It is our honor and privilege to welcome you and your family to the 2016-2017 school year. As the Board President and Superintendent of the Poughkeepsie City School District, our mission is to ensure that all students in the Poughkeepsie City School District receive the high-quality, world-class education they so richly deserve. Our promise to all families is to work tirelessly to ensure that rich and valuable learning experiences are provided to every scholar, every day, in every classroom across our school District.
We have set clear, specific goals for achievement in the 2016-2017 school year and, as a team, we pledge to take purposeful, intentional steps with “deliberate excellence” to achieve these goals. Our 5 “Evidence of Success” Goals for the 2016-2017 school year are:

This academic year, we will continue to focus on improving literacy across the curricular areas. Our Mission Literacy framework provides students with robust opportunities to practice reading, writing, speaking, listening, and analytical thinking in every content area. Please join us and support our 40-book reading campaign. Encourage your child to read at home daily. We have set a standard across our school District from pre-K to grade 12 to read, minimally, 40 books this school year.
We will continue to focus on improving academic achievement at all levels, increasing our graduation rates, increasing parent engagement, and leveraging the support of community-based organizations to serve our students. We are strengthening a long-term strategic planning process to address both academics and the development of 21st century educational facilities.
Together, we will continue to set S.M.A.R.T. (specific, measurable, achievable, realistic, time-bound)goals and report back to you regularly on our progress. Every school community will continue to take a data-driven approach; they will use data walls and data dashboards to monitor daily attendance, discipline, and overall academic achievement.
Together, we will achieve excellence. Thank you for entrusting us with your most precious gift–your child. Together, we will deliver on the promise of a high-quality, world-class education for the scholars we serve in the Poughkeepsie City School District. Este año académico, vamos a seguir la alfabetización en las áreas curriculares. Nuestra Misión Alfabetización marca e proporciona a los estudiantes con oportunidades sólidas de practicar la lectura, escribir, hablar, escuelchando, y pensar analíticamente en cada área de contenido. Por favor, únase a nosotros y apoye a nuestra campaña de leer 40 libros. Anime a su hijo a leer en su casa diariamente. Nos hemos comprometido con una meta con nuestro distrito escolar desde el pre-K hasta el grado 12 para leer, con mínimo, 40 libros este año escolar.
Seguiremos concentrándonos en mejorar el logro académico a todos los niveles, aumentando nuestro porcentaje de graduación, aumentando el compromiso paternal, y reforzando el apoyo de organizaciones basadas en la comuni-dad para servir a nuestros estudiantes. the Board of education consists of five members of the community, each elected to a three-year term of office. they are elected by city residents to carry out functions mandated by the State constitution, legislature and State education department and are responsible for establishing school district philosophy, policy and goals. the Board also appoints district personnel and evaluates the effectiveness of district programs. Board workshops and meetings are listed in this calendar.

Since 1843, the Poughkeepsie City School District has provided city residents with excellent educational opportunities. aBout our schools The District is comprised of four elementary schools: Clinton, Krieger, Morse, and Warring, as well as Poughkeepsie Middle School (Gr. 6-8), Poughkeepsie High School (Gr. 9-12), and PACE at Columbus School.
Each of the elementary schools offer programs for children in grade one to grade five. Half-day pre-kindergarten and full-day kindergarten are offered at our Early Learning Center, which is located at the W. W. Smith School.

Santa claus arrived at the poughkeepsie city School district many different times and in different forms in december. Sometimes, Santa is a Board member who donates bikes as door prizes at the holiday luncheon, and sometimes as a giving tree. Sometimes, Santa is in the music during a winter concert and, sometimes, Santa comes in the traditional red suit posing for pictures.

in a re-energized partnership between the city of poughkeepsie and the poughkeepsie city School district, ace, the police dog, and his helpers visited the early learning center at Smith School. the young scholars asked a lot of questions about the police and their work. they also watched ace perform tricks. We would like to thank officer acampora, officer Zirbel, officer Williams, and ace (the police dog) for sharing part of their day.

