I.OVERVIEW

The Committee on Education, Public Library and Women's Affairs convened a public hearing on August 7, 2014 at 4:00 pm inf Liheslatura 's Public Hearing Room. Among the items on the agenda was the consideration of the appointment of Mr. Kyle R. Mandapat, Member, Guam Public Library System Board, the appointment history as follows:

•Appointed by the Governor of Guam on July 9, 2014, term to expire June 29, 2017. •Appointment packet forwarded to I Lihes/atura on July, 10, 2014; and •Appointment packet forwarded to the Committee for public consideration on July 10,

2014.

All legal requirements for public notices were met, with requests for publication sent to all media and all Senators on July 30, 2014, (5-Day Notice) and August 4, 2014 (48-Hour Notice) via email. Copies of the hearing notices are appended to the committee report.

II. SUMMARY OF TESTIMONY AND DISCUSSION

- Speaker Won Pat Ed.D announced that the Committee will hear the nomination of Mr. Kyle Mandapat for the Guam Public Library System Board. Speaker asked the appointee to tell the public about him and why he wants to serve on the board.

- Kyle R. Mandapat the appointee mentioned that he is a personality host with Sorensen Media Group. He mentioned that his current line goes back 2 years, where he brought his children to the Dededo Library, to explore the books. He thanked the government for keeping the library open. The appointee is also working on a book where he is donating all 100% of the proceeds to be donated to the Library. He also mentioned that everybody is interested in keeping the library open.

- Speaker Won Pat Ed.D thanked Senator San Nicolas for joining the committee hearing. Speaker mentioned that Ron Diaz from Sorensen Media Group and Mrs. Doris Quichocho, Vice President from Southern High School PTSO, wrote a testimonies in support of the appointee as part of his packet.

- Speaker Won Pat Ed.D speaker acknowledged the book entitled, " I'm from Guam" and thanked Mr. Mandapat for all the proceeds of the book going to the library.

- Vice Chairperson Yamashita thanked the appointee for the energy and spirit he brings to the board. Senator Yamashita mentioned the notion of intergenerational activities and programs that the library can get back to. Senator Y arnashita lastly thanked the appointee for making the time and giving back to Guam.

- Senator San Nicolas fully supports the appointment of Mr. Mandapat. Senator San Nicolas mentioned the technology aspect of searching for books and for library users who are on the go.

- Speaker Won Pat Ed.D acknowledged the appointee receiving the voice of the year award and hopes the appointee be the voice for the library system and welcomes the nomination of the appointee.

III. Findings and Recommendations.

The Committee on Education, Public Library and Women's Affairs hereby reports out the nomination of Mr. Kyle R. Mandapat to serve as Member of the Guam Public Library System Board for a term of three

I've worked with Kyle for about eight years and have seen his growth within our company. Mr. Mandapat is an asset to the Sorensen Media Organization. Starting his career as a fresh new radio personality on Power 98, Kyle has now become a household name on Guam, and is the most desired radio emcee on island. Mr. Mandapal has a unique ability to entertain people of all ages - from young school children to the elderly. His mass appeal and ability to make everyone laugh is what makes him so likeable.

Kyle is a very hard worker with a generous heart. He often gives back to the community by hosting events for non-profit organizations. Kyle can be found visiting public schools as a guest speaker during Career Day, or reading to the kids as a Celebrity Guest Reader. He is also the author ofa children's book where all proceeds benefit the Guam Public Library.

Mr. Mandapat is a team player who always offers his time to assist when needed. He has become the reliable source to tap when special projects arise or staff shortages need to be filled. All this he does without any complaints. Kyle has also contributed a lot of his creative ideas which has benefited the company in terms of exposure and revenue.

Sorensen Media Group is blessed to have a creative, dedicated, and hard-working team member such as Kyle Mandapat on our team. We truly value his hard work and determination and only see a brighter future for him within our company. The Guam Public Library would be fortunate to have Mr. Mandapat as a member of it's' board.
