This Award recognises and acknowledges a local government professional who, over a minimum of ten years, has made an outstanding contribution to the local government sector in South Australia. The recipient is nominated by their peers and determined by a subcommittee of the board of LG Professionals, SA.

JudgesThis year we received 102 nominations, all of which were considered by the judging panel, with 29 shortlisted across 9 categories. All shortlisted candidates took part in a phone interview with the judges, addressing a series of questions. The panel then met again to make the final decision in each category.

Gemma CapocciaProgram Leader Continuous Improvement, City of West Torrens“Gemma has been Council’s Continuous Improvement (CI) Program Leader for fourteen months, after having honed her skills and experience within a number of departments over her eight years with council. From the onset of her new role, Gemma’s collaborative approach and welcoming personality has made interactions with her sincere and effortless for all staff. Gemma consistently strives for excellence and creates a climate of continuous improvement while also mentoring other staff/ leaders within the organisation.Gemma’s expertise, positive leadership and vision has meant that she has been able to instil a guiding philosophy of excellence and evidence-based practice that has increased the calibre of services and led to efficiencies across the council. Her leadership and passion for excellence has seen significant improvements for Council. In 2017 management identified that customer service requests directed for action to the depot required significant improvement and tasked Gemma with the project. Gemma facilitated a number of workshops reviewing customer request processes, inevitably involving every department. By involving stakeholders and staff on the journey, she overcame both cultural and skill based barriers, navigating road blocks with grace and ensuring everyone felt part of the solution.Continuous testing with the work force led to their engagement. Gemma’s approach guaranteed that depot staff had buy-in and ownership of the outcome, which was an ongoing estimated saving of $309k or 6916 hours per year. Customer satisfaction improved as did the quality and employee satisfaction in the workplace. At the completion of this project, Gemma took maternity leave to start her family and has returned to take on the role of CI Program Leader. Gemma has dedicated her time, energy and emotional investment in securing and mentoring new a CI Officer and together they have strengthened the reputation of CI through trust, collaboration the delivery of tangible outcomes.Gemma has many continuous improvement projects currently in train and her progressive action-oriented approach, engaging personality and ability to influence those around her through her intelligence, compassion and character make Gemma an emerging leaders worthy of recognition.”

Team Leader Community Development, City of OnkaparingaSince nominating for this award Paul Wright has won a new position, Team Leader Community Development, a diverse portfolio which provides Paul an opportunity to broaden his knowledge, develop his leadership skills and extend his influence across the organisation.

“Paul Wright is the Team Leader of Onkaparinga’s youth centres and programs. He is an enabling leader whose consistent demonstration of vision and strategic thinking inspire his team’s focus on working together to improve the lives of young people. The City of Onkaparinga has a significant cohort of young people who face many barriers to gaining employment. In response, Paul led the development and pilot of Onkaparinga Youth Enterprise Hub (OYEH.) Together with his team, Paul developed the vision for the program: to connect with young people’s passions to inspire them to build a future of their choice. The results of the 12 month pilot speak for themselves with 10 young people committing to the steering group, over 2500 OYEH attendances, 1000 volunteer hours invested, 27 young people completing an accredited barista course, 13 young people running a business from OYEH, 135 young people attending Dare to Dream motivational and networking events for young entrepreneurs, 15 businesses and community organisations providing support and 6 new start-ups incubated and launched.Paul has demonstrated that he can achieve results on time and within set budget parameters. In the last twelve months there have been 44,000 attendances at our youth centres, 30,000 hours of use across 3 centres, 8200 hours volunteered, 215 youth programs delivered and 270 events attracting 12,506 attendances. Paul has also established a new in-house management model for the youth services. He delivered on improved business performance at a high standard. A key element of the new model was sourcing additional income, delivering a saving of $150,000 per annum to council. Paul developed a businesslike approach to facility leasing, a fee for service model and efficient service delivery methods, resulting in both improved services and a savings of $200,000 per annum. The number of young people attending programs has increased by over 60 percent compared to the previous youth management model.Paul has excellent working relationships within his team which has set a positive ‘can do’ culture. He fosters respectful working relationships across council, paving the way for successful delivery of infrastructure projects like the upgrade of the Aldinga Youth Centre. He leads a professional youth network that covers Marion, Holdfast Bay and Onkaparinga and feedback has been that Paul’s professional and inspirational leadership is what keeps agencies involved. Paul pro-actively manages resources and risks and considers the health, safety and well-being of himself and others. To attract young people to participate in activities, they must be challenging. The annual Regeneration Festival to celebrate Youth Week attracts thousands of young people to an event that includes skate and BMX competitions, climbing walls, youth markets and live music. Paul partners with other agencies to deliver this event in a cost-effective and safe manner.Paul demonstrates personal drive, professionalism and integrity while using performance improvement processes to develop his team, resulting in a high performing, award winning youth team.”

