The primary objective of an evacuation is to move all occupants outside the building to safe areas. In most cases, the Mall Manager or Local Authorities (Police/Fire) will decide if the mall will be evacuated. However, when an evacuation event is obvious, mall personnel should not delay in taking action which will protect lives and prevent injuries. The Mall Manager or designee on property will determine the areas to direct evacuees and any dangerous areas to be avoided during the evacuation. This information must be communicated to all staff members. The Mall Management Team as well as Security, Maintenance and Housekeeping personnel may be assigned areas of responsibility and begin the evacuation by calmly informing occupants of an emergency and the need to leave the building. If possible, a notification system shall be used to inform the public of the need to evacuate the property. If time permits, the Mall Manager or designee should dictate the message to be used. The message must reflect the direction the occupants should take and any areas to avoid. In the event an evacuation will be of such length as to effect business continuity, initial notifications should be followed up with a Shopping Line tenant contact announcement, automated alert system notification and Facebook note. Mall Evacuation Announcement Template: "May I have your attention, please. In cooperation with the Police and Fire Departments, we are conducting an evacuation of the mall. All persons are asked to leave the building immediately in a calm and orderly fashion via the nearest exit. Mall and security personnel will help direct you to the exit doors. Thank you."

The Evacuation Plan should include instructions to staff members and tenants to take unattended children with them as they evacuate, and bring them to the Evacuation Assembly Point(s) (EAP). The location of the EAP should be given to anyone who is separated from their party or family members and should be pre-identified for Simon staff, tenant employees, and contractors. The Mall Manager or designee will also have a predetermined location for the temporary Command Post, EAP, and, if necessary, Fire and Rescue Triage Area and Media Staging Area. All staff members should be familiar with these locations prior to an event requiring an evacuation. The temporary Command Post, EAP(s), Fire and Rescue Triage Area and Media Staging Area, should be identified on a Mall Site Plan included on the Property Emergency Planning Guide, the D3 Platform and displayed in the Security Provider’s Office, Management Office and the backup Command Post. A property specific interior evacuation map must be created and included in the Property Emergency Planning Guide, displayed in the Security Provider’s Office, Management Office and backup Command Post and posted to the D3 Database. As the occupants move outside, mall personnel should be re-assigned to:

Guard doors where possible and prevent re-entry to the mall

Continue to evacuate tenants and customers through the parking areas to a safe distance from the event and provide the location of the EAP and Triage Area (if established.)

Staff the temporary Command Post (CP), EAP and Triage area

Account for all staff personnel

Provide information and direction to responding local law enforcement concerning any safety issues or the need to shut off any utility services. Mall personnel should shut down gas an electrical switches if there is no safety risk in doing so

Shut down in-bound vehicle traffic to the mall

Security should immediately begin patrolling restricted areas as safely as possible Key personnel should begin to take their pre-determined positions:

Mall Manager – Incident Commander

Operations Director – Operations Section Chief or Operations Branch Commander and Technical Advisor to the Fire Department

Security Director – Security Section Chief or Security Branch Commander and as a Technical Advisor to the Police and Fire Department

The Mall Manager or designee should complete notifications to the Corporate Executive Management Team as soon as possible, prepare for the press and monitor the situation to determine any further course of action. Assess the condition of the property and needs for re-opening or securing the center:

Contact and arrange for contractor services as needed

Establish a more permanent Command Post

Establish a security patrol plan and arrange for physical barriers as needed Maintain records of events, costs associated with the event, and a library of press briefings and coverage as provided in the Property Emergency Planning Guide

A Firearm Assault / Active Shooter situations generally unfold quickly once they have started. In order to minimize loss of life, mall employees must be prepared to enact this plan without supervision. The role of mall staff and Security in a Firearm Assault / Active Shooter situation is:

To protect lives by helping as many people as possible to escape from the target area or assist with protecting in place without unnecessarily risking personal safety

To notify and coordinate information with responding local law enforcement in a manner which expedites the elimination of the assault

To assist the police with any non-hazardous duties, such as outer perimeter traffic control, first-aid, crime scene preservation, and identification of potential witnesses

Response Notify the police and provide as much detailed information as possible, such as the

last known location, direction of travel and physical description of the shooter(s), the type of weapon used, and number and location of injuries and/or casualties.

