The purpose of this meeting was to conduct a Coordination Services Site Visit in connection with the Job Ready National Emergency Grant (JD-NEG) Initiative. Prior to the meeting the WIB staff had an opportunity to review JD-NEG Self-Assessment in order to prepare for the site visit. During the course of the meeting the participants discussed the WIB’s initial plan, necessary revisions to that plan, the work to date and the potential adjustments and innovative changes the WIB plans to make for the balance of the year. Also discussed was what has been learned via the implementation of this initiative that will impact the LWIA as it prepares for the requirements and expectations of the Workforce Innovation and Opportunity Act (WIOA). Overview: The site visit was completed in Montgomery County WDB offices in Norristown, PA. Staff reviewed and discussed the various aspects of the JD NEG Program and the reason behind Montgomery County’s early and continued success in the program. Key to this included (1) effective use and review of PREP lists to locate potential job seekers, (2) strong relationship with employers and business community and (3) key staff serving as a liaison between all parties. One of the initial key aspects of Montgomery County’s success is the in depth work completed in their initial JD NEG grant application. Upon review of the grant narrative, it is

BasedontheprioritiesofJDNEG,healthcare,energyandmanufacturing,Mr.ZaleregularlyreviewsthePREPlisttoidentifythosethatarelongtermunemployed(orpotentiallylongtermunemployed)andlaidofffromorhavingpotentialemploymentopportunitiesinthethreepriorityemploymentsectors(Seeattachment2).FromthePREPOrientationlist,Mr.Zalereviewsthelist,theattendeesandthenidentifiesappropriateJDNEGpotentialjobseekers.Fromthislist,Mr.ZalethencontactsthemviadirectcontactatthePACareerLink®,viaphoneoremail.

Thekeytothissuccessistocontinuetodothisrepeatedly,weekly,ofnotonlythenewlistsestablishedeachweekbutalsotoreviewpreviouslistsandfollowthemup.Insomecases,theindividuallistedseveralmonthsagoisstillunemployedorunderemployed.

Onceindividualsareidentified,thekeyistoestablishanIEPwiththem,providethemagoal(s)andtrackthem.

basis to ensure that Montgomery County is capturing the Retention and Wage Gain (Average Salary Increase) data for both the JD NEG OJT and JD NEG ITA participants as well as the Average Cost Per Participant data.

2) StrongRelationshipswithEmployersandEmployerSectors

MontgomeryCountyWDBhitthegroundrunningwiththeJDNEGprogram.Theirenrollmentsandexpenditureswerefaraheadoftherestoftheworkforcedevelopmentareas.BytheendofJanuary,2015,MontgomeryCountyhadalreadyenrolled8individualsinworkbasedtraining(mainlyOJT)andexpended$38,242.ThiswasfaraheadoftheotherLocalWorkforceDevelopmentBoardsparticipatingintheJDNEG.

Inexploringthereasonsfortheirsuccess,itwasclearthatMontgomeryCountyhaddonetheirhomeworkinrespondingtothegrantrequest.ManyLWDB’sprovidegeneralinformationrelatedtothegrantrequirements.MontgomeryCountyspecificallylists14effectiveemployerpartnershipsutilizedtoidentifyemployers.TheemployerpartnershipsareheadlinedbytheManufacturingAllianceofBucksandMontgomeryCounties.ThisindustryorganizationhasbeenformedundertheguidanceoftheMontgomeryCountyCommerceDepartmentwithanemphasisofthisalliancebeingworkforcedevelopment.Also,theMontgomeryCountyWDBalsoemphasizesthe“PipelineDevelopmentStrategy”withDislocatedWorkersrelatedtoandtakingadvantageofthefederalTAACCCTtrainingatthe4areaCommunityCollegesinenergy,healthrelatedandmanufacturingsectors.Withthesuccessofover70OJT’sinPY13,thiswasanaturalextensiontoaddresstheJDNEGopportunities.

Finally,thePACareerLink®MontgomeryCountyandtheMontgomeryCountyWDBhasanoutstandingoutreachandemployerengagementstrategy.AttachedisanOJTflyertorecruitemployers.Also,aspartofthePACareerLink®JobSearchstrategy,MontgomeryCountyutilizesemployerpanelstoorientjobseekerstospecificemployerexpectations.TheWDBandPACareerLink®havelearnedthatthisinformationcomingfromemployersdirectlytojobseekersishighlyeffective.Attachedisaflyerfeaturingtheemployerpanels.

