The European No-Mobility in the Non-Optimal Eurozone: Effects and

Abstract
In this research is considered the no labour mobility in an environment of economic
integration and of non-optimal currency area.
We analyse the dialectics between internal mobility and European economic and monetary
integration in a context of labour and welfare national regulations. The no labour territorial
mobility and no wage flexibility creates a non-optimal European monetary union.
All this has generated: a) huge internal imbalances and divergences on the national
economies and politics, especially during the 2008-2012 economic crisis; b) non-balance of
the national labour markets and sustained hard unemployment rates in the europeriphery;
and c) notorious over cost, a deficit of competitiveness and loose of wellbeing in the
europeripheral countries.

Le phénomène migratoire euro - méditerranéen : la nécessité d’une

Les mouvements de population ne s’expliquent pas uniquement par des conflits politiques. Ils
sont aussi la conséquence d’un sous-développement endémique qui sévit dans un certain
nombre de régions du monde (Afrique, Asie ou Amérique latine). Cela dit, la distinction entre
réfugiés politiques et migrants économiques n’est pas toujours aisée à établir. D’une part, les
deux notions peuvent se recouvrir dans la mesure où les réfugiés politiques peuvent être
conduits à exercer une activité dans le pays d’accueil et, d’autre part, les migrants
économiques, de loin les plus nombreux, peuvent être tentés d’emprunter les canaux réservés
aux migrants politiques pour accéder aux territoires ciblés. On le voit très clairement
aujourd’hui où les migrants en provenance du Moyen-Orient et de Libye à destination de
l’Union européenne recouvrent de multiples statuts : réfugié politique, migrant économique,
terroriste islamiste. Les contrôles nécessaires aux points d’entrée sur le territoire européen
(Grèce et Italie notamment) sont généralement considérés comme déficients. Autant la
question des réfugiés politiques ne soulève aucune difficulté dans la mesure où ils doivent
être accueillis partout dans le monde démocratique (de préférence dans des contrées
limitrophes des zones desquelles ils sont exclus), autant celle posée par les migrants
économiques posent de réelles interrogations auxquelles les réponses apportées ne sauraient
se limiter à des considérations humanitaires ou morales. La situation économique, sociale et
sociétale des pays d’accueil doit être évaluée pour déterminer leur capacité à absorber de
façon satisfaisante les flux de migrants économiques en évitant notamment l’écueil des
communautarismes. Notre contribution a pour but de poser la problématique de la migration
économique euro-méditerranéenne pour un pays comme la France. Interrogeons-nous tout
d’abord sur le contexte productif mondial qui impacte la donne migratoire.

Abstract
The 2000s witnessed the restructuring of Turkish migration policy, particularly under the
influence of EU integration. This paper aims to analyze Turkish policy making in the field of
migration and asylum from an historical perspective, conceptually using incrementalism, one
of the key public policy theories. Within this framework, specific migration policies will be
analyzed in order to present their connection and/or disconnection with the heritage of Turkish
migration policy making, both institutionally and theoretically. Turkey’s role in Euro-
Mediterranean integration will be discussed via the Syrian refugee crisis, the re-admission
agreement, as well as the migration diplomacy with the EU.

La política migratoria Marroquí: ¿ruptura o consolidación de la
“Europeización”?
The Moroccan migration policy: rupture or reinforcement of the “Europeanisation”?

Although the Kingdom of Morocco has developed a traditional approach toward migration as
an “origin-country”, it has launched its own migration policy in 2003 (Law 02/03). In a first
term, the close cooperation with the European Union brought as a consequence that Morocco
drafted its framework from a security approach. Nevertheless, there was a breaking point in
2014 when the King Mohammed VI announced the “switch” towards a more proactive as well
as humanist approach. The aftermath was the first process of regularisation of irregular
migrants. The paper analyses whether there a reinforcement of the traditional model related
to the EU principle “security” or whether Morocco has found its own path.

Turkey and the Neighborhood: Challenges and International

Distinguished participants,
Ladies and Gentlemen,
I would like to thank the organizers for holding this very timely and important conference.
It is my distinct pleasure to be given the opportunity to share my views at this event.
Regarding migration, Turkey occupies a unique position. Historically speaking, Anatolia has
for centuries been a destination for migration flows and also being situated in a disaster prone
geography, history of Anatolia itself is molded by migration.
What makes our experience unique is that, my country, which has traditionally been a source
and transit country for many years has recently turned also into a destination country, not
only because of the ongoing political crises and conflict just across its borders but also due
to its strong economic growth in recent years. So, you can say that we know both sides of
the coin quite well and accumulated an immense amount of experience in both regards.
The Syrian crises, since its eruption in 2011, has become a major challenge for the whole
region and for us. When the conflict in Syria first erupted, we have mobilized all our
capabilities in order to contain the negative impact of the Syrian crisis by providing shelter to
those fleeing Syria. We have decided to pursue an “open door” policy towards Syrians without
any discrimination. Turkey today hosts 3.2 million refugees, 2,9 million of which is Syrians.
This policy was not only the result of Turkey’s international commitments, complying with the
principle of non-refoulement; it was also an act of conscience and compassion based on
humanitarian concerns….(continue…).

Geopolitical implications of migration on Euro-Mediterranean
integration

Abstract
The Author analysis geopolitical implications of contemporary flow of migrants to the
European Union that has an impact on the Mediterranean integration. Empahasises features
of international relations such as dynamics, rivalry and uncertainty. Indicating lack of
Common Foreign and Security Policy and weaknesses of the European Neighbourhood Policy;
trap of relocation of migrants; described problems of international official development
assistance. Makes remarks on the issue of clash of civilizations. In a conclusion there are
general and detailled remarks on the migration problem indicating necessity to improve
political aspects of the European Union activity as well as to take into account interests of
states from outsider the Mediterranean region but involved in conflict in Syria.

Abstract
The purpose of this paper is to capture and analyze the interdependence connection between
migration dynamic and security at a European level and to examine the way in which different
EU politicians and EU institutions approaches and manages the issue of security in terms of
legal/illegal migration and refugees, seen as the source of political, economic and societal
security. The first part of this article makes a review of the specialized literature on
securitization studies. The second part analyzes EU’s integrated measures in approaching
security and immigration, from legal issues, tackling of the issue in the Union treaties and
political discourses to the effects of EU’s identity construct process. When/How is migration a
security issue? Anlyzing the current migration crisis through the security lens is it likely to
promote the most effective responses, or an economic and social approach would be more
suitable? Whose security is relevant in such a debate – the security of states or humans? Are
the progresses of the EU security policy enough to mantain its „area of freedom, security and
justice“and manage external security issues? These are some of the questions that we will try
to answer through our analysis. The article concludes that migration policies might be more
successful if they were explicitly linked to long-term EU political agenda concerned with
democracy, socio-economic development, integration and conflict prevention.

Resumen
Este comunicado presenta un análisis de la intersección entre dinámicas migratorias y
patrones de estratificación social, para poner de relieve los factores a considerar en la
comprensión de decisiones migratorias, composición y circularidad de los flujos de personas,
características socio-demográficas, perspectivas de integración en la sociedad receptora y las
experiencias de los migrantes en el mercado del trabajo. Se sostiene que el proceso
migratorio, desde la toma de decisiones de dónde, cuándo y quién va emigrar, hasta las
posibilidades o limitaciones de integración en la sociedad de llegada. Por otra parte, se plantea
que en el marco del progresivo aumento de los flujos migratorios intrarregionales, se
intensifican o emergen nuevos patrones de estratificación en las sociedades de llegada, como
aquellos basados en características raciales o étnicas de los inmigrantes, que son percibidas,
categorizadas y jerarquizadas en la sociedad receptora. Se sugiere que la atención a la
multidimensionalidad de la estratificación social ilumina cómo la estructura de oportunidades
generadas por distintas jerarquías sociales, tiene impacto tanto en las decisiones migratorias
como en las posibilidades de integración y acceso a recursos sociales de los migrantes.

Abstract:
The paper discusses the linkage of space, national borders and state authority in in the context
of the refugee crisis, migration movements, and measures to deal with these. It focuses on
the challenge to national borders and their potentially changed meaning in light of mass
migration, and on measures to maintain state authority and security. Combining the
conceptual lenses of critical geopolitics and post-structuralism, the paper highlights acts of
b/ordering, while also paying some attention to questions of national identity and acts of
othering.

