A senior adviser with the NFU since 2007, Dr Scurlock leads a small team on this topical subject area. He has 25 years’ experience from

the university and government research sectors, including energy and climate change policy, plant physiology, biomass energy and a wide range of other renewables. He worked previously on renewable energy with regional/local government in North East England, as well as the US Department of Energy in Tennessee. Educated at Oxford and London Universities, he is a Visiting Research Fellow at the Open University.

David has worked in Somerset since 2003 and was project manager for the roll out of Somerset’s food waste collections in 2004, which now cover over 225,000 households in all five districts. He will

He managed various local delivery teams for the Agency and then moved to the Head Office waste policy team five years ago. David has been working within the waste resources industry in local government for over 15 years. He is a Chartered Waste Manager and a Chartered Environmentalist who is leading the iESE

national waste support programme designed to assist councils in delivering improved waste services more efficiently. David chairs the local authority Waste Network Chairs (WNC), is a member of the ICE Waste Panel, ICE WARM editorial board, Pathway to Zero waste board, advisor to Defra, Cabinet Office and DCLG and a member of the Defra Rewards and Recognition advisory panel. He is also a visiting lecturer at the University of Brighton. David will be addressing the issue or where AD can fit into local authority waste management strategies.

He is a member of the Royal Society’s Leverhulme Africa Awards Assessment Panel and has sat on two RS working groups, ‘GHG emissions from agriculture’ in 2010 and in 2008/09 its working group on ‘Biofuels’ which produced an internationally acclaimed report on the science and policies needed for their sustainable development. His research links environmental impact, techno-economic and sustainability assessment frameworks and is applied to policy making and industry standards. ADBA’s policy work

WORKING WITH GOVERNMENTGetting recognition of what AD can deliver for the UK – and a supportive

policy environment – is one of our most important and visible roles. We

work proactively to raise awareness of the industry’s benefits and how they

can be achieved, and respond to consultations on behalf of our members

to provide policy makers with the information they need. With the EU taking

an increasingly important role in waste, recycling and bioenergy policy, we

also work directly with the Commission and through the European Biogas

Association to promote the value of the industry to the EU. For all of this, of

course, it’s ADBA members who provide the information and evidence we use

to make our arguments, and help us identify our priorities.

PROMOTING THE INDUSTRYWinning political support for AD is about more than working directly with

government – it’s also about promoting the industry widely, to organisations

supporting a closed loop, circular economy and to related sectors, particularly

audiences such as farmers, food and drink manufacturers, hospitality

businesses and energy users who are important to the growth of the industry.

They can help the industry grow directly, and they can help win the support

we need to reach our potential. For this reason our policy and PR team works

hard to raise the industry’s profile through meetings with representative

organisations and in the media through press releases and articles in relevant

publications, and we speak at a wide range of events across the UK and Europe.

WORKING FOR THE AD INDUSTRY

DEVELOPING POLICYWe are never content simply to follow the debate – by working with our

members we look to shape and lead it. ADBA’s board and working groups

are central to this process, and have identified issues which have directly led

to helpful changes, for example on environmental permitting. We have also

worked to develop the evidence base and information to shape approaches to

bioenergy sustainability, influencing government and other sectors. In recent

months we have been working with partners in the transport sector on our

approach to encouraging biomethane in vehicles, including providing material

for the newly launched Gas Vehicle Hub, and collecting the information the

Department for Transport has needed to support their strategy for gas in

heavy goods vehicles. Another major focus continues to be food waste policy,

where we have been developing policies to push the concept of banning

biodegradable waste from landfill, and ensure that higher volumes are treated

through AD.

WORKING WITH OTHER GROUPSCollaborative work on specific projects allows us to deliver real gains for the

AD industry, and the partners we work with. We recognise that combining

our knowledge base and influence with other organisations can be extremely

effective in building a strong argument – our work last year to ensure that

a proposed removal of support for most AD projects under the Renewables

Obligation was prevented is one such example. We aren’t content with just

maintaining the status quo however, we actively work to raise awareness of the

benefits that AD can bring in a number of other sectors and build links there –

including farming, transport, and the food and drink industry.

ADBA’s policy work

WORKING WITH REGULATORSRegulatory obstacles can really put the brakes on projects – one of our policy

team’s most important day-to-day tasks is to therefore identify solutions, with

the help of our members, and work with the regulators to implement them.

We have a productive working relationship with the regulators, including the

Environment Agency and Ofgem, as well as other government bodies such

as WRAP. As well as helping resolve members’ individual issues this means

that we are able to help direct the future of end of waste regulation in the UK

through the PAS 110 review process, support the EA in developing simpler

permitting standards and work with Ofgem to reduce the cost and complexity of

connecting to the grid.

INTELLIGENCE AND INFORMATIONIt can be difficult to stay in the loop with ever changing policy developments

– that’s why we aim to make sure our members are the first to know of any

significant events. Our email updates contain the latest inside knowledge – we

go beyond the news announced by government to give our analysis of what

changes to policies such as renewable financial incentives and end of waste

criteria mean for members. Our working groups provide unique access to

market intelligence – for example our regular permitting workshops allow

members to raise any queries they have directly with a senior EA official. Our

policy team also use their knowledge and contacts to provide expert advice to

any queries members have, via phone or email.

DELIVERING FOR THE INDUSTRYHaving been given responsibility for leading on all 11 of the industry actions

within the government’s AD Strategy and Action Plan, we recognise that we

have a vital role in delivering tools which will directly support industry growth.

Many tools from this are available now on the ADBA website, including a due

diligence template, and guides to health and safety legislation, AD terminology

and financing projects. With input from all of our working groups, the Practical

Guide to AD launched at UK AD & Biogas 2013 provides the first complete

introductory reference tool for those developing and operating AD facilities in

the UK. Our ongoing projects include best practice guidance for growing crops

for biogas which will demonstrate the positive environmental outcomes which

can be achieved by growing crops for AD, and how farmers can achieve these

while avoiding environmental risks.