Bob magill, a custodian at Krieger School and retired golfer, created the Krieger School 5th grade putting masters championship in the 2015-2016 school year. after months of practice in the school gym, selected 5th graders walked to the mccann golf course where they met with Golf pro tony deStefano, who gave them some final tips on perfecting their putts and invited the 5th graders to use the putting green during the summer. this championship was dedicated to constantine “Gus” Kazolias, a dedicated supporter of golf in the city of poughkeepsie and the poughkeepsie city School district. in the 2015-2016 school year, three seniors, all of who participated in crew, committed to a university by signing a national letter of intent (nli) and took their sport to the next level. lindsey Smith committed to the university of tulsa, and Fiona mauer committed to drexel university, both in the early period. later in the year, anna o’Shea committed to la Salle university. the nli is a binding agreement between a prospective student-athlete and an nli member institution whereby the prospective student-athlete agrees to attend the institution full-time for one academic year, and the institution agrees to provide financial athletic aid for one academic year.

For the past eight years, the poughkeepsie city School district and the city of poughkeepsie have collaborated in a Society at War against illegal Guns (SWaG)event. the SWaG event culmi-nates with a march through the city of poughkeepsie with scholars, teachers, and staff chanting slogans of peace. this past year, new york State assemblyman Frank Skartados, who marched for the third year in a row, was also joined by city of poughkeepsie mayor robert rolison, pcSd teacher and dutchess county legislator craig Brendli, city of poughkeepsie councilmember ann perry, and pcSd administrator and city of poughkeepsie council-member natasha cherry.

last June, poughkeepsie high School has its inaugural “Senior Walk” where graduating seniors walked through their former elementary schools to celebrate their graduation with younger students who applauded and cheered their accomplished older peers. a “Senior Walk” can motivate younger scholars to excel academically, complete their high school education, aim for college after graduation, as well as motivate struggling high school students to finish their studies.

The Poughkeepsie City School District has developed an exciting summer learing program for student enrichment and for those students who could benefit from additional skill-building in their present grade level, called the “Summer Learning Academy.” The “Summer Learning Academy” is a quality, 15-day program that focuses on project-based learning for students in grades 3 through 8 and high school. conferences are listed on the calendar pages in this publication. however, parents are encour-aged to contact their children’s teachers or guid-ance counselors when they feel a need to discuss their child’s progress. individual conferences may be arranged by making an appointment through the elementary school office or secondary guid-ance office. please visit the parent portal on infi-nite campus for current information.
Report Cardsreport cards are issued at the end of each
quarter of the academic year. elementary report cards will be distributed at parent/teacher confer-ences. Secondary report cards are typically mailed home.
Procedures for solving Parent concernsif you have any concerns pertaining to your

• Contact the staff member and schedule a conference.
• If the conference fails to satisfactorily resolve the issue, contact the building principal and/or designated assistant principal to schedule a conference.

of age have the right of access to records, files, documents and other materials containing infor-mation directly related to their children. parents/guardians or eligible students should submit a written request that identifies the record(s) they wish to inspect.
non-custodial parents may receive their child’s educational information if they make an annual request to do so, unless the district receives a court order or other legally binding documenta-tion prohibiting the release of information.
Education Law § 807 Fire and Emergency Drillsit shall be the duty of the principal or other person in charge of every public or private school
or educational institution within the state, other than colleges or universities, to instruct and train the pupils by means of drills, so that they may in a sudden emergency be able to respond appropriately in the shortest possible time and without confusion or panic.
Such drills shall be held at least twelve times in each school year, eight of which required drills shall be held between September 1st and december 31st of each such year. eight of all such drills shall be evacuation drills, four of which shall be through use of the fire escapes on buildings where fire escapes are provided or through the use of identified secondary means of egress. Four of all such required drills shall be lock-down drills.
drills shall be conducted at different times of the school day. pupils shall be instructed in the procedure to be followed in the event that a fire occurs during the lunch period or assembly, provided however, that such additional instruction may be waived where a drill is held during the regular school lunch period or assembly. Four additional drills shall be held in each school year during the hours after sunset and before sunrise in school buildings in which students are provided with sleeping accommodations. at least two additional drills shall be held during summer school in buildings where summer school is conducted, and one of such drills shall be held during the first week of summer school.
school BreakFast and lunchFree lunch and breakfast meals are offered in all schools in the
poughkeepsie city School district. eligibility for free and reduced meals is based upon the economic need of the community. completed applications may not be necessary to determine eligibility. applications would be necessary if your family does not receive assistance from the county social services department or if you are new to the district. if you believe you need to fill out an application they maybe obtained through the school office in September and throughout the year. the application must reach the Food Service office as soon as possible after you register your child for school and a new application may be required each year depending on your method of qualifying. the price of a second meal for an elementary school student is Breakfast $1.25, lunch $2.00. the cost for secondary students is Breakfast $1.25, lunch $2.25. payments for purchases may be made in advance, by depositing money into a student’s account. menus for each month are sent home with students. testing new entrant screeningin addition to registering your child for kindergarten a screening
is administered to measure the child’s abilities. this will provide the district with a profile of your child in order to assist in determining their kindergarten placement.
Norm-Referenced Testsin addition to tests that are developed by the classroom teacher,
children also take certain standardized or “norm-referenced” tests to assess their strengths and weaknesses in mastering the full-range of learning appropriate to each grade level.
NYS Testing Programall students in grades three through eight in new york State take the
common core english language arts test and the mathematics test in may.
the tests require students not only to show basic skills in english and mathematics, but also to apply the knowledge and skills they have learned. Students read passages, answer comprehension questions and complete writing exercises on the english language arts tests. they solve mathematics problems and demonstrate understanding of concepts and applications on the mathematics tests. the tests are mandatory; there is no “opting out.”
Students in grades four and eight take a state assessment in science that consists of a performance test (laboratory component) and a written test on science skills and content. all exams scheduled by new york State have been listed on this calendar.