Resumen: Las migraciones se sitúan actualmente en el centro del debate político debido
principalmente a la crisis migratoria en el Mediterráneo y a las reacciones de algunos países
ante este panorama. Las acciones de integración suponen una fase fundamental para la paz
en el Mare Nostrum. Tras analizar brevemente el nexo migración-seguridad y desde una visión
general del Mediterráneo se exponen los principales países receptores de migración. A
continuación se realizará la revisión de los indicadores políticos sobre migración y una sinopsis
de la situación de los migrantes en los cinco países principales de migración: Alemania, Reino
Unido, Francia, España e Italia. Con ello, tras este análisis sería posible iniciar un estudio con
el fin de obtener parámetros que pueden orientar las acciones ante la necesidad colectiva de
vivir en una sociedad pacífica y más igualitaria.

Abstract
Migration is currently at the center of the political debate, mainly due to the migratory crisis
in the Mediterranean and the reactions of some countries to this scenario. The integration
actions represent a fundamental phase for peace in the Mare Nostrum. After briefly analyzing
the migration-security nexus and from an overview of the Mediterranean, the main countries
receiving migration are exposed. A review of policy indicators on migration and an overview
of the situation of migrants in the five main migration countries will be carried out: Germany,
United Kingdom, France, Spain and Italy. With this, it would be possible to initiate a study in
order to obtain parameters that can orient the actions before the collective necessity to live
in a peaceful and more egalitarian society.

En amont, les façons dont les migrations participent à l’avènement des révolutions peuvent
constituer un sujet d’interrogation : alimentation du mécontentement de leurs sociétés
d’origine par leurs expériences au contact des démocraties occidentales ou, au contraire,
participation à la rigidification des hiérarchies sociales ; contribution aux inégalités sociales et
territoriales ; amenuisement des possibilités d’expatriation à la fin des années 2000 ; entre
autres.
En aval, les conséquences des révolutions sur les migrations dans le monde arabe peuvent
constituer un autre sujet d’interrogation : nouveau cycle dans l’histoire et la géographie des
migrations de la région ; reconfiguration des systèmes migratoires nationaux et régionaux ;
ruptures ou continuités en termes de flux migratoires ; modes de gestion et d’engagements
transnationaux des diasporas ; entre autres.
En nous éclairant des résultats des études consacrées à ce sujet par la Revue européenne
des migrations internationales et les Cahiers du CREAD, nous analyserons, à travers cette
présentation, les causes en amont et les conséquences en aval des migrations au MENA, au
temps des révolutions arabes. Notre conclusion est que la fonction migratoire au MENA a été
complètement bouleversée avec l’avènement des révolutions arabes.

Abstract
The relations between Arab revolutions and international migrations are multidimensional and
can be thought in several ways (Pagès-El Karoui and Boubakri, 2015, pp.7-15). These reports
are available upstream and downstream.
Upstream, the ways in which migrations participate in the advent of revolutions can be a
subject of questioning: feeding the dissatisfaction of their original societies through their
experiences in contact with Western democracies or, on the contrary, participating in the
rigidification of Social hierarchies; Contribution to social and territorial inequalities; Reduced
possibilities for expatriation in the late 2000s; Among others.
Downstream, the consequences of the revolutions on migrations in the Arab world can be
another subject of inquiry: a new cycle in the history and geography of migration in the
region; Reconfiguration of national and regional migration systems; Breaks or continuities in
terms of migratory flows; Modes of transnational management and commitments of
diasporas; Among others.
By enlightening us of the results of the studies on the subject by the European Journal of
International Migration and the Cahiers du CREAD, we will analyze the causes upstream and
the consequences downstream of migration at MENA, during the period of the Arab
revolutions. Our conclusion is that the migration function at MENA was completely disrupted
with the advent of Arab revolutions.

La situación de crisis, económica, social, institucional y política, en la que se encuentra Europa
y que ha estallado como consecuencia de la mala gestión que se ha hecho de la mal llamada
crisis de los refugiados, ha provocado que volvamos a reflexionar sobre los objetivos y valores
que persigue la UE y si estos son los mismos sobre los que se fundó en los años 50 en pleno
proceso de reconstrucción. Su principal acierto convencer a estados tradicionalmente
enfrentados para construir un continente en el que imperara la paz, la defensa de los Derechos
Humanos y el desarrollo económico. La gestión de los refugiados ha hecho que estas bases
se tambaleen y con ellas todo el entramado institucional construido hasta ahora.
En esta ponencia analizaremos cuáles han sido las respuestas que se han dado desde el
Consejo Europeo y desde las capitales a la crisis humanitaria provocada por el conflicto en
Siria. Respuestas que, fundamentalmente, han estado dirigidas a la contención de los flujos
migratorios y al incremento de las medidas de seguridad y de manera más residual a políticas
de acogida e integración. Una parte importante de estas acciones se han centrado en la
utilización de herramientas de política exterior tradicionales tales como acuerdos bilaterales
con países terceros.

The Deportation of foreigners in Turkey and the Impact of the

Turkey has recently become the host country of more than 3 million migrants, mostly Syrians.
In order to stop their arrival in Europe, the EU signed with Turkey a Readmission Agreement.
However, very little is known about Turkey’s deportation practices.
Based on different studies (funded by the Swiss National Science Foundation and the
Friedrich-Ebert-Stiftung), we will analyse the deportation of foreigners in Turkey. In our
presentation, we will show that deportation has become a subject of international relations
and one of the most Europeanised instruments of Turkish migration policy under the influence
of the EU. Moreover, we will argue that the EU has played an active role as an actor in a
process considered national in essence.

Abstract
It is a sad fact that violent military conflicts and human rights abuses have still taken place
in our age. Such events have a deep impact not only on the communities in which they are
originated but also on many other communities. One of the most important consequences of
violent military conflicts and human rights abuses is refugee flight. As a result of the civil war
that started in Syria in 2011, Turkey has received a huge influx of refugees. Currently, Turkey
has been hosting 262.868 registered Syrian refugees in temporary protection centers holding
the most hospitable country status. However, it is stated that there are more than 2.9 million
Syrian refugees in Turkey. These refugees bring not only some opportunities but also many
problems with them. This study focuses on emerging health and education issues of the Syrian
refugees in Turkey along with the externalities of health and education expenditures that
Turkey allocates for refugees from its own budget.

Asylum Seekers and Refugees in Informal Settlements in Italy

Abstract
Newspapers and humanitarian organizations insistently point out that many asylum seekers
or beneficiaries of international protection are forced to live for months or even years in
precarious settlements sprung up spontaneously along Italy. However, there are no official
statistics on how many asylum seekers and refugees in Italy live outside the official reception
system. Our survey, carried out between April and November 2015, is the first Italian survey
on foreigners living in informal settlements. The survey allowed to create a list of spontaneous
settlements in Italy and to estimate the amount of population living there. The poor living
conditions of these foreigners, the unmet medical need and the extreme housing
precariousness highlighted the difficulties of the Italian reception system in front of growing
volumes of migrants.

Resumen
La llegada masiva de refugiados a Jordania y Líbano desde el estallido de la crisis siria ha
supuesto un reto socioeconómico para estos dos países, cuyas estructuras de acogida se han
visto desbordadas. Por ello, la Unión Europea ha adoptado en los últimos meses de 2016 los
llamados Compacts con el Líbano y Jordania, que han destinado una importante cantidad de
dinero a mejorar las deficientes condiciones de vida de los refugiados sirios y otras
comunidades vulnerables. El presente trabajo descubre las limitaciones de estos planes de
acción en el marco de la política de externalización de la UE con los terceros países y su
permisividad con las normativas restrictivas de ambos países.