Senior Fieldworker, City of Holdfast Bay“David commenced employment with the City of Holdfast Bay in 2015 after working in the private sector as a Labourer for eight years. He is a standout example of an emerging leader within council and has acted in the position of Work Group Leader – Civil Works, and also as the Procurement/Events Officer on numerous occasions. David’s substantive role has responsibility to support and assist the Work Group Leader in the coordination of the field team utilising a high level of technical knowledge and skill to ensure outcomes are achieved. In addition, he demonstrates exceptional leadership by being accountable for achieving outcomes as defined or instructed by the Work Group Leader, Manager and/or work orders. He accepts responsibility for completed work in all areas of activity normally undertaken within a local work group or team in accordance with policies and procedures, champions behaviours in line with the team charter and organisational values, sets clear, measurable, individual outcomes and effectively communicates these to colleagues. David ensures that the group is held accountable for these outcomes. He is also an active member of the SBCU and WHS Committee and contributes with integrity and intent. His leadership is evidenced by the on-time delivery of WHS and other regulatory requirements. David’s interpersonal skills enable him to work constructively with people at all levels. He has an ability to connect with an audience and represent his team and Council in internal and external environments. A great example of this has been his involvement in the recent procurement of new plant for Field Services. A business case was prepared to request the Senior Leadership Team to provide a portion of the LGAWCS WHS Special Distribution Money to purchase a Mini Excavator and HydroVac unit for Field Services. The purchase of this plant reduced risks and injuries, while at the same time improving efficiency by reducing the use of external contractors. David’s development as a leader has come amidst much change to systems and processes. The use of technology for works management and customer requests for many of the staff has been a big leap. David has embraced the changes, regularly sharing his knowledge and experience by training and developing colleagues. David has recently expressed interest and now participates in a tailored leadership program within the Field Services department and is currently studying a Diploma of Management through TAFE. Taking on both programs concurrently has accelerated his development and given him exposure to like-minded employees and mentors who are able to guide him in his ongoing leadership development journey. David motivates his team to be achievement and outcome-focused for the community, extending the sentiments of his Work Group Leader and Manager with integrity. He is self-driven, organised and always looking to improve.”

Principal Policy and Strategy Officer, Alexandrina Council“Shen was first seconded into the Office of the CEO in November 2017. What began as a temporary, part-time secondment to assist with project management of the 2018 council elections has culminated in Shen’s recent appointment to the position of Principal Policy and Strategy Officer. In this new role, Shen is required to work as second-in-charge of the Leadership Department, assisting the Group Manager Leadership in governance, strategy and advocacy matters whilst also leading delivery of Council’s environmental strategy function. Shen’s appointment to this role was a vote of confidence in her strategic perspective and leadership capability.Shen is a subject matter expert with respect to environmental policy and projects. She joined Alexandrina Council six years ago as a part-time Environmental Strategy Officer, having been recruited to embed a cross-organisational approach to environmental sustainability. In addition to this, Shen is also a skilled communicator and project manager, respected for her adaptability, well-considered advice and collaborative approach to problem-solving and decision-making. Shen’s vision and strategic thinking is perhaps most evident in her leadership of Council’s advocacy with respect to the health of the Murray-Darling Basin. Shen has been instrumental in strengthening the relationship between Alexandrina Council, Coorong District Council and the Rural City of Murray Bridge such that the three councils now regularly present a united tri-Council voice in support of a healthy, working Murray Darling Basin. Shen’s ability to bring people together in pursuit of a common goal and to achieve results is also demonstrated by the success of Resilient Hills and Coasts – a climate change adaptation partnership involving six councils in the Adelaide Hills, Fleurieu and Kangaroo Island region. Shen advocated strongly for Alexandrina to begin auspicing this project back in 2014 and in 2018, stepped into the Regional Coordinator role for six months to ensure much need continuity. Her collaborative efforts have contributed in no small part to the success of the project, with every $1 invested by partner councils in the past two years leveraging more than $4 in new external funding for strategic climate adaptation projects.Shen demonstrates personal drive, professionalism and integrity in all that she does and over the past 12 months has ably demonstrated her capacity to grow into a senior leadership role. Shen has successfully acted in the role of Group Manager Leadership for three two-week periods between August and November 2018. On the last of those occasions, Shen was required to step in at very short notice to lead the first induction session of our new Council following the conclusion of the 2018 council elections. Shen quickly mastered the necessary material and calmly delivered a seamless induction session, generating positive feedback from our newly elected Councillors.As Shen continues to grow and develop as a leader, no doubt her excellent working relationships with colleagues, Elected Members and community will continue to generate strong outcomes for the Alexandrina region.”

