• Collaboration under the previous FP7 (2007-13):

Strengths of European R&I

• Europe remains the main knowledge production centre in the world, with almost 1/3 of the world’s S&T production, and the largest number of researchers in the world (public + private sectors).

• The EU remains a very attractive location for R&I investment. In 2011, the EU was the main destination of FDI in the world.

• With 28 member states and more than 20 official languages, the EU is highly diversified, which explains that:

• European researchers are used to cultural and linguistic diversity, and are frequently involved in international collaborations(a necessity for the smaller EU countries).

• The European research landscape is highly networked.

• For these reasons, partnering with a European (public or private) research organization usually takes place very smoothly, and is often an effective way to gain access to existing networks.

• One of the largest (∼ 80 bn € !) and most open public R&I programmes in the world (2014-20)

• Many instruments for R&I co-operation:

� Collaborative projects for applied research

� European Research Council grants for basic research

Specific challenge: Global warming and climate change are likely to affect all the biosphere's components and impact the functioning of all aquatic ecosystems and the living organisms that populate them. ………………………….

Scope: Proposals should give similar emphasis on both (A) and (B):

A. Proposals should focus on understanding how climate change may affect the most important and less resilient exploited European fish stocks and should cover the diversity of ecosystems and EU fisheries. They should provide new insights, at different geographic scales (………) and different climate change scenarios, on how climate-induced changes may affect important biological processes (including ……). Particular focus should be given on risk assessment and management, elaboration of adaptation strategies for fisheries management and development of novel forecasting and early warning methodologies.

B. Proposals should also investigate the potential effects and consequences of climate change on aquaculture taking into account ………………

The Commission considers that proposals requesting a contribution from the EU in the range of EUR 5 million would allow this specific challenge to be addressed appropriately. Nonetheless, this does not preclude submission and selection of proposals requesting other amounts.

Expected impact:

Support fisheries management and aquaculture development by reducing uncertainties and risk, while optimising the scientific advice, policies implementation and production planning.

Allow regulators, fisherman and aquaculture operators to anticipate, prepare and adapt to different scenarios driven by climate change, while minimizing economic losses and social consequences.

Identify opportunities that might occur under the different scenarios and prepare to reap the potential benefits for the European fisheries, aquaculture and seafood sectors and for consumers.

Marie Skłodowska-Curie Actions (MSCAs)

• ITN - Research networks: support for Innovative Training Networks

ITNs support competitively selected joint research training and/or doctoral programmes – for early-stage researchers.

• IF - Individual fellowships: support for researchers undertaking

mobility between countries, optionally to the non-academic sector.

These grants are for experienced researchers (PhD or 4 years of relevant experience) and usually cover 2 years.

• RISE - Research and Innovation Staff Exchanges

RISE support short-term mobility of R&I staff at all career levels, including administrative and technical staff – within and beyond Europe.

• COFUND - Co-funding of regional, national and international

programmes for fellowships involving mobility to/from another country

• CASCADE: Collaborative Action towards Societal Challenges through Awareness, Development, and Education (FP7)

• CASCADE aims to provide the foundation for a future INCONET programme targeting South Asian Countries and which will promote bi-regional coordination of Science & Technology (S&T) cooperation, including priority setting and definition of S&T cooperation policies
