    PREAMBLE OF THE CONSTITUTION & BY-LAWS

    We, the Black Peoples of the World, In order to effect Unity, Solidarity,Liberty, Freedom and Self-determination, to secure Justice and maintain

    the Integrity of Ethiopia, which is our Divine Heritage, do hereby establish

    and ordain this Constitution for The Ethiopian World Federation,Incorporated.

    Given to the Diaspora by His Imperial Majesty, Emperor Haile Selassie I, New York 1937Incor orator: H.I.M Emissar , Cousin and Personal Ph sician: Dr. Malaku Ba en

    His Imperial Majesty, Emperor of Ethiopia, Haile Selassie I (Ras Tafari) Kingof Kings, Lord of Lords, Conquering Lion of the Tribe of Judah, Elect of God

    Emperor Haile Selassie I gave the Black Peoples of the World the EthiopianWorld Federation, Inc. in 1937 for the unity, protection and redemption ofAfricans at home and abroad. He gave us a Constitution and Bylaws bywhich we should govern ourselves, and gave us in the Diaspora a Land Grantin Ethiopia to encourage the sons and daughters of Africa to return to theMotherland to claim and protect our Divine Heritage. We were given aresponsibility to help protect our African family and the African Continent fromthe greed and ambitions of other countries and peoples who would desire totake advantage of our people and Africas resources (including our culture)for their own selfish purposes.

    MAY THE WORDS OF OUR MOUTHS AND THE MEDITATIONS OF OUR

    HEARTS BE ACCEPTABLE IN THY SIGHT, O LORD, OUR STRENGTHAND OUR REDEEMER.

    With the deluge of information flooding us from all sides due to thetechnological age we live in, there seem to be a proportionate decrease inour attention span.

    We demand instant gratification and it must be spoon-fed to us too.

    Instead of eating the proper foods to sustain our bodies and minds, weuse vitamins.

    We speak w/ letters instead of words.

    We go to college online.

    Why bother to talk when we cn txt?

    So, to keep u in the loop and on top of the increasing onslaught ofcommunication relevant to the state and progress of the worldwide Blackfamily, as the International President, I had promised that we would bepublishing a weekly newsletter.

    This is it folks. This is your newsletter. Issue Number One. Of Volume One.

    Member participation is vital. Not only are you expected to read the entirefirst page, and at least 1/3 of each ensuing page and up to at least page 6,

    but your ideas, input, suggestions are needed as well.

    So send in your letters, articles, links, complaints, and some positive andencouraging words for the famly would be nice as well. And pics and videostoo! Cant underestimate the entertainment value of pics .

    So in the first issue we introduce yet another innovation to bring theEthiopian World Federation, Inc. into a new era of progressive democraticdevelopment. International Committees! In other words: ENUFF TALKFAMILY!!! WE NEED TO SEE WORKS!!!

    Join one of our Special / Select International Committees in which

    members worldwide can share in the decision-making process of theEthiopian World Federation, Inc. and then help to enact the works too.

    If, like almost all of us, you have everquestioned the progress (or lack ofprogress) of the EWF, Inc., you can nowbe a part of the solution.

    The Executive Council passed a motionon Sunday, November 27, 2011,approving the appointment of SpecialInternational Committees to examinedesignated areas of focus and concernand help the Executive Council inattaining the aims and objects of theorganization.

    You can volunteer to be a member of any

    of these Special InternationalCommittees or Executive Officers of yourLocal can recommend you.

    International Membership & Locals Liaison Committee:

    WE RESOLVE#4 2003 CONVENTION: That all locals desiring the benefit of theparent body should immediately and fully adhere to all criteria described in thememorandum on incorporation to be forwarded to all locals. If you do not have acopy one will be sent to you immediately.

    Resolve#8 2003 Convention: We resolve that the international organizer should atleast communicate with all locals at least once per month by any means possible.

    RESOLVE#6 OF 2003 CONVENTIONEACH LOCAL SHOULD HAVE A DISTINCT SET OF UNIFORM CLOTHES FOR ANY EVENTINVOLVING TWO OR MORE LOCAL AND FOR CONVENTIONS.