CITY OF MARION - REWARD AND RECOGNITION PROGRAM TEAMAn enhanced employee Reward and Recognition Program has been implemented at the City of Marion with a view to positively impacting employee morale, productivity and to ensure recognition is authentic and meaningful. The program was implemented in response to employee feedback regarding the level of real impact of the previous program.It differs from other recognition programs provided in house by broadening beyond rewards/gifts for employees, going much deeper focusing on recognition and the value an individual brings to the workplace. It recognises the positive impacts on the employee of volunteering and providing service to community members. Based on four pillars of recognition: Formal (‘STAR Award’ and ‘Innovation Award’), Informal, Giving back to the Community, and Connectedness, the program’s catch phrase is ‘Catch a colleague doing something great’.Leaders are empowered to recognise staff through supporting the values, Customer Experience Charter, goals, objectives and priorities, via positive reinforcement of desired behaviours and performance and to enhance employee engagement. The enhanced program has resulted in increasing employee recognition by 5.3 percentage points up to 74.8% since program implementation (industry benchmark 59.5%), demonstrating the impact the program is having on how valued, appreciated and recognised employees feel, which in turn has positive impacts on engagement, productivity and delivery to the community.

FIELD SERVICES CAREER CLASSIFICATION STRUCTURE TEAMDuring the 2015 Enterprise Agreement negotiations, a commitment was made between the AWU and the City of Holdfast Bay to review the existing classification structure for the outside workforce within Field Services. A working party was formed in 2016 to commence the review, consisting of three Fieldworkers and the Manager People & Culture. The focus of the review was to develop a cost effective classification structure which would provide much needed leadership within the field, and career path opportunities based primarily on identified behavioural competencies.A draft career classification structure was developed by the working party which formed part of the Enterprise Agreement negotiations of 2018. Negotiations have been completed, with the new career structure implemented from July 2018.The result is a unique career classification structure that links directly to the organisational culture and services provided by Field Services. The concept and methodology is transferable across local government. In a time where it has been identified that personal characteristics and behaviours are as important as technical ability, it has provided a modern career structure for the outside workforce which had previously been bound by out-dated, technically focussed industrial instruments.

CITY OF PLAYFORD - CITY OPERATIONS CULTURE UMBRELLA TEAMThe City of Playford’s City Operations team is responsible for the maintenance of roads, footpaths, reserves and playgrounds across Playford. With 125 members in a variety of roles, who work across multiple locations and of various ages and backgrounds, the City Operations team is a diverse group that must work together to deliver quality services and value to the Playford community.The City Operations Consultative Forum (CF) was established in 2014 and provides an environment for staff from all levels to regularly meet to address common issues, raise ideas for improvements and foster strong working relationships. In 2018, the CF identified culture as a key element to being a productive team. While the City Operations culture wasn’t seen as an issue, there was a desire to prioritise culture as a way of increasing collaboration and communication, improving quality of work and increasing productivity. The CF initiated the development of a City Operations Culture Umbrella to identify and define its culture and develop tactics to help it grow. The Culture Umbrella includes the main themes of safety, teamwork, quality and innovation. It was launched on August 30, 2018 at an event attended by all City Operations staff.

CITY OF ADELAIDE RECONCILIATION TEAM - KIDS ON COUNTRY EVENT Kids on Country provided a unique opportunity for Kaurna children to connect to culture, sharing knowledge and experiences with non-Aboriginal students and educators ‘on Country’. The interactive event was held in Wirrarninthi in the Adelaide Park Lands and featured activities for Elders to teach students Kaurna culture through music, wodli building, weaving, storytelling and tours through indigenous plantings. The day celebrated Kaurna culture and caring for Country. Kaurna people tell us of their deep connection and physical attachment to their country. Country is both a place of belonging and a way of believing; seen as offering cultural and spiritual identity and sustenance. By knowing and walking on their Country, Kaurna are able to identify and connect to themselves, their family, their Ancestors and their stories. This important Reconciliation Event had even more significance given the recent legal recognition of Kaurna people as Native Title holders of the Adelaide Plains.Around 500 primary school students participated in the day which was co-designed by Kaurna community representatives, the City of Adelaide and the Environmental Protection Authority (EPA). The event was free for schools and exhibitors and funded through an Australian Government National Landcare Program Grant, brokered by the EPA.

