“I believe these new measures which include information on dosage guidelines, educational material and increased oversight, will help decrease the potential for over prescribing and negative health impacts.” said Daryl Kramp, M.P.Marijuana is not an approved drug or medicine in Canada and has not gone through the necessary rigorous scientific trials for efficacy or safety.Health Canada does not endorse the use of marijuana, but the courts have required reasonable access to a legal source of marijuana for medical purposes. As a result, the Government of Canada believes that this must be done in a controlled fashion to protect public health and safety.

"First, I have never heard anybody explain the problem that way or express it that way, the fact that if one smokes marijuana, one automatically will become a cocaine addict. I think most reasonable people would look at it and say that once one starts with something, one is more likely to move on to something stronger down the road."

LIBERAL delegates overwhelmingly approved a resolution legalizing marijuana, but Winnipeg North MP Kevin Lamoureux was not among the supporters.

"I would like to hear what the professionals think," Lamoureux said. "Having said that, I think it's important for politicians to listen to what party members are saying. It passed overwhelmingly."

Lamoureux also wants to consult widely with his constituents. He's already drafted a questionnaire to gauge support for the idea and says his views will be guided by Winnipeg North voters.[no clear statement - 17 June 2014]

"Secondly, Marijuana is illegal in Canada because of the harm it does to individuals and society as a whole. I don’t think Mr. Trudeau is taking a look at the bigger picture on this issue. According to the experts, ultimately, marijuana is a harmful substance. Even more troubling, is that according to Fraser Macrae, former Assistant Commissioner of the RCMP, “…cannabis is a currency for organized crime.” The detrimental effects organized crime can have on Canadian communities and families can be devastating. Profits used by organized crime groups selling marijuana are commonly used to traffic illicit drugs, firearms and humans.

I would encourage Mr. Trudeau to take a closer look at the detrimental effects legalizing marijuana can have on Canadian communities and families. Personally, I do not believe marijuana should be legalized. As the Member of Parliament for SD&SG, I will do everything in my power to prevent the legalization of this potentially harmful drug. Unlike the Liberal Party, our Government will focus on jobs, economic growth and the safety of Canadian communities and families."

Mr. Speaker, our government prioritizes safe streets and communities for Canadian families. Unfortunately, the leader of the Liberal Party prioritizes legalizing marijuana above everything else.

Families in my community were shocked to hear that the leader of the third party made as his first and his only policy declaration that he wanted to make it easier for children to access illegal drugs. He pointed to the example in the regulation of alcohol being available as why pot should be legalized.

Parents in my community see through the Liberal leader's rhetoric and we know that teens are twice as likely to consume alcohol in the past year as pot. Regulating rules for alcohol did not prevent teens from accessing it.

By sending this message that recreational drug use is acceptable, the Liberal leader is showing once again that he is not material for prime minister of our country and that he is definitely way in over his head.

"Further, I would point out why a minimum sentence for having one marijuana plant when say manslaughter does not even have a minimum sentence. Aggravated sexual assault, section 273, has no minimum sentence. Abduction of a child under 14 has no minimum sentence. Abandoning a child under 10, so its life is likely to be endangered, section 218, has no minimum sentence. However, if someone has a marijuana plant we are going to send them away to jail for six months. This is ad-hockery at its worse."

"We know that, according to the Canadian Centre for Substance Abuse, teens are twice as likely to have consumed alcohol in the last year than pot. Regulated rules for alcohol do not prevent teens from getting access to it, just like the Liberal's plan to legalize marijuana will not make it tougher for our kids to access drugs. In fact, it will do just the opposite.

"Mr. Speaker, last week the Liberal soft on crime spokesman from Malpeque and the NDP member for Vancouver East met to support convicted drug dealer Marc Emery. This individual is serving a serious sentence in the United States for selling drugs online, where anyone can access them.

Criminal acts like these put our children at risk. On this side of the House we have been clear that drug dealers will face the full force of the law. Other parties are only concerned with how they can help the drug trade. In fact, the member for Vancouver East said selling drugs never posed any “...harm to any Canadian or U.S. citizen”.

Convicted drug dealer Marc Emery sums it up best. He said: “If the Liberals were still the governing party now...[he] would have been immediately released upon...arrival in Canada...”.

Rather than worrying about the victims of crime, all the Liberals and NDP are concerned with is making things easier for convicted criminals. Our Conservative government will always stand up against the shameful policies put forward by the other side. "

"The only position and policy brought forward by the Liberal Party to date under the leadership of their new leader, the member for Papineau, is that he would like to see a policy that legalizes marijuana. Whether that is an appropriate policy is up for debate and probably will be debated at some future time, perhaps even in this Parliament. "I see it on a regular basis, even in my home riding, where I have a good example with regard to a stigma staying left over. I have a Ford truck driver who smoked marijuana, got caught and has a federal conviction, so every time he goes into the United States, he is rightly pulled over because he has a record, but sometimes he is made to sit there for four or five hours. We have to intervene and say the authorities should pull him over and go through the vehicle and do all the inspections and enforcement they want to do, but the just-in-time delivery that the person is doing right there is important for both of our economies. He has to live with that type of stigma and that type of potential every single time he crosses the border. It is his own fault and he has to pay for it, but the reality is that there is a consequence."

"Canada needs to look beyond our closest neighbour and come up with a comprehensive and safe marijuana policy. The U.S.-driven "War on Drugs" is not a Canadian made solution. Canada must not be intimidated by U.S. rhetoric. Canada should look instead to the United States as an example of a country with a disastrously failed drug policy - a failed policy because of its perennial reliance on prohibition. There are serious flaws in the federal government's current medical marijuana program. The current regulations of the program are very restrictive, overly bureaucratic and severely limit access by Canadians who have a legitimate need for medical marijuana. These restrictions should be lifted immediately. The recommendations of the Senate Special Committee on Illegal Drugs present a reasonable, workable and non-bureaucratic means of ensuing access to marijuana for therapeutic purposes."