During their initial response, the police will go directly to the threat. They will not stop to assist injured persons.

MAKE A DECISION: o Escape – If individual staff members feel there is a good, fast escape route

through a safe area, evacuate occupants out of the building and beyond the parking lots to areas where they are safe.

Listen carefully to the instructions of any police officer you encounter. All occupants may be treated as suspects until cleared by the police.

Stay away from the building until the police have secured it.

Once the Police have secured the building, establish contact with the Mall Manager or designee on property.

EMS will not be permitted to enter the mall to administer first aid to anyone wounded until the building or area has been secured and the threat is eliminated.

o Protect-in-Place – If the situation safely permits, evacuate tenants and customers from the common areas of the mall into the back rooms of tenant spaces.

Instruct tenants to take customers with them, lock store front doors and doors to back rooms if possible. This needs to be communicated and reviewed in earlier tenant meetings so they know how to respond without direction from the mall staff

Stay out of sight and quiet Instruct tenants to, if possible, call the police from their back rooms

and report their location and how many people are with them Instruct tenants to wait for the police to come and get them, unless

an immediate threat is encountered

If possible, stop incoming traffic at the mall entrances and vehicle entrances

Make notifications as directed by the Critical Alert Process

Once the police have secured the building, the Mall Manager or designee on property should coordinate with them for further instructions. It may be necessary to enact mall evacuation procedures; establish a Triage Area, Evacuation Assembly Point (EAP), Media Staging Area, and Command Post

The age of the child and circumstances surrounding the separation will determine the urgency of the situation. A teenager and their guardian, who intentionally separated to shop, may be far less concerning than a toddler who has been missing for several minutes. However, action should be taken in each incident. Activation criteria for Silver Alerts vary from state to state. Some states limit Silver Alerts to persons over the age of 65, who have been medically diagnosed with Alzheimer's disease, dementia or similar mental disability. Other states expand Silver Alerts to include all adults with mental or developmental disabilities. In general, the decision to Issue a Silver Alert is made by the law enforcement agency investigating the report of a missing person and you should consult them for the applicable criteria. Parent Looking for a Lost Child or Family Looking for an Endangered Adult

Obtain a detailed physical description of the child or endangered adult; their name and age, the clothing they are wearing, and the name of the store in which they last seen. On officer will stay with the family member at all times to be able provide additional information to search teams as well as update the family on actions being taken.

Notify security officers of the situation and request they begin a search for the person. The search needs to be organized and coordinated so that all areas of the property are covered.

Searchers should be looking not only for people matching the clothing and physical description, but anyone showing signs of being lost or confused as sometimes the clothing description may be inaccurate.

If the mall is equipped with CCTV, monitor exit points for the missing person.

If the child or endangered adult has not been located after 15 minutes, and the parents/family agree, notify local law enforcement for assistance. This may be done sooner at the parent’s or family’s request, or if the situation dictates.

To Locate the Family of a Found Child or Endangered Adult Try to obtain the name and a description of the parents or family members, the

location where the person last saw their parents or family; and an address or telephone number.

Notify security officers of the lost child or adult’s location and to begin a search for the parents or family.

Keep the lost child or adult visible to the public, preferably near the Guest Services Booth or the area they were found (whichever is appropriate.)

If dealing with a very young child: o After 15 minutes and if you have a name, use the mall communications

system to include the PA system and Shopping Line to page for the parent. o After 30 minutes call for law enforcement assistance in finding the parents or

family members.

Document all times and events which took place in your attempt to find the parents or family members. Documentation should be made on the Mall Emergency Event Log located in the Property Emergency Planning Guide.

Abducted Child, Lost Child, or Endangered Adult Not Found Contact law enforcement immediately if a known abduction has occurred. Signs of

a known abduction may include physical evidence of a struggle or an eye witness. Follow the outlined procedure for contacting the police if a lost child or endangered adult cannot be located.

Organize the property’s employees to assist the police in a complete search of the entire property, including corridors, docks, mechanical rooms, vacant spaces, landscaping, parking garages, and parking lots. The search needs to be organized and coordinated so that all areas of the property are covered.

Assist the police in researching and gathering any possible video evidence from the mall and tenants.

Document all events including the time the child or endangered adult was reported missing and all actions taken to locate the child.

Make corporate notifications per Critical Alert protocol.