YOUTH LEADERSHIP PROGRAM TEAMIn 2018, City of Tea Tree Gully Youth Development invested in an innovative way of engaging local young people 14 – 22 years through weekly, interactive leadership training sessions. This exciting skill development program offers outcome-based sessions for young people to positively influence and lead, build self-esteem and become change makers in their community. Across a year, participants apply their skills and knowledge to co-lead & co-design programs and event such as the Youth Achievement Awards which formally recognise the contributions and achievements of local young people. This dynamic group also hosted the inaugural Youth Leadership Conference with huge success engaging over 100 high school students. The program has recently received recognition from other councils as a successful Youth Development model, which creates meaningful outcomes and transferable skills. The program provides a platform for young leaders to be active citizens. In consultation with the CTTG Youth Development Coordinator, the young leaders recently travelled to Roxby Downs Council in February 2019 to host the Youth Leadership Summit. They shared their expertise with rural young people and inspired them to become leaders in their community. The Youth Leadership Program continues to thrive and recently welcomed seventeen new leaders for 2019.

CITY OF PORT ADELAIDE ENFIELD - GOOD LIFE PROJECT TEAMWhile many people plan financially for their retirement, far fewer plan what they want from this phase of their life, and unlike most other transitions in life, there are currently limited avenues for help. As a result, some residents dread retirement or find it doesn’t live up to their expectations. This can lead to a gamete of health and wellbeing challenges for councils, but better planning may help councils to appreciate retirees as a rich resource to community. The Good Life project sought to better understand what helps and hinders retirees to have ‘a good life’. Working with council’s Flourish Team, together with OFTA, TACSI and COTA, the project has both informed Council’s broader agenda around social connectedness and ways people are able to give back in their community, as well as led to the co-design and delivery of two programs: Plan Your Ultimate Retirement and Mindset for Life, which support people pre and post retirement (respectively) to work out what they want from this phase of their life. CITY OF HOLDFAST BAY - ECONOMIC IMPACT MEASUREMENT TEAMFollowing the release of its Economic Activation Plan in July 2018, the City of Holdfast Bay launched an analytics ‘proof of concept’ project to measure the impact of its contribution to the local economy.Working with external technology suppliers, the project sought to model the goals and actions identified in the Economic Activation Plan to create a set of meaningful and quantifiable metrics against which to measure and track progress. Modelling was also used to identify issues with alignment between organisational plans and business units to facilitate improved cross-linkages and internal synergies.The technology, originally developed for the healthcare sector, gathers and integrates input from a wide range of siloed internal and external data sources and turns previously fragmented data into meaningful information to unlock new insights.Curated data visualisations, graphics and scorecards bring to life previously disparate material, creating a holistic picture, which can be viewed through a range of different lenses. Holdfast Bay is the first council in Australia to apply the Metrixview technology to reveal the impact of its decisions and actions, which will lead to data driven improvement as the organisation adapts its approach in response to new understandings.

STRETTON CONNECT NDIS BUSINESS SUPPORT TEAMThe National Disability Insurance Scheme (NDIS) presents immense economic opportunities for local businesses and job creation. If Northern Adelaide is to maximise on the opportunities posed by the reforms and respond to the expected growth, start-ups in the NDIS space will require specialist support in the early days while businesses are at their most vulnerable. Stable and good quality businesses will empower local NDIS participants and support the expected jobs growth. This is where the business support provided to NDIS businesses through the Stretton Connect: NDIS Business Support Program Pilot comes into play. Supporting and encouraging new business start-ups and growing a local eco-system will not only support local job growth and boost the economy but will also increase the choices available to NDIS participants. To deliver the pilot program, the Stretton Centre (City of Playford) received funding from the Department for Innovation and Skills while program partner National Disability Services facilitated the referral pathway and identified many businesses that were suitable for the program. Since commencing in July 2018, the NDIS Business Support Program Pilot has engaged 20 local NDIS providers. They have attended fortnightly workshops and accessed mentoring from local experts in areas such as finance, marketing, human resources, and business planning.Outcomes have been positive for both local jobs growth and local NDIS clients _ the participating businesses have collectively created 43 new jobs, and have collectively gained 135 additional clients.