Introducción
El presente artículo tiene como eje fundamental hacer un análisis sobre la naturaleza y el
contenido de la Declaración UE – Turquía y su compatibilidad con el Derecho Internacional y
con el Derecho de la UE.
En primer lugar, se hará un recorrido por los antecedentes que dieron lugar a dicha
Declaración de 18 de marzo de 2016 para comprender las circunstancias que han llevado a
tomar esta decisión. En este sentido, se explicará el impulso que se pretendió dar en 2013 al
Sistema Europeo Común de Asilo con la modificación de ciertas normas europeas.
En segundo lugar, se analiza la naturaleza jurídica de la Declaración UE – Turquía. Se trata
de saber si estamos ante un acto de naturaleza política o ante un Tratado Internacional
susceptible de producir efectos jurídicos entre las partes.
En tercer lugar, se estudia el contenido de la Declaración, y se cuestiona su compatibilidad
con algunas disposiciones del Derecho Internacional, como la Convención de Ginebra sobre
el Estatuto de los Refugiados de 1951 y el Convenio Europeo para la Protección de los
Derechos Humanos y de las Libertades Fundamentales; y con algunas normas del Derecho
de la Unión Europea, como la Carta de los Derechos Fundamentales de la Unión Europea, la
Directiva 2013/32/UE del Parlamento Europeo y del Consejo de 26 de junio de 2013 sobre
procedimientos comunes para la concesión o retirada de la protección internacional, la
Directiva 2008/115/CE del Parlamento Europeo y del Consejo de 16 de diciembre de 2008,
relativa a normas y procedimientos comunes en los Estados miembros para el retorno de los
nacionales de terceros países en situación irregular y la Directiva 2013/33/UE sobre
condiciones de acogida del Parlamento Europeo y del Consejo de 26 de junio de 2013.
Finalmente se hace una breve reseña sobre la Declaración de Malta de 3 de febrero de 2017,
ya que parece adoptar el esquema de la Declaración UE – Turquía como modelo a seguir para
tratar el problema migratorio también en la ruta del Mediterráneo central.

Abstract
La frontera sur de La Unión Europea continental, la que como es sabido se extiende a lo largo
de los perímetros fronterizos de las ciudades autónomas de Ceuta y Melilla, no deja de ser
desde hace varios lustros foco de atención prioritaria de todos a quienes compete y preocupa
el fenómeno migratorio. Y en este caso no cabe entender por migraciones aquellas
caracterizadas por los elementos habituales en las corrientes convencionales, sino esos otros
movimientos poblacionales internacionales que escapan a todas luces de los patrones
prototípicos, al igual que ocurre en otras fronteras dispersas por otras áreas geográficas.
En la mente de los individuos, esta realidad se transforma en una imagen nítida: la de un
amurallamiento o valla que separa dos realidades diferentes, tanto en aspectos cuantitativos
como cualitativos. Una valla que marca claramente la separación entre dos espacios, vecinos
y distantes al mismo tiempo, y cuya incierta significación está llamada a perpetuarse en el
orden del día de los principales problemas mundiales de no gestionarse convenientemente.
En la presente comunicación se analiza esta problemática en diversos frentes: desde las raíces
del problema a las medidas adoptadas por parte de las políticas migratoria y económica,
pasando por una valoración de algunos de los efectos socioeconómicos de este drama real
sobre el contexto geopolítico en el que se adscribe.

Resumen: En los últimos años, miles de personas se han visto forzadas a desplazarse a
consecuencia de los desastres naturales y del cambio climático. Sin embargo, esta causa de
desplazamiento forzado no se contempla ni en la normativa, ni en las políticas internacionales.
Los desastres naturales deben ser considerados como una causa de protección para disfrutar
de los beneficios que concede el estatuto de refugiado. Las políticas migratorias deben
contemplar los factores ambientales como causa de movilidad, con la finalidad de proteger a
los migrantes y responder a sus necesidades. Esta comunicación ofrece una perspectiva de
las políticas legislativas en esta área y sobre como regular la migración internacional en el
contexto de los desastres naturales y el cambio climático.

Abstract: In recent years, thousands of people have been displaced due to natural disasters
and of climate change. However, the issue is not addressed by international law or policy.
Natural disasters should be granted eligibility for the benefits set out legislation on status of
refugees. Migration policies should clearly account for environmental factors triggering
mobility, with the aim of protecting environmental migrants and responding to their needs.
This paper offers a prospective basis for legal policy in this area and about the question of
how regulate international migration in the context of natural disasters and of climate change.

European solidarity to the 2015-2016 crisis: A ground- level view

Brief Introductory Note:
The point of this paper is the “view” and the view from the ground level, at that. To understand
how the people on the ground, in Greece, view this EU solidarity, or lack thereof, instead of
recounting in detail what EU governments and Institutions did and in what way, one has to
go back to how the migration phenomenon has affected Greece in recent years. EU action
came on top what Greeks themselves were doing at the moment, to combat the freak flows
of 2015- 2016 and, most importantly, on what they had done, in the recent past, how they
had done, in the recent past, to deal with migration, before that fateful summer of 2015. This
is what formed their perceptions; and in politics, perception is reality.

Resumen
Esta contribución analiza la infraestructura de servicios existente en países europeos para
integración de inmigrantes extracomunitarios a través del análisis de la cantidad y diversidad
de gasto social en servicios. Los resultados muestran que cuanto más diversa es dicha
infraestructura de servicios, menor es la privación de los inmigrantes y más rápida su
integración y que aquellas sociedades con mayor gasto social y mayor diversidad en su
infraestructura de servicios son aquellas, es decir mejor infraestructura de servicios, cuentan
efectivamente con un mayor porcentaje de población extracomunitaria.

¿En la integración de la persona migrante prevalece la dimensión
económica? La medición de la integración en el MIPEX

Resumen
Siendo cierto que la dimensión económica en la integración de las personas migrantes es
incuestionable, este trabajo quiere poner el acento en aspectos determinantes de la
integración integral de dicha población, donde los aspectos legislativos, así como el ámbito
social y político tienen un papel primordial. Bajo esta premisa, se tratará de responder a la
pregunta de si los indicadores europeos son adecuados o no para evaluar las políticas de
integración llevadas a cabo en España.
Con este fin se analizará el Migrant Integration Policy Index (MIPEX, 2015) utilizado por 38
países (UE 28 más otros 10). Este índice estudia y valora ocho áreas de integración: la
movilidad en el mercado de trabajo, educación, participación política, acceso a la
nacionalidad, reagrupación familiar, salud, residencia permanente y política
antidiscriminatoria.
En la implementación de las políticas de integración es donde encontramos barreras que
dificultan la evaluación de las mismas, entre ellas: la coordinación multinivel, los efectos de
la crisis económica y la carencia de igualdad de oportunidades de la población inmigrante.

Abstract
While it is true that the economic dimension in the integration of migrants is unquestionable,
this paper wants to emphasize determinant aspects for the integration of this population, in
which legislative, social and political aspects play a major role. Under this premise, an attempt
will be made to answer the question of whether, or not, European indicators are suitable for
evaluating the integration policies carried out in Spain.
For this purpose, the Migrant Integration Policy Index (MIPEX, 2015) used by 38 countries
(EU 28 plus 10) will be analyzed. This index studies and values eight areas of integration:
labor market mobility, education, political participation, access to nationality, family
reunification, health, permanent residence and anti-discrimination policy.
It is in the implementation of integration policies where barriers are found that make difficult
their evaluation, such as multilevel coordination, the effects of the economic crisis and the
lack of equal opportunities of the immigrant population.

Migrants’ social integration through understanding and communication. Holistic approach

The study analyses Moldovan migrants’ experience who managed to create 250 organizations
in 35 states and have determined political leaders from Moldova to create the Bureau for
Relations with Diaspora. The Bureau’s key tasks are to maintain a continuous dialogue with
the diaspora and negotiate social security programs for migrants in destination countries. The
political dialogue between the authorities in the Republic of Moldova and Italy, Portugal, Spain
has registered significant results, improving conditions and opportunities for migrants’ social
integration. Based on this initial positive experience, the author suggests a tripartite model
of social dialogue: engaging authorities from origin and destination countries and diaspora
organizations. The model provides the possibility to reflect the functioning of the democratic
system: diasporas come with proposals, authorities with decisions in support of new
opportunities for migrants’ social integration. The author uses dialectics to show
contradictions between the real situation of migrants and the ideal of participatory democracy.

