Third Party Administrator LegislationThird party administrators or TPAs are licensed and regulated in most states but not in Colo-rado. Third party administrators are the middle men organizations that function between pro-viders and insurance carriers. Companies like Landmark, Optum Health, Three Rivers, Procura, Rural Health Plans Initiative and Columbine Health act as third party administrators. TPAs often are used to credential providers,process claims, manage treatment, reduce provider fees and sometimes to bypass state insurance laws. The CCA is helping Rep. John Kefalas to draft legislation to help regulate TPAs and protect the public. The CCA is also working with Rep Kefalas to get the Department of Regula-tory Agencies to look into the possibility of third party administrator licensing and oversight by
the Colorado Division of Insurance.
United Healthcare/OptumHealth LawsuitThis lawsuit continues to move forward. The ACA joined an existing class action lawsuit against United Healthcare in April of 2011. The law firm handling the case is Pomerantz, Haudek, Grossman and Gross of New York. The lawsuit was initiated by the Ohio State Chiropractic Association, the Congress of Chiropractic State Associations and others. The suit alleges that United Healthcare has violated Federal ERISA law by not consistently allowing patients the right to appeal when the care authorized is less than the doctor’s treat-

The lawsuit states that threatening communications from OptumHealthcare have reduced utiliza-tion. The tier system used by OptumHealthcare is used to control and intimi-date providers. A chiropractor from Colorado is flying out in March to provide a deposition. Anyone who was wrongfully terminated from OptumHealth Care should contact the ACA.
Procura ManagementProcura is a TPA that apparently has a contract with Integrated Health Plan. Any-one that is in network with Integrated has been put on the Procura Management network without their knowledge. Procura is a TPA dictates a reduced fee sched-ule for worker’s compensation and automobile claims. I have had two chiroprac-tors inform me that they got paid $3.60 for a 98940 adjustment on a worker’s compensation claim. They also allowed $3.39 for 97124, which is 15 minutes of massage therapy. You can check and see if you are in-network by googling Procura Management and putting in your zip code in their provider finder.
HumanaThe CCA and the ACA were successful at getting Humana to stop saying that bill-ing for an examination and an adjustment on the same visit was insurance fraud. Humana has removed that statement from their web site.
Nine Digit zip codeInsurance companies are now denying claims if the provider does not have their 9 digit zip code on the claims. A Berthod Colorado chiropractor is getting rejected claims because they only have a five digit zip code in small towns like Berthod.
Auto Injury SolutionsAuto Injury Solutions is doing paper reviews on chiropractic and other provider claims for USAA automobile insurance. They are retroactively denying claims based on reviews of the file and in some cases without having all of the records. The most common reason for denial is a lack of a re-examination to document the need for continued care .These reviews are often called Physician Reviews. It has been alleged that chiropractors in Colorado are not physicians so the term Physician Review is an illegal use of the term Physician. Colorado law appears to require an examination to make a diagnosis and treatment recommendations. The paper reviewers do not perform examinations. Dr. Joe Ramos MD, JD has agreed to evaluate these practices to determine if he will file a lawsuit. He is col-lecting cases of abuse and looking for more documentation from the profession. Veteran’s Chiropractic CoverageAll Veteran’s hospitals are required by Federal law to provide chiropractic care. The Denver Veteran’s hospital is one of the largest veteran’s facilities in the coun-try and they did not refer for a single chiropractic visit in 2011. Some VA doctors made chiropractic referrals but they were all administratively canceled. Dr. Mike Simone is looking for documentation in which the veteran had requested chiro-practic care and had been denied.

