ASIAN HIGHWAY (AH 26):

“AH26” is the route number given to the Philippinesegment of the Asian Highway Network. It is also knownas the Pan-Philippine Highway or the Daang MaharlikaHighway. It stretches from Laoag City, Ilocos Norte (LuzonIsland), to Zamboanga City (Mindanao Island).

The maximum dimensions and axle weight of a motor vehicle shall not exceed following measurements:

NATIONAL STANDARDS ON

VEHICLE EMISSION


In order to address the worsening air pollution in the country, the following types of vehicles loaded with EURO 4 fuel shall comply with these corresponding emission limits/standards as per the “Philippine Clean Air Act of 1999”.

The ASEAN Framework Agreement onMultimodal Transport (AFAMT) which wasconcluded in 2005, and as existingmultilateral agreement for road freightvehicles, is still being used to facilitate thedevelopment and operationalization ofefficient multimodal transport servicesadequate to the requirements ofinternational trade.

“As of May 2018, the ratification date in the Philippines was on 30th of June 2008.”


The draft executive order (EO) that will designate the Department of Transportation (DOTr)as the Philippines’ competent national body that will oversee multimodal transportoperators (MTOs) is being finalized.

The DOTr’s Technical Working Group is now finalizing the EO, as well as the joint departmentorder (JDO) creating an interagency technical working group for the implementation of theAFAMT.

The Republic of the Philippines, through the then Department of Transportation andCommunications (DOTC), committed to the AFAMT in 2005, but has yet to do thegroundwork and institutionalize the agreement.

In line with the proposed EO, the DOTr is also planning to create an Office for MultimodalLogistics Transport to handle policies and regulations governing the country’s MTOs.

ENFORCEMENT MECHANISMS

“It shall be unlawful for any person to import, cause the importation of, register, cause the

registration of, use, or operate any vehicle with its steering wheel right-hand side thereof in anyhighway, street or road, whether private or public or of the national or local government exceptsuch vehicles that are acknowledged as vintage automobiles, manufactured before 1960, in showroomcondition, and/or are to be utilized exclusively for officially and legally sanctioned motorsportsevents, and off-road special purposes vehicles.” (emphasis supplied)

The Bureau of Customs strictly observed andimplemented the R.A 8506 entitled AN ACTBANNING THE REGISTRATION AND OPERATION OFVEHICLES WITH RIGHT-HAND STEERING WHEEL INANY PRIVATE OR PUBLIC ROADS, PROVIDINGPENALTIES THEREFOR AND FOR OTHER PURPOSES:


“R.A No. 8794 – An Act Imposing a Motor Vehicle User’s Charge on Owners of All Types

of Motor Vehicles and For Other Purposes”

The Joint Implementing Rules and Regulations wereissued, dated 16 August 2000, by the DPWH andDOTC, pursuant to the provisions of Section 9 of RA8794, which provides for the imposition of a motorvehicle user’s charge as well as the creation of aBoard.

Republic Act No. 8794 is hereby declared as the policy of the Stateto provide for and ensure the adequate maintenance of nationaland provincial roads through sufficient funding for the purpose.