    To address matters affecting the Locals and Membership, and assist the Council

    and in determining policies and providing adequate support for the Locals andmembers in helping them achieve their goals, and keeping them updated on anynew policies, directives or guidelines approved by the Council, as well asencourage Local members participation in the International Committees.

    Design an International Membership Drive to encourage new Locals to be formedworldwide and encourage membership growth on an exponential level.

    Propose videos, brochures, flyers, and other material to be used to promote themembership drive.

    Liaise with the Intl Education/Information Committee to coordinate efforts inpreparing the proposed material

    With the Executive Council, propose development and enactment of a new

    security enhanced worldwide ID system for members that will be compatible andacceptable with the highest levels of government security in each country wherethe EWF, Inc. functions.

    Assist in facilitating Locals and members in functioningthe Burial Fund

    Propose to the Executive Council educational programs and educational institutionsto be considered for implementation by the Locals in their communities, and by theInternational Executive Council on a National and International level and inparticular in Sashamanne, Ethiopia and Africa;

    This committee shall from time to time plan and prepare educational programs,symposiums, forums for presentation to the general public. Black History Monthshould be used as an introductory platform for such presentations in EducationalInstitutions (High Schools, Colleges) the Committee might consider presentationson History of Ethiopia, His Imperial Majesty, Hon. Marcus Garvey, The EWF, Inc.,Slavery and the Middle Passage Holocaust, the Black presence in The Bible, etc.;

    In association with the Information Committee, train members to make suchpresentations to the public.

    engaging the Education Departments and Ministries in the Local domains and

    nationwide in countries where the organization functions, to examine sucheducational material and to consider the inclusion of such in their schools syllabus.

    Provide classes on: Constitution, Amharic, History of EWF Inc., African History etc.utilizing todays technology and media

    International Education &Information Committee

    Constitution & By-Laws: It shall be the dutyof the Committee on Education to provide

    for the use of the members, books, papers,magazines and all historical and culturalmaterial and literature touching racialquestions as well as political, economic,social, health, agricultural and other matterswhich will aid in the betterment of BlackPeoples and humanity in general. Thiscommittee shall from time to time plan andconduct educational programs.

    Research, develop and provide technology for the improvement of

    communications between members, Locals, the International Headquarters, theLand Grant Pioneers and the general public.

    Bring the EWF, Inc. into the age of Technology and identify technologicaladvancements that may be utilized in all areas of the organizations functions,including providing training and employment

    Help Provide research and information to assist the International Officers, Localsand other Committees on their request.

    Help other Committees by Providing research to produce documents forsubmission and presentation to the United Nations Economic and Social Council(ECOSOC).

    With the Intl Education Committee, help provide educational, historical and

    cultural material and literature touching racial questions as well as political,economic, social, health, agricultural and other matters which will aid in thebetterment of Black Peoples of the world and humanity in general that may beused by Locals to educate members and the local community.

    Design, encourage and provide training for members to make presentations ineducational institutions and other public and private gatherings; suggesting and/orproviding documents and hand-outs to be presented at such events.

    Assist the Publicity and Press Committee in providing articles for theorganizations website, newspaper and newsletter

    Develop Archives of historical, educational, cultural items, including music, videosetc., related to the EWF, Inc., Ethiopia, Rastafari livity and the Black experience.

    Plan and propose Exhibits to promote the History and Culture of Ethiopia, Africa,the Black Peoples of the World (Research requirements for Exhibits at the UnitedNations)

    Assist in developing the curriculum for the Technological portion of the VocationalTraining Institutes program.

    International Legal Committee

    Assist the Executive Council to research, identify and put an end to abuseagainst the organization and its members by individuals and groupsmisrepresenting the organization for their personal benefit by fraud and deceit

    Using the best Legal means available to protect the organization

    Develop legal clinics to provide legal services for members

    Seek to encourage members of the legal profession to become members andprovide a Legal Department for the EWF, Inc.