eMergency early disMissalsthe district makes every effort to avoid emergency early dismissals. in the event of an emer-
gency early dismissal, no elementary school student will be released until contact has been made with a parent or approved emergency contact person. therefore, it is very important that all students’ emergency cards have adequate and updated information.
cancellation oF aFter-school actiVities Sometimes it may be necessary to cancel after-school activities although school has been in session for the full day. information about cancellation of after-school activities will be announced on the radio stations and through phone calls to parents of affected children.
Parents and educators need to know test results provide the student, teacher
and parent with a report of individual student strengths and weaknesses in a variety of skill areas. the new york State testing program provides our schools with data that helps to assess the
instructional programs that students receive. they are also used to identify both students and schools that need to improve performance under state and federal accountability standards.
at the high school level, all students must now take and score satisfactorily on regents ex-

other standardized teststhe college Boards (Scholastic aptitude tests
and achievement tests) are required for admis-sion to many colleges. Sats are given in verbal and math sections; achievement tests cover english, mathematics, social studies, science and foreign languages. poughkeepsie high School is a center for ceeB tests.
the preliminary Scholastic aptitude test (pSat) and the national merit Scholarship Qualifying test will be administered in october. this com-bined examination is recommended for juniors. tenth grade students may take the test for prac-tice. the american college test will be given at poughkeepsie high School. in a variety of subject areas. these ap courses are available to qualifying students at the high school level, as well as dual credit college courses in conjunction with dutchess community college.
Music instructionGeneral music instruction is provided for all
students in clinton, Krieger, morse, Warring and poughkeepsie middle School. Students who wish to play a musical instrument may receive lessons. Band, chorus and/or orchestra opportunities are offered throughout the elementary schools, middle school, and high school.
student activitiespoughkeepsie Schools offer a wide range of
extracurricular activities and athletic programs including baseball, basketball, crew, football, golf, soccer, swimming and tennis. the poughkeepsie middle School is equipped with a six-lane, 25-yard swimming pool.
iMMunizationStudents are required by new york State public health code to receive a
series of immunizations in order to be eligible to attend school. new york State (nyS) public health law Section 2164 and new york codes, rules and regulations (nycrr) title 10, Subpart 66-1 require every student en-tering or attending public, private or parochial school in new york State (nyS) to be immune to diphtheria, tetanus, pertussis, measles, mumps, rubella, poliomyelitis, hepatitis B, and varicella in accordance with advisory committee on immunization practices (acip) recommendations. effective September 1, 2016, students entering or attending grades 7 and 12 in (nyS) must also be vaccinated against meningococcal disease in accordance with acip recommendations. every child in day care,
head Start, nursery school or prekindergarten in nyS must be immune to diphtheria, tetanus, pertussis, measles, mumps, rubella, poliomyelitis, hepa-titis B, varicella, haemophilus influenzae type b (hib), and pneumococcal disease. public health law Section 2164 provides for medical and religious exemptions to immunization. central registrationFamilies who are enrolling their children for
the first time must go to the central registration office, located in the poughkeepsie middle School, 55 college avenue, weekdays between 9:00 am and 2:00 pm.

