brief information about the Project and scope of work for the prospective Applicant.

The purpose of EoI is to provide the Applicant with information to assist the

formulation of their response.

While all efforts have been made to ensure the accuracy of information contained in

this EoI document, this document does not contain all the information required by

the Applicant. The Applicant are encouraged to conduct their own independent

assessment, investigations and analysis and check the reliability, accuracy and

completeness of the information at their end and obtain independent advice from

relevant sources as required before submission of their response. Greater Noida

Industrial Development Authority (GNIDA or the Authority) and any of its employees

GNIDA reserves the right to change any or all conditions/ information set in this EoI

document by way of revision, deletion, updating or annulment through issuance of

reasons thereof. GNIDA will not entertain or be liable for any claim for costs and

1. Section I: General Information

1.1 Project Background

The Greater Noida Industrial Development Authority (“GNIDA” or “the Authority”)

proposes to provide simple/ basic pedestrian friendly foot over bridge (FOB) at 6 (Six)

locations in Greater Noida. The Project will be commissioned in anticipation of the high

pedestrian traffic at the specific locations in future especially during peak hours. The

Authority foresees the construction of the foot over bridges in order to provide safe

movement of the pedestrians while crossing the roads which are expected to draw

heavy vehicular traffic during peak hours. This would come as a major assistance

especially to the children, senior citizens and differently abled, supplementing to the

Universal Design module envisioned by the Government of India.

With this background, GNIDA has identified various locations, for the construction of

FOB. Following which the Authority is desirous of shortlisting agencies for the

construction, operations and maintenance of foot over bridge on a BoT basis.

The selected Bidder would be permitted to earn revenue from advertisement and will

have to pay License Fee to GNIDA as per the financials details that will be provided

subsequently at the Request for Proposal (RFP) stage.

The designs, drawings, exact location of the FOB, technical specifications, and other

details would be provided by the Authority. No deviation from the designs or locations

or technical specifications would be permitted.

No claim whatsoever shall be entertained by GNIDA in respect of any proprietary rights

of any other party relating to the designs and drawings. The Bidder shall always keep

GNIDA or any of its employees or advisors indemnified against any claim concerning

any other parties in connection with the discharge of the responsibilities for this work.

2. Section II: Terms of Reference

2.1 Scope of Work

Five sites have been identified by the Authority for the construction of Foot Over

Bridges in the city. The identified sites are likely to attract high pedestrian movement in

the near future and the proposed FOBs shall provide safe pedestrian traffic movement

parallel to the anticipated heavy vehicular traffic.

The project shall be developed on Build Operate and Transfer (BOT) mode where the

Bidder will be responsible for the construction, operations and maintenance of the

bridges. The bidder will be allowed to generate revenues from the advertisement rights

given that the advertisements strictly comply with the advertisement policy of the

Authority. The sites identified for FOBs are as follows:

1. Intersection - Gaur City 2 Road & Gaur City Road/ Tag Highway

2. Surajpur Kasna Road – In front of Kailash Hospital, Greater Noida

3. Surajpur Kasna Road – In front of Gamma Shopping Complex & near Apeejay International

School

4. Main Road – In front of Collectorate Office, Videocon2h & Metaflex Door India Pvt., Greater Noida

5. Surajpur Kasna Road – Intersection Honda Cars India Limited, Greater Noida

The design and specifications of the FOB will be provided by the Authority and the

Bidder is expected NOT to deviate from the same, differing to which the bidder will be

liable to pay penalty as decided by the Authority.

The Scope of Work would include construction and completion of various elements of

FOBs:

• Construction of FOBs as per the design and specification provided by GNIDA.

• Providing and fixing of display boards installed on elevation of FOBs as per the

drawing.

• Operation & maintenance of the FOBs, elevators, display boards etc. for the

license period.

• Provide GNIDA with information as and when desired

• Install advertising panels on the FOBs as allowed by the Authority.

• Earn revenue from the advertisements on the display boards. The developer

must comply with parameters of GNIDA Outdoor Advertising Policy, 2016 and

Supreme Court decision and/or any other prevailing applicable policy.

• Maintain the FOBs in proper condition throughout the Project period and

handover the FOBs to GNIDA at the end of the project period in good condition.

3. Section III: Instructions to Applicants

3.1 Preparation and submission of Proposals

Greater Noida Industrial Development Authority (“GNIDA” or “the Authority”) invites

Expression of Interest (EoI) for “Construction, Operations and Maintenance of Foot

Over Bridges (FOBs) at 5 locations in Greater Noida” (‘the Project’). Interested

Applicants can submit their “Expression of Interest” in the formats duly filled and

signed with required enclosures, in a sealed envelope superscribed “EOI for

Construction, Operations and Maintenance of Foot Over Bridges (FOBs) at 5 locations

in Greater Noida” at the address given in Section I of the EOI document.

3.2 Key Instructions

Interested Applicants should make note of the following key points:

• This EoI invitation document is not a Tender or Request for Proposal in any form

and would not be binding on GNIDA in any manner whatsoever.

• GNIDA reserves the right to cancel the EoI invitation as a whole or in part

without assigning any reasons.

• The Applicants are encouraged to conduct their own independent assessment,

investigations and analysis and check the reliability, accuracy and completeness

of the information at their end and obtain independent advice from relevant

sources as required before submission of their response.

• GNIDA reserves the right to update, amend and supplement the information

given in this document at its sole discretion before the last date and time of

submission of the responses.

• Applicants should submit their response in English language and as per formats

provided in the last section of this document. Submission not conforming to the

instructions or prescribed formats will be rejected. For determining the

eligibility, the Applicant has to fulfil the Qualification Criteria as defined in

Section 4.

4. Section IV: Desired Experience

The main purpose of the project is to provide easy and safe accessibility to the

pedestrians at different sites in the city hence GNIDA expects the entity or a

consortium to demonstrate legible and relevant experience in similar projects.

The Authority expects the Bidder to have prior experience of construction of similar

kind of FOBs and/or have experience in the field of advertisement. Prior experience of

similar kind in a government contract will be an advantage depending on the

scale/value of the project and the location.

At this stage, the Bidders may or may not declare the complete nature of the

consortium but at the proposal stage preference would be given to Bidders that can

collectively demonstrate experience in building, operating and maintaining projects of

such nature and size comparable to that of the proposed FOBs.
