0.2. Definitions

These definitions are taken from Regulation (EU) No 1178/2011 laying down technical requirements and

administrative procedures related to civil aviation aircrew.

"Competency" (Compétence, Vakbekwaamheid) means a combination of skills, knowledge and attitude

required to perform a task to the prescribe standard.

"Proficiency check" (Contrôle de compétences, Bekwaamheidsproef) means the demonstration of skill to

revalidate or renew ratings, and including such oral examination as may be required.

"Skill test" (Examen pratique, Vaardigheidstest) means the demonstration of skill to issue a licence or rating

and including such oral examination as may be required.

"Renewal" (Renouvellement, Hernieuwde afgifte) (of, e.g. a rating or certificate) means the administrative

action taken after a rating or certificate has lapsed for the purpose of renewing the privileges of the rating

or certificate for a further specified period consequent upon the fulfilment of specified requirements.

"Revalidation" (Prorogation, Verlenging) (of, e.g. a rating or certificate) means the administrative action

taken within the period of validity of a rating or certificate which allows the holder to continue to exercise

the privileges of a rating or certificate for a further specified period consequent upon the fulfilment of

specified requirements.

1. INTRODUCTION The examiners’ guide is prepared by the Licences Directorate of the Belgium Civil Aviation Authority of

the Federal Public Service Mobility and Transport. The main objective of this manual is to increase

efficiency in the pilot licensing process and reduce administrative problems encountered by candidates for

a rating, authorisation or licence by providing clear and accurate information to all examiners (FE, FIE,

IRE, CRE, TRE and SFE).

This version takes effect on 1 October 2018.

In the event of a change or development in aviation regulations or administrative procedures, it is the

individual responsibility of the examiners to remain constantly informed of such changes and to comply

with the rules and procedures in force.

In the event of contradiction between the contents of the guide and the regulatory texts in force, the latter

remain the reference. In such an event (or in case of doubt) the examiners are requested to contact the

Licences Directorate via email at [email protected].

1.1. EASA and DGTA

Established by Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018

on common rules in the field of civil aviation and establishing a European Aviation Safety Agency, EASA

is an independent supranational legal entity created in 2003 subject to European law and accountable to the

European institutions and the Member States but without regulatory power.

EASA's main objective is to ensure the proper functioning and development of civil aviation safety as well

as environmental protection. To achieve this objective, the Agency is developing a set of standards to be

applied by all Member States. Its function is threefold:

• an advisory power in the form of opinions addressed to the European Commission in the

development of common rules in the field of civil aviation;

• executive power within its field of competence, carry out, on behalf of Member States, functions

and tasks ascribed to them by applicable international conventions;

• the power to investigate and monitor the proper application of these rules in the Member States.

In Belgium, the Belgium Civil Aviation Authority (BCAA) is part of the Federal Public Service Mobility

and Transport and is the body responsible, by the Royal Decree of 25 October 2013 implementing

Commission Regulation (EU) No 1178/2011 of 3 November 2011, for ensuring the safe, orderly and

sustainable development of civil aviation in Belgium. It aims at the continuous improvement of aviation

safety.

1.2. The Role of the examiners

Through the BCAA, the FPS Mobility and Transport issues licences, authorisations and ratings to pilots in

application with the European regulations and the international conventions. The BCAA must ensure that

candidates for a pilot licence or rating have acquired the theoretical knowledge and practical competencies

as defined in the national and international legislation.

In order to meet this overriding objective in terms of aviation safety, the Authority uses experienced pilots

with an examiner's licence. Their role is to carry out competency checks in accordance with the applicable

regulations. When exercising their privileges, the examiners must take into account that they apply the

regulations in order to maintain a high level of safety in civil aviation and that they represent the BCAA

and therefore the Authority.

According to Articles 17, 18 and 19 of the Royal Decree of 25 October 2013 implementing Commission

Regulation (EU) No 1178/2011 of 3 November 2011 laying down technical requirements and

administrative procedures related to civil aviation aircrew, the examiners are required to adopt a code of

conduct. They must be honest, objective and not have incurred any criminal conviction or violation of

aviation regulations. In addition, the General Director shall take into account the personality and character

of the candidate examiner and his collaboration with the BCAA.

We inform you that we will take into account your cooperation with our Directorate in the application of

this manual when extending or renewing your examiner's certificate.

