Export 101 • The foreign country establishes criteria for
allowing the commodity into their country
• International Standards for Phytosanitary Measures establish basic procedures
• USDA assures that ISPM’s are followed in processes of training, inspection & documentation

Export Inspection • Assures that commodities meet phytosanitary
standards of destination country
• Facilitates passage to foreign markets
• Logs, lumber, hay, grain, plants, seeds
• Requires official inspection and….
• Often an official document – the “phyto”

Phytosanitary certificates
• Certify commodity meets plant health criteria
• Internationally recognized official documents
• Issued by state inspectors w/ USDA training
• Identifies the commodity, origin, destination,
exporter, consignee and inspection
• 3 basic types

• PPQ 577 Federal Phytosanitary Certificate
• PPQ 578 Processed Products Certificate

The Phyto – PPQ 577
• Federal Phytosanitary Certificate (FPC)
• Shipment must be exported within specified
time period, usually 14 or 30 days
• May require supporting documentation
• Requires inspection of the commodity before
shipment

Processed Products – PPQ 578
• Used for commodities with low pest risk
• Example – flour, cornmeal, plywood
• The destination country defines what qualifies
as processed product

Re-export Certificate – PPQ 579
• Used for re-exporting a foreign-source
commodity
• Commodity must be un-altered
• Requires basic inspection
• Requires original phyto from foreign country

Sequence of Events
• Exporter files application, then MDARD:
• researches export requirements & schedules the inspection
• inspects commodity per USDA policy • conducts testing if needed • verifies treatments if needed • issues certificate

Tracking System (PCIT)
• Online system developed by USDA
• Customer data is confidential
• No cost to set up account