Protección social y recesión económica en el sur de la UE, 2008-2014

Este trabajo persigue tres grandes objetivos. El primero es examinar los cambios que se han
sucedido en las políticas de gasto social de España, Grecia, Italia y Portugal a partir de 2008.
El segundo es analizar los nexos entre esos cambios y la crisis económica. El último objetivo
es indagar en qué medida los susodichos cambios han favorecido un proceso de convergencia
en el seno de este grupo de países, fortaleciendo la especificidad del denominado modelo
mediterráneo de Estado de Bienestar.
Para la consecución de tales metas, el trabajo centra su atención en las políticas de gasto en
protección social. Ello por dos motivos. Uno, porque esta partida presupuestaria representa
la inmensa mayoría de los recursos destinados al Estado de Bienestar. Y, en segundo término,
porque es el único gasto social del que se dispone, en el momento actual, de información para
todo el periodo objeto de estudio.

Migration, Polarization and Myrdal’s Vicious Circles. Diversity & Uncertainty in Migration Choice as Drivers for Local Economic Development

Abstract
This paper deals with the migration component in the Myrdal type of vicious circle termed
here the ‘Dogville Effect’. The ‘Dogville Effect’ suggests that due to negative economic shocks,
regions tend to radicalize in their attitudes (i.e. the polarization (extreme segregation) of
groups on the basis of political attitudes), which, due to a push-out effect on human capital,
leads to loss of synergy between groups; most importantly, it results in a significant loss of
economically productive human capital in the locality, a process that ultimately leads to
economic decline of the locality. The present paper focuses its attention on the previously
neglected migration component in the analysis on the ‘Dogville Effect’ (due to lack of data)
in this complex system of attitude-based economic deterioration over time (i.e., vicious
circle). In particular, we analyze two currently relevant different types of migrants –
immigrants and refugees – and their relationship to local economic incentives and the local
cultural ‘milieu’. Using both time-series (1983-2011) and regional cross-sections (at the
Lӓnder level, 2015) for Germany, we employ vector autoregressive (VAR) models and
recursive systems of equations (3SLS) to address both the incentives for spatial concentration
of migrants and the economic endogeneity of the intrinsic incentives. Our findings suggest
that refugees are clustered in the second-best performing regions (in terms of GDP per
capita), but these regions appear to develop faster radical feelings against the newcomers,

regions in Germany.

Le développement urbain durable fait aujourd’hui face à des problèmes multiples et
complexes. Les problèmes de la consommation énergétique, des transports automobiles, de
la dispersion urbaine, mais aussi de la migration, conduisent à des situations très critiques
pour les populations vulnérables. Ces dernières représentent en effet une forte concentration
des populations et des activités, mais aussi une forte sensibilité au changement climatique et
ses conséquences.
Cet article commence par explorer les dynamiques existantes entre développement urbain,
changement climatique et migration pour montrer la diversité des phénomènes migratoires
induits par le changement climatique. Il analyse ensuite la question de la migration climatique
dans le contexte urbain, comme un défi majeur en matière de transformation et de
développement urbain durable. Ce travail montre enfin l’importance de l’intégration de la
problématique de la migration climatique dans les politiques d’adaptation aux changements
climatiques.

Abstract:
Sustainable urban development today faces currently multiple and complex problems. The
issues of the energy consumption, the automobile transport, the urban dispersal and the
migration also lead to very critical situations for the vulnerable populations. The latter
represent a high concentration of populations and activities, but also a high sensitivity to
climate change and its consequences.
This article begins by exploring the dynamics between urban development, climate change
and migration to show the diversity of migration phenomena induced by climate change. It
then analyzes the issue of climate change in the urban context as a major challenge in terms
of sustainable urban transformation and development. This work also shows the importance
of integrating the question of climate migration into climate change adaptation policies.

Immigrant entrepreneurship in Greece since 2000: the case of
migrant entrepreneurial activity in wider Athens area

Ethnic entrepreneurship serves as a means to economic integration. According to the
selection-based argument migrants and entrepreneurs may share common individual features
such as low risk-aversion, high ambition and self-motivation. Definitely not all migrants can
or should be seen as super-entrepreneurs. The already ample relevant literature makes the
difference between “opportunity” and “necessity” migrant entrepreneurialism. This
presentation aims (i) to explore the economic activity of immigrants in Greece, with a special
focus on the entrepreneurial activities of those settled in the wider Athens area, (ii) to identify
opportunities and obstacles to economic integration and (iii) to suggest ways to overcome
those barriers for the mutual benefit of migrants and natives.
Analysis relies on two different and complementary to each other datasets: the 2011
Population Census and a database about migrant entrepreneurs provided by the Athens
Chamber of Tradesmen, after special request. Descriptive statistics techniques, contingency
tables and cluster analysis have been applied to identify any ethnic-related entrepreneurial
pattern and to examine geographic and sector variations.

Abstract
This paper aims at discussing the unexploited potential of rural finance, in sight of addressing
some root causes of migrations and suggesting ways to support displaced populations: this
strategic tool is likely to contribute to sustainable development, thus helping EU countries to
cope with migratory policies and people on the other shores of the Mediterranean Sea to stay
on their land.
Subsegments such as agricultural finance, agricultural value chain finance and agricultural
microfinance deserve unprecedented attention in the Euro-Mediterranean area; lessons
learned lead to stress that investing in resilient agriculture and rural livelihoods can foster
growth and financial inclusion.
Conclusions encompass academic challenges, that may allow Universities to play a crucial
role: key messages and recommendations involve the flight to quality in agribusiness, for
instance by promoting best practices in financial management, by upgrading the supply of
financial services to smallholder farmers and by disseminating financial education in rural
communities.

Inmigración y despoblación en Aragón: un análisis comarcal, 2000-

Introducción
La evolución de la población aragonesa a los largo del siglo XX ha seguido tres pautas: en
primer lugar, el crecimiento demográfico aragonés ha sido pequeño en comparación con el
del conjunto de España; segundo, un análisis detallado por comarcas muestra una elevada
polarización en el crecimiento demográfico (fuerte expansión de centros urbanos y retroceso
de comarcas y municipios poco poblados); por último, a finales del siglo XX la despoblación
de 15 de las 33 comarcas hizo que presentasen una densidad de población por debajo de los
10 habitantes por kilómetro cuadrado. Con esta situación como punto de inicio se tratará de
analizar la evolución que ha experimentado la población a nivel comarcal en Aragón.
El periodo de estudio (2000 a 2016) permite analizar una situación sumamente interesante
por cuanto abarcan dos periodos muy diferentes. En el primero, que coincide con los años
2000-2008, el formidable boom económico que vivió España tuvo también un reflejo
demográfico en las áreas rurales despobladas españolas. Para la España rural despoblada
situada en la parte oriental de la península, la despoblación se interrumpió y el crecimiento
demográfico fue muy significativo. Para la España rural despoblada situada en la mitad
occidental, aunque la despoblación también se desaceleró apreciablemente, no hubo un
crecimiento positivo de su población (Collantes et al., 2014). La crisis económica que estalló
en 2008 también ha tenido desde entonces un impacto demográfico claro. La expansión
demográfica en las zonas rurales despobladas más dinámicas en los años anteriores se detuvo
y la despoblación ha reaparecido con fuerte intensidad.
Los datos que vamos a analizar proceden principalmente del trabajo clave que realiza el
Instituto Aragonés de Estadística ofreciendo buena información demográfica a partir de los
padrones de población y censos.

El arraigo frente a la crisis de los inmigrados marroquíes en España

Resumen
Casi diez años después del comienzo de la crisis económica internacional y en España, la
población extranjera sigue ocupando un porcentaje importante en la sociedad española. No
obstante, también es cierto que se ha producido un cambio de ciclo migratorio: España ha
dejado de ser un punto de atracción para los flujos internacionales y han aumentado las
salidas. No obstante, las entradas, aunque menos voluminosas, no se han detenido. Ahora
bien, la dinámica difiere también según las nacionalidades. En esta comunicación nos
interrogamos sobre la evolución de la población marroquí desde 2008 hasta la actualidad.
Asimismo, integramos los resultados de una investigación cualitativa que nos ayude a
comprender porque la mayor parte de los marroquíes han decidido permanecer en España
pese a las dificultades.