1.3. Insurance

The Belgian State does not provide liability or accident insurance during the carrying out of skill tests or

competency checks. It is therefore the examiner's responsibility to verify that he is properly insured in the

event of an incident, accident or liability. In addition, the examiner is fully responsible for safety during the

skill test, competency check or competency assessment, whether part of an FSTD or when acting as captain

on an aircraft. There are two main types of risks that an examiner should consider insuring against. First,

direct participation in the flight tests could result in an accident and a claim for damages for loss or injury

resulting from the accident. Secondly, for professional indemnification, for example following a complaint

made by the candidate against an examiner for inadequate examination or breach of contract. Examiners

are encouraged to consult a professional to obtain appropriate insurance covering their activities as

examiners.

1.4. The structure of the Licensing Directorate

The Training Department is responsible for approving and monitoring the training structures (ATO and

DTO) as well as all the means they use (simulator, teaching tools,...). The Training Department is also

responsible for supervising the examiners.

After verification, the Licensing Department issues pilot licences and is in charge of organising theoretical

examinations.

1.5. Applicable legislation

At the date of publication of the Examiners’ guide, the legislation concerning examiners is:

• Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 on

common rules in the field of civil aviation and establishing a European Aviation Safety Agency.

• Commission Regulation (EU) No 1178/2011 of 3 November 2011 laying down technical

requirements and administrative procedures related to civil aviation aircrew pursuant to Regulation

(EC) No 216/2008 of the European Parliament and of the Council and its amendments.

• Acceptable means of compliance and guides (AMC/GM) to Regulation (EU) No 1178/2011 (FCL

Part, MED Part, CC Part, ARA Part and ORA Part) published by EASA.

• The Royal Decree of 25 October 2013 implementing Commission Regulation (EU) No 1178/2011

of 3 November 2011 laying down technical requirements and administrative procedures related to

civil aviation aircrew pursuant to Regulation (EC) No 216/2008 of the European Parliament and of

the Council.

2. CARRYING OUT THE FCL TEST

2.1. Preliminary note

Before starting the test, certain checks must be carried out to ensure that the regulatory and safety conditions

are met.

This is not always easy to do, but it is imperative that you strictly comply with it. Generally speaking, and

depending on the context, the examiner will begin by introducing himself, and will also state his credentials.

This makes it easier to request supporting documents from the candidate. In all cases, the examiner should

keep things simple and will endeavour to establish a relationship of trust.

REMINDER: If the candidate holds a licence issued by another EASA Member State, the examiner must

ensure compliance with the rules and procedures established by the Member States. To do so, you must

consult the Examiner Differences Document (EDD) available on the EASA website by clicking here.

2.2. The appointment procedure

In accordance with point ARA.FCL.205 (c) of Regulation (EU) No 1178/2011, the procedure for appointing

examiners applies ONLY:

• To the competency assessment for the issuing and renewal of an examiner's certificate.

The competency assessment for the issuing and renewal of an examiner's certificate must be carried out by

a Senior Examiner with a certificate issued by the BCAA or a BCAA inspector. The Senior Examiner must

be qualified for that specific class and type of aircraft. For the renewal and issuing of an examiner's

certificate, the examiner must be designated by the BCAA. If an examiner's certificate is extended, the

candidate is free to choose the Senior Examiner with a certificate issued by the BCAA.

CAUTION: A "designated" examiner means that the examiner has been selected at the conclusion of the

appointment process by the BCAA to carry out the skill test. The appointment is considered an

administrative act. It does not confer additional rights or privileges other than those of the licence and

endorsed ratings and certificates.

2.3. Skill-Test/Proficiency Check registration

As a general rule, before carrying out a skill test with a candidate or holder of a pilot licence issued by the

BCAA, each examiner holding a Part-FCL examiner's certificate must register the skill test at least 24 hours

in advance.

The registration system is an internet application that can be found on our website here. You can find more

details about the procedure in Annex 1 of this manual.

In the case of a partial fail or a fail, the examiner must formulate a new application in the registration

system.

A change of examiner may be carried out up to four hours before the skill test and must be notified by the

initial examiner. To do so, the initial examiner must send a reply to the confirmation letter received

following the registration of the skill test. It is important to keep the reference number in the subject line of

the e-mail and indicate the name of the new examiner.

A change of date or place due to exceptional circumstances must be notified within 24 hours by a response

to the notification system, using the same reference number.

Cancellation of the skill test for compelling reasons must be notified immediately by a reply to the

notification system, using the same reference number.

REMINDER: Each examiner holding a Belgian examiner's certificate carrying out a skill test for a holder

of a pilot's licence not issued by the DGTA, must download the contents of the examiner's examination

report on this link: here.

