High Level Objective
Extend SoL service coverage to non-EU Mediterranean countries (N.
Africa/M.East), by leveraging the EGNOS core infrastructure.

Implementation
Political: Commission’s Communication issued March 2011 (cooperation with
Southern Mediterranean countries), positions adopted by the Ministerial
Transport Conference of the Union for the Mediterranean in 2013/14, indicated
Satellite Navigation as area for cooperation, for its impact on transport
efficiency, safety (e.g. civil aviation) and regional cooperation (RTAP 2014-20).
Technical: Euromed GNSS I & II (METIS, MEDUSA, ESA): initial infrastructure,
technical demonstrations, CBA per country, service demo in aviation/logistics,
definition of regulatory framework for the long term and roadmap to provide
EGNOS SoL coverage (e.g. capex, timeline).

EU legal constraints for EGNOS extensions…
"…Subject to technical and financial constraints and on the basis of international
agreements, the geographical coverage of the services provided by the EGNOS
system could be extended to other regions of the world, in particular to the territories
of candidate countries, of third countries associated with the Single European Sky
and of countries in the European Neighbourhood Policy…"

"… In view of the global nature of the systems, it is essential that the Union enter into
agreements with third countries and international organisations in the context of the
Galileo and EGNOS programmes under Article 218 TFEU, in particular to ensure their
smooth implementation, deal with certain questions relating to security and charging,
optimise the services provided to citizens of the Union and meet the needs of third
countries and international organisations…"

"… The geographical coverage of the EGNOS system may be extended to other
regions of the world, in particular to the territories of candidate countries, of third
countries associated with the Single European Sky and of countries in the European
Neighbourhood Policy, subject to technical feasibility and on the basis of international
agreements. The cost of such extension, including the related exploitation costs, shall
not be covered by the resources referred to in Article 9. Such extension shall not
delay the extension of the geographical coverage of the EGNOS system throughout
the Member States' territories geographically located in Europe…"

Euromed GNSS WG 2014 conclusions
CONCLUSION of the 7th Euromed GNSS Working Group, 15/10/2014
1) Encouraged the European Commission to establish the infrastructure needs
for the extension of EGNOS safety of life signal in the region according to the
given priorities (MEDUSA Jan 2014);
2) Agreed that the Commission will share with ENI South countries the
regulatory analysis underlying the future horizontal international
agreement and EWA for non-EU countries;
3) Encouraged the ENI South countries that have not yet done so to formally
express their interest in participating in the EGNOS programme (i.e. entering
a horizontal international (regional) agreement);
4) Proposed the continued holding of joint meetings between the aviation and
the GNSS working groups;
5) Encouraged to continue to integrate the GNSS activities in all other
transport domains (RTAP 2014-2020).
6) Asked the European Commission to continue exploring the possibility that
AUGUR web tool for GNSS-RAIM prediction is extended in a way to cover
also ENI South countries airspaces.
