Calls for Proposals / Consultorias
The proposal selection follows a very specific procedure (different tools, rules for submission, identification of Calls…)
Sixth Framework Programme is subdivided in distinct Calls for Proposals.
Each Call is covering a given number of research priorities
First FP6 call December 2002 Pushing the limits of CMOS, preparing for post-CMOSMicro and nano-systemsBroadband for allMobile and wireless systems beyond 3GTowards a global dependability and security frameworkMultimodal interfaces Semantic-based knowledge systemsNetworked audiovisual systems and home platformsNetworked businesses and governments eSafety of road and air transportse Health Technology-enhanced learning and access to cultural heritage
Second Call 15 October 2003Advanced displaysOptical, opto-electronic, & photonic functional componentsOpen development platforms for software and servicesCognitive systemsEmbedded systemsApplications and services for the mobile user and workerCross-media content for leisure and entertainmentGRID-based Systems for solving complex problemsImproving Risk managementeInclusion
Identification of the Call for proposals and Careful selection of the instruments (tools) are essential Key Success Factors.
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Instruments for “Priority Areas”
• Integrated Projects– Objective driven
• Networks of Excellence– Exploratory research
• Targeted research projects– (address specific issues)
• Co-ordination actions
• Support Actions
No longer available ….. - Individual Take-up Actions
- SME Exploratory Awards
Two Priorities: INTEGRATION & EXCELLENCE
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
• Duración: 3 a 5 años.
• Asociación: Mínimo de 3 participantes de Estados Miembros o Asociados
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Integrated Project - what is critical mass?
• Resource wise (Open): – will have the necessary size to achieve its ambitious objectives
– budget may range up to millions of € (no minimum threshold, provided necessary ambition & critical mass is achieved)
• Partnership wise (Open): – minimum 3 participants from three different countries
(but in practice likely to be substantially more)
• Duration wise (Open):– typically three to five years
(more if necessary to deliver the objectives)
In a typical integrated project, more than 25 partners receive almost 10 M€ for a period of 3-4 years to which they add an equivalent amount as the Community funds only 50% of the costs.
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Integrated Projects - flexibility & autonomy
• For the implementation plan, each year– consortium will propose detailed plans for the coming 18 months
– and may propose to update the overall plan
(both need approval of the Commission to enter into force)
• For the Community contribution– the contract may not specify its distribution between participants
nor between activities
• For changes in the consortium– the consortium may decide to take in new participants
(without additional funding)
– the contract will specify when the addition of new participantsmust involve a competitive call
– competitive call by Commission to add tasks and funding
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Network of Excellence - main features
• “Virtual” centre of Excellence– a clearly identified “Joint Programme of Activity” (JPA)
(RTD, training, transfer, mobility... )
– established or emerging fields
• Size– Several M€ per year (average1-2M)– Participants
• minimum of 3: Universities, Research Labs, Industrial Labs • bringing together a “critical mass” of key actors• universities, research centres, enterprises (SME’s & large companies)• Research oriented
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
NoE - implementation • Selection on the basis of calls for proposals• Large degree of autonomy
– possibility to modify plans and allocation of work – possibility to launch a call for participation
• Funding– grant for integration– should be essentially dedicated to the JPA (work programme) – 7% Management– funding is defined by the number of researchers involved (20 000 euro)
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
• Duración: 2 a 3 años.
• Asociación: Mínimo de 3 participantes de Estados Miembros o Asociados
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Targeted RTD projects
• Principle: focused on one specific activity & specific results– by supporting research activities of more limited scope & ambition than Integrated Projects
• Similar to current RTD contracts– research (50%)– demonstration (35%)– combined research & demonstration
• Participation: at least two independent organisations– from at least two Member States or Associated States– more limited than for Integrated Projects– particularly for smaller research actors, including SME’s and for participants from
candidate countries– Joint and several financial liability

Environmental modelling
Modelling of the biosphere with more and more biotic and abiotic components will be a great challenge.
Climatic research (space weather included) with models in different scales and different resolution will require new architectures with access to distributed resources.
Branch oriented simulation systems will be the adequate software tools, allowing flexible adaptation to the special structure and data of complex environmental systems
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Environmental Applications
Complexity (dimension(s), structure(s))
Scale (amount of data, distribution, heterogeneity)
Modelling for different purposes (scenario analysis, emergency response, risk management, etc…)
Need for adaptability (coupling of models, parameter adjustment, etc)
Longevity of data, applicability to different purposes
EU-LAT WinCo Conferencia: Mexico DF, MEXICO 13/04/2005 – 15/04/2005
Research Priorities
» Parallel, distributed and Grid computing
» Knowledge from data, decision support
» Intelligent/adaptive user interfaces & visualisation