2.4. Administrative checks before the start of the test

An examiner may not compel a candidate to present his/her identity documents if the candidate refuses. In

this case, the test must be cancelled and this incident reported to the Licensing Department by email at

[email protected].

Prior to the skill test, the examiner must check the following:

1. The identity of the candidate. You must submit an official document with a photo.

2. Verification of the candidate’s requirements to take the test:

• holds a licence and/or rating (if applicable);

• has a valid medical certificate (except for SFI and SFE).

• The training has been satisfactorily carried out (filled in training certificate or the training

school has filled in the application form).

Note: Examiners should not check that the candidate meets the training requirements. This is the

obligation of the training school.

• Verification that the training was concluded successfully (if applicable).

Note: Examiners should not verify that the hourly volume of theoretical and practical training

complies with the regulations (except for the issuing of the ATPL). However, they must check that

the curriculum complies with the approved one (training folder). Consequently, the ATO or DTO

must prepare a training file for the student. If the candidate's performance is significantly inferior

to the skills noted in the training file, the examiner is invited to send his observations to the Training

Department at [email protected].

REMINDER: Examiners should check whether Annex 9 of Regulation (EU) 1178/2011 (for

the issuing, renewal and extension of class and type ratings and for the renewal and extension

of the IR rating) is correctly filled in, specifically the "Instructor's initials when training

completed" column before taking the proficiency check when issuing or renewing a rating

(see Annex 2).

The examiner will have to check himself:

1. if he/she himself duly complies with all the conditions to be an examiner according to the regulation

(EU) n°1178/2011;

2. if he/she is qualified for the class, type, variant and/or extension;

3. if he/she is sufficiently trained to carry out failures on the aircraft and/or to the practical use of the

simulator used.

2.5. Administrative work after the test has been taken

2.5.1. Recording the results of the skill test

The entry of the test forms is the responsibility of the examiner. Only forms and test reports issued by the

BCAA Licensing Directorate should be used. You can download them from our website, under Transport

aérien, Formulaires, Pilotes.

The examiner's test report must include:

1. a copy of the skill test (Report form and Checklist), the proficiency check (Report form and

Checklist) or the Assessment of Competence;

2. a copy of the ATO training certificate (if applicable);

3. a copy of the FSTD certificate (when the simulator is not approved by the BCAA);

4. a copy of the examiner's licence (not applicable if the examiner holds a licence with the BCAA);

5. a copy of the examiner's certificate (not applicable if the examiner holds a licence with the BCAA);

6. a copy of the examiner's medical certificate (if applicable);

7. a copy of the candidate's licence if endorsed by the examiner.

The copy of the test report must ONLY be sent to us by post (emails are not accepted) within 14 days

following the date of the test. The original of the test report is given to the candidate. Please send us legible

copies.

Please be as precise as possible when filling in and sending your test reports. In the event that the report is

incorrectly filled out, returned with missing documents or sent late, additional administrative work must be

provided increasing the processing times in issuing licences.

The table below lists the documents that must be sent by post to the BCAA after a competency check or

skill test.

2.5.2. Endorsement on the licence

Examiners holding a Part-FCL licence issued by one of the States applying Regulation (EU) No 1178/2011

may endorse the licence of a candidate holding a Part-FCL licence issued by Belgium.

Examiners may endorse the licence ONLY for the revalidation of a rating or a renewal (without any time

limit) as long as the rating is written on the licence. Examiners may NOT revalidate OR renew an instructor

ratings and examiner authorizations. When you endorse the candidate's licence, the candidate should not

fill out an application form unless the candidate wants a new licence.

NOTE:

• If the privileges of a rating are extended (even during a revalidation or renewal), you may NOT

endorse the extension on the back of the licence. The candidate MUST fill out an application form.

• In the case of renewal, the examiner may enter the renewal of the rating on the back of the candidate's

licence, provided that the rating is entered on that licence. Therefore, the candidate should NOT fill

in the application form unless they want a new licence.

• You may NOT renew the rating on the back of the licence if the rating is no longer listed on it. The

candidate MUST fill out an application form.

• In the event of an experience revalidation of the single-pilot single-engine piston class rating or TMG

class rating, examiners may NOT extend the candidate's rating on the back of the licence even if the

candidate is exempt from refresher training with an instructor. The candidate MUST fill out an

application form.

In the event of endorsement on the candidate's licence, please write legibly on the back of the licence.

