ICAO ANNEX 6: Flight dispatcher requirements
ICAO Annex 6 Part I requires in its chapter 10:10.2 The State of the Operator, [..], shall require that, as a minimum, flight dispatchers meet the requirements specified in Annex 1 for the FD licence.
• ICAO Annex I provides a list of requirements related to the issuance of flight dispatcher licence.
• These requirements are made applicable to any flight dispatcher (with or without licence) by Annex 6 and are mostly related to the flight dispatcher initial training.
• Annex 6 provides as well pre-assignment requirements

ORO.GEN.110 Operator responsibilities(e) The operator shall ensure that all personnel assigned to, or directly involved in, ground and flight operations are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole.
GM1 ORO.GEN.110(c) Operator responsibilitiesOPERATIONAL CONTROL(a) ORO.GEN.110(c) does not imply a requirement for licensed flight dispatchers or a full flight watch system.(b) If the operator employs flight operations officers in conjunction with a method of operational control, training for these personnel should be based on relevant parts of ICAO Doc 7192 Training Manual, Part D-3. This training should be described in the operations manual.

Article 2:1. The principal objective of this Regulation is to establish and maintain a high uniform level of civil aviation safety in Europe.2. Additional objectives are, in the fields covered by this Regulation, as follows:
