Utilization by Academic Program, 2016Professoriate

The following pages present a summary of faculty staffing, utilization, and underutilization reported in the 2016-2017 Affirmative Action Plan as compared with the 2015-2016 Plan. The information is presented by academic program with detail by college or unit.

Utilization is the percentage of a given protected class within a job group (referred to as "Affirmative Action Unit" or AAU). In Affirmative Action Plans, faculty utilization is further broken out by academic program (as defined in the federal "Classification of Instructional Programs" or CIP).

For each protected group, we provide: total faculty, underutilization (in full-time equivalents), change in underutilization from the prior year's plan, and utilization as a percent of total faculty. "CUNY Utilization" entries are shaded when they are significantly lower than the general labor market availability for similar positions (80% of labor market).

The "Change" column shows the difference in underutilization reported in the 2015-2016 plan and the 2016-2017 plan (i.e., a change over a one-year period). Where necessary, corrections have been made to the original plans to assure that constituent departments are assigned to the same academic program in each of the two years, to produce a meaningful comparison.

No utilization analysis is performed for programs where the minimum staffing threshold is not met (five or more faculty); thus the total number of faculty at a campus does not always equal the sum of the counts in detailed charts.

Benchmarks for labor market availability correspond to the minimum educational requirements for each title group as per CUNY policy. For the professoriate, labor market availability data is derived from the US Department of Education's statistics on doctorate-level degrees conferred by Title IV participating institutions in 2011-2012. For instructors, the benchmark is master's-level degrees conferred, and for lecturers, bachelor's degrees conferred. This data excludes graduates of US Service Schools, Non-Resident Aliens, and individuals with unknown ethnicity or gender. "Total Minority" is the sum of all reported ethnicities other than White. Program-level data is not availabile for Italian Americans. Data is further defined by geographic region, with data from the four-state region (NY, NJ, CT, PA) weighted at 20% and data for all other US locations weighted at 80%.

The Totals row provides a sum of all the detailed rows, except for the utilization column which calculates an overall utilization for reference purposes. As each campus is a

In Architecture and Related Services, CCNY experiences underutilization among Females, across all race/ethnic groups, and among Total Minority. Underutilization has increased among Hispanics and for Total Minority. While Females and Black/African Americans remain underutilized, there has been some improvement.NYC College of Technology underutilization among Females and Black/African Americans remains constant.

Five CUNY campuses are underutilized for Females. Underutilization has increased for Females on three campuses, and decreased in three. Five campuses experienced underutilization for Asian Americans in these fields as well. Hunter College, for example has improved its level of underutilization among Females and Asian Americans, however its level of underutilization remained steady for Black/African Americans and increased for Hispanics and Total Minority.

Ten CUNY campuses are underutilized for Females in the Biological and Biomedical Sciences. While improvements were made on three campuses, four experienced greater levels of underutilization.Among race and ethnic groups, Asian American underutilization increased at Baruch College and Medgar Evers College. Underutilization remained steady at Hunter College.Improvements in underutilization among Hispanics were made at Bronx Community College and Medgar Evers College. Five campuses continue to experience underutilization among Black/African Americans.

Nine CUNY campuses are underutilized for Females in Business, Management, Marketing, and Support Services.Improvements in female underutilization have occurred on three campuses, a decline in one, and no change in five others. Six campuses experience Total Minority underutilization with the most underutilization among Black/African Americans (nine campuses). While slight improvements have occurred, this is a program area of concern.

Female Asian-Hawaiian/Oth. Pacific Islander Black - African American Hispanic Total Minority

Underutilization for Females has increased in three CUNY campuses. Nine campuses continue to experience underutilization among Black/African Americans in Education in spite of strides in a positive direction on five of these campuses. Among the CUNY campuses City College underutilization for Females is of note. While the College of Staten Island experiences underutilization for Total Minority, there has been some improvement. Underutilization for Total Minority has also improved at Hunter College and Lehman College.

Female Asian-Hawaiian/Oth. Pacific Islander Black - African American Hispanic Total Minority

Underutilization among Females exists on eight CUNY campuses. Two of these campuses experienced a downward trend in underutilization. The College of Staten Island is making improvements. Of particular concern is the level of underutilization on seven CUNY campuses for Asian Americans in Foreign Languages, Literatures, and Linguistics.

Eight CUNY campuses report underutilization for Females, however four have shown some improvement. Of particular concern is the degree of underutilization among ten of the CUNY campuses for Asian Americans.