Each rating must be entered on a separate row. Please use the list issued by EASA regarding the

endorsement of type and licence ratings. This list is available on the EASA website under Document library,

ANNEX 1: TEST NOTIFICATION PROCEDURE The notification procedure for the skill test requires the examiner to register the test at least 24 hours in

advance. The registration system is an internet application that can be found here. Examiners holding a

Part-FCL licence in accordance with Regulation (EU) 1178/2011 issued by another Member State do not

need to undergo an authorisation procedure prior to the test notification procedure, they simply enter the

data in this internet application.

If you cannot find your name in the list of reviewers, please select : ***NEW*** foreign examiner and

enter your data.

Please fill in the fields in the registration system. Fields marked with an asterisk (*) are mandatory. When

the document is filled in, click "Submit". You will receive a confirmation of the skill test registration in

your mailbox.

The test notification procedure is considered an administrative act before the examiner can carry out the

test. It does not confer additional rights or privileges other than those of the licence and endorsed ratings

and certificates.

In the event of technical problems with the registration system, please contact the Licensing Department

by sending an email to [email protected] explaining the problem and informing us of the

location of the skill test as well as the personal information of the candidate.

ANNEX 2 : SEIZURE OF PART-FCL ACTS

1. Introduction

This Annex summarises the information required to enter FCL documents on the paper forms issued by the

Licensing Directorate. When requesting a rating from our service, we must have the candidate's application

(application form) as well as the test reports that you must send to us by post within 14 days after the skill

test.

2. The candidate’s application forms

The application form must be submitted by the candidate for a licence or rating. However, the examiner

must fill in part of the application form. In this part, the examiner must indicate the name of the candidate,

the date on which the skill test or the proficiency check was carried out. It shall also indicate the type of

aircraft and its registration number or simulator and its simulator certificate approval number. The examiner

will enter his data and attach a copy of his licence (except for holders of a BCAA examiner's certificate)

and his examiner's certificate (if he has one). It is the examiner's responsibility to ensure that all data in this

section are filled in.

3. Test reports

The examiners must send us the candidate's test reports by post within 14 days. If this test report does not

reach the Licensing Department, the candidate cannot be issued a licence even if he has sent us all the

necessary documents.

REMINDER: According to the Royal Decree of 25 October 2013 implementing Commission Regulation

(EU) No 1178/2011 of 3 November 2011 slaying down technical requirements and administrative

procedures related to civil aviation aircrew pursuant to Regulation (EC) No 216/2008 of the European

Parliament and of the Council, "the General Director shall take into account the personality and character

of the candidate examiner, as well as his collaboration with the BCAA". We inform you that we will take

your cooperation with our Directorate into account when revalidating or renewing your examiner's

certificate.

The test report must consist of TWO documents except in the case of AoCs for SFI, TRI, IRI, CRI and

3.1. Skill-test, Proficiency check et Assessment of Competence report form

3.1.1. LAPL, BPL, SPL, PPL, CPL, IR skill test and AoC report form

In section 1 "Candidate’s personal data", please indicate

the full name, type of licence (if applicable), licence

number (if applicable), State of issue of the candidate's

licence, registration number of the proficiency check you

had to receive following the prior registration of the

candidate (see Annex 1). Remember to have the

candidate sign at the end of the skill test. An examiner

cannot oblige a candidate to sign if the candidate refuses.

In this case, it is requested to report this incident to the

Licencing Department by email at

In section 2 "Details of the assessment" or "Details of the test", please tick the boxes corresponding to the

skill test or proficiency check you are carrying out.

ATTENTION: During a skill test for the issuing of a CPL licence and IR rating, you can use a single skill

test report form but two checklists (one for the CPL and one for the IR).

In the context of a skill test for the issuing of a LAPL, PPL, CPL licence and IR rating, please indicate in

section 3 'Result of the skill test': the group, class or type of aircraft and its registration number. Please enter

the aerodrome or site name, take-off and landing time, and flight time. Do not forget to enter the details of

the skill test and tick the corresponding box if the candidate has passed, failed or partially passed. In the

case of a failed test or partial pass, you must specify the reasons for it. At the end of Section 3, write the

location and date of the skill test, your examiner's certificate number, licence number and type, signature

and examiner's name.

In the context of an AoC, please enter in section 3 "Result of the assessment of competence", the details of

the AoC must be entered. Please indicate whether the theoretical test and the skill test are passed or failed

by checking the corresponding box. If the candidate has failed, you must specify why. At the end of Section

3, enter the location and date of the skill test, your examiner's certificate number, licence number and type,

signature and the examiner's name.

