On 10 February 2014, faced by political, security and humanitarian crisis in the Central African Republic and the risk of spread of mass atrocities, the Council of the European Union approved, in accordance with resolution 2134 of the UN Security Council, the establishment of a transitional military operation. EUFOR RCA therefore began in support of the contingent of the African Union MISCA and in addition to the French force SANGARIS. Its mission was to create the conditions for a secure environment in Bangui region (3rd and 5th districts, and MPoko airport) in order to pass the baton to the United Nations MINUSCA.

Le 10 fvrier 2014, face la crise politique, scuritaire et humanitaire en Rpublique centrafricaine et au risque de gnralisation des atrocits de masse, le Conseil de lUnion Europenne approuvait, conformment la rsolution 2134 du Conseil de Scurit des Nations Unies, ltablissement dune opration militaire de transition. EUFOR RCA sinscrivait donc en appui du contingent de lUnion africaine MISCA et en complment de la force franaise SANGARIS. Il sagissait alors de crer les conditions dun environnement scuris dans la rgion de Bangui (3e et 5e arrondissements, aroport de MPoko) en vue de passer le relai la MINUSCA des Nations Unies.


Initially agreed for a period of 6 months after achieving full operational capability of the force, the mandate of EUFOR RCA actually lasted 9 months, after the Central African authorities and the United Nations requested an extension. At the time of passing the torch to MINUSCA we can collectively be proud of what has been achieved in Bangui as part of the Common Security and Defence Policy. To a background of significant advances in terms of dialogue, national reconciliation and preparations for elections, Bangui has regained some composure. Economic and social life has started again: the iconic PK5 market continues its development, freedom of movement of people has improved significantly, and all Bangui communities have begun reconciliations to regain their life together.

The level of security is growing, facilitating the deployment and actions of humanitarian actors embodying a global approach which is the higher level benefit of the operations of the European Union. IDPs are going back to their homes while the first refugees begin returning to CAR. Of course, crime and banditry have not completely disappeared, but the trend is towards normalisation. These successes, greeted by the Central African authorities and the international community are also the result of the excellent cooperation which prevailed with MISCA then MINUSCA, SANGARIS and Central African forces on internal security. In addition, EUFOR RCA has been a test case for efficiency and responsiveness to the Member States facing a security and humanitarian emergencies.

Initialement dune dure de six mois aprs latteinte de la pleine capacit oprationnelle de la force, le mandat dEUFOR RCA aura dur neuf mois, au terme dune prolongation souhaite par les autorits centrafricaines et les Nations Unies. Au moment de transmettre le flambeau la MINUSCA, nous pouvons tre collectivement fiers de ce qui a t ralis Bangui dans le cadre de la Politique de Scurit et de Dfense Commune. Sur fond davances significatives en matire de dialogue et de rconciliation nationale et de prparation des consultations lectorales, Bangui a retrouv une certaine srnit. La vie conomique et sociale a repris, lemblmatique march de PK5 poursuit son dveloppement, la libert de mouvement des populations sest nettement amliore et des Banguissois de toutes communauts amorcent des rapprochements pour retrouver leur vivre-ensemble.

Le niveau de scurit ne cesse de crotre, facilitant le dploiement et les actions des acteurs humanitaires et donnant corps cette approche globale qui est la grande plus-value des oprations de lUnion Europenne. Les dplacs regagnent leurs habitations tandis que les premiers rfugis amorcent leur retour. Bien sr, la criminalit et le banditisme nont pas totalement disparu, mais la tendance la normalisation est relle. Ces succs, salus par les autorits centrafricaines et la communaut internationale, sont aussi le fruit de lexcellente coopration qui a prvalu avec la MISCA puis la MINUSCA, SANGARIS et les forces centrafricaines de scurit intrieure. Au-del, EUFOR RCA aura t un test defficacit et de ractivit pour les Etats-membres confronts une situation scuritaire et humanitaire durgence.


Placed for the first time under emergency procedure, the political process and military establishment of the operation, planning, force generation and launch were conducted with exceptional speed, allowing EUFOR RCA to reach its full operational capability only 2 months after its initial deployment. Of course, difficulties and obstacles have arisen, but the lessons learned and further dialogue between Member States will consolidate achievements and improve what needs to be. I would like to thank once again all Member States for their continued support; troop contributing nations that have manned EUFOR RCA with the best of their soldiers, and the countries that have supplied the staffs of the operation and force HQs.

Amongst them especially Greece, which has offered their permanent OHQ, taking a leading part in effecting the operational level and providing daily support of outstanding quality in command of this operation. But I very much want to pay a sincere and heart felt tribute to the soldiers who risked their lives or their physical or psychological integrity, and have behaved admirably, particularly during the peaks of violence of August and October 2014. I pay tribute to their leaders Generals Thierry Lion and Jean-Marc Bacquet for their total commitment to the mission in respect of the lives of their personnel. All soldiers, NCOs, and officers deserve our gratitude. My thoughts also go to Master Corporal Moana Heiarii who died for France in the fulfilment of his mission on November 5, 2014.

Placs pour la premire fois sous procdure durgence, les processus politique et militaire dtablissement de lopration, de planification, de gnration de force et de lancement ont t conduits avec une rapidit exceptionnelle, permettant EUFOR RCA datteindre sa pleine capacit oprationnelle deux mois et demie aprs son dploiement initial. Bien sr des difficults et des blocages ont surgi, ltude des retours dexprience et la poursuite du dialogue entre Etats-membres permettront de consolider les acquis et damliorer ce qui doit ltre. Je voudrais remercier une fois encore tous les Etats-membres pour leur soutien sans faille, les nations contributrices de troupes qui ont affect EUFOR RCA le meilleur de leurs soldats et les pays qui ont arm les tats-majors de lopration et de la force.