NATIONAL/STATE AMBER AND SILVER ALERT PROGRAMS

If the property is a participant in the Nation’s Amber Alert or Silver Alert Program, each mall is to take the following steps to ensure they receive notification of Amber or Silver Alerts in their area.

Register with Department of Justice (amberalert.gov), National Center for Missing and Exploited Children, or your State Agency responsible for implementation of the programs. In some cases, mobile numbers can be given to get wireless texts and alerts. You may need to register with more than one entity depending on your State requirements. Provide a notification fax number to a location which is constantly or frequently monitored, such as: o Security Provider’s Office o Guest Services Booth o Management Office

Establish a backup notification and verification system with the local police and other State or local Amber/Silver Alert notification services.

Upon Receiving Notification of an Amber Alert / Silver Alert Notify the Management Team and the Security Provider of the alert

Coordinate with other Simon properties in the area to ensure they have received the alert information

If the alert originated from the property, complete a Critical Alert Report and forward to Simon Corporate Security

Complete an informational incident report using the Amber/Silver Alert title Removal of Amber/Silver Alerts

Check with the police and the National Center for Missing and Exploited Children, Nationalsilveralert.org or your State contact agency website daily to determine when the alert has been rescinded. Typically an alert will be posted for one or two days.

Remove alerts when appropriate.

Add supplemental information to the incident report indicating the date the signs were removed.

Law Enforcement Officer Alerts Some states have instituted a LEO Alert program. Your agency responsible for issuing Amber or Silver alerts will be able to acknowledge if they have such a plan and how to obtain the alerts. This plan, which uses some of the technologies employed in an Amber Alert, was established in response to the increasing number of law enforcement officers who were killed or injured in the line of duty. In some of these cases, the offender(s) used vehicles to flee and attempt to escape. These states will immediately broadcast important information about offender(s) who have seriously injured or killed a law enforcement officer. The information will be broadcast through dynamic highway message signs and other appropriate notification methods to increase the chances of capturing the suspect(s) responsible for injuring or killing a law enforcement officer. Employees should be reminded their role is ONLY to OBSERVE AND REPORT immediately to 911 anyone suspected of being on a LEO Alert. They should make no attempt to detain or identify the person.

When a bomb threat is received it should be referred to as a specific Code / Signal Designation. The standard code to be used for a bomb threat is Code 100. The person receiving the call should do the following:

Obtain as much information as possible while keeping the caller on the line. Do not hang up even if the caller does. Be polite and show interest. Try to keep the caller talking to learn more information. Ask specific questions and take notes immediately.

If possible, try to hand a note to a colleague to call the authorities while you are still on the phone. If caller ID is used record the caller’s phone number.

A bomb threat report can be filled out when the call is completed. The person receiving the call is required to utilize the current Simon check list Form 89 while on the telephone with the caller. This list is required to be maintained at a minimum at the Guest Services Booth and with the mall office telephones which are routinely used to receive incoming calls. The Mall Manager can designate additional locations for the form to be maintained and readily available.

If for some reason a bomb threat checklist is unavailable obtain as much detail as possible asking the following questions: o What is your name? o Where are you calling from? o Where is the bomb? (building, floor, room etc) o What type of bomb is it? o What does it look like? o What time is it set to go off? o What will cause it explode?

o Did you set the bomb? o Why did you set the bomb? o What group is behind this? o Note the approximate age and sex of the caller. o Note any voice characteristics and accents (Include items such as angry,

calm, clearing throat, coughing, lisp, nasal, slurred etc). o Note any background noises. (Include items such as animal, street, PA

systems, music, office/factory machinery, people, and children).

After completing the call, immediately contact the following from a different phone: o Police and Fire Departments (911) o The Mall Manager or designee on property and all on-duty mall personnel o The Mall Manager or designee in conjunction with Local Law Enforcement

may decide to notify anchor stores. Speak only to the Manager on Duty. The anchor stores will follow their bomb threat protocols.

o The Mall Manager or designee in conjunction with local law enforcement may decide to notify tenants to begin searching their stores. This notification should be done quickly and not in the presence of customers. Instructions on bomb threat searches have been provided to tenants through the Tenant Emergency Response Guide.