Labour market integration of immigrants in New Europe: current situation and key challenges

Abstract
New Member States economies have been in the recent past viewed as emigration countries,
predominately due to economic reasons. Up to recent migration outburst, the key research
question in these countries was how to reverse the brain drain process. Recently increased
migration flows towards Western Europe transited on the so-called Western Balkan and
Eastern Borders migratory routes through the territories of these transition economies. It
brought enormous logistic problems and revealed unpreparedness of the officials in these
countries for such vast migration flows. Somewhat surprising to the general public, the
situation also revealed the unwillingness to accept refugees and asylum seekers. This collided
with the joint European efforts to ensure “fair distribution of arriving immigrants” within the
territories of the Union.
Most studies find that it is of utmost importance how the immigrants are integrated from the
moment of their arrival, in order to ensure that the impact on the economy in the future is
more likely to be positive. The successful integration in the labour market is frequently
emphasized as one of the utmost aspects of integration, since it enables emergence of
immigrants into all aspects of host-country life. The refugees and asylum seekers, constituting
the largest share of the recent migration flows, are frequently by national regulations
prohibited from participation in the labour market for specific period of time. Thus, their arrival
is perceived as short-run fiscal burden with possible adverse effects to local economies.
Furthermore, in case of weak local labour markets, additional negative perceptions are easily
formed.
The paper provides analysis of these aspects in selected New Member States countries.
Specifically, the focus is on the countries bordering with EU neighbourhood – Croatia,
Hungary, Poland, Slovak Republic and Slovenia. Since the successful integration depends on
the absorbing capacities of the host countries, the focus is on the current labour market
situation in these economies. Furthermore, comparative analysis of the relative labour market
outcomes immigrants (and if data permits asylum seekers) in these countries is provided.
Finally, policy framework for labour market integration of immigrants is reviewed in order to
draw recommendations for future policy actions.

Desde hace ya algún tiempo asistimos a una importante intensificación de los procesos de
inmigración procedentes de la zona euro-mediterránea con destino a distintos países de la
Unión Europea. La magnitud e intensidad de estos procesos, así como sus peculiaridades (se
trata de una inmigración que se produce por motivos no tanto económicos como vinculados
con situaciones de asilo y refugio) y los efectos potenciales que de ellos se pueden derivar
sobre los mercados de trabajo europeos invitan a su estudio. Para ello, y a partir de la
información suministrada por la Labour Force Survey, la presente investigación se plantea
dos grandes objetivos. Por una parte, conocer las principales características de los colectivos
implicados en estos procesos. De otra, cuantificar el efecto ejercido por su llegada sobre las
oportunidades laborales de los trabajadores nacionales. Finalmente, se reflexiona sobre hasta
qué punto éstos procesos de inmigración pueden constituirse en contribuciones al proceso de
construcción de la Unión Europea.

Un modelo multisectorial para medir el coste de la salida del mercado laboral de la población inmigrante en España

Abstract
En el año 2008, la población activa extranjera llegó a alcanzar una tasa del 16% sobre los
activos totales. La crisis económica posterior ha afectado intensamente a la población
inmigrante, provocando que su pérdida de empleo haya sido más acusada que en la población
nativa. Desde este año las tasas de desempleo aumentaron un 24% para los nativos y un
36% para los inmigrantes. En la actualidad existen políticas públicas destinadas a mejorar
asuntos vinculados con la inmigración y los principales indicadores sociales valoran
positivamente cuestiones relacionadas con este tema, pero sería deseable un análisis más
profundo sobre el peso y el impacto económico de la inmigración a nivel agregado para la
economía española.
En este artículo se analizan las características laborales de la población inmigrante. En su
mayoría cubren puestos de trabajo inestables y de baja cualificación, estando
sobrerrepresentados en sectores económicos que son muy sensibles a las fluctuaciones del
mercado laboral. Específicamente este trabajo analiza el coste para la economía española de
la pérdida de empleos que ha sufrido la población inmigrante en los años de la crisis. Para
ello, se utiliza un modelo multisectorial que nos permite estimar los impactos en el mercado
laboral (tanto en sueldos y salarios como en cotizaciones sociales) de forma directa y, de
forma indirecta e inducida, sobre el resto de macromagnitudes de la economía española.

Migration of Polish labor force to the EU’ partners. The lessons for Mediterranean countries.

Abstract
Migration of Poles to the EU can be a good lesson for the present migration from the
Mediterranean countries. After accession to the EU, we observed strong wave of emigration
of Polish workers to the single market to a peak of 2.2- 2.5 million. Because Poles became
the most mobile people among the European nations, the main goal of this article is to analyze
the costs and benefits of Polish emigration towards the EU partners. Polish emigrants were
mainly young, energetic and well educated people, who found jobs abroad below the level of
their qualifications (in the restaurants, construction sector, in agriculture). The main reasons
for emigration was an economic one: lower wages in Poland than in the partner states and
lack of jobs in Poland. Although emigration had some negative consequences upon the Polish
economy (the brain drain) remittances payments, lower unemployment, increased human
capital of returnees offset the downward effect of migration on polish GDP with positive impact
net on per capita growth of about 0, 5%. This positive economic effect can be intensified
when many emigrants after Brexit would return to the country with their savings and new
competences*.

La inmigración ecuatoriana y sus condiciones en el mercado laboral
de España e Italia.

Resumen
La presente comunicación lleva a cabo en primera instancia una caracterización de los
ecuatorianos que se encuentran en España e Italia. Posteriormente se presentará evidencia
de cómo la crisis mundial ha afectado sus condiciones laborales y sociales. Variables como la
del registro en la seguridad social, su participación en las actividades económicas, las
prestaciones por desempleo y los sectores de actividad en los que participan, así como una
estimación del número de ecuatorianos que han perdido sus empleos serán enunciadas en
este trabajo. Lo desarrollado permite confirmar que existe una baja en sus salarios y que la
crisis ha afectado más a los emigrantes que a las emigrantes ecuatorianas, estas últimas han
perdido menos puestos de trabajo y sufren menos desempleo; de igual manera se comprueba
que el número de retornados ecuatorianos hacia su país no es significativo. Finalmente se
establece que las consecuencias de la crisis para el colectivo ecuatoriano son más severas en
España.

La emigración por razones laborales, supuestamente no deseada sino motivada por el
contexto económico y laboral, afecta especialmente a las personas jóvenes, como ponen de
manifiesto los expertos. Ante este fenómeno con el objetivo de analizar el posicionamiento
de las fuerzas políticas y organizaciones juveniles y sindicales, serán objeto de estudio los
programas electorales presentados por las diversas fuerzas políticas parlamentarias en
Cataluña.
El periodo considerado, de 2009 a 2015, reúne distintas contiendas electorales que permitirán
hacer una comparativa entre las propuestas formuladas antes y después del año 2013, siendo
éste en el que se inicia una estrategia para hacer frente al paro juvenil como consecuencia
de la llamada de acción de los organismos internacionales.

The Legal, Political and Social Impact of the Muslim Migrations in Europe

Introduction
During the last years of the XX century Europe has become one of the main destinations of
the international migrations especially from Middle Eastern and Northern African countries.
As any other kind of migrations, the European external migrations raised relevant social,
political and cultural criticalities that have been combined to the ones produced by the
European internal migrations from the Eastern EU countries to the Western and Northern EU
States.
Especially in the 90's, Mediterranean Europe has become the main destination of important
migration flows from Northern Africa and the Balkans and later the EU enlargements in 2004
and in 2007 facilitated the internal migrations from Eastern Europe to the other EU Member
States.
It is important to underline that those migrations were very multifaceted because they were
characterized by different cultural, social and legal features but the integration policies of the
time were designed mainly on an economic/legal basis: in some cases the fluxes were
considered economic migrations, in other cases the reasons of the mobility were classified as
humanitarian.
More recently, the Mediterranean area has been the scenario of by another series of dramatic
events that completely changed the already instable assets of the region: the so-called Arab
Spring (Corrao, 2011) signed the end of the national dictatorships in Tunisia, Egypt and then
in Libya, however, the uncertainty that followed those events, generated a season of
instability that is still dramatically threatening the region and countries like Libya or Syria.
In some cases, the Arab societies that produced the revolts, came out to be disorganized or
not sufficiently competent to drive the democratic change: only Tunisia managed to gathered
its own social, cultural, religious, political forces in a complete democratic and constitutional
asset that could be able to produce a Constitution and a proper balance among the national
democratic institutions and with the people.
In the other Arab countries the immediate output of the revolts has been an increasing and
profound instability that produced a second “regime” in the case of Egypt and further
dangerous fragmentations in Libya.