3.1.2. Skill test and proficiency check for MPL, ATPL, type and class ratings, and proficiency

checks for IRs

In section 1 "Applicant’s details", please indicate the full name and licence number (if applicable).

In section 2 "Confirmation of the details of the training" must be filled in by the ATO Head of Training

responsible for the theoretical training.

In section 3 "Details of the Skill test/Proficiency check", please first enter the competency check registration

number that you must have received following the candidate's pre-registration (see Annex 1). Then check

the box if it is an ATPL Skill-test, an MPL skill-test, a Type/Class skill-test, Type/Class prof. check and/or

an IR prof. check.

REMINDER: A "Proficiency check" (Contrôle de compétences, Bekwaamheidsproef) is a practical

aptitude test, carried out to revalidate or renew ratings and including any oral examinations that may be

required.

A "Skill test" (Examen pratique, Vaardigheidstest) is a practical aptitude test, carried out to issue a licence

or rating and including any oral examination that may be required.

If required, please indicate the type or class rating. Next, please indicate the category of aircraft and the

circumstances of the test. Please also specify the tested operations: Single pilot, Multi-pilot or both. If the

IR qualification has been tested, please tick the corresponding box. Please enter the aerodrome or site name,

take-off and landing time, and aircraft or simulator number. Remember to check the box if the candidate

was successful, failed the test or was partially successful and if you endorsed the revalidation or renewal

on the back of the candidate's licence (see section 2.5.2). At the end of Section 3, enter the examiner's name,

certificate number, signature and date. Remember to have the candidate sign at the end of the skill test.

The candidate and/or the examiner may comment on the conduct of the examination. The examiner may

also describe any exceptional circumstances that may have occurred during the examination. When remarks

are indicated, the examiner and the candidate must sign and date them.

3.2. Content of skill tests and proficiency checks

As part of a skill test or a proficiency check, the examiners must fill in a flight test schedule, which can be

found in the annexes to Regulation (EU) No 1178/2011. The flight test schedule must be chosen according

to the carried out skill test or proficiency check.

3.2.1. Flight test schedule PPL, CPL and IR

For a skill test to issue a PPL, CPL or IR, please choose the corresponding Flight test schedule. It has five

or six sections. First of all, do not forget to write down the name of the candidate. Please fill in all sections

(unless indicated otherwise) with your initials beside the exercise that has been completed. At the end of

each section, please check the box if the candidate has passed or failed the corresponding section. When

the candidate has failed only one section, it is a partial pass. If he fails several sections, he failed the test.

3.2.2. Flight test schedule FI, CRI, IRI, FII

As part of a skill test or proficiency check to issue, revalidate or renew a FI, CRI, IRI, FII rating, please

choose the Flight Instructor Checklist. It has seven sections. First of all, do not forget to write down the

name of the candidate. Please fill in all sections (unless indicated otherwise) with your initials beside the

exercise that has been completed. As part of an assessment for the FI, CRI, IRI, FII rating, the examiner

must include additional exercises. These must be done in consultation with the candidate. You must indicate

the exercises used in the Checklist Flight Instructor. At the end of each section, please check the box if the

candidate has passed or failed the corresponding section. When the candidate has failed only one section,

it is a partial pass. If he fails several sections, he failed the test.

3.2.3. Flight test schedule for Multi-pilot Aeroplanes and High performance complex

Aeroplanes (Appendice 9)

Please use the Checklist Type ratings Multi-pilot Aeroplanes and High performance complex Aeroplanes

form:

1. As part of a skill test for the issuing of a type rating for complex single and multi-pilot high

performance aeroplanes

2. Within the context of a proficiency check for renewal or revalidation of a type rating for complex

single and multi-pilot high-performance aircraft as well as instrument rating for aircraft.

Examiners must check whether Annex 9 of Regulation (EU) No 1178/2011 is correctly filled out

(specifically the "Instructor's initials when training completed" column) before carrying out the proficiency

check when issuing or renewing a rating.

In order for the Flight test schedule to be properly filled out, the examiners must verify that the training has

been completed. To check it, they must check whether the "Instructor's initials when training completed"

column is filled in by the instructors responsible for the training. If it is NOT filled in, the examiner may

NOT carry out the skill test or proficiency check.

HELP: The training school's program for the renewal of a type or class rating must specify which items of

Annex 9 must be trained and the number of hours necessary to reach an adequate level.

