WILLIAMSBURG, VIRGINIA WALTER J. ZABLE STADIUM

(Rain Location: Phi Beta Kappa Hall)

MAY 14, 1995 4:00 P.M.

Judge Abner J. Mikva

Abner J. Nava is one of the few Americans to have served in all three branches of the federal government. He was a member of the United States House of Representatives for ten years and a Judge of the U.S. Court of Appeals for the District of Columbia for fifteen. Since October, 1994, he has served as Counsel to the President.

Judge Mikva is also an accomplished scholar, having published over 30 law review articles. He recently completed a law school casebook on his favorite topic: The Legislative Process. He is also the author of The American Congress: The First Branch (1983).

Judge Mikva was born in Milwaukee, Wisconsin, where he attended public school and, following service in World War II, the University of Wisconsin at Milwaukee. He graduated from Washington University in St. Louis and the University of Chicago Law School, where he was admitted to the Order of the Coif. Following graduation, he served as law clerk to U.S. Supreme Court Justice Sherman Minton.

While practicing law in Chicago, Judge Mikva became active in "reform" politics and was elected to the Illinois House of Representatives in 1956. He was elected to Congress in 1968. In 1979, he was appointed by President Carter to the nation's second highest court, where he later served as Chief Judge.

In naming him to the position of Counsel to the President, President Clinton recognized Judge Mikva as "a man of uncompromising integrity and judgment."

Order of the Coif

The Order of the Coif is a national scholastic honor society in law. Its purpose is "To foster a spirit of careful study and to mark in a fitting manner those who have attained a high grade of scholarship" in the study of law. The English Order of the Coif was the most ancient and one of the most honored institutions of the common law. Its origins possibly antedated the Norman Conquest. The American Order of the Coif was founded in 1912. Membership in the Order of the Coif is the highest academic honor a law student may achieve. It is equivalent to membership in Phi Beta Kappa for undergraduates, recognizing the scholastic achievement of students selected from the upper ten percent of their class.