The Mall Manager or designee will assemble search teams and conduct a thorough search of the property and complete a search assignment sheet (Form 111). Personnel should search the following areas according to the Site Search Plan contained in the Property Emergency Planning Guide:

Interior Areas o Common areas and rest rooms o Waste containers o Housekeeping areas o Planters o Floor Drains o Stairwells o Telephone and locker areas o Vent ducts o Service corridors/closets and mechanical rooms

Exterior Areas o Fire-lanes and docks o Landscaping adjacent to the building

Do not touch any suspicious packages. Signs of a suspicious package include: o No return address o Excessive postage o Stains o Strange odor o Strange sounds o Unexpected delivery o Poorly handwritten o Misspelled words o Incorrect titles o Foreign postage o Restrictive notes

Do not move the package to try and determine any of the above Indicators. Immediately contact the Mall Manager or designee and the Police/Fire Departments. Once local law enforcement or Emergency Management Agencies have arrived on scene, the ranking officer will assume command of the situation. Close the area to the public. Evacuate all personnel and do not use radios within 300 feet of any suspicious package. NOTE: According to the ATF portable radios may be used to coordinate during a bomb threat search. If a suspicious item is found radios should not be used within 300 feet of the item.

Any decision to evacuate the property or sections of the property will be made by the Mall Manager or Local Authorities, unless the need is obvious. Current DHS or ATF Bomb Stand-off charts may be used as a guide to assist in determining how much of the property to evacuate. The DHS and ATF Bomb Stand-off charts have been included in this CEMP for reference. It is recommended the charts be printed and posted. The identification of one suspicious device does not indicate there are not other suspicious devices at the property. Mall Managers and those involved in the search need to be aware a secondary explosive device could be planted on the property. This should be a consideration in any decision to evacuate the property. Any identified EAP or staging area should be searched for suspicious packages prior to actually using that location as a staging area. If evacuation is required, refer to the “Evacuation Plan” in your Emergency Planning Guide. Treat written bomb threats as evidence. The letter, envelope, and any other accompanying material should be protected from unnecessary handling. Ensure any bomb threats received by e-mail are not deleted. Written or e-mail bomb threats require the same notifications listed above.

A complete power outage while the building is occupied not only disrupts business, but presents the possibility for disorderly conduct and criminal behavior. An immediate response by mall management is essential to deterring problems.

Single Tenant Loss of Power Notify Operations / Maintenance to inspect the store’s electrical boxes and

distribution center for tampering or property safety concerns.

Unless the resolution is obvious and simple, advise the tenant to contact an electrician.

Entire Mall or Major Sections of the Mall Loss of Power The Tenant Emergency Response Guide instructs tenants to clear their stores of

customers and close their doors if power is not restored in 30 minutes.

Immediately establish a Security presence in the mall through the use of mall personnel carrying flashlights and use of individual radios. Use Housekeeping, Mall Office employees, and available Maintenance personnel to give the appearance of more staff members. The time of day and amount of emergency lighting in the mall will determine the amount of personnel necessary. Establish patrol zones and posts for maximum coverage.

Contact the police and utilities company to determine the estimated time for the power to be restored. Request interior police patrols at the mall if needed. NOTE: The police may not be available if the problem has affected surrounding areas.

If the problem is limited to the mall, contact the utility company to respond to the property.

Conduct a preliminary visual inspection of electrical rooms and power lines to the mall to determine if there are any immediate safety concerns. DO NOT TOUCH ANYTHING OR ENTER AREAS WHERE THERE APPEARS TO BE A PROBLEM.

Make notifications as directed by the Critical Alert procedure.

If service has been or is predicted to be disrupted for an extended period of time, consult with the Mall Manager in regards to closing the mall. The Mall Manager shall ensure the Emergency Management Coordinator is notified of any extended power outage.

Document the timeline for the incident.

If customers or employees are trapped in elevators, Security shall contact the occupants on the elevator emergency phone and communicate the need to remain calm while the problem is being assessed and attempt to determine if there are any immediate and emergency needs. If necessary, the Fire Department shall be contacted to affect any emergency access to the elevator.

Establish a Fire Watch as required by local fire codes. Once Power is Restored

Conduct a follow up visual inspection of electrical rooms and power lines to the mall to determine if there are any immediate safety concerns.

Notify local authorities all tenant fire alarm systems are activated and fire monitoring is operational.

Security will complete a D3 entry regarding the incident.