Et parmi eux tout particulirement la Grce, qui a offert son OHQ permanent, prenant une part prpondrante dans larmement du niveau opratif et assurant un soutien quotidien dune remarquable qualit au commandement de cette opration. Mais je voudrais surtout rendre un hommage sincre, appuy et chaleureux aux soldats qui, au pril de leur vie ou de leur intgrit physique ou psychologique, se sont admirablement comports, notamment lors des pics de violence daot et doctobre 2014. Hommage aussi leurs chefs les gnraux Thierry Lion et Jean-Marc Bacquet pour leur engagement total au service de la mission dans le respect de la vie de leurs personnels. Tous, soldats, sous-officiers, officiers, mritez notre gratitude.


We will not forget him.My wishes for success are finally going to EUMAM, which will extend in other forms the dynamics of EUFOR RCA, showing the determination of the European Union to continue to play an active role alongside the United Nation, for the populations and in support of the transition process and reconstruction work in Central African Republic.

Mes penses vont galement au caporal-chef Moana Heiarii mort pour la France dans laccomplissement de sa mission le 05 novembre 2014. Nous ne loublions pas. Mes vux de plein succs vont enfin EUMAM, qui va prolonger sous dautres formes la dynamique dEUFOR RCA, montrant la dtermination de lUnion Europenne continuer jouer un rle actif aux cots des Nation Unies, au profit des populations et en soutien du processus de transition et de reconstruction luvre en Rpublique centrafricaine.

En 2013, un violent conflit interne avait amen la Rpublique Centrafricaine en situation pr-gnocide, avec des milliers de victimes et un million de dplacs sur une population de 4,5 millions. Lopration militaire EUFOR RCA lance en Fvrier 2014 a eu pour mission de contribuer au rtablissement dun environnement sr et scuris dans trois zones trs sensibles de de la capitale de la Rpublique Centrafricaine, Bangui - les Arrondissements 3 et 5 et lAroport - afin de permettre aux groupes humanitaires de fournir de laide aux populations et de faciliter le retour des dplacs, tout en appuyant le dploiement des Casques Bleus de la Mission Multidimensionnelle Intgre de Stabilisation des Nations Unies MINUSCA.Le personnel de lEUFOR RCA a t fourni par de nombreux Etats membres de lUE ainsi que de Pays tiers: 120 lments auprs du Commandement de lOpration de Larissa (Grce) et une Force multinationale de 750 soldats Bangui, dote dun bataillon dinfanterie associ une force de police statut militaire et des units de forces spciales, du gnie, de dminage et logistiques.

In 2013 a violent internal conflict brought the Central African Republic on a pre-genocide situation, with thousands of casualties and one million of displaced persons out of a population of 4.5 million. The mission of the EUFOR RCA Operation launched in February 2014 was to contribute to the provision of a safe and secure environment in three most sensitive areas of the Central African capital Bangui - the 3rd and 5th Districts and its airport - to allow humanitarian organizations to provide aid to the population and displaced persons to return home, while in support of the deployment of the Blue Helmets of the UN Multidimensional Integrated Stabilization Mission MINUSCA.EUFOR RCA personnel was provided by many EU member-states and third states: 120 elements based at the Operation Headquarters in Larissa (Greece) and a 750-strong Multinational Force deployed in Bangui, consisting of an Infantry Battalion supplemented by a gendarmerie-type police force and by Special Forces, Engineers, Explosive Ordnance Removal and Logistics Units.

Sewa le Pont de lUnit en langue Sango a runi trois Arrondissements de Bangui diviss par le conflit.Vritable exemple de coopration Europenne, la structure de 24 mtres a t fabrique en Pologne, offerte par la Rpublique Tchque, transporte grce la Sude et assemble par le Gnie Italien avec la supervision dexperts Allemands et Tchques.

Sewa - the Unity Bridge, in Sango language - has re-united three Districts of Bangui divided by the conflict. A genuine example of European cooperation, the 24 metres structure was made in Poland, donated by the Czech Republic, transported thanks to Sweden and assembled by the Italian Engineers with the supervision of German and Czech experts.

Le Caporal-chef Heiarii Moana est projet le 22 septembre 2014 au sein de la force europenne EUFOR RCA en Rpublique centrafricaine en qualit de chef dquipe et radio tireur. Reconnu comme un soldat physique et polyvalent, sa fiabilit, sa loyaut et son exemplarit lui permettent de simposer comme un grad respect des plus jeunes et estim de ses chefs.Atteint dune forme trs grave de paludisme, le mardi 4 novembre au matin il est rapatri de Bangui vers Paris. Pris en charge dans un hpital militaire parisien, il est malheureusement dcd dans la soire du 5 novembre. N le 10 janvier 1988 Anaa (Polynsie franaise), le caporal-chef Heiarii Moana aura servi la France durant plus de cinq ans.

Master Corporal Heiarii Moana is deployed with the European Force in the Central African Republic on 22 September 2014 as Team Leader and Radio Operator.Appreciated for being polyvalent and fit, his reliability, loyalty and examplarity earn him the respect of his junior comrades and the esteem of his chiefs.Affected by a very serious form of malaria, he is evacuated on November 4th from Bangui to Paris. Treated in a Military Hospital of the French Capital, he unfortunately passed away in the evening of the 5th November.Born the 10th of January 1988 in Anaa (French Polynesia), Chief Corporal Heiarii Moana served France for more than five years.
