GENERAL INRODUCION
Regional programmes in the ENPI East
History o relationsSince the EU’s enlargement in 2004 and 2007, anever deeper relationship is being built between theUnion and the countries on its Eastern borders
within the European Neighbourhood Policy (ENP).It engages Armenia, Azerbaijan, Georgia, Moldovaand Ukraine. Te ENP also covers Belarus, whichcan become a ull partner provided it takes concretesteps towards democratisation, respect or humanrights and the rule o law.
Te aim o the ENP is to bring these neighbours
closer to the EU and support their eforts or eco-nomic, social and political reorm. Moreover, sixo them, Armenia, Azerbaijan, Belarus, GeorgiaMoldova and Ukraine, participate in one o the EU’snewest external relations initiatives - the EasternPartnership (EaP). Each o them, except Belarus,has a Partnership and Cooperation Agreement(PCA) that serves as a political and legal rame-
work or cooperation. With Russia, the EU has aseparate Strategic Partnership. All these countriesare beneciary o the European Neighbourhoodand Partnership Instrument (ENPI), the nancialtool that turns decisions taken on a political levelinto actions on the ground.
Dialogue between the EU and its Eastern neighbours
is secured through joint institutions set up underthe PCAs, the highest one being the CooperationCouncil. With Russia, it is the Permanent Partner-ship Council. Te ENP has been developed with the objective

Objectiveshe EU Border AssistanceMission to Moldova and
Ukraine (EUBAM) supportsthe two countries to harmonizeand modernize their bordermanagement standards andprocedures in accordancewith European standards.It also aims to enhance theproessional capacities o the
Moldovan and Ukrainian cus-toms and border guard servicesat operational level. In addi-tion, it ofers help to developrisk analysis capacities andto improve cross border co-operation between the borderguard and customs services and
with other law enorcementagencies.
What does it do?EUBAM works with Moldovaand Ukraine on their border
management standards andprocedures, through observ-ing what goes on at the bor-der and providing on-the-jobtraining and advice to borderoicials and study tours. Italso reinorces their capacity to carry out efective border

ObjectivesTe project aims to acilitatethe movement o persons and
goods in the South Caucasusstates o Armenia, Azerbai- jan and Georgia, while at thesame time maintaining secureborders, through enhancinginter-agency, bilateral andregional border managementcooperation both within and
among the countries o theSouth Caucasus region as wellas between the countries, EUMember States and other in-ternational actors.
It is implemented by UNDPin cooperation with the
Lithuanian, Polish, Latvian,Estonian, Czech, border agen-cies, ICMPD, and the Frenchgovernment.
What does it do?Te project encourages closercooperation between both the
agencies within a country, suchas the Border Guards and theCustoms Authorities, as well asthe agencies in neighbouringcountries, based on the premiseo the European Integrated Bor-der Management. Tis leads tomore harmonized procedures
