EXPANDABLE MODULAR TEMPORARY HOUSING
The following recommendations are variations of some of the products developed as part of FEMA’s Alternative Housing Pilot Program as implemented in Mississippi as the Mississippi Cottage Program. While maintaining many of the basic structural elements of certain Mississippi Cottages units, designed to withstand 150 mph winds, the recommended modules are simplified and designed specifically to be expanded for use as permanent housing after the temporary use period.
Address FEMA IA challenges:
•When the time required to repair or rebuild permanent homes will be protracted
•When placement of traditional manufactured housing may be unacceptable to the community
•Leverages FEMA IA investment in temporary housing to accelerate the development of permanent housing and shorten the temporary housing period

•Generates less of a false sense of permanency

•Parapet designed to support future pitched roof of 7 in 12 or greater.
•SPF flat roof highly energy efficient. Insulation remains after pitched roof is added.

•Larger than a FEMA trailer (240 SF) but smaller than the current Park Model (387 SF)
•Open plan similar to extended-stay hotel studio suites offers greater flexibility to serve as expansion module for base unit
•Standard room dimensions accepts conventional furniture

•Provides opportunity for affordable housing organizations to leverage FEMA IA investment by converting temporary housing modules into permanent housing that is indistinguishable from conventional housing
•Modular approvals would be predicated on expansion and the addition of a pitched roof within a specified period

CONVERSION TO PERMANENT HOME
•Basic flat-roof modules offer potential for great architectural variety at conversion by constructing the permanent roof and porch at a later stage
•Pre-engineered designs for additions, roofs and porches should be provided in advance

•Without the pitched roof initially, modules with higher ceilings and transom windows can still be easily transported
•Taller facades enhance the exterior building proportions and permits more options for porch design

Initial Limited-Production Proof-of-Concept Pilot
•Target non-profit housing developers such as Habitat for Humanity with clear capacity to complete conversion to permanent use
•Resident must be qualified survivor
•Provides model home for securing community buy-in
•Could be stick-built for proof-of-concept
•If stick-built, provide funding to Habitat equivalent to cost of 1 FEMA Manufactured Home and two Park Models for full build-out of 3-BR +Den/4-BR permanent home. (1 Base module plus 2 studio modules)