The BCAA suggests that Annex 9 should be completed by the instructor during the student's training. For

each item completed successfully in Annex 9, the instructor indicates this in the Instructor's initials when

training completed column:

• PR = Proficient, if the candidate is considered to be trained to a sufficient level WITHOUT further

training (based on evidence).

• Date on which the candidate was considered to be trained in this section

• The code and signature of the instructor, consisting of the first letter of the first name and the first two

letters of the surname, who considered the candidate sufficiently trained in this section.

Example: PR 29/02/2017 JDO

When refresher training within the ATO takes place, the candidate is trained to a level sufficient to achieve

the proficiency check. The Instructor's initials when training completed column in Annex 9 is filled in as

follows:

• TR2PR = Trained to proficiency, if the candidate has been trained by the ATO in order to reach the

sufficient level.

• Date on which the candidate was considered to have been trained in this section

• The code and signature of the instructor who considered the candidate sufficiently trained in this

section.

Example: TR2PR 29/02/2017 JDO

In the case of complex high-performance single- and multi-pilot aeroplanes, the candidate must pass all

sections of the skill test or proficiency check. When you have checked an item, please initial the box of the

corresponding item in the "Examiner's initials when test/check completed" column.

Failing more than 5 sections will require the candidate to retake the entire skill test or proficiency check. A

candidate who fails 5 or less sections will only have to retake the relevant sections. If the candidate only

fails or does not submit Section 6, the type rating will be issued without CAT II or CAT III privileges. To

extend type rating privileges to CAT II or CAT III, the candidate must pass Section 6 on the appropriate

aircraft type.

3.2.4. Flight test schedule for Single-pilot Aeroplanes except for High performance complex

Aeroplanes

Please use the Single-pilot Aeroplanes Checklist form except for High-performance complex Aeroplanes:

1. As part of a skill test for the issuing of a type or class rating for single-pilot aeroplanes except for

complex high-performance single*pilot aeroplanes

2. As part of a proficiency check for a renewal or revalidation of a class or type rating for single-pilot

aircraft except for complex high-performance single-pilot aircraft and instrument rating for aircraft.

Examiners must check whether Annex 9 of Regulation (EU) No 1178/2011 is correctly filled out

(specifically the Instructor's initials when training completed column) before carrying out the proficiency

check when issuing or renewing a rating.

completed. To do this, they must check whether the Instructor's initials when training completed column

is filled in by the instructors responsible for the training. If it is NOT filled in, the examiner may NOT

carry out the skill test or proficiency check. If you need help, please see the help section in the sub-section,

Flight test schedule for Multi-pilot Aeroplanes and High-performance complex Aeroplanes.

In the case of single-pilot aeroplanes except for complex high-performance single-pilot aeroplanes, the

candidate must pass all sections of the skill test or proficiency check. When you have checked an item,

please initial the box of the corresponding item in the "Examiner's initials when test/check completed"

column.

If a candidate fails one of the items in a section, the candidate fails that section. Failing more than one

section means that the candidate must retake the entire examination or test. A candidate who fails only one

section shall retake only that section. For single-pilot multi-engine aeroplanes, section 6 of the applicable

asymmetric flight test or check must be passed.

3.2.5. Flight test schedule for Helicopters type ratings

Please use the Helicopters Type ratings Checklist form:

1. As part of a skill test for the issuing of a helicopter type rating.

2. As part of a proficiency check for a renewal or revalidation of a helicopter type rating and for the

helicopter instrument rating.

Examiners must check whether Annex 9 of Regulation (EU) 1178/2011 is correctly filled out (specifically

the Instructor's initials when training completed column) before taking the proficiency check when issuing

or renewing a rating.

In order for the Flight test schedule to be properly filled out, the examiners must verify that the training has

been completed. To check it, they must check whether the Instructor's initials when training completed

column is completed by the instructors responsible for the training. If it is NOT filled in, the examiner may

NOT carry out the skill test or proficiency check. If you need help, please see the help section in the sub-

• In the case of a skill test or a proficiency check for type ratings, the candidate must pass sections 1

to 4 and 6 (as the case may be) of the skill test or proficiency check. Failing more than 5 sections

will require the candidate to retake the entire skill test or proficiency check. A candidate who fails

5 or less sections will only have to retake the relevant sections.

• In the case of a competency check for an IR, the candidate must pass section 5 of the proficiency

check. Failing more than 3 items will require the candidate to retake the entire section 5. A

candidate who fails 3 or less sections will only have to retake the relevant sections.