Update from National Chiropractic Legislative Conference February 16-19, 2012
To recap for those who could not join us: On Wednesday, after the 16th meeting of the Chiropractic Summit, ACA’s Board of Governors (BOG) and Council of Delegates (COD) completed their meetings, and Standard Pro-cess hosted the congressional reception, where more than 18 members of Congress and countless congressional staffers met with NCLC attend-ees for conversation and cocktails. Consistent chiropractic champion and former U.S. House of Representatives Majority Leader Dick Gephardt addressed attendees along with members of both houses of Congress and from both sides of the isle.
Another noteworthy guest was, Dr. Rob Rosenbaum a neurosurgeon who just returned home from Afghanistan. Dr. Rosenbaum reminded everyone in attendance that team work and integration are in our patients’ best in-terest and chiropractic physicians are and need to always be an integral part of every military health care team.
Two additional guests worth mentioning were Former House Speaker and current Minority Leader Rep. Nancy Pelosi (D-Calif.)-a chiropractic patient herself-and our profession’s champion of champions Sen. Tom Harkin (D-Iowa).
On Thursday morning, the NCLC general session opened with a speech from Sen. Orin Hatch (R-Utah)-who has DCs in the family. The senator shared his experiences receiving the services provided by doctors of chiropractic and how he believes that chiropractic physicians must be a part of every aspect of a safer, more cost-effective and evidence based health care system.
The session continued with a visit by Rep. Bob Filner (D-Calif.), who has worked tirelessly to increase veterans’ access to doctors of chiropractic. Unfortunately, it was Rep. Filner’s final visit to NCLC, but we wish him well as he retires from Congress to run for mayor of San Diego. Additionally, Rima Cohen, counselor to the Secretary for Health Policy, Department of Health and Human Services, emphasized the need for whole-person care for all Americans and the necessity of filling the primary care workforce gap.Finally, Howard Wasdin, DC, author of Seal Team Six: Memoirs of an Elite
Navy Seal Sniper closed the session. As a former elite serviceman and a doctor of chiropractic, he reminded the audience that each DC’s mis-sion is to:
Educate the public about the value of chiropractic care Work as a team with other health care professions Stop the squabbling within the chiropractic profession and focus on get-ting each and every DC in America to join ACA so that we can impact this country’s health care system together After the general session, hundreds of doctors and chiropractic students stormed Capitol Hill. As a result, we are proud to announce that many congressmen have decided to co-sponsor the Chiropractic Care to All Veterans Act (H.R. 329), which would require the Department of Veterans Affairs (VA) to have a chiropractic physician on staff at all major VA medi-cal facilities by 2014. Our nation’s veterans deserve nothing less. Through previous congressional action, the services provided by doctors of chiropractic are available at 42 VA facilities across the country; however, in the more than 100 major VA medical facilities without a chiropractic physician on staff, the chiropractic care benefit Congress authorized for America’s veterans remains virtually nonexistent. Our profession must continue to work diligently to improve veterans’ access to the essential services provided by DCs.
On Friday, ACA’s House of Delegates (HOD) began its annual meeting. This body has representatives from every state and all of ACA’s specialty councils. During the meeting, panel discussions featuring representatives from a number of chiropractic colleges, major chiropractic organiza-tions and chiropractic researchers from around the country kept many attendees on the edges of their seats. While some opposing viewpoints were presented, I am convinced the profession can move forward in a very meaningful way. However, to do so we must continue to commu-nicate and to share ideas and thoughts so that our efforts will have the best possible outcome.
We also heard from Dr. Ted Carrick, president of ACA’s Council on Neu-rology about the recent developments in his specialty, and Dr. Spencer Baron updated us on the status of chiropractic in the world of profes-sional sports, with an emphasis on the NFL.
As always, the Foundation for Chiropractic Progress came through during the week of NCLC with ads in the Wall Street Journal and USA Today.
On Saturday, the final day of the HOD meeting, we heard from Jeff Hayes, the producer of “Medical, Inc.,” a documentary in progress about “the medical monopoly” in the U.S. Hayed debuted a trailer for the HOD meeting that was thought provoking and timely. I look forward to seeing the final version.
The good news is that the efforts from last week appear to be paying off already. According to the ABC affiliate WLS-TV in Chicago:

February 17, 2012 (WLS) -- The US military has been given new marching orders to re-examine its approach to treating pain.
According to National Public Radio, military physicians have been told to examine alternatives, including chiropractic treatment, massage and acupuncture.
This new look at unconventional therapies is aimed at heading off drug dependence on powerful painkillers.
The effort takes on urgency with the 47,000 US troops wounded fighting in Iraq and Afghanistan.
Right now, it is estimated at least 40 percent of veterans entering the VA health system are dealing with pain.

Health and Human Services (HHS) Secretary Kathleen G. Sebelius announced a postponement for the implementation of ICD-10. The delay comes as the result of feedback from the American Medical Association, the American Hospital Association and the provider community. Each expressed concerns about the chal-lenges and administrative burdens implementation will place on providers. Marilyn Tavenner, acting CMS administrator, states that CMS will be re-examining the pace of ICD-10 implementation. The revised deadline date should be announced soon.
Although the deadline is postponed, it's important to prepare for this transition.

