This man of the Selahliwe Village in Qwaqwa who has been dubbed the Naked Johnnie Walker was again snapped walking nude along the R57 Road facing oncoming traffic, apparently on his way to Reitz, 120 km away. Nkutha Nkosana, a neighbour, said the man was not mad. He added that he was shocked to hear that the man was walking naked in the street. “He was working in the garden in the morning, like he always does. I was surprised when I got a call from a friend who alerted me about the situation. A friend said I had to come quickly to fetch him before he went on social media,” Nkosana said. “I rushed to the scene and took him home. It was the first time he had done something like that.” The man told Express Eastern Free State that he was neither mad nor drunk. He said he had done that to make one of his relatives happy. “I am doing this to satisfy him. I wanted him to stay away from me. I am tired,” he said. He refused to reveal the name of the person who he kept on referring to as “he”. The man said the relative had come to him in December last year and said that he would be happy to see him suffering. “He never came back after that. But he is in my dreams with the same message. I need to rest. I can’t be dreaming of one thing time and again,” the naked man, who was shaking because of the cold weather, explained. The frustrated man said he had reported the matter to the police but they had failed to help him. “I went to the police station to report this matter, but the police refused to help me. I then decided to walk naked to Reitz,” he said. Const. Tisetso Labane of the Tsheseng police station denied allegations that they had refused to help the man. He said the man had arrived at the station and sat down on the pavement without saying a word. “I asked him how we could help him. He said he was waiting for someone,” Labane said. “After a few minutes, he undressed himself in front of me. HARRISMITH. – The Harrismith TownHall was recently packed to capacity withresidents who reside within the EasternFree State. The residents stood united insaying no to the proposed De Beers Passroute.The South African Roads Agency (Sanral)

has been pushing for the new route, alongwith the N3 Toll Concession.Residents stated that the De Beers Pass

route, which would shorten the routebetween Johannesburg and Durban by14 km, would make them poor and kill theeconomy of the Thabo Mofutsanyana region.The residents wrote their messages on

placards during the imbizo, which wascalled by the minister of Transport, DipuoPeters.The messages read: “Protect our town”,

“2016 elections = no votes for you, Sanral

will vote for you”, “Away with De Beer passroute”.Residents were vocal in their opposition.

“You must please stop that to avoid thestrike. We will close the road (referring toN3) so that you can hear us,” said ChiloMbempe, a Harrismith resident, during thequestion and answer session.However, even though people were not

happy with the proposed route, the meetingdid not turn violent when the ministerfailed to tell the residents what wouldhappen if the proposed route became areality.Moeketsi Lebesa from Phuthaditjhaba,

Qwaqwa, said the Special Economic Zonewas doomed to fail without the N3. Headded that more people were going to losetheir jobs while Harrismith would be turnedinto a “ghost town”.“More than 50 buses drive between

Qwaqwa and Harrismith on daily basis,

taking people to and from work. And if thathappens (the new route) business will sufferand our people will lose their jobs. TheMaluti Bus Service will also die. So please,let the government stop this,” he said.“We do not want that route. Sanral should

listen to us because it is not government. Itis a government entity and so when we tellthem not to build that route, they shouldstop,” said Butana Komphela the Free StateMEC for Police, Roads and Transport.One of the most vocal opponents has been

the Harrismith Business Forum, whichfears that the 150-year-old Free State towncould become a “ghost town” if it werebypassed by the new N3 freeway routingproposal.The Harrismith Business Forum was,

however, requested not to take part in themeeting on the day because the MEC hadtold them that he would attend to themsoon.Tsietsi Tshabalala of the Economic

Freedom Fighters (EFF) said Governmentshould tell Sanral to stop with the route.“We will stand together with other

political parties in fighting the De BeersPass route, to ensure that it does nothappen,” he said.Peters, referring to the placards which

were posted on the walls of the hall, urgedthe community not to mix issues.“I can see that you wrote, ‘2016 = no

votes, Sanral will vote for you.’ Sanraldoesn’t vote. People who work for Sanralare the ones that vote,” she said.The minister said she was not going to

call it the De Beers Pass, but she will call itthe N3 development because they weretalking about the route itself.“A recent study shows that 3 500 trucks

pass through Harrismith daily and thatmeans we should do something to alleviatepressure on the roads. If there are 3 500

trucks now, in three months time, howmany will there be?” she said.

