• 28th May 2013, the EU Council (devp./FA) endorsed the Council Conclusions on the Post 2015 framework

• To be adopted by the General Affairs Council on 25 June– No mention of migration– Commitment to address inequalities, resilience to stress

and external shocks and to promote social inclusion, social protection floors and decent work for all

– Commitment to ensure a rights-based approach encompassing all human rights

– There is a need to address Policy Coherence, in particular Policy Coherence for Development, at all levels and across all sectors

Report of the High Level Panel (HLP) on the post-2015 Development agenda (30th May 2013)

5 transformative shifts :• « Leave no one behind », • « Put sustainable development at the core », • « Transform economies for jobs and inclusive

growth », • « Build peace and effective, open and accountable

institutions for all », • « Forge a new global partnership ».

13

• Migration not in original MDGs• Development goals and targets on

«outcomes»• Migration as a «means» to achieve goals• «Enabler» for inclusive and sustainable

growth (UN post-2015 Task Team, EC, Rio+20…)

• Global debates and policy processes in next 18 months

Migration as an ‘enabler’?

Page 14: European Working Conference 05th and 06th June 2013

14

Option A - A stand-alone goal related to migration and mobility

Option B – A statement• Include international migration as

an enabler=> Raise awareness and shape views on the role of migration in a post-2015 context

What could be expected

Page 15: European Working Conference 05th and 06th June 2013

15

Option C – Strengthening a «partnership goal»• Be more explicit about migration and

include recommendations as «partnership goals» (spirit of MDG 8)

• Develop some indicators to track progress

What could be expected

Page 16: European Working Conference 05th and 06th June 2013

16

Independent of the discussions on goals/indicators, at least three elements to consider in the post-2015 context:• The rights of migrants• More data and research• Giving migrants a voice

What could be expected

Page 17: European Working Conference 05th and 06th June 2013

17

Enormous potential of migration for development AND negative implications of international migration• Health, security and well-being of

migrants • Socio-economic effects

Negative implications of international migration

Page 18: European Working Conference 05th and 06th June 2013

18

• The conversation is still ongoing• Advocacy should now switch efforts

to national processes• Civil society should better link the

HLD and Post-2015 debates• Tackling misinformation and inertia

around migration issues is a major challenge for the years to come