For this month’s article, I asked insurance agent, Bob LaSala, to contribute his insight about the reasons behind the deficiencies in limits of liability insurance he sees on people’s auto and motorcycle policies and the rela-tively small cost difference of higher limits of coverage. As an insurance agent and motorcycle rider, Bob says these gaps are unnecessary and risk financial distress and hardship. The following are Bob’s thoughts.
When a person is determining how much liability insurance to purchase on their auto and/or motorcycle policies and personal umbrella liability policy, the rule that should guide their decision is the acknowledgment that the price of coverage should only be an obstacle in the absence of value. That is to say, sufficiently high limits of liability insurance offer deep value. This applies to liability coverage for bodily injury, property damage and uninsured/underinsured motorist bodily injury coverage, or UMBI. Today, we will focus on UMBI.
The value of having optional UMBI protection on one’s automobile, motor-cycle or personal liability umbrella policy immeasurably exceeds the price one pays for it. In other words, the benefits one receives for paying a frac-tion of a penny for many thousands of dollars of UMBI protection can wipe away the risk of suffering potentially catastrophic financial consequences along with a severe and possibly unrecoverable deterioration in their qual-ity of life. Even though a person may never use this coverage, would they knowingly want to risk such potentially devastating consequences without it? Probably not, if they understood what UMBI insurance is designed to protect.
UMBI insurance is optional coverage one may purchase on their auto, mo-torcycle and personal liability umbrella policies and can be purchased in an amount up to the limits selected for of bodily injury liability. For exam-ple, if a person purchases bodily injury liability limits of $100,000 per per-son/$300,000 per occurrence, they may purchase UMBI in limits up to and including $100,000 per person/$300,000 per occurrence. UMBI benefits pay expenses associated with bodily injuries sustained by a policyholder and passengers in the policyholder’s vehicle in the following circumstances: When the policyholder is involved in an accident with another driver where the other driver is at fault and when the other driver has insufficient bodily injury insurance to pay the policyholder’s claim.

Pennies for Peace of Mind
What are the chances of being involved in an accident with an uninsured or underinsured motorist? Well, they are greater than most think. The Insur-ance Research Council (IRC) estimates in 2009, 1:7 drivers nationwide were uninsured[i]. That is, they carried no liability coverage. This ratio does not account for underinsured drivers which worsens the scenario. Almost all states mandate drivers carry at least minimum limits of liability. Liability insurance pays for the bodily injury and property damage claims of others from accidents caused by the at-fault driver. Among those drivers who are insured, many carry the minimum state mandated limits of liability which can be quickly exhausted if a person or several persons are injured. When the value of a claim exceeds the limit of a person’s liability insurance, that person’s assets, including their future earnings, can be seized or attached in court proceedings by the injured person’s insurance company to pay the claim. For a person with few assets, this can be devastating, but for the claimant, this takes time assuming there are assets available and as-suming the responsible person does not go bankrupt.
Instead, usually the better solution is for the claimant to use their UMBI coverage to pick up after the other party’s coverage has been exhausted. This is why UMBI coverage, although optional, is so important to have. In the UMBI purchasing decision, drivers have three choices. They can:
· Choose to bear the financial burden of carrying sufficient UMBI to pay for injuries caused by other drivers who carry no liability insurance at all (the responsible choice),
· Choose to waive purchasing any UMBI coverage and risk self-funding expenses associated with injuries caused by drivers who carry no insurance (the risky choice), or
· Choose to carry some UMBI but less than the maximum allowed by state statute (usually, the uninformed or misinformed choice).
Choice #1 is recommended, choice #2 is very risky, and choice #3 is penny-wise and pound foolish, and the choice of either the uninformed or misinformed.
As an agent, when I meet policyholders whose policies reflect Choice #3, that is, when I meet a policyholder whose insurance is written with another company and whose UMBI limit is less than their limit of bodily injury liability, my observation is that either one of two situations occurred at the point of sale when they purchased their policy:
· Their agent, broker or call center person who sold the uninformed policyholder their coverage intentionally low-balled UMBI coverage to save the policyholder a few premium dollars to win the sale on price, or
· The policyholder bought coverage online, directly, and made a mis-informed purchasing decision; also based on price, ignorance or both.
Some learn the following wisdom about value at a later age than others, but at some point we all learn there is no free lunch, and in most transac-