WhilemayLWDB’stouttheirextensiveemployerengagement,MontgomeryCounty’sisoneofthemostcompleteacrosstheCommonwealth.

Mr.EdZaleisthatstaffpositionthatservesandanadvocateandlynchpintoensurethatJDNEGprioritiesaremet.Mr.Zale’sexpertiseindataresearchandmanagementnotedaboveisoneareawherehecontinuallyminesthisinformation,contactsindividuals,andmakesappropriatestaffawareofthepotentialparticipantsforOJTorITAavailability.Mr.ZalealsoworkscloselywiththePACareerLink®officetohelpidentifyadvocateforemployersthatwouldbegoodplacementopportunityforjobseekers.Ed’sknowledgeofandexperienceinthisareahasbeencriticaltothesuccessoftheJDNEGproject.

will be a means for them to access multitudes of potential employees from which to hire. The focus will be on holding events at Montgomery County Community College. A full-time Coordinator will be hired to manage the Business Leadership Events Program reporting to the Dean of Workforce Development and Continuing Education at Montgomery County Community College. The Coordinator will work in tandem with the PA CareerLink® in organizing the events as well as in the collection and reporting of data and outcomes. Quarterly reports on the program will be provided to the WIB and Fiscal Agent. The Coordinator will work with the Manufacturing Alliance of Bucks and Montgomery County to identify employers that will participate in events. The Coordinator will also work with the Alliance to develop additional mechanisms to facilitate entrance into jobs in the manufacturing industry. Employer Partnerships The Montgomery County WIB will coordinate activities to support these training with our partner organizations, including: Southeastern PA Advanced Manufacturing Industry Partnership Bux-Mont Manufacturing Consortium Information Technology Action Group Industry Partnership of Southeast PA Mid Atlantic Employers Association Montgomery County Economic Development Corporation Biosciences Industry Partnership of Southeast PA Chester County Health Care Partnership Penn State Abington Penn State Great Valley Montgomery County Community College Central Montgomery County Technical School North Montgomery County Technical School Eastern Montgomery County Technical School Western Montgomery County Technical School Outcomes Previously the Montgomery County WIB had identified specific High Priority Occupations in these High Demand Industries as having great potential for training and credentialing for high paying positions and this has been borne out during our ITA funded training in the last Program Year. We have had 76 individuals complete training in these three High Demand Industries in the last program year, many of whom earned over $1,000 per week. We will provide monthly and quarterly updates regarding the training outcomes, along with expenditures for this project. In October-November 2014 we anticipate up to 40 enrollments with the completion of skills training by June 2015. Pre-apprentice work and internships may continue through August 2015. In the third quarter (starting January 2013) we anticipate another 20 enrollments and in the fourth quarter (starting April) we anticipate an additional 20 enrollments.

Which applicants are eligible for OJT?

Preferred applicants are residents of Montgomery County and meet certain eligibility requirements. Applicants referred by PA CareerLink® Montgomery County will have already completed the OJT eligibility process prior to consideration.

Who selects my new OJT employee?

You do! The employer receives a pool of pre-screened applicants for consideration.

OJT employees are the same as all other new hires, with one exception: they come to you with a cost-

reimbursement benefit.

On-the-Job Training cannot be funded after hiring takes place.

What are the steps?

You provide us with a job description and we assist in the development of a customized OJT plan.

There is a simple one-page application with quick approval time.

OJT gives the new employee an opportunity to earn while they learn and it gives you a chance to recover some of the costs associated with training new employees.

What if the new hire doesn’t work out for my company?

Ultimately, you determine whether the new hire is successful and is retained on the job.

Our goal is for you to retain the new hires. We provide customized monthly trainee evaluations to ensure that everyone is informed of the new employee’s progress.

OJT FREQUENTLY ASKED QUESTIONS

The Commerce Department provides an On-the-Job Training (OJT) Program that offers area employers a unique opportunity to hire pre-screened applicants, while saving a substantial amount of money on training costs.

Training costs are reimbursed for an amount equivalent to 50- 90% of the wage of the new hire depending on company size

Maximum training period per new hire is 6 months (the aver-age is 3 to 4 months)
