SHAPING THE FUTURE OF MOBILITYTransport plays a central role in our daily lives and the EU’s economy. The sector employs more than 11 million Europeans and represents 5% of the EU’s GDP. At the same time, it needs to modernise to tackle challenges such as CO2 emissions, air pollution and accidents and to stay ahead of the curve with new technologies and business models.
Since 2014, this Commission has taken an unprecedented number of actions to help the transport sector and public authorities prepare for the mobility of tomorrow. The objective is to protect Europeans against traffic accidents, poor air quality and climate change, empower them with new mobility solutions that match their changing needs, and defend the competitiveness of European industry.
“The Commission will help our industries stay,or become, the number one in innovation, digitisation and decarbonisation”
European Commission President Jean-Claude Juncker, State of the Union speech, 13 September 2017
With today’s initiatives, the Commission aims to complete this process with actions for safe, innovative and clean mobility:

Europe on the Move
SAFE: Playing our part in helping to reduce the number of road accidents.
CONNECTED & AUTOMATED: Keeping Europe at the forefront of technological innovations in mobility for the benefit of all Europeans.
CLEAN: Accelerating the transition to low-emissions mobility to meet the climate goals of the Paris Agreement and reduce air pollution in cities.
SOME OF THE KEY ACTIONS PROPOSEDBY THE COMMISSION SINCE MAY 2017
THREE EPISODES, ONE STORYAlthough they were spread over time, the three successive “Europe on the Move” packages form a single set of consistent policies addressing the many interlinked facets of our mobility system.
As a concrete illustration, the Commission proposed in May 2017 to reward the most environmentally-friendly vehicles with reduced road charges. To enable this, the Commission put forward new CO2 standards for light vehicles in November 2017 followed today by the first ever CO2 standards for trucks. In parallel, the Commission took actions to strengthen the internal road freight market and to better protect drivers.
Put together, all these initiatives will offer safe, clean and competitive mobility to Europeans by 2025.
Action plan to accelerate the deployment of alternative fuels
Facilitation of domestic bus operations New CO2
standards for cars and vans

Batteries initiativeNew vehicle safety measures
Strategy for the safe transition to connected and automated mobility
First ever CO2 standards for trucks
New road safety framework for the period post 2020
DELIVERING ON THIS VISIONIn order to turn this positive agenda into reality, it is now for the European Parliament and the Council to swiftly adopt the Commission’s proposals. The months to come will be critical for ensuring that ‘Europe is on the Move’.
Improving workers’ social and employment conditions
Promoting the ‘user-pays’ and ‘polluter-pays’ principles through road charging
Improving the functioning of the road haulage market
Common European specifications for electronic tolling
Improved design of cabins