CITY OF SALISBURY ECONOMIC DEVELOPMENT UNIT SALISBURY. THE DESTINATION TO DO BUSINESS.By adopting a more proactive approach to working with job-creating inward investment and developing closer relationships with key government and industry decision makers, the City of Salisbury has focussed on combatting recent negative speculation from various government, business and media quarters about the area’s performance in the lead up to Holden’s closure and following it. This has been supported by a reform of internal business-facing processes and an organisation-wide focus on providing exceptional customer service. Far from the economic decline that was predicted, Salisbury’s economy has been robust, there is a greater deal flow of investment leads coming into the area and the council area well regarded by State Government investment attraction and land disposal agencies. This work has supported Council’s City Plan objective to be “the place of choice for businesses to invest and grow” and to be widely recognised as a proactive, progressive and pro-business city.

CITY OF ONKAPARINGA ROAD RESEAL TEAM - SOUTH AUSTRALIA’S FIRST PLASTIC ROAD DEMONSTRATIONIn December 2018, The City of Onkaparinga, Downer Group and resource recovery and recycling companies Close the Loop and Red Group delivered the first road to be surfaced with an asphalt mix that included soft plastics and recycled glass in South Australia.The new road surfacing product Reconaphalt developed by Downer, was used on Caribbean Crescent, Happy Valley. The asphalt mix contained 139,000 plastic bags and packaging and 39,750 glass bottles that would otherwise have been destined for landfill.In addition to the glass and soft plastics, the asphalt mix included 3,200 used printer cartridges and more than 50 tonnes of recycled asphalt that was repurposed to generate 265 tonnes of asphalt to construct the road.Together with project partners, this innovative project demonstrates leadership in sustainability by creating economic, social and environmental value for waste materials.

ADELAIDE ROAD LINEAR PARK The Rural City of Murray Bridge is revitalizing, activating and transforming its entrance gateways, to be fit for a rural city of its significance by creating a journey to the town centre and riverfront and a sense of arrival to the town. The Adelaide Road Gateway project, some 2 kilometres in length, is an off-road linear park trail with features for fun and play, including seating, tables, shade structures, BBQ’s, open grassed play spaces, toilets and landscaping built to WSUD principles. The area in its entirety has been formalised with kerbing providing safe access and connectivity to business and the retail frontage along the corridor. The project has been designed with WSUD principles with open spaces and lighting a feature. Further way-finding, signage and roadway enhancement will occur as the project is completed with additional tree planting and artwork all culminating toward the transformation of the Adelaide Road gateway into the town centre and the River Murray.The project has transformed a previously tired and uninteresting arrival experience and will play a vital role in activating economic and community wellbeing. Council has delivered two significant stages of the Adelaide Road Gateway project to date and is currently delivering Stage 3 from Progress Drive to New Era Avenue.

CITY OF SALISBURY CITY INFRASTRUCTURE TEAM - INNOVATION IN ROAD TREATMENTSThe City of Salisbury undertakes a variety of road surface treatments annually to maintain the 760km of road network within the City. In the last decade, the world has increased its focus on the environment, energy efficiency, and sustainability. This focus has required suppliers and consumers alike to look outside the box and pursue opportunities that present themselves.The City of Salisbury is consistently searching for ways to reduce its environmental footprint through the use of new innovative products, or through the reduction or reuse of consumer waste. The City has been utilising various techniques and methods for the innovation of its road network.Methods trialled include Toner Pave, recycled tyres in asphalt, reuse of concrete waste and most recently utilising heat reflective pavement preservation treatments. The City of Salisbury in collaboration with SuperSealing undertook the first Australian trials of the heat reflective pavement preservation known as CoolSeal.

CITY OF SALISBURY - BRIDGESTONE RESERVE UPGRADE TEAMBridgestone Reserve is located within City of Salisbury in the northern suburbs of Adelaide, South Australia. In 2010, Bridgestone closed its Adelaide Tyre Manufacturing Plant and donated 7ha of their site to the City of Salisbury. The generous donation was in recognition of the support Bridgestone received from the Salisbury community throughout the factory’s 46-year history. The City of Salisbury has developed Bridgestone Reserve into an integrated passive recreational facility, incorporating flood management and a sustainable alternative water supply system. The redevelopment:• repurposed an old industrial site into a recreation area for the whole community• provides 100 year ARI flood protection for the adjacent suburbs • collects and treats up to 550ML of stormwater per year • significantly reduces the pollutant load to the receiving environment of the Gulf of St Vincent• provides up to 440ML of sustainable water per year to the community, reducing the community’s reliance on the River Murray and Mount Loft Ranges catchments. The $7.7 million project included $4.42 million for flood mitigation and stormwater harvesting works. This project has been undertaken by the City of Salisbury with the assistance of a $2.21 million grant from the Australian Government’s National Urban Water and Desalination Plan.

