1. Overview

Population 16.50 Million, 2019

GDP growth 7.2 %

GDP per capita $1,600 as of 2019

Urban Population 24.2% (4,050,459 in 2020)

2. Climate Change in Cambodia

❑ Cambodia is identified to be one of the mostclimate-vulnerable countries in Asia.

❑ Flood and storm produce the most severedamage to houses.

2. Climate Change in Cambodia (Cont)

❑ For Cambodia, CO2 contributes to 99%

of total GHG emissions from Road

Transport.

❑ Majority of vehicles are second-hand,

have poor efficiency and consequently

high CO2 emissions.

❑ Heavy traffic in urban areas experienced

during rush hours.

❑ Railway infrastructure is

underdeveloped, resulting to Road

Transport as the dominant mode of

transport.

3. Actions Taken

❑ Various national measures and strategies have been adopted.

❑ CC Action Plan for Transport Sector- CCAP, 2014-2018

➢ integrated public transport system in main cities

➢ incentives for public users

➢ Encourage participation from private sectors

➢ underground and above-ground mass transit and rapid rail systems

➢ bicycles and tricycles

➢ walking and cycling facilities

➢ master plan for city transport

3. Actions Taken

➢ Technological leap-frogging to emerging sustainable transportation technology

➢ Public transport units in Phnom Penh:▪ Opened in September 2014 with 3 lines, 17 lines in 2020.▪ Lack of connectivity, accessibility, time consuming for bus taking, and

irregularity of arrival of buses as per schedule => little support from public.

▪ Put on hold due to covid-19; soon reopened.

3. Actions Taken (Cont)

❑ Some activities have been done in Siem Reap City to contribute to mitigating CC:➢ LED Light➢ Traffic Signs and➢ Warning Lights with Solar

4. Moving Forward

❑ Formulated various strategic plan and master plans to administer the

use of public transport as follows:

➢ Implementing Ministry of Public Works and Transport (MPWT)’s

continuous efforts in the sixth legislature

➢ Climate Change Strategic Plan 2014-2023

➢ National Strategic Plan on Green Growth 2013-2030

4. Moving Forward (Cont)

❑ To implement the Royal Government of Cambodia’s priority policy for the

Sixth legislature of the National Assembly, MPWT will continue its efforts

to:

➢ formulate National policies, master plans

➢ smart transportation systems and traffic management.

➢ develop the city's streets

➢ study and solve the traffic jams in Phnom Penh.

➢ study the feasibility of building an automatic train system, monorail, and subway in Phnom Penh.
