As Baltimore Medical System (BMS) looks to the future, we recognize the importance of new initiatives to grow and evolve our 35 year mission - to improve the health, wellness and quality of life in the communities we serve through the delivery of excellent, accessible and affordable healthcare.

CHILDHOOD AND FAMILY OBESITY The social determinants of health (e.g. food deserts, toxic stress and minimal exercise at school and home) are conditions that create health disparities in our communities. A new pilot, BMS FIT will add obesity-related services and a preventive fitness program to BMS School-Based Health Centers in Baltimore City to reduce the risk of early onset chronic disease.

TELEHEALTH FOR SUBSTANCE-USE DISORDER AND MENTAL HEALTH Physical space limitations in our School-Based Health Centers and limited access to behavioral health providers, restrict our ability to increase behavioral health services for Baltimore City students. The addition of Telehealth allows BMS to offer expanded behavioral health and obesity-related services for students in our school-based health centers.

CHRONIC DISEASE MANAGEMENT FOR DIABETES Diabetes, an increasing source of mortality, is a significant concern for BMS with 14.3% of our adult patients diagnosed with the disease. A newly assembled BMS Chronic Disease Management Team has redesigned the delivery of chronic care management for diabetes. The team includes the patient, provider, clinical pharmacist and nurse. This model combines medication and lifestyle modifications promoting self-management with follow-up and testing closely monitored by the team.

1984Founded in 1984, Baltimore City Health Department privatized four east-side clinics to be eligible for Federal HRSA funding. The original name was Municipal Health Services, Inc. but was eventually renamed Baltimore Medical System, Inc. in 1986.

Jay Wolvovsky was hired November 1, 1984 as the founding President & CEO.

1996BMS became the founder of a new network of Community Health Centers and an owner of a new Medicaid MCO, Priority Partners.

2004BMS began its partnership with St. Agnes Hospital, assuming management of their community care center.

2012BMS was awarded a construction grant by HRSA to renovate and expand BMS at St. Agnes; and renovated the Maritime and Collington School-Based Health Centers.

BMS was recognized as a Patient Centered Medical Home (PCMH) by the National Committee of Quality Assurance (NCQA) for outstanding patient care in a Medical Home Model.

2014BMS opened two new school-based health centers at Dunbar and Patterson High Schools with a grant from HRSA.

2015BMS at Saint Agnes completed a two year renovation project to expand services. As a result, five additional healthcare providers were added to the center allowing a significant increase in visits.

BMS health centers achieved Level 2 PCMH recognition. BMS was selected as a high performing practice for the Centers for Medicare and Medicaid Services National Transforming Clinical Practice Initiative.

2016BMS received a HRSA Substance Abuse Service Expansion grant to expand substance abuse treatment services at our Highlandtown Healthy Living Center.

1994BMS established the Belair-Edison Family Health Center.

2002BMS began its investment in bilingual and refugee programs.

1986The organization developed a staff model for physician services in 1986, and received Joint Commission accreditation shortly after in 1987. It was this year that BMS also opened its first new delivery sites.

2007The 340B Drug Discount Program began with a goal to provide better access to prescription care.

2010BMS opened Highlandtown Healthy Living Center, a LEED certified facility; and in 2011 opened the St. Agnes pharmacy.

2013Launched the Shared Care Model for OB providing prenatal care, while St. Agnes and Franklin Square Hospitals delivered babies.

2017BMS opened a new health center at Pine Heights, added a school-based health center at MERVO High School, and expanded behavioral health services at AbsoluteCare.

2018BMS health centers achieved Level 3 PCMH recognition. BMS is recognized as a National Quality Leader by HRSA based on meeting or exceeding key clinical quality measures. BMS served over 54,000 patients in 2018.

2009BMS became the lead agency for Patterson Park North and East for B’more for Healthy Babies, a citywide infant mortality initiative. BMS opens pharmacies at Highlandtown, Belair-Edison and Orleans Square.

1988BMS opened its first school-based center and developed its early managed-care relationships with CareFirst and FreeState.

2019BMS celebrates 35 years of being the heart of community health.