CLIMATE READY SCHOOLS TEAMClimate Ready Schools is a program designed to equip schools and students to engage with the challenge of responding to localised climate change impacts such as heatwaves and flooding. Using a STEM/learning-by-design approach, the pilot program worked with four schools (Hackham East, Aldinga R-7, Tatachilla Lutheran, Southern Montessori) to deliver climate change education for both teachers and students, including localised information about hazards such as the Urban Heat Island Effect and the adaptation responses that councils are already delivering such as urban greening. Students were then guided through a problem-centred design approach to develop innovative solutions for adaptation at a scale that they could relate to - their school grounds or local community. This partnership project between local government and the hosted NRM Education program draws on the strength of each sector to build capacity within the next generation who will be living in and responding to a changing climate. Due to the success of the program, it is now being replicated in other councils and schools.

CITY OF HOLDFAST BAY ENVIRONMENT TEAM - COMPOSTABLE BAGS IN SUPERMARKET PILOTIn March 2018 the City of Holdfast Bay implemented a 12-month trial with two local Foodland supermarkets where plastic bags for fruit and vegetables were replaced with compostable versions. The $149,298 Green Industries SA funded project aimed to increase availability of kitchen organic basket compatible compostable bags for disposal of food waste into kerbside organics bins. The pilot also aimed to reduce the supermarkets’ reliance on single use plastic bags. In-store customer surveys demonstrate overwhelming community support for the pilot and a high level of understanding of what the bags should be used for. Comparison of pre-pilot, mid and late-pilot kerbside audit data demonstrates an average 310% increase of food waste efficiency in 50 residential kerbside organics and 50 residential kerbside garbage bins in close proximity to both supermarkets.The State Minister for Environment and Water has praised the pilot and the progress report has been shared with the Australian Packaging Covenant and government staff reviewing the Australian Capital Territories (ACT) single use plastic bag ban legislation. In November 2018 the owners of the involved Foodlands indicated that they will be proposing to the state Foodland board that all 120 South Australian Foodlands make the switch to compostable produce bags.

CITY OF CHARLES STURT - PAINT THE WESTSIDE READ PROGRAM TEAMCharles Sturt has demonstrated innovative leadership, vision and genuine collaboration by working strategically with the Department for Education and Child Development SA, Uniting SA and community to deliver a new early literacy program in the inner west of Adelaide called Paint the Westside REaD. This engaging program is focussed on children 0-6 years in specific suburbs identified as showing disadvantage in literacy development. Awarded the 2018 Education Department (SA) Award for Community Engagement, the program was recognised for its creative and collaborative approach and the successful working partnership between State Government, local government, Not for Profit organisations and community to build early literacy and positive community benefits. With a strategic lens on the program, the benefit to the council has been in the sharing of resources across the partnership to achieve positive outcomes for early literacy in the community. The program has brought about increased library memberships for children, increased loans and library visits, and is encouraging families to visit libraries who had not visited before.

RDSMID MURRAY FAMILY CONNECTIONS

COLLECTIVE IMPACT INITIATIVE TEAMFollowing the 2012 Australian Early Development Census (AEDC), the Mid Murray Council became aware of alarming data, showing local children were some of the most developmentally vulnerable in Australia (second highest proportion in SA – one in three). As a result, in 2013 the Mid Murray Family Connections Collective Impact initiative was formed. With one of the biggest armies of rural advocates working to improve childhood development, children have been given the best opportunity at life - it’s working! Using Collective Impact Frameworks with a collaboration of government and non-government agencies, these passionate people, servicing and/or living in the district (with Council as their ‘backbone’) have significantly reduced the number of developmentally vulnerable children from 32.4% in 2012 to 18.8% in 2015. 45+ partners have been working with Council on this project and with external funding of $132,000 recently attracted to the cause, there are now formal plans in place to ensure its long-term sustainability and success. There are now hundreds of people living and working in Mid Murray – all with the same goal who are trained, coordinated and committed to making change long-term. It’s an incredible moment in history for the district – and a landmark decade for the Council at the helm.