    Provide legal advice to the Repatriation and Reparations Committee

    International Committee on Youth & Juvenile Issues

    Using the best Legal

    o Encourage the recruitment of more

    RESOLVE#9 2003 CONVENTION : The federation is in need of a newsletter or

    magazine with input from all locals as well as from headquarters.

    RESOLVE#7 2003 CONVENTION : We resolve that all locals look into and attemptto get a regular radio program in their area so that a vehicle will exist to talk totheir community, keeping the goals and aspirations of the e.w.f visible

    Propose methods to keep before the public the aims and objects of theorganization and the work of the Executive Council and of the Locals..

    Explore and Suggest all possible media to publicize the activities of theOrganization.

    Responsible for the publication and distribution of the official organ of the

    Ethiopian World Federation, Incorporated, The Voice of Ethiopia, to theLocals for distribution in their Localities, and for distribution to the worldwidecommunity with final approval by the Executive Council

    The PR Committee should also be responsible for the creation, upkeep andenhancement of the official website and all media (including radio andtelevision) of The Ethiopian World Federation, Incorporated published by theExecutive Council.

    Help Prepare Press Releases, Newsletters etc. to keep the name of theEthiopian World Federation before the public in the most positive lightpossible.

    The Committee should also liaise with other committees to assist in providingthe PR and Publicity required by those committees based on their portfolioand projects.

    Assist the International President and other Officers in preparing speechesand material for presentation to the public

    International Finance& Fundraising Committee (Ways & Means)Sub-Committee: Fund-Raising and Membership Drive Reggae World Tour

    WE RESOLVE #2 CONVENTION 2003 (Ways and Means) : Submit to each local a

    request to set up a collection jug in their frequented business places in theircommunities towards the Shashemane dev. fund.

    Devise plans for raising funds to conduct the business of the Organizationand function our Projects and offices an International level, the functioningof the Council and the International Headquarters, the offices and personnelof the Representatives in Ethiopia.

    Propose fund-raising activities that the Locals may participate in on anationwide and International level.

    Assist the Locals with their fund-raising activities when such requests aremade.

    Assist other International Committees in raising funds to function projectsproposed by them when requested to do so by the Executive Council.

    Assist the Banking Committee of the Executive Council to Investigate andmake suggestions towards the organization banking Federation funds inEthiopias National Banks

    Research and provide recommendations on institution of our own EWF, Inc.Banks, Credit Union etc.

    Investigate and recommend EWF, Inc. Bank Cards, Calling Cards and otherfinancial instruments.

    With the Education and Information Committee, provide training in theFinancial and Commodities Markets to encourage members to get developan understanding of these markets e.g. FOREX

    Bring to the attention of the Executive Council matters affecting women and

    children.

    Maintain communication with the womens auxiliary committees of all Locals andprovide encouragement, creative ideas and suggestions that will enhance thelives of such members and the worldwide family.

    Help to foster the spirit of unity and sisterhood between the women of all Locals.

    With the cooperation of Local Women Auxiliaries, Engage in activities to Raisefunds to be used for the expense of delegates to Convention, to provide for thecare, keep and comfort of international officers visiting the headquarters orLocals on business, and for any other business which the Executive Councilshall decide.

    Examine possibilities and encourage cooperative business, entrepreneurshipand charitable projects between Womens Auxiliaries of different locals.

    Encourage participation in design of uniforms for each Local and/or the entireorganization.

    Examine the problems faced by the black family child mortality rates, longevitystudies that evidence the disenfranchisement of the black family worldwide andseek to correct such through agitation within the United Nations, World HealthOrganization, and national health authorities in communities and countries wherethe EWF, Inc. membership is affected

    Examine research material and programs on relevant topics and liaise withcharitable organizations to help address health issues in Africa etc.

    With members of the medical, dental, pharmaceutical and nursing professions, setup Clinics and Hospitals, provide training, information and employment in theareas of Hygiene, Health Education, Natural Health, Wellness, and Nutrition.

