Challenges
Developing innovative economies is even more important during a crisis Job creation
Competitiveness
Attractiveness & foreign direct investments
Mediterranean countries are dropping OUT of the race Poor and declining rankings on innovation e.g. according to “The Global Competitiveness Report – innovation pillar”, Egypt fell by 29 places from 74 (2009) to 103 in 2011
No champions or hot spots (business champions, smart city, clusters..)
Brain drain

State of play
Over 90% of R&D activity in the Mediterranean region is carried out by public universities and research centres (Vs 54% Europe)
Low investment in R&D: between 0.2% and 0.7% of GDP
Poor valorisation in terms of publications and patents
A brain drain phenomenon
Disparities : i.e Tunisia’s and Jordan’s performance very similar to (or even better than) some European southern countries
