NAMIBIA CONSUMER PRICE INDEX BULLETIN MAY 2013 III

The Namibia Consumer Price Index (NCPI) includes all expenditures on goods and services made by Namibian private households in urban and rural areas, and is compiled by comparing the prices of the goods and services of the month under review with the prices prevailing in December 2001. More than 7000 prices quotations for goods and services are collected monthly from about 650 retail outlets in 8 localities.

The item indices are calculated as unweighted geometric averages of price ratios while the higher-level indices are calculated as weighted arithmetic averages of the item indices by using chained Laspeyres index number formulae. The NCPI weights represent the expenditure share of each commodity in the 1993-94 Namibia Household Income and Expenditure Survey. The Consumer Price Index is published about 15 days after the end of the reference month to which it relates.

The NCPI is used as the basis to calculate the rate of inflation as experienced by households in their role as consum-ers. The inflation rate measures the change in the NCPI of the month under review to the previous month (month-on-month change) or to the same month in the previous year (year-on-year change). The NCPI and the inflation rate have become key figures for purposes of economic policy-making, especially the conduct of monetary policy.

The inflation rate is often used in a wide variety of private contracts for the purpose of adjusting payments (such as wages, rents, interest and social security benefits). It can, therefore, have substantial and wide-ranging financial impli-cations for governments and businesses, as well as for households.

SUMMARY COMMENTS

The All Items Consumer Price Index for May 2013 increased by 0.4 percentage points from 203.1 recorded in April to 203.5. This increase resulted in a constant monthly inflation rate of 0.2 per cent for April and May 2013 respectively. The annual inflation rate for May 2013 stood at 6.1 per cent compared to 6.0 per cent recorded in May 2012.

The Food and Non alcoholic beverages index for May 2013 increased to 241.0 from 239.8 recorded in April 2013 resulting in a monthly increase of 1.2 percentage points. This increase was due to increases recorded in most of the subgroups comprising the Food and Non- alcoholic beverages group with the exception of declines recorded in Oils and fats (-0.9 per cent), Fruits (-0.8 per cent), Vegetables including potatoes and other tubers (-0.6 per cent), Bread and cereals (-0.4 per cent) and Fish (-0,1 per cent).

The Bread and cereals index for May 2013 was 231.0, a monthly decrease of 0.9 percentage points over the April 2013 index of 231.9. This decrease occurred mainly as a result of monthly price decreases for the following items; rice, maize meal and bread cake flour.

The monthly and annual inflation rates for the month of May 2013 for goods were estimated at 0.3 and 4.7 per cent as compared to those for services which stood at 0.01 and 8.5 per cent respectively, an indication that prices of goods on monthly basis have accelerated much more faster than those for services for the period of April to May 2013.

The annual inflation rates for the major groups comprising the Namibia CPI were Food and Non alcoholic beverages 7.4 percent, Housing, water, electricity, gas and other fuels 9.6 percent and Transport 2.7 per cent, indicating a substantial price increase for the Housing category while prices in the Transport category slowed down markedly. Corresponding rates registered during the same period last years were 7.9, 4.3 and 8.0 per cent respectively. The average monthly and average annual inflation rates for the period January to May 2013 stood at 0.6 and 6.3 per cent as compared to 0.6 and 6.7 per cent estimated during the same period last year.

The detailed results of the Namibia CPI for the month of May 2013 are displayed in Tables 1-10 and in Charts 1-6 re-spectively on the following pages.