internal MedicationBefore any medication may be administered to or by any student
during school hours, the written request of the parent and the written order of the prescribing physician must be submitted to the school nurse. all medication must be administered in the health office by the school nurse, parent, or with the parent’s permission, the student himself/herself.
accident and illness a student who becomes ill or injured is referred to the school nurse,
who functions under the guidance of the school physician. in the event of an accident, first aid may be administered. the parent will be called when a student must leave school due to illness or injury and will be asked to provide transportation for the child. the family physician or, if not available, the school physician may be contacted by the nurse if medical attention is indicated.
school attendanceit is important to make sure your child attends school regularly. if
your child is not in school he/she cannot learn.
legal absence from school may be granted for the following reasons: personal illness, ill-ness or death in the family, religious obser-vance, required court appearance, approved college visits, military obligations, or such other reasons as may be approved by the commis-sioner of education.
a note signed by the parent or guardian explaining the cause of the absence must be presented upon the child’s return to avoid the school recording an illegal absence. in addi-tion, parents are asked to make every effort to notify the school by telephone on the day of the child’s absence. if a child is absent for more than three days, parents may expect a phone call from the health office.
all absences, lateness, or early departures (excused or unexcused) are counted on a student’s attendance record. if a student
exceeds 28 absences for a full year class or 14 absences for a half-year class or seven absences for a 10-week course, and does not make-up assignments, he/she will not receive credit for that course and will not be allowed to sit for the exam(s). outreach will be made to parents after the third consecutive day of absence.

books. new york State education dept. law requires each child from six to 16 years of age to attend school. however, our district has made a true com-mitment to provide students with many opportu-nities to remain in school in order to earn a high school diploma and to move on to future endeavors that would make them productive citizens.
tardinessa note signed by the parent or guardian explain-
ing the cause of the child’s late arrival is required for the late arrival to be considered legal.
Release of Pupils During School Hours pupils may be excused by the principal before
the end of the school day only when it is for a purpose related to their best interests. requests for early release must be made in writing by the student’s parent or guardian. the request must specify who the child is to be released to.
In accordance with the federal No Child Left Behind Act of 2001, parents and guardians have the right to request specific information about the professional qualifications of their child’s classroom teachers. Information on how to inquire about the qualifications of your child’s teacher(s) is available from the building principal of the school that your child attends. Visitorsall visitors to a school building are required

Homebound Instructionindividual instruction will be provided to
students who are confined to home or the hospital for at least two weeks due to a physical disability, illness, injury or psychiatric cause. applications for homebound instruction should state the nature of the illness, the possible length of absence from school, include a physician’s recommendation and be approved by the build-ing principal. the Superintendent may also recommend homebound instruction pending and/or following a suspension hearing.
notice to Parents regarding Pesticide aPPlicationsnew york State education law Section 409-h, requires public and non-public elementary and secondary
schools to provide written notification to all persons in parental relation, faculty, and staff regarding the potential use of pesticides periodically throughout the school year. poughkeepsie city School district is required to maintain a list of persons in parental relation, faculty, and staff who wish to receive 48-hour prior written notification of certain pesticide applications. certain applications are not subject to prior notification requirements: a school remains unoccupied for a continuous 72-hours following an application; anti-microbial products; nonvolatile rodenticides in tamper-resistant bait stations in areas inaccessible to children; boric acid and disodium octaborate tetrahydrate; the application of epa designated biopesticides; the application of epa designated exempt materials under 40cFr152.25; and the use of aerosol products with directed spray in containers of 18 fluid ounces or less when used to protect individuals from an imminent threat from stinging and biting insects, including venomous spiders, bees, wasps, and hornets. if you would like to receive 48-hour notification of pesticide applications that are scheduled to occur in your school, or for further information, please notify the director of Facilities and operations at (845) 451-4996.
