With this new solution, entrepreneurs will have one point of contact that can provide advice and guidance on all of the filings required by various city government offices. The SAP solution automates the entire application filing process and enables the electronic submission of all forms. With this project, Bielefeld will have one of the most modern e-Government systems in Germany. The solution is based on the integrated SAP NetWeaver® technology platform and SAP Business Suite, which includes SAP® Customer Relationship Management (SAP CRM) as a core application. The key feature of the SAP solution is a Web portal which eases the new business application process. The multi-lingual portal explains all relevant administrative processes and allows the user to communicate with one single contact-person via the Internet, telephone, e-mail, or mail. Depending on the applicant’s individual circumstances, the system automatically determines the paperwork to be filed and identifies all of the relevant data fields to be completed. The applicant will also be able to upload additional documents directly into the system and pay filing fees online as well as view the application status. Once a contract is complete, the SAP solution automatically generates subsequent tasks for all departments involved and automatically notifies the applicant and the single point of contact. The automation provided by SAP can reduce bureaucracy not only for citizens but may allow the City of Bielefeld’s employees to focus on customer service rather than paperwork. “The implementation of the EU Services Directive is a chance to modernize our administrative processes and attract more businesses from all over Europe,” said Bernd Landgraf, IT Director for the City of Bielefeld. “IT can help us focus more on our citizens and improve services for city businesses.