“If there is one thing that I do believe in,it is consultation. I must be satisfied thatpeople believe and agree with what we aregoing to do. At least more than 60% of thepeople must agree. Now we have a situa-tion, where the residents are just so unitedagainst the route,” said Peters.Peters said when they said the people

shall govern, they meant it.“Nazir Ali, the chief executive officer of

Sanral, you’re a member of the organisationthat I am a member of. I know that themandate for road infrastructure is impor-tant, especially for national roads. But weneed to do it together with the people; theyneed to understand what we need to do. Sowe need to call the experts to come andexplain. THE De Beers PassExpressway is set tobecome a reality.This emerged at a recent joint meeting of

the Infrastructure Committee and theEconomic Development Portfolio Commit-tee in Harrismith, after it was included inthe Medium Term Strategic Framework(MTSF) agreed to and signed by variousnational ministers and the president.The new route is clearly a national

priority seeking to enhance the greaterSouth African economy, as evidenced bythe signing of the MTSF. The currentdiscussions and hearings about this issue

are merely attempts by theANC to create the percep-tion that it is protecting theinterests of the localcommunity, while in factthe same ANC governmenthas already included this inits government MTSF.

The presentations by the Maluti-a-Pho-fung Local Municipality were so poor thatthey caused irreparable damage to argu-ments opposing the new route.According to the presentation by the

South African National Roads Agency(Sanral), the preferred option is a new roadfrom the Tugela Toll Plaza to Warden. Thisis to relieve the pressure of the ever-in-creasing traffic load by cars and trucks onthe existing N3.Sanral has indicated that the project

could begin within two years after a finaldecision is taken, and would take aboutfour years to complete. The estimated costof the new route is R5,3 billion, of whichabout two thirds will be spent in the FreeState. Sanral is currently spending afurther R7,9 billion in the province onupgrading the N5 and other roads, andconstructing linkages to the proposedHarrismith Logistics Hub and TshiameSpecial Economic Zone.The existing N3 will remain in place and

will be maintained to its present standard.There has been enormous pressure from

the community of Harrismith to preventthe building of the road. It has been fearedthat there would be huge job losses if theproject went ahead. According to a presen-tation by the municipality, an estimated1 300 jobs would be vulnerable. Sanral,

however, indicated that the new road couldproduce an estimated 26 000 jobs nationally.Sanral has reported that during the

construction phase there will be a boom inthe economy of Harrismith as the townwill form the base of operations. After thecompletion of the project there could be anegative impact on the local economy,which could be mitigated by the Harris-mith Logistics Hub and Tshiame SpecialEcono-mic Zone developments.Since it appears that the decision has

already been taken, the only option for theHarrismith community is to position itselfto benefit from the positive opportunitieswhich would be created by the new road. Itis critical that the municipality effectivelyuse the six-year window of opportunity toexpand economic opportunities for alterna-tive investment and job opportunities.

QWAQWA. – Teachers are oftenoverlooked when a schoolachieves good results. Learnersusually claim all the braggingrights awarded for the achieve-ment.

But this time, the ManthatisiHigh School in Tsheseng,Qwaqwa, has decided to do it theother way around. The schoolhosted the auspicious teachersawards ceremony on Friday(17/04) at the WitsieshoekMountain Lodge.

According to Samuel Mphuthi,the principal, the awards wereaimed at acknowledging theteachers for their hard work. Hepaid tribute to the formerprincipal, Ditaba Mavundla, forlaying a good foundation for theschool. “To be honest, these areMavundla’s results. He obtainedgood matric results during histime. In 2013 we obtained a96,6% pass rate and last year wegot 80,82%. We did not expectthat, but today we are sayingthank you to the teachers for thegood results that they have beenproducing,” he said.

“We hosted the event tomotivate the teachers. We arequite sure that they will moti-vate learners if they are motivat-ed. We are going raise the

standard of the awards nextyear,” he said.

He concluded by saying hewished it was possible to giveawards to all teachers, but thatat the end of the day, some starsshone brighter than others.

The big winners of the daywere Setoloki Matla (teacher ofthe year) and Fusi Hlohlongoane(most promising and upcomingteacher).

Jwalane Khambule and TsariMoloi shared the most dedicated

educator of the year award.Matla, the Life Sciences

teacher, said she had notexpected to be an overall winnerafter the unimpressive results oflast year.

“I was on maternity leave lastyear and never had a chance torevise with the learners beforethe final examinations. However,the moment the principalannounced that it was for theall-time hard worker, I knewthat it was coming to me,” she

said.Matla started working at

Manthatisi in 2009 and startedteaching gr. 12 in 2010.

“The award means a lot to me.It shows that the school manage-ment is happy with what I amdoing. I am going to work harderto achieve more,” she said.

Busi Tshabalala, the ThaboMofutsanyana education districtdirector, said she was confidentthat the school could still dobetter then they had done.

QWAQWA. – Gugile Nkwinti,the national minister of RuralDevelopment and Land Reform,will launch the mobile lodge-ment offices, that will bedispatched to remote areas ofSouth Africa for the processingof land claims, at the CharlesMopeli Stadium in Phutha-ditjhaba, Qwaqwa, on Saturday(25/04).