CITY OF VICTOR HARBOR - FLOURISHING ON THE FLEURIEU FESTIVAL TEAM 2018The Flourishing on the Fleurieu Festival has been held every two years to celebrate retirement and showcase how the community is flourishing. It is an initiative of the Southern Fleurieu and Kangaroo Island Positive Ageing Taskforce in partnership with the Southern Fleurieu Councils and local community groups. It aims to promote health and wellbeing, and facilitate social connection. The new format introduced in 2018 offered financial assistance to local community groups to take the lead by hosting their own events/activities during the Festival week, acknowledging that addressing the challenge of loneliness requires a whole-of-community approach.The Festival was held during Active Ageing Week with 27 community groups and 15 service organisations offering a diverse range of 102 activities across four local council areas. It was a chance for people to try something new, reignite an old passion, or find out about the great things happening in their community. Around 1500 people attended events/activities with 541 of these people “new” to the group/activity. 48% indicated they would like to attend the group again.The 2018 Festival exemplified how a relatively small budget of $8,000 can build community capacity and mobilise community groups to take a lead role in offering meaningful services and connection to people living in their community.

COMMUNITY PARTNERSHIPS AND COLLABORATION

CITY OF HOLDFAST BAY - MINDA COAST PARK STEERING GROUPMinda Coast Park is an important and unique section of Adelaide’s Coast Park (an initiative between the State Government and six of Adelaide’s metropolitan coastal councils to create 70km of continuous recreation trail from North Haven to Sellicks Beach). This half kilometre section is one of only two remnant dune areas remaining along Adelaide’s coastline and the only known part of Coast Park held in private ownership, posing some unique challenges. A steering group was established, comprising representatives from Minda Inc (the landowner), State Government (primary funder) and Council (developer and asset manager). Somerton Surf Life Saving Club, the Club’s kiosk operator, traditional land owners, and various State Government agencies including the Coastal Protection Board, Adelaide Mount Lofty Ranges NRM Board, were also closely involved in the project’s development. Consultation began in 2015, with work commencing on the $5.3 million project in November 2018.Close collaboration between the project partners has resulted in a design that not only links the northern and southern sections of Coast Park providing a high-quality community recreation asset, but also protects an environmentally sensitive habitat area, embraces indigenous connection to the land and responds to the special needs of Minda’s residents.

CITY OF MARION AND CITY OF ONKAPARINGA - INNOVATION TRANSFORMATION PARTNERSHIPThe partnership between the Cities of Marion and Onkaparinga and the Flinders New Venture Institute, was a cross-council and cross sector combined approach to bring both councils together on an Innovation Transformation journey, with groups of staff working on common challenges and opportunities relating to local government. Both councils invested $45,000 in an ambitious 12 month program using the innovation methodology taught by the New Venture Institute, with the objectives of:• To inform a strategy to align corporate innovation efforts and goals• Building participants’ innovation knowledge and capabilities• Enabling development and testing of the viability of specific improvement opportunities• Establishing a pipeline of ideas and opportunities for innovation along the innovation continuum, from incremental improvements to new business opportunities• Embedding capability to transfer innovation knowledge to participants to develop a brand that creates a ‘buzz’ around innovation.Over 100 cross-functional staff from the two councils worked together, successfully achieving the program objectives as well as breaking down communication barriers, enabling future connections, forming business relationships and identifying real solutions for real challenges.

WESTERN REGION ALLIANCE - CITIES OF CHARLES STURT, HOLDFAST BAY, PORT ADELAIDE ENFIELD AND WEST TORRENSWESTERN REGION TOURISM DESTINATION ACTION PLANThe visitor economy is a key economic priority for the Western Adelaide Region and the prioritisation of the Western Region Tourism Destination Action Plan 2020 (TDAP) is testament to the successful strategic approach by the Western Adelaide Region Alliance. Western Adelaide Region of Councils comprising the Cities of Charles Sturt, Holdfast Bay, Port Adelaide Enfield and West Torrens formed an alliance in 2015 to work collaboratively together on key economic projects that will develop opportunities to benefit the Western Adelaide communities. The identification of Tourism as a growth sector prompted the development of the TDAP, which sets the strategic direction for destination management and marketing of the Western Region visitor economies. The main aim of the TDAP was to contribute to achieving Adelaide’s 2020 regional tourism expenditure target of $4.5 billion.The TDAP identified key priority areas and actions to increase tourism visitation, expenditure and employment: 1. Driving demand2. Working better together3. Supporting what we have4. Increasing recognition of the value of Tourism5. Using events to drive visitationBy implementing the regional TDAP priority action areas the cities have been able to increase prosperity via employment and economic stimulus contributing $1,862 million in tourism output.

