, in Borjhar,

about 20 km west from the heart of the city. With all major domestic and international

airlines flying into Guwahati, it is the eleventh busiest airport in India in total passenger

traffic.

Rail Connectivity

The city of Guwahati falls under the Northeast Frontier Railway (NFR) Zone of the Indian

Railways, the headquarters of which is in Maligaon, near Nilachal Hills, in the northwest

of the city. The Guwahati railway station, located in Paltan Bazaar area of Guwahati, is

the major railway station of the city

Road Connectivity

The NH-27 connects Guwahati with the states West Bengal, Bihar & Rest of India. A

centrally funded four-lane, ambitious East-West Corridor will pass through Guwahati and

connect all the state capitals of Northeast India. Completion of the project will boost the

vital upliftment of the whole region.

The public transportation is well developed in the city. Rupnath Brahma Inter-State Bus

Terminus (ISBT), located at Betkuchi area on NH-37, is the most significant terminal cum

transit point for buses plying between Guwahati and other destinations in Assam and

Northeast India.

A metro rail project has also been planned to relieve the hectic traffic conditions on the

streets.

7.0 Tourism in Assam

Assam is the central state in the North-East Region of India and serves as the gateway to

the rest of the Seven Sister States. Assam is becoming an increasingly popular

destination for wild-life tourism is well known among many wildlife holiday destinations in

North East India.

8.0 Hotel Industry

Guwahati City is the gateway to northeast India and is the base to reach Shillong,

Cherrapunji and all other major tourist destinations in this part of India. The Kamakhya

temple and Hajo are the most famous places to visit here and have religious significance.

Apart from leisure, religious and heritage aspects, Guwahati city have all government

offices and private business related to service sector which attract huge business

travellers across India throughout the year. Most of the hotels are occupied by business

travellers and contributes significantly towards hotel industry.

In the recent past there is tremendous growth in Hospitality sector and this rise given

improving tourism infrastructure and rise of tourist inflow. Moreover, establishment of

reputed national & international brands throughout the state have improved the quality

of hospitality sector. Due to abundance of existing tourism & commercial resource along

with ongoing infrastructure initiatives, increase in the demand for leisure & business

tourist can be expected, thereby leading to increase in demand for quality rooms and

services.

Tourist inflow in city has grown tremendously in the last couple of years and it

contributes major share of tourist inflow in the state with a share of 46% of total state

number. Guwahati Airport has observed phenomenal growth in passengers in last couple

of years. To promote tourism in the state, Department of Tourism, Assam identified six

tourist circuits covering all major tourist centers in the states. Guwahati falls under such

four tourist circuits.

Demand Driver

Business Travel is the major demand driver for hospitality in the subject region as it

contributes over 80% of the total tourist inflows followed by leisure tourists. Under

business traveler category most of the travelers come for government duty from various

departments like forest, tourism, road etc and corporate movement in private sector

from various parts of country.

Existing Supply

Various 5 Star & 3 star category hotels are operational in Guwahati. Vevanta Taj,

Radisson Blu are 5-Star category hotel operational in Guwahati which leaves immense

opportunity for major operators of similar category of hotels across India to explore the

market. Other few major renowned names are also likely to be added in near future.The

average annual occupancy of the hotels in the region is increasing year on year.

City with the growing image as hub of business & trade of north-eastern region of the

country, it is envisaged that there would be greater demand for space required for

annual conventions, meetings and conferences held by corporate houses willing to host

their events in the area. As a result, has seen the rise in Hotel, Meetings, Incentives,

Conferences and Exhibitions.

9.0 Expression of Interest (EOI) for Sale of Hotel Space.

NBCC (India) Ltd, on behalf of Government of Assam, call Expression of Interest (EOI)

for sale of free hold Hotel Space at World Trade Center, Guwahati.

Total Area : approx. 3 lakhs sft super built up area

Tower-A : approx 2 lakhs sft (40th to 54th Floors)

Tower-B : approx 1 lakhs sft (44th to 48th Floors)

The project will be completed within 48 months from the start of construction or date of

allotment to allottee whichever is later.

The Expression of Interest document can be downloaded from the following

official websites of NBCC: WWW.NBCCINDIA.COM

The Hotel space is sale on bare shell basis.

NBCC reserves the right to Reject or accept the EOI, or cancel the process and

reject all or any of the EOI without assigning any reasons whatsoever.

Applicants shall submit the EOI at Free of Cost on the prescribed format in English

language.

In case of any dispute, Court of Delhi shall be the jurisdiction for any legal

matter.

20.0 Forms to be submitted by applicant

The applicant is to submit this EOI duly signed along with filled in Forms as annexed

(Form – A, B & C).