The mobile offices arespecially equipped vehiclesfitted with technology toprocess applications for landclaims on site. Four buses andtwo all-terrain 4 x 4 truckswill be deployed to the identi-fied communities over afour-year period ending on 30June 2019.

This initiative is part ofefforts to improve access forthose individuals and commu-nities wishing to lodge landclaims in far-flung parts of

the country.To ensure that a maximum

number of potential claimantcommunities are reached, theCommission on Restitution ofLand Rights has acquired themobile lodgement offices totravel around the country toreceive claims, in addition tothe 14 lodgement officessituated in all nine provinces.

Nkwinti will be joined byAce Magashule, premier of theFree State, and other dignita-ries from the province.

Members of the communityfrom Qwaqwa and the sur-rounding areas will have anopportunity to lodge their landclaims as part of the day’sproceedings.

The mobile lodgement officeswill remain in the Qwaqwaarea for another two weeksbefore proceeding to otherrural areas in the Free State.

Remove doors, drawers and shelvesThe best way to paint cabinets is to

remove the cabinet doors and drawers. Younever want to paint over hardware, such ashinges and handles, because it will affectthe way the cabinet functions.Make a map of how the doors and

drawers go together in the kitchen, careful-ly labelling each piece with its position foreasy reassembly. Use a cordless drill orscrewdriver to remove hinges and hard-ware.If your cabinets have adjustable shelves,

be sure to remove those – and the hardwarethat supports them – from the cabinets.

Prep the surfaceClean the faces of cabinet boxes and

drawers and both sides of doors and shelveswith a product that removes dirt andgrease, such as trisodium phosphate (TSP).Follow manufacturer instructions on thepackaging, mixing water and TSP in abucket as directed.Wear protective goggles and rubber

gloves. Apply the TSP mixture with asponge to clean. Once the cabinets are cleanand dry, use a putty knife to fill any nicksor dents with spackling compound or woodfiller; let dry. Sand the surface with 120- to220-grit sandpaper to dull the surface andsmooth down any imperfections. To sand allthe contours of panelled doors, try using acontoured sander, a small sponge wrappedwith sandpaper, or a commercial sandingsponge. Use a tack cloth or damp rag toremove dust after sanding.

Degloss the old finishAn alternative to sanding cabinets that

Do a test runBefore you paint all your cabinets, try the

new colour by priming and painting theback of a cabinet door.This gives you a chance to ensure you

like the colour, and more importantly, tomake sure the paint finish you have chosenwill adhere to the cabinetry and that yourprep steps will yield a smooth finish. If youare not pleased with the finish, consultyour local paint shop for advice.

Prime the cabinetryUse painter’s tape to protect the wall or

back-splash tile from paint drips or messes.Cover the countertop with a drop cloth.Use a roller or paintbrush to prime the

faces of cabinet boxes and drawers andboth sides of doors. If your cabinets have alot of detailing, it will be easier to use atapered brush. A roller works well onlarger flat surfaces and flat doors. Applyone light coat of primer; let dry.

Painting cabinetryMake sure your paint is well-stirred, then

pour the paint into a paint tray. Load aroller or brush with paint. Start with doors,which will take longer to paint because youwill need to allow dry time before you turnthem over to paint the opposite side.If your shelves are adjustable and the

inside of your cabinets needs a fresh coat ofpaint, now is the time to start paintingthem, as well. If they have never beenpainted, do not start now. Apply paint tocabinets in light coats. Painting thinnercoats mean fewer drips for a high-qualitypaint job. Be prepared to apply at least twocoats per side.

Painting cabinet drawersYou will want to paint the front of the

drawer but not the drawer’s sides or glidehardware. Use painter’s tape to protect therest of the drawer. Set cabinet drawers ontheir ends. Apply paint in light coats usinga brush, allowing it to dry completelybetween each coat.

Painting the cabinet boxUse painter’s tape to protect the wall or

back-splash tile. Cover the countertop witha drop cloth. Use a roller or paintbrush topaint the frame and sides of the cabinetryunit or cabinet box.If your cabinets have a lot of detailing, it

will be easier to use a tapered brush. Aroller works well on larger flat surfaces andflat-panel doors. Getting a professional paint finishFor a super smooth finish, you can send

your cabinet doors and drawers to aprofessional paint shop or cabinet-maker.They can spray them off-site for a good-as-new look. To find a professional, ask yourpaint retailer for a recommendation or lookin the Yellow Pages for painting contrac-tors. Paint the cabinet boxes yourself,which is a manageable do-it-yourselfproject.

Putting it back togetherOnce the paint finish has dried complete-