    Set up Volunteer Medical and Dental teams to travel to Africa and other locales toprovide needed services to communities in need.

    Help assist the Locals in achieving their goals in the Medical Units and SickCommittees,

    Research the requirement for Medical Marijuana cooperatives with a view to theEWF, Inc. providing services a large number of the membership has recognizedthe medical benefits of marijuana for decades.

    Emergency and Disaster Response Sub-committee: research, plan and providedirection on the EWF, Inc. coming to the aid of those in need of aid as defined inthe Constitution and By-Laws and as a result of natural disasters.

    International Housing and Properties Committee /

    RESOLVE#5 OF 2003 CONVENTION : Each local is encouraged to acquire a realestate property, thus giving the local the economic stability to acquire more

    Have charge of the building and all other physical property belonging to theOrganization. They shall see to it that these are kept in proper order and repairedand shall prepare the buildings for whatever functions and functionality aredetermined by the Executive Council. They shall provide a monthly inventory ofall physical and real property and their uses, functions, occupants, income andexpenses related to such properties.

    Encourage and guide the Locals in acquiring their own properties

    Assist and support Other Committees in acquiring properties and venuesrequired to function the programs of such committees where approved by the

    Executive Council. Liaise with other committees on the development of self-sustainable green

    Housing units for repatriating residents in Shashamanne, and

    Liaise with related International Committees to create a Housing Trust Fund tohelp members subscribe over time to their future homes in Ethiopia.

    Institute a Green Houses for Africa project to widen the scope of the EWF, Inc. Liaise with other committees with the objective of providing Headquarters

    accommodation in Manhattan New York.. Research and plan for provision of accommodation for members travelling to

    Conventions, to the United Nations etc., and liaise with Locals and WomensAuxiliaries to arrange accommodation for visiting International Officers.

    Acquire properties and develop housing units (apartments, subdivisions, multi-

    family housing) for low and middle income members and local communitiesworldwide in communities where such housing is needed

    Liaise with other NGOs and government agencies with interest in Housing.Research United Nations activities on providing shelter to communities in need

    International Music and Culture Committee Liaise with the sub-committee on Information, Technology and Communication to

    gather the singers and players of instruments who call upon the name of RasTafari, His Imperial Majesty Emperor Haile Selassie I, to use their God-giventalent for the elevation of HIM institutions and HIS children.

    Create a Music Curriculum to teach the Youths in the Local communities, topresent at the Vocational Training Institute in Shashamanne and to introduce tothe Education system in each Local area where music is not a part of theirexisting curriculum also on a national level.

    Liaise with the Education Committee to develop presentations on the History andCulture of the Black Family, Africa, His Imperial Majesty, Rastafari, the EWF, Inc.etc.

    United Nations representation on the protection of the cultural icons of ourpeople and our organization e.g. the red, gold and green traditional Ethiopian

    flag and colors as stated in the Constitution and By-laws

    United Nations representation on the protection of the Indigenous rights of thesons and daughters of Africa whose ancestors were taken away from our naturalhabitat by force, and all indigenous African tribes and other indigenous peoples

    Gather documentation, information to develop a comprehensive archive of theculture of the Black Peoples of the world, wherever they are.

    Seek to protect the cultural and indigenous rights of all black peoples of theworld, especially those who are now threatened by commercial interference e.g. return of the Beta Israel (Falasha Jews) to their lands and protection ofindigenous peoples being displaced by the Land Grab for Africa by other nationsand nationalities.

    1. If you have ever questioned the progress of the EWF, Inc., here is youropportunity to be a part of the solution. Choose 3 or 4 committees that youd like

    to function on, placing your favored choices first and second etc. At some pointwe will limit each members participation to 2 committees, and only 2 or possible3 members from each Local will be able to function on any single committee.However, based on many Locals at this time being dysfunctional or non-functioning, we will delay putting these limits in force, and will make adjustmentsover time. Minimum 2 members of the Executive Council assigned to eachCommittee, responsible to bring forward the findings of the Committee to theCouncil. A Non-Council member may report also

All committees must firstly be guided by the Aims and Objects of the EthiopianWorld Federation, Inc. as stated in the Constitution and By-laws, and policiesand procedures recommended to the Executive Council should not only be inkeeping with the spirit of the Aims and Objects, but should be designed with the

    goal of achieving the aims and objects of the organization.

