Mayor's Administrative Duties and Responsibilities Municipal Planning Council (MPC) has extensive legislative as well as administrative functions. The MPC is its law-making body or legislative in the sense that it evolves policy within the ambit of the powers delegated to the Mayor, and adopts by-laws and resolutions based on this policy. In some instances, when exercising a discretion vested in it by statute, the MPC as in a judicial or quasi-judicial capacity.

AND NAVAL AIRBORNE WEAPONS MAINTENANCE UNIT ONE, GUAM

FOR PERFORMANCE AS SET FORTH IN THE FOLLOWING

CITATION: For continued outstanding achievement in the development and

implementation of a Community Service/Sister Village Program from July 2004 to June 2005. This Community Service/Sister Village Award recognizes the outstanding relationship between the people of Santa Rita and Naval Airborne Weapons Maintenance Unit ONE, as well as significant efforts and steadfast commitment to improving education, the environment, and quality of life. Throughout the year, the people of Santa Rita and Sailors of Naval Airborne Weapons Maintenance Unit ONE unselfishly volunteered countless hours in support of community events, including the Santa Rita Easter celebration for 300 children, Santa Rita Fiesta trash-a-thon beautification project, and Adopting-A­Highway approximately five miles long on Pedro L. G. Roberto Street. Santa Rita residents and Sailors participated in Guam's Liberation Day parade and helped gather materials needed for the Santa Rita Float, which was awarded first place overall. Additionally, volunteers painted Harry S. Truman Elementary School, which enhanced the aesthetics of the school for the opening of the school year. Your energetic efforts, outstanding spirit, cooperation, and caring attitude epitomize the Community Service/Sister Village Program ideals and the standard for all commands and villages. My most sincere congratulations to the people of Santa Rita and the Sailors of Naval Airborne Weapons Maintenance Unit ONE, Guam on a "JOB WELL DONE!"

Relative to commending Joseph Junior Crisostomo Wesley for his many outstanding contributions to his village community of Santa Rita and its residents.

BE IT RESOLVED BY THE LEGISLATUF.E OF THE TERRITORY OF GUAM:

WHEREAS, Joseph Junior Crisostomo Wesley, who was born on March 1, 1959, of Ellis .John Wesley and Dolores Crisostomo Wesley, the fifth child of three brothers and one sister, has, "ver since he was a youngst~r growing up in Santa Rita, expt>ndsd much of his time and energy to assist his fellow villagers and to make Santa Rita a better place to live, to the gratitude of

those community residents who are familiar with his efforts; and

WHEREAS, in 1974, at the age of 10, Joseph joined the Knights of the Altar, rising to the of their coordinator and president, which positions he still holds, serving under the

supervision of six priests, Father Ferdinand, Father Alexander, Father Daniel, Father Gus, l''ather Isidro Okumoro, and Father Jack, ar:id helping to organize and lead two other charitable organizations for Santa Rita, one a fund-raising committee for the sick and needy, and the second a group that goes around the village cleaning the homes of the sick and elderly; and

WHEREAS, Joseph also joined the Boy Scouts of America, rapidly rising to the position of Junior Assistant Scoutmaster, and while in high school, he joined the Reserve Officers Training Corps, and soon became its Battalion Executive Officer, and even prior to his graduation from high school, Joseph was given an achievement award by the Knights of Columbus; and

WHEREAS, Joseph who is presently employed by the Port Authority of Guam as a harbor police supervisor, a.nd who works part-time at the Navy Exchange at Na>1al Station, Guam, nevertheless, despite his busy schedule, finds the time to provide instructions and leadership to fifty altar knights and fifteen council members of the Santa Rita Church, and he continues to raise funds for the sick and the needy and to assist the elderly in the maintenance of their yards and homes, his inexhaustible energy and his drive to assist others being worthy of praise and recognition; now, therefore,, be it

RESOLVED, that Guam commend Joseph actions in helping further

the Twenty-First Guam Legislature does hereby on behalf of the people of Junior Crisostomo Wesley for his outstanding achievements and his unselfish the people of Guam, particularly those who reside in Santa Rita; and be it

RESOLVED, that the Speaker certify to and the Legislative Secretary attest the ad.option hereof and that copies of the same be thereafter transmitted to Joseph Junior Crisostomo Wesley; to the Mayor of Santa Rita; and to the Governor of Guam.