In these cases the upcoming instability has been the fertile space for the dissemination of
jihadist ideologies and the diffusion of violent islamist groups who started to threaten the
attempts of peace of the democratic forces in the region. It is a matter of fact that Libya has
been the first country in Maghreb that did not managed to produce a constitutional asset
because of the growing social fragmentation and, because of these inner political and social
divisions, it was occupied also by the troops of the so-called Islamic State2.
Furthermore, in Syria the rebellion against the regime of the President Assad did not succeed,
the rebels did not manage to take the power against the official government and the
fragmentation of the control on the national territory fostered the dangerous growth of the
Islamic State. This lack of control of some Middle Eastern regions in Iraq and Syria in fact
represents the main contemporary threat in the region as well as the jihadist groups of the
so-called Islamic State that are endangering the Mediterranean basin and Europe too.
Those violent jihadist groups increased the instability of the region, blocked the attempts of
an economic development that has been already interrupted after the Arab revolutions and,
for some period of time, they managed to control a large area in Iraq, Syria and then in Libya.
At the dawn of 2017, the IS jihadist groups seem to be near their final defeat by a peculiar
combination of Western and Middle Eastern forces, however the tragic explosion of the brutal
jihadist violence pushed a huge number of people to migrate to Europe in order to rush to
safety.
In this framework, it is important to underline that the jihadist violence annihilated any kind
of cultural, religious or economic activity in the Syrian region and this is a relevant point in
the reconstruction of the reasons of the migrations and their future evolution.
In this scenario it is a matter of fact that the migrations towards Europe started to be
religiously characterized because the masses who abandoned the territories occupied by the
jihadists are composed not just by persecuted Christians and Jews but their greatest part is
formed by Muslims, the very first enemies of the IS jihadists.
For the first time since it started, this external migration from the MENA countries could be
defined as a "Muslim" migration towards Europe, carrying specific peculiarities and raising
precise issues: the tragic situation of the greatest part of the Islamic Mediterranean countries
is pushing a huge flow of Muslims in Europe and, unlike what happened during the economic
migrations, the reason of this mobility are mainly humanitarian3.
2 The so-called Islamic State is a Jihadist organization that is mainly active in Syria and in Iraq that is the reason why the first names of this organization have been Isis ("the Islamic State of Iraq and Syria") or Isil ("Islamic State of Iraq and the Levant"). As a successor of the group Al-Qaida in Iraq ("AQI"), the Is came into being in 2006 under the name of "Islamic State of Iraq" (ISI). The instability generated by the Syrian civil war in 2011 favored the expansion of the group in Syria. In this moment the organization started to use the name "Islamic State of Iraq and Syria" (Isis) and gathered its own forces under the leadership of Abu Bakr al-Baghdadi. More recently the militants of the Islamic State occupied other territories in Maghreb (for example in Libya) and in Africa. 3 In the past years, migration from MENA countries has been chiefly economic, in some marginal cases Europe welcomed asylum seekers from that region, but the greatest part of the migrants was moving because of economic reasons.

Since 2014 this trend has changed and the greatest part of the Muslim migrants from that
area are asylum seekers and – as it will be specifically examined in a paragraph n. 2 – Muslim
migrations towards Europe are predicted to grow steadily because of the instability and
massive destructions generated in the area, even if the IS troops might be defeated.
Therefore European countries are called to give an organizational and legislative effort to
ensure an acceptable management of the migration flows and, on the other hand, to elaborate
a strategy able to protect rights and ensure religious pluralism.
This work will present a brief overview of the Muslim situation in Europe, the possible
perspectives of the impact of the Muslim migration on the European society and the eventual
role of the European Muslim communities in the integration process of the Muslim migrants.

House of Peace, Stories from the Mosques of Athens

The Muslim communities of Greece are expecting the end of the construction of the official
mosque in Athens, which will be finished for summer and was initiated by the Greek
government. Meanwhile Muslims residents gather together in informal prayer halls mainly
located in underground facilities like garages and basements, supported and funded by the
Muslim communities at its own expense. House of Peace is the story of one of these places,
a makeshift mosque owned by a Palestinian family who moved to Greece from Saudi Arabia
during the 80s and decided to build a mosque in their own home. This is a story of identity
and roots.
This research involved 5 interviews with immigrant and indigenous Muslims. Fieldwork also
included observation, informal chats and collection of visual material (photographs and
videos) over a series of ethnographic visits to the mosque (House of Peace) targeted for the
research.

Infraestructura bancaria e inmigrantes en los países del Euro-

La existencia de una infraestructura financiera adecuada favorece el crecimiento económico
de los países. Su desarrollo es clave en los países emergentes y su nivel de sofisticación en
los países desarrollados en el ámbito de la banca minorista puede constituir una de las vías
de integración social de los inmigrantes. La denominada banca étnica realiza esta función y
un ejemplo es la banca islámica. La expansión de este tipo de instituciones en los países
occidentales vendría a complementar el sistema bancario convencional, dando respuesta a
las necesidades financieras de los musulmanes, facilitando así su integración social en estos
países. Esta ponencia hace una revisión de la situación y perspectivas de la banca islámica
como parte de la infraestructura bancaria para los inmigrantes en los países del Euro-
Mediterráneo implicados.

En el presente trabajo planteamos la creciente y progresiva feminización de los flujos
migratorios a escala Euro-Mediterránea con la contrastación de ese mismo fenómeno a escala
local, a través del estudio de la evidencia empírica de los flujos migratorios en la provincia de
Málaga (España) en el período 2006-2015, buscando respuestas a nivel local para una mejor
comprensión de tan complejo fenómeno.
El íter de desarrollo del trabajo, parte de la revisión sintética de la evolución de la figura
femenina en la teoría migratoria, desde la óptica del enfoque de género, para posteriormente
adentrarnos en el análisis de la contratación de mujeres migrantes en el mercado de trabajo

The present paper discusses the increasing feminization process of migration flews, from
Euro-Mediterranean scale to local scale, contrasting the experience of immigrants women
workers’ hiring, in Malaga’s county during the period 2006-2015, in the search of answers at

of qualitative changes in the world economy. There are shown three stages of globalization
which are accompanied by the fundamental changes in the productive forces and relations of
production processes such as colonization, industrialization, world wars and crises and what
impact all these have under migration. International migration processes are complex and
have ambiguous character, providing both positive and negative impacts on socio-economic
and political situation in the world. The paper reveals the place and the changing role of

Les mutations des migrations internationales en Algérie : Vers de nouveaux profils?

Résumé.
Après avoir été, au début du 20ème siècle, un exil forcé imposé par la France coloniale, les
migrations des populations algériennes sont devenues, dans les années 1940, des migrations
économiques au moment où la France a ouvert les portes de l’immigration pour faire
fonctionner ses usines et booster son industrie. Cette dynamique s’est intensifiée dans les
années 1950 avec l’émigration familiale, puis elle a marqué un coup d’arrêt à la fin des années
1970 en raison des retours au pays et des départs en retraite. La période récente est marquée
par des mutations dans les profils des migrations internationales algériennes. D’abord,
l’émigration algérienne, qui se poursuit toujours, est en phase d’une diversification tant en
termes de pays de destination que de raisons d’émigration. Ensuite, l’Algérie, elle-même, est
devenue un pays d’immigration accueillant non seulement des flux migratoires
transfrontaliers, mais aussi des flux migratoires liés au travail. Cet article analyse les
mutations des migrations internationales en Algérie et met en évidence les nouveaux profils
des migrations algériennes.

Abstract.
After the forced exile imposed by French colonization at the beginning of the 20th century,
the Algerian migrations became, in the 1940s, economic migrations when France opened the
doors of immigration to make function its factories and boost its industry. This dynamic was
intensified in the 1950s with the emigration of the families, and then it stopped in the late
1970s due to emigrant’s returns and retirements. The recent period is characterized by
changes in the patterns of Algerian international migration. First, the Algerian emigration,
which is still going on, is in the process of diversification, both in terms of country of
destination and reasons for emigration. Secondly, Algeria itself has become a country of
immigration hosting not only cross-border migratory flows, but also labor- migration flows.
This article analyzes the mutations of international migration in Algeria and highlights the new
profiles of Algerian migrations.