    3. Names of Committees shown are suggestions, initially open to change

    4. All Committees are Select or Special International Committees.

    5. Time Limit: To serve for the duration of the Administration, and up to August 31to assist incoming Council execs elected at July Convention in taking over thefunction of their offices and in transferring of Committee documents, physicalproperty etc. to the new Committee

    6. New incoming Executive Councils will be encouraged to appoint new committeemembers, but to also include some existing members to maintain continuity

    especially if the Committee is functioning efficiently. Members not serving, mayplace their names on a list to be included when seats in their chosen committeesbecome available. No limit has yet been set on the number of members servingon one committee.

    7. Suggested responsibilities are merely that suggestions. The Committees,when they meet, can fine tune their duties in keeping with the spirit and meaningof the suggestions. They are encouraged to expand or design their portfoliobased on their assessment of what is required to achieve the goals of theorganization, and set up sub-committees if found necessary such to beapproved by the Executive Council.

    8. All committees should familiarize themselves with their particular areas of focus

    for NGOs within the scope of United Nations Economic and Social Council(ECOSOC) activities and make a determination on how the committee canfunction and have an effective presence within the UN, representing the aimsand objects of the EWF, Inc.

    9. Committees utilize technology to meet Skype, telephone conference and videoconference calls etc., google+ etc. The Executive Council will set up aConference Call line for each committee to initiate the meetings.

    10. All Committees must liaise with Locals sharing information and making itselfavailable for support, especially where the Committee shares responsibility witha Standing Committee of the Locals, thus encouraging dialogue and fraternity

    between members of different Locals.11. When an International Headquarters office is acquired, the Committees will help

    decide policy in the operation of relevant departments, and assist theInternational Secretary in identifying prospective employees. Some Committeemembers may supervise departments or become employed in thosedepartments to help enact the committees recommendations which have beenapproved by the Executive Council.

    12. The committees might be considered a trial at this time for the rest of thisadministrative year (up to August 31). If we are able to function them properly, itwill be to the great benefit of the organization and our members, and will beappreciated for generations to come. It is up to us.

    15-16 Dec: Second Intersessional Meeting of theUN Conference on Sustainable DevelopmentThe Second Intersessional Meeting of the UNConference on Sustainable Development will takeplace on 15 and 16 December. Major groups

    registration for the Second Intersessional Meeting ofUNCSD (known as Rio+20) is now open. TheSecond Intersessional Meeting will be held at UNHeadquarters in New York on 15 and 16 December2011. Pre-registration through the CSO Net onlineevent registration system is required for alldelegates from major groups.

    Understanding Land Investment Deals in AfricaFAQs on Food Security & Western Investors

    Why did the Oakland Institute investigate these land investments in Africa?

    The scale, rate and negative impact of land deals is alarming. In 2009 alonenearly 60 million ha an area the size of France was purchased or leased incomparison to an average annual expansion of global agricultural land of lessthan 4 million ha before 2008.

    Theres an extreme lack of transparency surrounding the land deals in Africa. Atthe country level, the absence of democratic debate and lack of information inthe public domain is the rule. Most often, international investors who areinvolved in these deals are not accountable to anyone.

    Documentation related to these deals is now available for review. In addition toits reports, the Oakland Institute is making available documentation on deals andinvestors, collected in the course of its research so that the general public,policy makers, media, civil society organizations, and individuals with fundslinked to these investments can learn about the impact of such investments andmake more informed decisions.

    Large scale investments in land in Africa, as exposed by the Oakland Institute,are resulting in food insecurity, the displacement of small farmers, conflict,environmental devastation, water loss, and the further impoverishment and

    political instability of African nations.
