THE SITE

A 4.34 -acre site that currently contains existing surface parking and two out-of-service barracks is being considered for possible retail restaurant/bar lounge development, under the U.S. Navy’s enhanced use leasing program. The site includes approximately .8 acres of wetlands and has no known environmental or unexploded ordinance issues. Buildings 442 and 447 are 35,068 sq. ft. and 51,273 sq. ft., respectively, and are scheduled to be demolished. This site has excellent access to the main highway and is located on the Southeast corner of Naval Submarine Base New London (“NSBNL”) in Groton Connecticut, about 50 miles east of New Haven.

THE OPPORTUNITY

Bounded by CT State Highway Route 12 to the east and Town of Groton Crystal Lake Road to the South, the site is east of Naval Submarine Base New London, the Historic Ship Nautilus and Submarine Force Museum and the Thames River. The property has good road access to and from Crystal Lake Road and Route 12, which has a traffic light at its intersection. Crystal Lake Road is the northern most edge of retail for Route 12. Downtown Groton is located approximately 5 miles from the site. Existing restaurant/bar locations around Naval Submarine Base New London are limited. Local demand and proximity to the base and the Nautilus Museum make the site a potentially desirable restaurant location. Residents and visitors currently patronize restaurants outside of the neighborhood because of the lack of sufficient retail to capture spending within the neighborhood.

THE SPONSOR

NSBNL is the United States Navy’s first Submarine Base. Today, the base supports approximately 700 submariners who man the 17 attack submarines home ported in Groton. The base currently occupies approximately 500 acres and has over 400 buildings, with the housing and support facilities for 10,000 active duty and civilian workers and their families. The base also supports more than 70 tenant commands including, Commander Submarine Group Two (CSG2), Naval Submarine School (SUBSCOL), Naval Submarine Support Facility (NFFS), three Submarine Squadron staffs, and the housing and support facilities for more than 21,000 civilian workers, active-duty service members and their families. The 4.34-acre site is being made available for a 50-year ground lease on land within the boundaries of the base under the U.S. Navy’s jurisdiction.