Avec la mondialisation économique, la mobilité des personnes, des capitaux et des biens s’est
amplifiée. Mais, l’avènement de la crise financière et économique en 2008 a remis en cause
cette mobilité. Il y a eu la naissance de nouvelles contraintes en matière d'emploi.
En effet, les travailleurs migrants ont été touchés par les pertes d'emploi dans les pays de
destination. Ils étaient obligés de chercher des destinations plus attractives en termes
d’avantages pour bénéficier de plus fortes capacités (Sen, 2000).
D’après Poirot et Gérardin (2010), l’attractivité d’un territoire est assimilée à la capacité de
ce territoire à attirer et à retenir les facteurs mobiles de production et/ou la population.
Dans ce cadre, il est primordial de faire appel à la notion de marque pays. Cette dernière était
au départ l’apanage des études en marketing. Elle est définie comme étant les perceptions
portant sur une marque reflétées par les associations retenues dans la mémoire du
consommateur (Keller, 1993).
L’objectif de cette recherche n’est pas seulement de mettre en relation des concepts ; mais
de porter un éclairage sur les déterminants personnels du choix d’une destination au lieu
d’une autre en matière de migration.

Abstract
With the globalization, the mobility of people, capital and goods has grown. However, the
advent of the financial crisis in 2008 has called into question this mobility. So, there have
been new employment constraints.
Migrant workers have been affected by job losses in destination countries. They were obliged
to look for more attractive destinations in terms of benefits for higher capacities (Sen, 2000).
According to Poirot and Gérardin (2010), the attractiveness of a territory is assimilated to his
capacity to attract and retain mobile factors of production and / or population.
In this context, it is essential to use the concept of a country brand. The latter was initially
used in marketing studies. It is defined as perceptions of a brand and reflected by the
associations in the consumer's memory (Keller, 1993).
The aim of this research is not only to relate concepts; but to highlight the personal
determinants of the destination's choice.

The causality between economic growth and immigration in Spain.

Spain abandoned the status of nation of emigrants and has become immigration country since
the 1990s. Despite the effects of both the financial crisis and the Eurozone crisis, the country
statistics report one of the largest population of migrants in Europe. Demographers,
historians, sociologists, and economists generally agree that the need to fill labor market gaps
and the income differences between host and sending countries explain migration into
industrialized nations. Researchers recognize that demographic changes that occur through
immigration have important effects on economic growth. However, according to Tapinos
(1993), experts who have studied the economic repercussions of migration agree on the fact
that there is no conclusive evidence on the issue. To this end, the Granger Long-run causality
based on the Error Correction Model (ECM) and Johansen cointegration technique and Granger
Causality Test were applied to Eurostat database.

Abstract
The economic and social conditions of a country determine its Human Development, which is
the key for being attractive to immigrants. The United Nations (UN) calculates an Index for
most of the countries, although it lacks from the fourth important dimension, time. This paper
compares the mean Advanced Development Index (ADI) of the MENA countries with the one
of the EU-27 countries. The AID takes into account the non-observable variable, time. Results
suggest that, in mean terms, EU-27 countries are much more attractive accordingly to its AID
and HDI than MENA ones.

Résumé
Les transferts de fonds représentent un important flux financier pour les pays en
développement. Cet article analyse, à travers leurs transferts de fonds, la réaction des
migrants tunisiens face à un choc politique et social, le Printemps arabe. En utilisant des
techniques économétriques adaptées aux séries temporelles, à partir de données mensuelles
des transferts de fonds de janvier 2000 à février 2015, nous avons identifié un changement
de comportement des migrants tunisiens après le Printemps arabe. Ces derniers ont ainsi
augmenté leurs envois d’argent et cette hausse s’est maintenue depuis. Ils constituent
aujourd’hui un soutien financier important pour certaines familles, dans un pays affaibli au
niveau économique.

The influence of the Arab Spring on Remittances from Tunisian Migrants
Abstract
Remittances are an important financial flow to the developing countries. This study focuses
on home-country factors that determine the flow of these remittances. The objective of this
paper is to analyze the reaction of Tunisian migrants through their remittances to Arab Spring
in Tunisia. Using times series techniques for monthly data of remittances from January 2000
to February 2015, we note a change in the behaviour of Tunisian remittances after the Arab
Spring. Flows saw a structural change, witnessing a substantial increase since the popular
uprising.

Importance socio-économique de l’émigration pour l’Afrique Subsaharienne

RESUME : Ces dernières années, la plupart des pays d’Afrique Subsaharienne ont enregistré
de bons taux de croissance économique. Cependant, les conditions de vie des populations
sont restées précaires du fait que les taux de croissance par habitant sont restés proches de
la croissance démographique. Ceci explique en grande partie que des individus continuent à
prendre tout genre de risques pour aller chercher, non seulement pour eux-mêmes mais
également pour leurs proches parents restés au pays, un mieux-être ailleurs et
particulièrement dans les pays voisins ainsi que dans les pays de l’Organisation de
Développement et de Coopération Economique. La proximité permet à ces individus de
percevoir directement les différences tant de revenu que de la qualité de vie entre ces régions
(Alba Alonso et al., 2005). Cette analyse s’intéresse à ce qu’économiquement et socialement
l’émigration peut apporter pour le développement de l’Afrique subsaharienne et ainsi réduire
significativement l’envie d’émigrer. La fourniture de l’électricité, de l’eau, des routes et un
accès aux marchés internationaux à des conditions fiables et peu couteuses peuvent être
nécessaires pour ce développement (Thakoor et Wakeman-Linn, 2016).

RESUMEN : En los últimos años, la mayoría de los países del África subsahariana han logrado
buenos índices de crecimiento económico. Sin embargo, las condiciones de vida de las
personas siguen siendo precarias debido a que la tasa de crecimiento per cápita se mantuvo
cercana al crecimiento de la población. Esto explica en gran medida que las personas
continúan tomando ningún tipo de riesgo para obtener no sólo para ellos sino también para
sus familiares en su país, una vida mejor en otro lugar, y en particular en los países vecinos
y en países de la Organización para el Desarrollo y la Cooperación Económica. La proximidad
permite a estas personas percibir directamente las diferencias como el ingreso y calidad de
vida entre estas regiones (Alba Alonso et al., 2005). Este análisis se centra en lo que la
emigración puede traer económicamente y socialmente para el desarrollo de África
subsahariana y así reducir significativamente la necesidad de migrar. El suministro de
electricidad, agua, carreteras y el acceso a los mercados internacionales a las condiciones
fiables y de bajo costo puede ser necesaria para este desarrollo (Thakoor y Wakeman-Linn,
2016).

Remittances and business cycles: Evidence from Portugal

Abstract
Remittances play a central role in the study of the socio-economic effects of migration flows. A
substantial amount of literature in this field has investigated the determinants of remittances and their
impact in the long run. However, the cyclical properties of remittances are not yet well defined. We
study this question for Portugal over the period from 1996 to 2015, to discover whether remittances
received in Portugal are countercyclical or procyclical with Portuguese, French and Swiss outputs (France
and Switzerland being the two main host remitting countries). Using bilateral correlations and
econometric model regression approaches, we examine the ability of remittances to smooth
macroeconomic shocks, and we compare their role with that of other external financial sources.
Specifically, we try to understand whether the recent sovereign debt crisis, which had extensive negative
economic and social consequences particularly in southern European countries, has changed the
cyclicality of Portuguese remittance inflows. The empirical results suggest a positive answer.

Modelos gravitacionales para flujos migratorios en el área

Abstract: The main objective of this paper is to present gravity model to explain the
determinants of migrations from MENA countries (Middle East and North Africa) to European
countries between 2008 and 2015. First a basic gravity model that includes population levels
and distance between countries is presented. Then other models are developed. They include
common language and past colonialism relations, and GDP per capita in the origin and
destination countries. The extended gravity model incorporates these variables and explains
migration levels better than the basic model. Finally, some of the less accurate estimations
of the extended gravity model are for Syria and Iraq since ISIS appeared in those countries.
Therefore a dummy variable is incorporated to the analysis. This variable is significant and its
importance has grown in the last years.

