Kristen Joyner is the Executive Director for the South West Transit Association (SWTA). SWTA is an 8-state regional or-ganization committed to deliv-ering education, communication and advocacy services for public transportation providers. Prior to SWTA, Mrs. Joyner was a nation-al trainer for Fred Pryor and Ca-reer Track Seminars. Her hands-on transit experience comes from working at Central Arkansas

Transit Authority in Little Rock, Arkansas. This com-bined background allows her to develop progressive edu-cational materials and provide interactive instruction on leadership, coaching, and mentoring principles for transit managers and employees. She serves currently on the White House task force for Transportation and Human Trafficking; is heavily involved in efforts to train veterans for jobs in public transportation; was named one of MET-RO Magazines 2013 Top Women in Transportation; has

Charles Dickson, Associate Director, Community Transportation Association of America .

Charles has been active in the transportation field since 1978 and has been an executive in the

association field since 1987. Before joining CTAA, he administered grant programs for the Mar-

yland Department of Transportation and directed a coordinated rural public transportation system

in southern Illinois. Mr. Dickson oversees all of the technical assistance and training programs

for the Community Transportation Association. Mr. Dickson also plans and manages all meet-

ings on behalf of the association, including the annual Community Transportation EXPO, a

gathering of more than 1,500 community transportation professionals & exhibitors.

Kary Hughes, CSSO,. Kary currently serves as the Executive Assistant for the South West Transit Association (SWTA).Her responsibilities include providing the SWTA membership and staff with administrative, bookkeeping and member servicing assistance. Before joining SWTA, Kary was with the Oklahoma State Universi-ty, Center for Local Government Technology (CLGT) for sixteen years. 13 of the 16 years, Kary worked in and managed the Rural Transit Assistance Program (RTAP working closely with the Oklahoma Department of Transportation, Transit Programs Division, in providing technical assis-tance and training to the nineteen (19) rural transit sys-tems within Oklahoma. Additionally, Ms. Hughes man-aged the Oklahoma Rural Transit Drug and Alcohol Consortium and the Oklahoma contract with the drug and alcohol third party administrator (TPA). While working at OSU, Kary has a BS in Business Administration from Oklahoma State University. Kary and her husband, Mike,

Billy Terry serves as a Sr. Legislative Representative at the American Public Transporta-

tion Assn. (APTA) in Washington, DC. As a part of APTA’s government relations team,

Billy works to represent the public transportation industry on Capitol Hill. Prior to joining

the APTA, he served the Senior Federal Relations Officer at the Washington Metropoli-

tan Area Transit Authority (WMATA) – the transit system of our Nation’s Capital. Billy

served as the Senior Advisor for Intergovernmental Affairs for the D.C. Department of

Transportation. Born and raised in Pittsburgh, Billy holds a B.S. in Business Administra-

tion from Penn State University, a Master’s of Urban and Regional Planning from the

University of Pittsburgh, and Master’s of Professional Studies in Managerial Economics

Gaylord Salisbury II has sixteen years of transit experi-

ence with the Kansas City Area Transit Authority

(KCATA), and has held the position of Superintendent of

Transportation since 2011. As the superintendent, he

provides direct support to the department director in man-

aging approximately 500 bus operators and a salaried

support staff of thirty-five, supporting Dispatching, Road

Supervision, Scheduling, and Safety and Instruction. Pri-

or to his current assignment as Superintendent, Gaylord

served for two years as Manager of Safety and Instruc-

tion. While in that position, Gaylord oversaw the recruit-

ment and training of approximately 135 bus operators.

He also worked with a staff of three salaried instructors to

develop and implement specific remedial training pro-

grams to address individual or group operational deficien-

cies within the bus operator population. Before starting

with the KCATA, Gaylord was a store manager for Quik-

Trip Corporation, where he developed strong customer

service and management skills. These skills were invalu-

able and easily transferrable to his duties throughout his

career with the KCATA. Gaylord started his career as a

bus operator. While working as a bus operator, he was

trained as a temporary road supervisor and dispatcher.

Throughout this time, he developed a keen understanding

that the primary focus of this organization must be safety

and customer service. To accomplish this on a personal
