Descriptive Annex 1 INTRODUCTION The range of fuel dispensers and optional integrated self-service device (SSD) comprise of the following configurations:

• Fueltek FT4000 interruptible meter measuring system, single or twin dispenser for use in the presence of both trading parties when used in standalone mode. The housing comprises a hydraulics enclosure with an electronics enclosure above it. An example of arrangement is shown in Figure 1. The dispenser is designated as follows depending on flow rate and fuel type: FT4000WMPO/xx, where xx represents Qmax

• Fueltek FT4000 interruptible meter measuring system, single or twin dispenser with

integrated SSD. An example of arrangement is shown in Figure 2. The SSD may support multiple remote dispensers. The FT4000 range of SSDs can have various user access methods including, but not limited to, RFID Tag Reader \ Swipe Card Reader \ Data Disk Reader \ Identitag reader. The SSD is connected to a remote fuel management system and data storage device. The dispenser is designated as follows depending on flow rate and fuel type: FT4000WMAP/xx, where xx represents Qmax

All models have the same electronics with additional software to operate the integrated fuel management system. 2 DESCRIPTION

2.1 Construction The base and internal dispenser frame is constructed from riveted angled stainless steel and stainless-steel panel work. The frame is clad with stainless steel panels and the hinged front doors are secured with two key locks one lower one upper.

The dispenser enclosure may be constructed of steel, aluminium, GRP or a combination of these materials.

The graphics display and logic board which form the calculator is mounted in the upper head. The display can be viewed through a clear window in the front panel.

The pump unit and meter are supported on the internal dispenser frame.

The nozzle holster is made from cast aluminium and is mounted on the dispenser’s side panel.

Dispensers metering Adblue are equipped with Adblue compatible meters and fed from a submerged pump.

2.2 Essential parts The dispenser is constructed from the components listed below providing there are no conflicting characteristics within the relevant Evaluation or Part Certificates. The general arrangement is shown in the schematic in Figures 3 and 4.

2.3.1 FT4000

The SSD is for use by registered users using a tag, card or data disk reader (other options are permitted). The SSD may be connected to other FT4000 dispensers or any other compatible fuel dispensers having an EU type examination certificate in accordance with Directive 2014/32/EU on Measuring Instruments. The SSD incorporates a keypad and a printer for issuing a receipt, which includes the following information:

− Customer Name − Site Name − Unit No. − Pump No. − MID No. − Transaction No. − Vehicle Tag No. − Date + Time − Product − Amount − [Duplicate Ticket]

2.3.1.1 Data Storage Device - Fuel Manager Online (FMO) The measurement data obtained from the FT4000 SSD is stored in an electronic data storage device located at the address on page 1. The data storage software is designated Fuel Manager Online (FMO). An overview of the FMO is shown in Figure 12. The measurement data can be viewed by registered customers by logging into the online software with an account number followed by a username and password.

2.3.2 Alternative SSD Any compatible Self-service device may be connected to the FT4000 dispenser that has been issued with a Parts Certificate by a Notified Body responsible for Module B (MI-005) under Directive 2014/32/EU in any Member State and bears the CE marking of conformity to the relevant directives. 3 TECHNICAL DATA

The overall characteristics of the measuring instrument are limited to a range in which the characteristics of all the individual components within the measuring instrument are valid. 3.1.2 The dispenser operates from a 230 VAC power supply. 3.1.3 Software

3.1.3.1 Calculator & SSD

The software complies with Welmec Guide 7.2 (2018), Risk Class C, Type P, Extensions T, S and D.

Software is downloaded remotely into the memory module which is soldered to the main circuit board. The circuit board is secured by wire and seal. The legally relevant software (LRS) software version number and CRC checksum are periodically displayed during normal operation on the top line of the LCD display. The identification and CRC number for the printer software code are printed on each transaction receipt. The event logger records the date and time of legally relevant software downloads and is displayed by entering CLR759 on the keypad.

3.1.3.2 Data storage device (FMO)

The software complies with Welmec Guide 7.2 (2018), Risk Class C, Type U, Extensions L, S and D.

FMO (Fuel Manager Online) is an online transaction viewer. User’s login to FMO to view their online fuelling transaction information. Fuel Manager & Autocomms deals with communications from the SSD and the subsequent storage of fuelling transitions into tables, these tables are then accessed by FMO. Fuel Manager and Autocomms share the same source code. The version number and generated CRC are viewable via FMO on the system information popup window (Figure 13). This information can be accessed on site at the address on page 1 or can be accessed remotely by http://www.fuelfax.co.uk.The “Version history” link provides access to the MID event logger which records the date and time of legally relevant software downloads. 3.2.1 Hose

The combination of hose type and length is selected to ensure hose dilation does not result in a displayed quantity at the start of a transaction prior to the nozzle being operated.

3.2.2 Nozzle

Nozzle with built in non-return valve. 3.3 Non-essential parts The following items may be included within the hydraulic circuits:

− Submerged pump − Shear valves for use on dispensers − Non-return valves separate from the pump and gas separator − Swivels and or safety breaks in the hose assembly circuit

4 PERIPHERAL DEVICES AND INTERFACES

4.1 Interfaces

The instrument may have the following interface types:

- RS485 - RS232

4.2 Peripheral devices

The instrument may be connected to any peripheral device that has been issued with Parts Certificate by a Notified Body responsible for Module B under Directive 2014/32/EU and bears the CE marking of conformity to the relevant directives; or A peripheral device without a Parts certificate may be connected under the following conditions:

- it bears the CE marking for conformity to the EMC Directive; - it is not capable of transmitting any data or instruction into the measuring

instrument, other than to release a printout, checking for correct data transmission or validation;

- it prints measurement results and other data as received from the measuring instrument without any modification or further processing; and

- it complies with the applicable requirements of Paragraph 8.1 of Annex I. 4.3 SSD Compatible fuel dispenser protocols

5 APPROVAL CONDITIONS The certificate is issued subject to the following conditions: 5.1 Inscriptions (Figure 11)

The instrument shall bear the following inscriptions:

- CE marking - Supplementary metrology marking - Manufacturer’s name, registered trade name or registered trade mark and

postal address - Identification number of the notified body - Information in respect of its accuracy

and, when applicable:

- Information in respect of the conditions of use - Measuring capacity - Identity marking (a type, batch or serial number or other element allowing their

identification) - Number of the EU-type examination certificate

- Information whether or not additional devices providing metrological results comply with the provisions of Directive 2014/32/EU on legal metrological control

The markings and inscriptions shall fulfil the requirements of Article 8, Article 21, Article 22 and Point 9 of Annex I of Directive 2014/32/EU. 5 LOCATION OF SEALS AND VERIFICATION MARKS

6.1 The data plate is located on the dispenser enclosure and is secured by being of a form such that it is destroyed when removed.

6.2 The SB100 meter, encoder, gas separator and calculator circuit board are secured with a wire and seal as shown in Figures 5, 6, 7, 8, 9 and 10. Sealings must bear an official mark, which may be either:

− a mark of the manufacturer and/or manufacturer’s representative, or

− an official mark of a verification officer.

For alternative components, refer to appropriate parts/evaluation certificate for sealing methods.