Resumen: El objetivo de este trabajo es presentar un modelo gravitacional con el propósito
de explicar los determinantes de las migraciones desde los países de Oriente Medio y el Norte
de África hacia los países Europeos en el periodo 2008 a 2015. Además de desarrollar un
modelo gravitacional básico que incorpora la población de países emisores y receptores y la
distancia, se presentan modelos que consideran el efecto del idioma común y el pasado
colonial, el nivel del PIB per capita del país emisor y receptor. Incorporando estas variables
explicativas se alcanza un modelo gravitacional extendido con mayor poder explicativo. Se
comprueba que algunas de las infraestimaciones más importantes de este modelo se deben
a las migraciones desde países en los que opera el ISIS, como es Siria e Iraq. Por ello se
complementa el modelo gravitacional extendido desde 2011 con una variable que recoge el
efecto de la irrupción de este grupo terrorista en ambos países y se comprueba que es
significativa y su importancia cada vez mayor.

La migración circular, solución para ambas orillas

Abstract:
Este artículo quiere exponer los datos que explican porqué es necesaria la aplicación por parte
de la Unión Europea de políticas migratorias circulares con los países de la vecindad sur. Las
primaveras árabes confirmaron que el Magreb y el Mashrek tienen un bulbo poblacional joven
muy abultado –al contrario que Europa-. Pero esos jóvenes no tienen hueco en sus países,
que no están siendo capaces de aprovechar el bono demográfico por la rapidez en la que se
han desarrollado sus transiciones demográficas. Esta situación ha llevado a una inestabilidad
en la región. Lo contrario a lo que buscaba la Unión Europea con sus políticas
euromediterráneas que tienen como objetivo crear una zona de paz y prosperidad. La UE ha
intentando corregir políticas importantes en la zona, como la PEV –con la PEV revisada de
2015-. Pero Europa tiene que ser consciente que debe cambiar sus políticas migratorias hacia
una migración controlada beneficiosa para ambas partes.

Immigration and School Performance in Euro-Mediterranean Countries

Abstract
The success of integrating immigrant students into their new community or school is their
sense of belonging to the new environment. However, good integration does not necessarily
lead to good academic results. The latest OECD report on immigrant students at school reveals
that immigrant students from Arab countries are more successful in the Netherlands than in
Finland in terms of school performance, but instead show a stronger sense of belonging in
Finland than in the Netherlands. Factors traditionally analysed to respond to this situation
have been those inherent to immigrants: culture, language and socioeconomic status, among
others. The interest of this research goes a step further, by identifying which student
characteristics and school factors ease successful integration, both in terms of educational
performance and the sense of belonging. Specifically, it focuses on immigrant students in the
Euro-Mediterranean countries. To do so we use OECD PISA 2015 Program database at student
and school level. Since the available data is nested, we use hierarchical or multilevel models.
Preliminary results show that the determinants in this relationship are associated with family-
cultural (expectations and relationship) and school factors (teacher quality, pupil-whiteboard
ratio). The role of schools in this context highlights the importance of educational policies in
complementing social policies towards effective integration.

The language as a catalyst for education: immigrants’ employment in Spain

Abstract
Spain experienced a substantial immigration boom in the decade 1998-2008 in a process that
has been thoroughly analysed. The Great Recession struck the Spanish economy in such a
way that employment decreased rapidly, posing enormous problems for certain groups.
Among the people hard hit by unemployment were a great number of recent immigrants.
However, problems regarding social integration in Spain were not as acute as one could expect
by considering just the labour market situation. Factors like return migration, unemployment
subsidies, and family networks may have helped to cushion the effects of the crisis. This paper
considers the role played by Spanish language skills in this regard, given that about half of
the immigrant population had Spanish as their native language, and given the language
learning activity of the remaining immigrants. Using the recently published Labour Force
Survey special module on the labour market situation of immigrants (INE, 2015), the purpose
of the research is twofold: first, measuring the direct effect on employment outcomes.
Second, an analysis is pursued on the indirect effect of language in the access to employment,
to the extent that it allows the transfer of different education levels to the country of
destination.

The design of this paper includes an analysis on the current migration movements in the
Mediterranean area and a description of innovative teaching/ learning strategies aiming to a
culture of solidarity, in view of including migrants and disatvantaged people. The main
research question is about the best educational measures to contribute for an inclusive society
through general education, vocational training, education for solidarity, citizenship and peace.
Mass immigration all over the world is part of the interdependence of all countries in our time;
it is a clear sign of global interaction. Nowadays no one can believe not being touched by the
world problems, or to be safe not risking experiences of violence, or other difficulties. The
only solution for peaceful living together is fostering an inclusive society.

Abstract
En los últimos años, los flujos migratorios han marcado la agenda de las instituciones
europeas en su intento por integrar la política migratoria compatibilizando la defensa de los
derechos humanos y la de las fronteras exteriores del estado supranacional que la Unión
Europea (UE) representa. Ante la delicada situación en la que nos encontramos se ha abierto
en Europa un importante debate sobre este tema, el trabajo que se presenta constituye una
aportación a este debate y ofrece una reflexión sobre cómo el comportamiento de los
gobiernos, en un sistema supranacional en el que ocupan una posición central y tienen
capacidad para instrumentar un cartel que predomina sobre las restantes instituciones,
coadyuva o no al objetivo de armonizar la respuesta a los problemas que están causando hoy
en día los flujos migratorios sobre las fronteras exteriores de la UE.

El fenómeno de la migración constituye uno de los grandes temas del debate político y social
en Europa y en España y es el asunto que mejor explica cuestiones tales como la salida del
Reino Unido de la Unión Europea, el aumento de las presiones nacionalistas en determinados
Estados o las tendencias xenófobas que se van instalando en las sociedades europeas. El
debate sobre la migración afecta no solo a Europa, sino a todo el espacio euromediterráneo,
y los riesgos asociados con los altos niveles de migración actuales forman parte relevante del
escenario político actual. La migración se contempla como un problema social, pues los
ciudadanos han dividido sus opiniones respecto a la calidad y cantidad de ayuda que debería
proveer cada país, pero también como una oportunidad en una Europa con tasas de natalidad
muy bajas y que necesita satisfacer las demandas de su mercado laboral. Por ello, en este
trabajo se analizan las causas de las migraciones, los factores potenciadores que acentúan
este fenómeno y los posibles escenarios que se plantean en el espacio euro-mediterráneo en
los próximos años. Todo ello desde una visión desde España que recoja la idea de que, cuanto
antes se dé una respuesta integral, solidaria y razonable al fenómeno de las migraciones,
antes será posible minimizar los riesgos y maximizar las oportunidades que presentan las
migraciones para Europa y para España.
Abstract:
The phenomenon of migration is one of the great themes of the political and social debate in
Europe and Spain and it is the subject that helps to explain issues such as the departure of
the United Kingdom from the European Union, the increase of nationalist pressures in certain
states European or the xenophobic tendencies that are being installed in European societies.
The debate on migration affects not only Europe but also the whole Euro-Mediterranean area,
and the risks associated with today's high levels of migration are a relevant part of the current
political scenario. Migration is seen as a social problem, but also as an opportunity in a Europe
with very low birth rates and high needs to meet the demands of its labor market. Therefore,
this paper analyzes the causes of migrations, the enhancing factors that accentuate this
phenomenon and the possible scenarios that arise in the Euro-Mediterranean space in the
coming years. All this from a vision from Spain that includes the idea that, the sooner a
comprehensive, solidary and reasonable response to the phenomenon of migration is
provided, the better it will be possible to minimize the risks and maximize the opportunities
that migrations offer to Europe.

Crisis económica y pautas migratorias de los rumanos

Resumen
La comunicación analiza las migraciones exteriores de los rumanos residentes en España
durante la grave crisis económico-laboral de la última década. La información utilizada
procede de dos fuentes complementarias: la estadística y los testimonios de los inmigrantes.
La estadística revela el súbito desplome de las entradas y el progresivo aumento de la
emigración, que se dirige a Rumania (retorno) y a otros países europeos. Las entrevistas
sugieren que un gran número de migrantes realizan frecuentes idas y venidas entre el lugar
de origen y el de destino. La migración circulatoria, opaca a la estadística, ha conocido un
gran impulso por las dificultades que tienen los migrantes para establecerse en un único lugar,
por el desarrollo y abaratamiento de los medios de transporte y por la libertad de movimientos
que otorga la ciudadanía europea. Aunque han emigrado familias completas, los varones
adultos-jóvenes, que se han visto más afectados por la destrucción de empleo, son los
protagonistas de estos flujos migratorios.