tions one gets what one pays for. Most definitely, this applies to the UMBI purchasing decision
Returning to the IRC research, they also estimate 15% of drivers in Colo-rado were uninsured in 2009. Also, they have found that statistically, the movement in the rate of uninsured drivers is closely correlated with the movement in the rate of unemployment. That is, as the rate of unemploy-ment moves up or down, the rate of uninsured motorists tends to track in the same direction and in a similar degree. 15% of any number is of sufficient quantity for most drivers to realize they should have UMBI cover-age on their policy. While this conclusion will not be a surprise to most, it does highlight the fact that we have the choice of being accountable to ourselves, our partners and families, or not. Albeit frustrating, we are dealt a hand where the good money says we should hedge the shortcomings of others with sufficient limits of UMBI coverage. As such, insurance com-panies offer UMBI protection for a reasonable cost so policyholders can shift this risk rather than chance potentially catastrophic losses.
Depending on a customer’s insurance risk profile and using two customers in my agency with different profiles, the cost of $25,000/$50,000 UMBI cov-erage (per person/per occurrence) on an automobile policy can range from approximately $0.17 per $100 of coverage purchased to $0.22 per $100 and higher. Doubling UMBI coverage to $50,000/$100,000, the cost ranges from approximately $0.12/$100 of coverage purchased to $0.15/$100 of coverage purchased and higher. Quintupling coverage to $250,000/$500,000, the approximate cost ranges from $0.45/$100 cover-age to $0.56/$100 coverage and higher.
As you can see, the more insurance one purchases, the less it costs. For roughly 2.5 times the price, one can purchase 5 times the protection when the $250,000/$500,000 option is compared to the $25,000/$50,000 option. And in a relative sense, we’re speaking of differences of pennies for magnitudes of coverage in the tens and hundreds of thousands of dol-lars. To an educated consumer, shouldn’t the choice be obvious? Unfor-tunately, it’s not for different reasons.
If we return to the statement made earlier that price is only an obstacle in the absence of value, shouldn’t a consumer desire to pay a small price for a substantial pot of money to remedy expenses from injuries sustained in an accident caused by another? Is it worth paying a little to buy bound-less peace of mind from the potential nightmare of suffering financial distress and a diminished quality of life?
I think most would agree, yes, it is desirable. The takeaway – Buy as much liability and uninsured/underinsured bodily injury insurance as possible be-cause it provides great and a huge financial safety net you cannot afford to be without.

Nothing in Medicare Ever Stays the Same
In the last 12 years that I have been involved with Medicare, I have always said that nothing ever stays the same in Medicare. I believe that every doctor and appropriate staff should attend at least one Medicare class per year. 2012 is no exception! In addition to the ABN form changes that went into effect on January 1, 2012, here are just a few more changes on the way.
Medicare Freezes Rates, Lowers Deductibles and Extends the Status Enrollment Period
To better allow physicians to manage the uncertainty of threatened Medicare fee reductions slated for the 2012 Medicare Physician Fee Schedule (MPFS), the Centers for Medicare & Medicaid Services (CMS) extended the 2012 Annual Participation Enrollment Program. Fortunately, a two-month Congressional suppression of the mandated pay cut followed.
Physicians narrowly escaped a 27.4 percent reduction in Medicare rates that was scheduled to begin Jan. 1. The Senate bill extends the 0 percent update for just two months. The House bill would have averted the negative update for two years and provided a 1 percent update in 2012 and 2013.
The Medicare participation enrollment period ended Feb. 14, 2012, instead of Dec. 31, 2011. The effective date for participation status change during the extension remained Jan. 1, 2012, however, and will be in force for the entire year. Congress is expected to resume work on a bill that will further avert the negative update to the MPFS.
Meanwhile, cash-strapped CMS has lowered the Part B deductible for 2012 to $140. No explanation as to why.
Recovery Audit Prepayment Review
CMS recently approved the recovery auditor contractor prepayment review that went into effect on January 1, 2012. The Recovery Audit Contractor (RAC) Prepayment Review Demonstration Program is directed toward making sure Medicare
dollars are actually going toward procedures that are medically appropriate and necessary.
The demonstration program is to be implemented January 2012 in California, Florida, Illinois, Louisiana, Michigan, Missouri, New York, Texas, North Carolina, Ohio, and Pennsylvania, states that have been singled out because they have high CMS fraud rates or high claims volumes. The program will allow Medicare recovery auditors to review medical records and gauge the appropriateness of procedures performed, devices used, and claims for procedures or hospital stays prior to paying those bills.
The purpose of the prepayment program is to prevent improper payments before they are made and to reduce the error rate, according to George Mills, Director of CMS. The current estimated error rate with claims in the Medicare program is 8.6%, which translates into $29 billion spent on erroneous claims.
In 2005, the Centers for Medicare and Medicaid Services (CMS) introduced the “RAC” demonstration project for the purpose of identifying underpayments and over-payments and recouping over-payments under Medicare Part A or B. Contractors selected by the government are charged with auditing providers and paid on a contingent basis for detecting and correcting over-payments and under-payments. That includes collecting over-payments from providers and refunding under-payments to providers.