PINERY FIRE COMMUNITY ACTION GROUP - WAKEFIELD REGIONAL COUNCIL, CLARE & GILBERT VALLEYS COUNCIL AND LIGHT REGIONAL COUNCILPINERY FIRE RESILIENCE PROGRAMBeyond roads, rates and rubbish lies the not so well told story of the other three R’s –recovery, relationships and resilience. In 2015, the catastrophic Pinery Bushfire indiscriminately burnt 86,000 hectares of land and property across four Council areas to become one of the fastest moving fires recorded in Australia’s history. The response and recovery journey saw an incredible banding together of people from different demographics and across multiple geographic borders. Preparedness, responsiveness and resilience initiatives began to emerge, but with the formal recovery ceasing at the end of 2016, and many service providers withdrawing their resources, it left community officers from Clare and Gilbert Valleys, Wakefield and Light asking “What next?” Recognising that recovery is a long and complex process for many people, Lol, Holly and Lorinda banded together to become the resilience warriors. CITY OF MARION - ‘COM PROJECT’ IMPLEMENTATION TEAMCity of Marion manages a large, diverse range of projects worth millions of dollars and recognised the need to improve project management to deliver the best outcomes for its community. In 2018 an Enterprise Project Management System (EPMS) was implemented that provides staff and decision makers with real time information on project status, resourcing, budget expenditure and risks. ‘CoM Project’ captures all programs and projects regardless of size or complexity from initiation through to project close. Its scalable application, ease of use and integration with other systems means staff now have a single point of truth to manage projects, thus enhancing efficiency and delivery. The quality and capability of project reporting has improved, transparency to communities has increased and elected members are provided the means to make more informed decisions. An engaging, adaptive change management approach ensured the system was designed by staff whilst reflecting best practice project management principles. An engaged and excited culture has emerged as staff now actively use the system. Stages 1 and 2 received funding of $145,000 for delivery and software licencing from April 2018 to June 2019. Stage 3 is planned for delivery in the 19/20 financial year.

RDSCITY OF PLAYFORD RATES TEAM -

HARDSHIP POLICY AND RESPECTFUL COLLECTIONS MODELThe City of Playford recognised that due to the diverse and low socio-economic demographics of their council region many rate payers were struggling with paying their council rates and experiencing financial hardship. Implementation of a Hardship Policy and Guidelines, Playford Assist Program and Respectful Collections model offers a more positive experience for ratepayers experiencing financial difficulties and struggling to pay their Council rates. Historically, debt recovery practices were impersonal and ratepayers received little communication prior to debt recovery being instigated. Practices were not accommodating ratepayers struggling due to issues such as unemployment and under-employment, family breakdown, illness and injury, and cost of living pressures. Paying council rates was not an easy or positive experience and adding collection and legal costs to their debts only exacerbated financial difficulties. The City of Playford is committed to improve services, payment assistance options and deliver better outcomes for ratepayers. Offering hardship assistance, flexible payment options, SMS and online communications and a respectful collections model has resulted in increased ratepayer engagement, empowerment and management of their ongoing rates and arrears. Engaging with the social inclusion sector was also vital to ensure struggling ratepayers could access free accredited financial counselling services when required.

CITY OF HOLDFAST BAY PEOPLE AND CULTURE TEAM - SAFETY “EVERY TIME”Led by the People & Culture team and in collaboration with the Leadership Team, the City of Holdfast Bay (CoHB) commenced a culture development strategy during late 2015 and determined that WHS was a critical inclusion in this strategy as it is intrinsic to how an organisation operates and behaves. During the early part of 2016, the CoHB considered strategies to enhance engagement and awareness across the organisation with the ultimate goal being to improve WHS within the workplace and to ensure that WHS was a priority in the minds of all staff - resulting in reduced incidents and injuries. A WHS Brand that all staff could relate to was developed and launched in August 2016. The brand was designed by staff for staff, with a message to consider their safety “Every Time”. The concept is highly innovative as a simple message for staff which could be broadened in the future to external community areas including events held within the City. The WHS Brand “Every Time” project has demonstrated all levels of management and staff working together to build a culture of safety which in return is producing positive results in the workplace.