This above information comes on the heels of an announcement by the Office of Civil Rights (OCR) that they are beginning a pilot program of on-site inspections of doctor’s offices to ensure that their HIPAA policies and procedures, including their HIPAA manual, are active. I have received many inquiries as to where to buy a manual. Although doctors want to just buy manuals available for purchase, every office has to have an individualized plan that includes an in-house risk assessment for privacy and security vulnerabilities, written policies and procedures, the appointment of officers for HIPAA, training of staff on HIPAA and regular meetings with staff to update them on vulnerabilities and infractions. In my opinion, the use of forms and templates are advantageous, but the HIPAA manual is nearly impossible to complete without staff assistance.

One of the most terrific methods (yet most feared) of chiropractic mar-keting is public speaking. Chiropractors who use this method obtain the benefit of sharing their passion and knowledge to a captivated group. Unfortunately many do not use public speaking because they believe that chiropractic marketing is more traditional, using traditional advertising and promotion to build brand.
However, traditional marketing is no longer a viable option. Our present world has become very competitive. With 82,000 practicing chiropractors in 117 countries and many in your neighborhood the marketing stakes are higher than ever. For example if individuals desire chiropractic care they are less likely to use ads and the Yellow Pages™. Today’s patient is driven by several things: 1) value 2) differentiation 3) brand recognition and finally 4) patient to patient influences. Therefore, using public speaking will help build brand recognition.
So If this Is Important Why Aren’t Others Using This?
Coincidentally there are three reasons why many chiropractors do not use public speaking as a chiropractic marketing approach. 1. Many do not know where to speak or what topics to speak about.2. Many believe they do not have the time because they have busy practices.3. Many simply fear being in front of a crowd.Although these are viable reasons to avoid public speaking, chiropractors need to avoid the fear or procrastination. Public speaking will grow practice areas while also helping the chiropractor increase community presence. Visibility helps differentiate chiropractors from competitors while helping to grow brand.
So Where Do I Get Started?
It is important to understand that public speaking for chiropractors is noth-ing more than a conversation with a group. One need not worry about exciting motivational presentations where the physician seeks a standing ovation. Think of being invited to a family gathering or perhaps you inviting family to learn more about your practice. Once you ignore the staging and stereotype it is best to begin with topics you are passionate about. Some of these might include:

Think of things that require patient care yet can be done to mitigate some of the more chronic issues. Additionally, use topics that patients associate with. Re-frain from medical terms and acronyms that only confuse. People become attracted to issues they associate with. Sometimes the use of adjectives, metaphors and analogies also aid in topic development.
As you develop your topic it is best to plan with the following three items in mind:1. Brevity2. Interaction/Blended3. Structure
BrevityPicture for a moment the opening scenes of “Ferris Buellers Day Off” a com-edy movie from the 1980’s in which one high school instructor was speaking so monotonously long that one student fell asleep on his chair tablet. We have all sat through five-hour lectures or presentations with hundreds of Pow-erPoint™ slides. This is not the public speaking you want! Therefore it is best to plan a 20-minute presentation that speaks to patient issues and overall benefits. InteractionAdults today are so busy that they become withdrawn if bored. A 2004 study indicated that 90% of meeting attendees multi-task during meetings. It is best then to use interaction during your presentation. Methodologies to use include questions, having participants look at case studies, trial products or adjustments or even work in groups for a brief time. No matter what you use, blended learning is the best method for adult comprehension. They become part of the process. Ironically, the speaker also does less work since there is more facilitation and less pressure presenting.
StructureToo many presentations are too long or attempt to cover too much. Your presentation must be Simple, Sequential and Specific. Participants hate large amounts of data, and placing it into smaller bites enables better recall. Use a simple technique of three topics and three bullets per topic makes for less volume and better transition.

Who Ya Gonna Call?You have your topic and presentation but who will be interested in hearing you? Believe it or not there are numerous groups that desire great content and they are all located within blocks of your community. Use the Inter-net or Internet databases to find the local chapters of the Jaycees, Elks, Rotary, Knights of Columbus, Chamber of Commerce, Police Department, Fire Department or even community schools. In addition, and based on your interests, there might be a desire to visit with particular local business-es such as landscapers or moving companies. Finally do not forget the best database of all - your current and prospective clients. Yes, invite them too while requesting they bring two to three guests. Referrals are the best method of patient-to-patient influences since they are started by those that know you, trust you and believe in your healing powers.
Ready Fire AimThere are many presentations that are given that are either audience cen-tered or speaker centered. You have been to many of these. The cardinal rule is that the presenter is available for the audience. Don’t worry about your ego and how much you make or don’t make; audiences don’t care. Be mindful of presenting information that benefits the group and illustrates output and results. This comes from good preparation, knowing your audi-ence while also ensuring there is a good delivery strategy.
Best Practices
To help alleviate fear and ensure your best performance it is proper to think in terms of best practices. To help create a great learning environment:• Ensurecongruenceofstorieswiththeaudience.Usecasestudiesthat are not only interesting but relate to audience issues. Discussing diges-tive or allergy issues during a mobility clinic will not match. Be mindful of who is attending and what they want to gain.• Ensurevocabulary,informationandpresentation“fits”theaudi-ence. Do not use medical terminology, practices and acronyms unfamil-iar with the group. They need to understand what is being said. The more distant you make them feel the less impactful the presentation.• Ensurehowtheparticipantswillbeimprovedafter.Thisrequiresyourpresentation focus on benefits and results. As the presentation develops provide case studies and testimonials of others that have gained from similar issues. Patients desire to see how others have benefited. • Adultslearnindifferentmodalities.Remembertouseamixtureof interactive mediums to decrease multitasking while ensuring people remain totally engaged. • Createactionstepwiththeconclusion.Presentersmustensureparticipants do something at the conclusion. Obviously there is a desire to gain more patients but something actionable must occur in order for prospective patients to act.
Presentations if conducted correctly, can be a very effective marketing technique. They place chiropractors directly in front of prospective pa-tients. This increases marketing visibility while also instilling brand. To ensure success requires proper planning, development and focus. The prepara-tory time is minimal and the returns grand. If you want to pump more fuel into your marketing efforts public speaking is energy you need!

The Campaign Finance Reform Act establishes rules on contributions to PACs (Political Action Committees) in Colorado. The maximum contribution an individual can make to a PAC is $525 per election cycle (every two years). For example, an election cycle is from December 2010 to December 2012. Corporate/business checks are allowed as well as checks from individual accounts. A husband and wife may make a single $800 contribution if the contribution is done from a joint checking account. Each family member may contribute with their own personal account, but only one contribution can be made from a joint account. In addition, contributions can be made directly to candidate campaigns by individuals up to $400 each two-year election cycle ($200 for the primary election and $200 for the general election). Please include your current address, profession/employer with your contributions to make it easier for the candidates to properly report.

Dr. Anderson is a board certified chiropractic internist and a board certified clinical nutritionist and has been in practice for over 22 years. Her areas of particular interest are those that lifestyle and nutrition play a particularly large role as in diabetes and hormonal imbalances.
Dr. Anderson was the Past President of the American Board of Chiro-practic Internists and has been involved in and overseen the education process for chiropractic internists.
The Chiropractic Internal Disorders program is designed specifically to promote chiropractors as true, alternative, primary care providers. The diverse educational knowledge and experienced clinical back-ground of the course instructors will equip you to provide outstanding care in an ever changing and dynamic healthcare setting. No audio or video tape recorders are allowed, and no portion of the seminar may be reproduced in any manner without expressed written consent. Pre-registration is required. DABCI Seminars shall not be held responsible for any expenses incurred by registrant if a program must be altered and/or cancelled. Seminar fee is non-refundable. If the Doctor is unable to attend after pre-registering and payment has been received, the seminar fee will be transferred to another Seminar (attended within 12 months of the original seminar). Any seminar fee not transferred and used within 12 months will be forfeited.
